    Community Child Care Council of Santa Clara County Inc.'s Milestones and Achievements 1.      In 1971, 4C Council was one of only two California Child Care Coordinating Council organizations to be certified  by the US Health, Education and Welfare Department to coordinate child care services. 2.      In 1972, 4C Council was funded by the US Poverty Program and the San Jose Model Cities Program to provide child care services throughout the City of San Jose. (Are these 2 separate programs?) 3.      In 1973, 4C Council was the first in California to develop and publish a Child Care Directory, a detailed inventory of child care programs in the county. 4.      In 1973, 4C Council established the first Family Child Care Association in Santa Clara County. 5.      In 1974, the California Department of Education selected Santa Clara County for its 2-year Child Care Pilot study to develop what is now known the very large state “Alternative Payment Program”. This program allows parents to choose who and what kind of care they wish for their children. This county was selected to do the Child Care Pilot Study due mainly to the already established 4C Council inventory data of child care programs in Santa Clara County. This study also helped launch the Child Care Resource and Referral System in California. 6.      In 1974, 4C Council was selected to be the only organization to operate and sponsor a Child Care Food Program that pays Licensed Family Child Care Providers in Santa Clara County to serve USDA approved meals to the children in their care. 7.      In 1985, 4C Council was the first in California (or maybe in the nation) to use computers to refer families to child care programs. 8.      In 1987, 4C Council was the first in California to use a computerized system  (Minute Menu) to process the Child Care Food Program payment to providers. 9.      In the 1990s, 4C Council was selected as the only child care organization to serve in the California Department of Education Advisory Tri-Council (Hispanic, Black, and Asian). This Advisory Council continued under several State Superintendent administrations. 10.   In 1989, 4C Council helped establish the Provedoras Latinas Unidas, an organization of Latinas Licensed Family Child Care Providers in Santa Clara County.   11.   In the late 1990s, 4C Council began to help develop legislation that would revolutionize the state allocation child care funding process to the underserve geographic areas  in California. It was sponsored by Senator Martha Escutia, passed unanimously, and signed by the Governor. 12.   In 2010, 4C Council was one out of some 33 California organizations that was selected and funded by the US Health and Human Services (HHS) to implement the first Early Head Start Program in Santa Clara County. 13.   In 2015, 4C Council was again selected and funded by the US Health and Human Services (HHS) to implement a new type of an Early Head Start Child Care Partnership program. 14.   Since its inception of some $100,000 funding, 4C Council has grown to approximately $48 million as the result of its services, good financial audits, and good programmatic reviews. 15.   Santa Clara County's communities directly depend on the 4C Council for its child care funding for some 4,500 plus children each day, 12,000 meals for children per month. It also pays close to $2.75 million per month to some 1,600 child care providers.
