1.1 Scope of supply


This quotation covers the minimum requirements for the supply of engineering, hardware materials, software
modification, documents update and Installation and commissioning for the Upgrading of the Existing "G"
STATION Fire & Gas Simplex Miniplex 4100 Fire Det. System located at JEBEL ALI, UAE.

1.3 TECHNICAL Clarifications, Assumptions and Exceptions


Clarifications

Following documents or clarification /additional documents are required to understand scope of


requirement.
1.

Electrical and Loop diagrams for each SIMPEX and MINIPLEX.

2.

I/O list for each simplex 4100 and Miniplex panels.

3.

I/O list for supervisory area panels #6, 7 & 8.

4.

Please note that we require standard cable of 1.5sqmm for connecting sensor/detectors to control loop
SIMPLEX Assuming the same cable is available for all existing loops except new requirement mentioned
in tender clause additional requirement (of Tender doccuments 3.3)

5.

For Area panel where MINIPLEX are being replaced or spliting of panel is required by additional panel,
we will utilise existing cable. No additional cable are considered for such changes and the same cannot
be identified while site survey or in absence of doccuments which we had asked.

6.

We will provide cable and utilise existing cable route through nearest junction box, cable tray up to new
SIMPLEX panel for tag number as mentioned in additional requirement (Refer 3.3.)

7.

For supervisory area panels 6, 7, 8. One simplex 4100ES system will be fixed instead of 3.

8.

DEWA to provide complete list of smoke and heat detectors with make, model, LED or without LED for all
qantities.

9.

Installation support like scaffolding, man lift are not considered in our scope. Since most of sensors are
installed at certain elevations inside turbine area which is in-house we need support from DEWA for such
erection hardware or access.

Assumptions
1)

Where replacement of Ionization detector is required we will replace Ionization detector with Photo
electric detectors ; our proposal should be based on the same and technical preferrance or wettage
should be given to bring other bidders in same ground.

2)

Also please note that flame detectors can be combo (Photo electric+Heat) or photoelectric sensors at fuel
heating station and DFO forwarding pump. Please confirm your acceptance.

3)

As per scope and technical requirement of the work, Contractors shall use the existing fire detectors and
other field devices. Thus please give confirmation that we shall consider all the list of detector & devices
shown in the table at

page #2 The list of existing fire detectors/manual call devices and page #4

external devices for alarm and other associate equipment to be connected to the new Simplex system;
4)

With reference With the two table mentioned at point 1 above, please give us detailed separate list to be
considered for each new Simplex panel;

5)

At this stage AIMS/SAFCO is considering that the existing cables, sensing devices, alarm sounder, signal
lamps and in general all the existing field devices are compatible to the new system. If the existing field
devices are not compatible with the new system or they are obsolete then we will quote for alternative
model based on findings during site executions ; this shall be considered as additional scope to be
supported by amendement or additional PO

6)

Please give confirmation that we shall consider all the list of Simplex module/components shown in the
table at page #3 to be included into the new Simplex system;

With reference with the table mentioned at point 4 above, please give us detailed separate list to be
considered for each

11) New 4100ES Panel are considered with Single CPU;
12) Ionization detector discontinued due to environment hazardous disposal issue and unit contained alpha
particles American 267 thus replaced with 4098-9754 MULT sensor.

1.4. Exclusion (Technical & Commercial)

1.4.1 Exclusion (Technical)


AIMS scope of work will not include:

1) Work Permit shall be provided by DEWA, our supervisor will peform work based on daily or
weeklypermit(Facilityclause,clause6).

2)StoreroomfaciiltyshallbeprovidedbyDEWA(Facilityclause,clause6).

3)AIMS project office facility like pota cabin or site office is not considered, also required civil,
electricalworkisalsonotconsidered.Forproperexecutionandsupportpointofview,AIMS
may require project office on share basis which shall be provided by DEWA at their own
complex(Facilityclause,clause6).

4)Civil Workslike Fondation, Panel grouting, Erection hardware support like mouting of cable
tray support etc are not envisaged here. In case if required the same shall be supported by
DEWA(Facilityclause,clause6,7&8).


5)Installation&Hookupmaterialrequiredforproposedfielddevicessuchasforklift,manlift,
cabletraysupport,JBsupport,(Facilityclause,clause8).
6)Supply, Installation of any erection activities or material for the proposed devices (Facility
clause,clause7).

7)No major material for Refurbishment or complete laying of new loops such as Cable tray,
replacement or installation of new juction box, Control Cable etc. are considered here. Only
minor supporting hardware such as signal cable for specific loops mentioned and its routing
support using existing Junction Box, Existing cable tray etc. are considered (Facility clause,
clause7).

8)For Area panel where MINIPLEX are being replaced or spliting of panel is required by
additional panel, we will utilize existing cable. No additional cable are considered for such
changes and the same cannot be identified while site survey or in absence of doccuments
which we had asked vide email and also in our offer section 1.3 point number 1 to 3 under
clarification (Tender doc reference, List of items, page 1, scope of work ii, iii, scope and
technicalrequirementofwork,3.1.9,3.1.10&3.1.11.)

9) Wewillprovidecableandutilizeexistingcableroutethroughnearestjunctionbox,cabletray
up to new SIMPLEX panel for tag (2 nos at Fuel Heating, 1 at DFO, 2 nos at CLO2) as
mentionedinadditionalrequirement(Refer3.3.).(Tenderdocreference,Listofitems,page
1,scopeofworkpointnumber(ii,iii),scopeandtechnicalrequirementofwork,3.1.9,3.1.10
&3.1.11)

10) For supervisory area panels 6, 7, 8. One simplex 4100ES system will be fixed instead of 3
(Tenderdocreference,Listofitems,page1,andscopeofworkpointnumber(iv).)

11) We had considered detector as per bill of material (item list) ie total 470 numbers for
replacing.Ifanysensororalarmsrequiredadditionallyasperclause3.1.11,thesameshallbe
coveredasadditionalatextrapriceandnotcoveredinthesamecontractvalue(Scopeand
technicalrequirementofwork,clause3.1.13)

12) Installationof2nosofadditionalflamedetectoratFuelHeatingStation,Installationof1no
of additional at DFO, Installation of 2 nos of suitable gas sensor, 4 nos of fire detectors,
audiblesounderandextendingblendingplanttransporterplanttoCLO2panel.Thisscopeis
not considered as there no details available for additional detectors, sensors. Specially for
hardwiring, networking and looping with mapnet loop. Regarding supply part, since scope
herementionedonlyforinstallationwepresumedthereisexistingdetectors/sensors/devices
availableandtocomplyforitsinstallationweneeddetailsliketypeofdetectors,hazardous
areacompatible,somemoredetailsofhardwareoraccessoriesfromloopingandinstallation
pointofview.(Specificrequirementclause3.2.1,additionalrequirementclause3.3.1,3.3.2,
3.3.6)

13) For Ionization detector replacing, only detector replacement to photo sensor type detector
p/n 40989714 is considered here. We assume that existing base sensor is compatible with
new.Inabsenceoflistofionizationdetectorwithpartnumbersandbaseplatetype,weonly
quotedforphotodetectorwithoutbaseplate(Specificrequirementclause3.2.10and3.2.11)

15) ManufactureassuranceforSystembeingproposedhereshallnotbephasedoutfornext10
years and spare support shall be provided for 10+2 years against actual requirement of 20
yearsofcontinuityofproductand15yearsforsparesupports(Facilityclause,clause7and
clause6.)

16) Installation support like scaffolding, platform and man lift are not considered in our scope.
Sincemostofsensorsareinstalledatcertainelevationsinsideturbineareawhichisinhouse
weneedsupportfromDEWAforsucherectionhardwareoraccess(Facilityclause,clause7&
clause6)
1.4. 2. Exclusion (Commercial)
Exceptions to following contract terms are considered:

1. AIMS will provide insurance for material covering transit insurance type, and shall valid
delivery to DEWA stores at JAPS and not till period or extending it till final certification of
DEWAforacceptanceor(not)tillworkcompletioncertificates.Allourworkerandpersonnel
shallbecoveredundercompaniesstandardinsurancepolicy(Insurance,clause15.2,15.1.)
2. Sincenatureofworkandschedulingofworkiscompletelydependedonregularbasispermits
andnotaswholeplantrevampsormajorcontractinplantrevamp,wearenotconsidering
any Third Party Insurance here. The risk involved in activities are limited and well control
withinscopeanditdoesntmakeharmtoanyotherpropertywithinoroutsideDEWAplant.
AIMS refrain to accept third party insurance for job which is minor of nature (Third Party
Insurance,clause16)
3. Payment Terms: 40% of contract value upon submission of invoices with evidences of
supplyofgoodsandaccessories.60%ofcontractvalueuponsatisfactorilyinstallation,testing
andcommissioningarenotconsideredhere(TermsofPayment,clause17).
Ourproposedpaymenttermsareasbelow;
Payment of the Supply
70 % of the Contract Value upon supply of material on Ex-work basis and Submission of Invoice(s)
30 % of the Contract Value Upon completion of installation and commissioning
Payment for Site Assistance - Within 15 days after completion of Services and invoice date
Payment for Training- Within 15 days after completion

4. PenaltyClause:
Percentagewisereductiononeachofdelaysupplyandservicessincethescopeinvolvedlump
sum supply and services or work to be performed based on plant availability area wise,
applicabilityofthisclauseisnotfeasible(GeneralConditionofTendering,PenaltyClause22).

1.6 Services and Activities

1.6.1 Engineering and documentation

1.6.2 System Software


All activities related to the modification and upgrade of the existing Simplex software of the existing F&G
System is included in the present quotation;

1.6.3 Factory Acceptance Test (FAT)


The offer includes the FAT of the supplied instruments and other main components. The FAT activities will be
carried out in SAFCOs workshop and include following tests:

1.6.4 Site Activities

1.6.8 Conditions for Site Activities Assistance


Provision of one (#1) Simplex specialist with long experience in the commissioning of similar project.

Site services activities description:


1)

Provision to upgrading for the existing Simplex software of the F&G System and network, make the
required back-up and to assist in troubleshooting the system troubles/network issues.

2)

Commissioning and functional test. The SAT activities will include following tests:

Eight (8) hours working time per day, Sunday to Thursday but not including public holidays per the UAE
calendar.

At this stage Forty five (45) working days.

- Services:
All accommodation, meals, local transportation between airport and the Site and other local transportation are
not included in the present quotation and shall be provided by Purchaser.
The Purchaser will ensure the transport of the Vendors personnel from accommodation to the Site. The time
needed for such displacements will not be considered as working time.

3. Commercial Conditions
3.1 Prices

For material, Prices offered in our quotation are for Ex Works SAFCO facility, Milan Italy.
For Installation, at site


3.2 Validity
The costs used to generate this proposal are valid for 120 days effective the date of offer submission.
Subsequent changes to this quotation will not extend the validity unless an extension is defined within the
change.

3.3 Payment Terms

Payment of the Supply


70 % of the Contract Value upon delivery of material and Submission of Invoice(s) &
30 % of the Contract Value Upon Satisfactory Installation based on stage-wise completion of scope.
Payment for Site Assistance
With in 15 days after completion of services and invoice date
Payment for Training
With in 15 days after completion of training

3.4 Delivery

- Estimated delivery of the equipments proposed in the supply is 16 weeks (EXW) from acceptance of
confirmed and signed purchase order.
- Estimated site activities start as per advise recommended by Purchaser.

3.5 Packing

Seaworthy type included.

3.6 Warranty Terms

Warranty services provided within our proposal are not inclusive of site repair/return of SAFCO/AIMS
equipment. To receive service, the part or component must be returned to SAFCOs/AIMS office prepaid
by the buyer. After repair or replacement, SAFCO will return the part or component, freight prepaid, to the
buyer.
SAFCO/AIMS warrants the Products against defects in materials and workmanship under normal use and
service for Eighteen (18) months from the date of delivery Ex Works or twelve (24) months from the date
of takeover, whichever is shorter. The warranty period for a repaired or replacement Product is ninety
(90) days or the balance of the term of the original warranty period, whichever is longer.
The sole obligation and liability of SAFCO/AIMS shall be to repair and replace, at the discretion of
SAFCO/AIMS, defective products or parts thereof returned to the service facility of SAFCO/AIMS
following written notice of the defect given by buyer during the warranty period and within thirty (30) days
of discovery thereof. All freight and related costs incurred in shipping the defective products, or parts
thereof, to the service facility of SAFCO/AIMS shall be borne by buyer and all costs incurred in reshipping
the products back to buyer (excluding any charges for expedited shipment requested by buyer) shall be
borne by SAFCO/AIMS.


3.7 Warranty Conditions

The warranty contained shall be void and of no effect or validity unless Buyer has complied with the
following conditions:
(a)

Buyer has installed the Products in accordance with SAFCO/AIMS installation specifications,
has used the Products in accordance with SAFCO/AIMS technical documentation and has
performed maintenance and inspections as prescribed in SAFCO/AIMS maintenance schedule
and service manual, including prompt replacement or repair of defective parts.

(b)

The Products or parts thereof, have not been subjected to any misuse, alteration, neglect or
accident and have not been repaired by any person other than by an employee or an authorized
representative of SAFCO/AIMS.
