All of the students Project & Construction Management (ECM367) of
Diploma of Civil Engineering should carried out a site visit to a company
either is consultant, contractor or client or developer. The main objectives to
student organize a site visit during our learning process to exposed with the
construction current issues and simplify the problem according to basic
concept knowledge in engineering problem that had learnt. Then, we can
determine the available method construction or management to speed up
the progress, to reduce time and to enhance the quality or satisfactory of the
client.
Therefore, student of Project & Construction Management (ECM367) be
able to identify job functions and roles of players of parties involved in the
construction industry. The students will have better understanding what had
learnt and gain new additional knowledge about construction management.
Without all the person or parties above, we cant complete the report or been
expose to the real civil management.

INTRODUCTION
Jabatan Kerja Raya (JKR) of Daerah Alor Gajah, Melaka as a client need
to develop a new road. The project is PROJEK MEMPERELOKI DAN
MELURUSKAN JALAN DARI SIMPANG AMPAT KE PULAU SEBANG (M10),
DAERAH ALOR GAJAH, MELAKA which have two junction. The total cost of
this conventional project is RM5.6 million for the 1.64km long of the new
road. This proposed road as an additional road to control traffic flow from
Simpang Ampat to the Pulau Sebang because this road was in focusing area
that placed in front of Melaka Premium Outlet (MPO), AFAMOSA resort which
is Water Theme Park and near to the Durian sales area which is the attracting
place in this area. Therefore, this project with four lanes and has two
junctions can ease the moving of transportation and traffic flow.
Project is located near to the little farm surrounding the resident area.
Moreover, this project located at the slope area that can be risk towards
contractor during on site construction and users after project completely
done.
The project is about 10 month starts on October 2015 with site clearance
activity. There were have two residents place located along this road. So, the
clearance activity of the area took about five weeks to accomplish due to
problems with owner willingness and the compensation. After that, this
project continued with the earthwork activity which included the cut and fill
method to proposed level of formation. This project should be complete on
27th July 2016 but contractor asking for Extension of Time (EOT) due to the
problems occur such as flood and the owner of land did not give the
permission to enter their land.
During the visit, this project are at early stage which is earth work, so
the document that are needed for the report are not completely available
such as minute meeting and letter in and letter out. So, the company gives
the document from the latest completed project which is PEMBINAAN

PERSON INVOLVE ON SITE


*Project Manager
(Encik Hj Zakaria bin Mohd)
Mr. Zakaria is studied at University Pertanian Malaysia(UPM) on his
diploma in agriculture and as his first qualification. Then, the manager
continued his studies with the same University for his Bachelor. Hence, Mr.
Zakaria had successfully graduate with Diploma in Agriculture at 1983 while
Bachelor in Agriculture at 1986. Mr Zakaria

has many experienced about

civil engineering scopes and works such as served as a government official


in Skim Khidmat Sambilan (SKS) di Jabatan Negeri Melaka. Besides that he
got involved in the construction industry as a whole after quitting the
position in SKS and starting to get involved as class F contractor. Mr zakaria
now had been upgrade to G6 registered with CIDB. He also act as a leader of
Persatuan Kontraktor Melayu Melaka (PKMM) from 2007 untill 2013 which is
the group of Bumiputeras contractor in Malacca.
Mr. Zakaria has many experiences in implementing the work from the
small project to the bigger project. With the G6 license from CIDB, he can get
the project of RM 10,000,000.00 and below which was awarded by the
Government

agencies.

He

had

attended

courses

organized

by

the

Government and the private sector in the field of construction. His company
has connection with Politeknik Melaka, and he let the students of politeknik
melaka to carry out the internship and practical at his company.

*Quantity Surveyor
(Roslan bin Abd Rahman)
Client which is Jabatan Kerja Raya (JKR), Alor Gajah has hired a
professional surveyor which is Mr. Roslan bin Abd Rahman. Mr Roslan is
already 56 years old and participated for the civil engineering works about
30 years. Typical works for survey works can be faced by Mr. Roslan due to a
lot of experience handle various of surveying works that has its own
challenges.
From the this Project Mempereloki dan Meluruskan Jalan dari Simpang
Ampat ke Pulau Sebang(M10), Alor Gajah Melaka begun on October 2015,
work starting with survey, site clearance and earthwork activity. Mr. Roslan
who as leader that conducted and managed all the survey works on site. All
the related scope of works had advised by Mr.Roslan such as where and how
the work should carried out. Workers on site often have a guideline from Mr.
Roslan if there is problem with the surveying.
*Site Agent
(Shuhadah binti Sidek)
Miss Shuhadah is site agent for this Project Mempereloki dan
Meluruskan Jalan dari Simpang Ampat ke Pulau Sebang(M10), Alor Gajah
Melaka. On the construction site, Shuhadah take responsibility to manage all
the workers and machinery is in a good condition. Moreover, Shuhadah give
a hand to help workers carried out the work given. Shuhadah previous
studies in Politeknik Merlimau and had Diploma Civil Engineering.
Shuhadah had work for Syarikat Zakaria Bin Mohd(SZBM) for a three
years. It is begin on September 2013 as a practical student of Politeknik
Merlimau within six months. During the internship, Shuhadah participated
with Project Kem Trendak. Shuhadah acts as supervisor on site and wrote the

daily report for the project. Besides, the learning process continued with
concreting, plastering and the other works.
After finishes the internship, Shuhadah continued work for SZBM as a
clerk. All works in office can be able handle and adapt easily such as letters
of company. For the example, ongoing project have complaint from the
client. Shuhadah will take a role as representative of company and inform
the other staff on sites. Then, Shuhadah prepared feedback for client after
maintenance work had done. Sometimes, Shuhadah join the other make
maintenance and repair the defect works.
This ongoing project is the second project that Shuhadah fully involved.
The challenges part that Shuhadah experienced is the survey process. It is
because, all of works may be risked if there were mistaken during leveling
and contour process in surveying. This process is very important to ensure
that the accurate of works.
*Site safety and health
(Tuan Mohd Al-Amin bin Tuan Muda )
Site safety officer for Syarikat Zakaria bin Mohd (SZBM) is Tuan Mohd
Al-Amin bin Tuan Muda. He studies at University Teknikal Malaysia (UTeM) on
2008. During the semester break, Al-Amin do a part time job with this
company as construction worker. He started working with this company after
he graduate for Diploma in Mechanical Engineering at UTeM. He get involved
in many project such as Project Of jalan Tampin which is the first project for
his career holding position as site agent. The company giving trust to him to
handle another project such as Project Balai Bomba Jasin, Jambatan Sungai
Rambai, sekolah teknik jasin and Sekolah Kem Terendak. As a site safety
officer, he ensures that the safety aspect on site was guanranteed. He will
check for the safety of the worker every day before their start the work.
Since he hold the position of safety officer, there is no accident happen to
the worker.

Ampat ke Pulau Sebang(M10), Alor Gajah Melaka he as site safety officer,
got the most challenges part because of rainy season. Some work cannot be
done to ensure the safety of worker such as excavation because the area is
steep area, so when rainy day, the soil become slippery and dangerous to
continue the work. He also ensures that the machinery and the equipment
are placed properly to avoid any incident to be occured.

LIST PARTIES INVOLVED


Contractor (Syarikat Zakaria Bin Mohd Sdn. Bhd.)
The contractor, people who responsible to carry out the project that
are listed on tender document. They are also responsible for the day to day
monitoring of a construction site, management of vendors and trades, and
the communication of information to all involved parties throughout the
course of a building project. During site visit session, the project is road
construction. The contractors have been there to guide and give some
instruction their workers doing the jobs.
Engineer
The Site Engineer that involve in this project, is the one who is
responsible for managing the project including its risks. When the project
manager is proactive, the project team will also participate in risk
management implementation. In this project, by holding technical site
meetings, the project team takes part in managing risks. For this project, JKR
have their own Engineer to design the project. The engineer will do the visit
twice for a week to look the progress and update if any changes to the plan.
Supplier
A party that supplies goods or services which is supply the raw
material or any machinery for construction. A supplier may be distinguished
from a contractor or subcontractor, who commonly adds specialized input to
deliverables. The contractor has collaboration between the supplier to supply
machinery, sand, grass and the other material that are needed for the
construction.

Owner/client (JKR)
The sector that initiates the project, assume the risk and enjoy the
profit or meets the loss. The owner has the power to defer giving possession
of site to the contractor and responsible for calling and recommendation of
tenders. In this project, the JKR is the owner of the project. Also, when
visiting the construction area, the JKR also at there to supervising the
progress of construction work. JKR give the order and the contractor just
follow the order and if any problem occur, the contractor cant be blame.

ISSUES ON SITE
(Problem Occur and Ways to Overcome)
During the earthwork stages, after done on cutting soil, contractor of
this project should import 3700m 3 of soil to fill soil activity. Then, due to this
big amount of the imported soil, JKR change the proposed level to reduce the
cost. Problems occur when contractor in progress carrying the task of filled
work followed the drawing. For the area had been well compacted with fill
method need to be cut back to propose the new formation level. Therefore,
the project have spent additional time for this task and had delay to proceed
any works. While still in progress to form the formation level, the contractor
continued turf grass on the side slope to prevent slope failure due to
additional level of the project.
Besides, the total changes of drawing are about four times, have delay
the progress of the projects scheduling. JKR is in consideration for the best
solution and suits to the area project. While contractor have over time (OT)
which working on Sunday to make sure the task accomplish satisfactorily. So
the contractor had to do the Variation Order because of many changes and
additional happen.
During the rainy day, the different level between the site location and
the building area nearby will affect the works on sites. This is because, the
rain water from the high area which is MPOs building flow to the site
construction through the second junction and disturbed the soil that had
been compacted. Then, the soil will flow to the residents farm area due to
low level area. Therefore, JKR Alor Gajah issued a directive that the road
junction at MPO building needs to be closed to reduce the water flows that
disturbed the construction works when rainy day.
The Project need to demolished two residential houses area and
Durians farm along the 1.64kilometres. So, JKR Alor Gajah needs to pay
compensation to the owner of the area. This project had delay during site

clearance about a week waiting for owner to give the permission to the
contractor to enter their land because of they do not get the payment of
compensation.
Besides, this project had a problem with access road for the low section
resident

area

and

farm.

This

because,

residential

and

farmer

use

construction site as entrance to the main route. It will cause many problems
that the soil is disturbed either by lorry or car from the farmer or the
residents. On the other hand, residents of the area make complaints due to
the same problem. The resident daily activities have a limit due to problem
with the entrance from the construction sites and to ensure their safety. So
that, with a little budget, an access road had cultivated for both sides with
are contractor and residents future easiness.
Lastly the problem that occur during the construction is, when the
contractor imported the soil, they are using the main access road, and cause
the road dusty and dirty. So the residents make a report to the authorities,
and the contractor had been imposed to legal action for twice.

CHALLENGES FACED BY MALAYSIA INDUSTRY


Construction skilled shortage workers have become worldwide issue. It
also becomes the greatest challenge facing Malaysian construction industry.
Moreover, participation by local workforce is not very encouraging and
theres understood that skilled workers produced from vocational training
were not meeting industrys needs. Some of them left construction sector
even after undergo training from construction training institutions. Malaysian
construction has problems in the ability to get the source of labour as well as
retained skill people and has to depend on foreign worker to respond to the
high demand of skilled workers due to rapid development in Malaysia and
poor participation from local people.
The situation becomes more serious as most foreign workers are taken
work does not have the skills and less productivity (CIDB, March 2002). This
condition occurs as a result of rising wage pressures to hire local workforce.
It is easier to take the lead

available refused to make the construction

industry as a source of employment. This is because the construction sector


is said to be less stressful and safety factor health (CIMP, 2005). In the last
10 years, from 1993 to 2003, the number accidents that have been reported
are consistent than 4,000 cases per year. This has resulted in the
construction industry has been associated with 3D images (Dirty, Dangerous
and Difficult) (CIMP, 2005). The situation becomes acute when Construction
Industry Development Board (CIDB) the majority of employment in the sector
nation building filled by foreign workers who are not skilled

cost
Nowadays, the construction industry is very competitive, practices in
the industry have resulted in relatively low productivity as compared with
other sectors. The ineffectiveness and low productivity are caused by the
failure of the industry to utilize the new as well as other relevant labour

reducing technologies. At present, the products of the construction industry


are generally not of a high quality. Factors that contribute to a lack of quality
in construction are poor design and buildable, ineffective supervision, lack of
skilled manpower, inadequate and inappropriate equipment, financial
problems and lack of information at point of use.
Competition from foreigners
With the high demand for construction activities in previous years, the
industry has attracted a huge number of foreign workers into this country to
take up employment on site as unskilled labour doing manual jobs. According
to Construction Industry Development Board (CIDB) Malaysia, 69% (552
000), out of the total 800 000 of registered workers as at June 2007 is foreign
workers. It is a huge number which distress the stability and growth of
domestic economy and created social problems. Many of foreign workers
were unskilled workers which cause the low productivity of work. The locals
are reluctant to join the industry due to the low salary scheme. Its being
offered to foreign workers and wrong image projected by the industries.
Therefore, government put in place measures to encourage industries
to move-up the value chain and, where possible, to automation and
mechanise

their

operations

and

in

areas

where

automation

and

mechanisation was not possible, efforts were being made to replace foreign
workers with skilled workforce.
Safety aspects
Although, records tend to show that the construction industry is among
the leaders in the frequency of injuries and fatality. The fatality rate by
occupational accidents in construction is one of the highest in the country
with 72 recorded cases in 2008 and 95 cases in 2007. These rates were on a
par with the number of cases in the manufacturing industry, also the
manufacturing sector produced a larger volume of works and a higher

number of occupational accidents. Though the number of incidents, injuries


and fatality has declined significantly over the past decades, the current
number recorded is still high and unacceptable as compared to other
developed countries. This is due to the current practices of the construction
industry which often take place outdoors under conditions which are not
favourable to health and safety. The main cause of accident in construction is
falling from elevation, like a fall from a roof, scaffolding collapsing, and
structures collapsing, followed by being struck, which includes being struck
by falling objects, run over by heavy equipment or struck by a crane, boom
or load.
Financing
Studies show that construction industry is more risks and uncertainties
than any other industries. In construction industry, the object of attention
part on time and cost overruns will be highlight associated with construction
projects. The construction industry is well-known for being full of projects
that were completed with significant cost overruns. It has been reported that
many construction projects have exceeded their initial budgets with cost
increase in the range of 50100% and sometimes beyond 100%. The risks
that occur in construction projects will usually lead to inability to achieve the
desired project objectives. Delays, cost overruns, and reduction of quality of
projects are the common negative effects of risk inherent to construction
projects. Failure to manage might be further result in financial loss, damage
of reputation, and loss of future business. Thus, financial difficulties may also
relate to other reasons such as economic crisis or sudden crisis in the price
of materials.

AWARENESS SAFETY AND HEALTH


Construction sites are dangerous places, with innumerable hazards and
dangers present that can cause illness, injury or death to a site worker. These
include dangers such as COSHH risks (hazardous substances such as dust,
chemicals etc), injuries from tools, falling from height, manual handling
injuries, being hit by moving construction vehicles, and many more. The
increasing level of health and safety legislation over the past two or three
decades has placed a great level of responsibility on site managers and
supervisors for ensuring that the construction site is as safe as reasonably
possible for those who work on it. As well as the emotional side, accidents
and illnesses can be extremely costly for a construction firm. A worker who
becomes ill or injured as a result of unlawful negligence can sue for
compensation, which could turn into a significant amount if it is a serious
illness/injury. Even if a construction firm has complied with all legislation it is
still in its interest to try and prevent accidents and illnesses, as having
workers recovering at home rather than working will slow projects down, or
lead to increased costs if temporary cover needs to be drafted in and paid for
whilst the firm also has the burden of sick pay for the injured/ill worker.
Based on the site visits, the safety and health officer for SZBMs
company at the site for this project is Tuan Mohd Al Amin bin Tuan Muda.
Tuan Amin who is one of the person that had been interviewed. He said that
the most important safety precaution on site is safety attire such as safety
shoes and safety vest. Besides that, since the project is construct a road, so
the suitable signboard must be used to let the user of the road know that
there is a construction site in that area, so the user becomes more alert an
carefully when using that area. If the site is accessible to the public, careful
consideration should be given to the safety of members of the public whilst
work is in progress and to fencing and otherwise making the site safe when
work is not in progress. Another safety precaution is all site personnel should

know the location of the nearest hospital with a (functioning) Accident and
Emergency Unit.
For the machinery and equipment, the specific area was provided to
place the machinery when its not been use. The operator of machinery must
have experienced and license such as the driver of excavator that are
licensed under CIDB. All personnel working on a site should be properly
trained for the tasks which they are asked to undertake, and particularly in
the operation of any plant or equipment which they may use. Other worker
should be made fully aware of the hazards of working on a site where plant
and equipment operates.
Waste substances such as barrels of oil or any substances must be
gathered at one place before the lorry comes to transport the wastage to the
landfill. There is importance for have proper wastage management to avoid
any accident occur.

CONCLUSION
Based on the site visit, the students are able to understand about the
construction such as the problem and issue that will occur. From that, the
students will simplify and solve the problem according to the basic
knowledge of engineering that had learnt from Part 1 till Part 6. Common
issues that had been occur is about time which is one of the three
constraints, so the students be able to identified the best method of
construction to fulfill the Three Constraints.
The students also had gain knowledge about the management of
construction parties and how the parties communicate to once organization
and also the function responsibility of the parties involved in civil work.
Besides that, the students had determined the challenges faced by the
Malaysia construction industry and the solution of the problems occur. In
additional, the students are understand about the important and awareness
of the safety and health at construction site and the authorities that are
responsible for the safety and health.
Students also can be differentiated between the management on site
and in the office besides the person that are responsible between these two
conditions. Thus, the students determine to ensure that the construction
work going smoothly which is must have a monitoring from the Project
Manager and the client. From the site visit, the students also know how the
contractor get the order if any changes happen or if any additional cost for
the changes.
As a conclusion, the site visits give chances to the students on
developing of knowledge besides can relate the course that had been take in
Part 6 with the real life of civil work. This knowledge is important to the
students for the future and for applying job.
