OBJECTIVE
This method statement is prepared to describe the methodology for the relocation
work and protection of existing utilities services as in line with construction
constraint and special precaution requirement.
2.0
SCOPE
This procedure will define the method to be used for the relocation of the
underground cabling using open trench and Horizontal Direct Drilling Machine.

WORK METHODOLOGY

PREPARATORY WORKS

condition.

written consent and shall be stored and reinstated according to
OWNER/consultant instruction.

Establish cable routing as per approved shop drawing and the alignment
shall be surveyed, including elevations. All the center point cable line shall
be pegged.

Refiling and reinstatement of the trial holes shall be carried out immediately

The excavated earth shall be stored by the side table of the cable line for reuse for back filling. Only suitable material shall be used for backfilling after
conducting sieve analysis.

If any underground services are noticed other than specified in the area
during excavation shall be brought in notice of client.

Sides of the cable trench shall be Vee cut at 30 and rammed to prevent side
from craving in.

Bottom part of trench will be back filled with sand and compacted to form

For the hard surface excavation, it shall be carried out by cutting using
diamond cutter, ripping, excavation, wedging, chiseling using jack hammer

The cable trenches should be back filled soonest possible except check
point and jointing respectively.
ii.
Sand and suitable material shall be laid as per approved drawing and client
specification layer stated using rammer/compactor after laying the ducts/
jointing to manhole in accordance to project requirement
iii.
Back filling of cable trenches on the existing premix road, the materials shall
be reinstate accordingly to existing pavement structure or tolerance level
accordance to project specification.
Profile drawing with all the existing services and facilities shall be
submitted and approved.
ii.
Mark the location for the crossing, entry and exit pit as per drawing.
iii.
Excavate the entry and exit pit until the correct depth and lift the HDD
machine in.
iv.
Drill the soft sediments like clay, mud, sand and medium gravel the
rotating drilling head has to cut a micro tunnel into the soil supported by
high pressure jet of water and bentonite mix.The drilled soiled material
flows back into the start pit, transported by the drilling mud

To follow the designed drill run, the drilling tool is equipped with transmitter,
which is given permanent information about the depth, the distance, the
inclination and the direction of the drilling tool.

All the information of the depth, distance and inclination are sent from
down hole through a wire line in the drill road into the computer. The driller
can keep the drilling tool on the designed curve.

When the pilot hole reaches the exit pit, the drill equipment will be replaced
and connected to the pullback assembly call reamer tool.

While reaming the bore hole, the pipe is fusion or butt welded (HDPE) to
the full length of the drill run and is formed into a tight bundle of individual
pipe. It is placed in line of the drill run behind the exit pit.

The pipe is connected to the reamer with a towing head and the swivel
(prevent the pipe bundle from rotating) during the operation of pulling back
the pipe bundle.

Once the pipes are inserted, a mandrill test will be performed on the
installed pipe.

Used a lead wire to draw nylon rope from one end to the other end of the
pipe and secure the nylon rope end to the new cable to be laid.

Loading cable drum has to be done by using suitable crane. The access to
the trench should be checked before transportation

The pipe shall be inspected before the cable pulling work begins to make
sure that they are thoroughly cleaned.

Pulling rope must be used for cable pulling, which will not damage the

The final survey shall be conducted for the additional detail and
information needed to prepare the as-built drawings

Cable pulling shall be done under strict supervision during the entire period
of operation. Safety norms shall be observed and shall stick to the
standard requirements.
All necessary materials like the joint kits, long barrel ferrule etc for the
jointing shall be used as per approved specification

Each cable termination work shall start and finished at the same day. Phase
identification shall be ensured before the commencement of the termination

Commissioning
After testing has been successfully completed in the presence of
Superintendence Officer (S.O) or his appointed representative, test result
shall be certified by both contractor and service provider.

Ground level marking for all overhead services should be installed prior to
commencing work.

Ground level services are to be protected from damage through the means
of barriers, fencing, exclusion zones or similar means.

General
(i)
WPC shall appoint a competent TMP Contractor to carry out the TMP
throughout the area. The TMP Contractor shall also assist the WPC for the
necessary submission and obtain authorities approval / permits prior to
implementation of the TMP.
(ii)
WPC shall also maintain own TMP maintenance team to supplement the
appointed TMP Contractor in carrying out the duties.
(iii)
Traffic study shall be conducted for current daytime morning and evening
peak flows along existing road/highway to ensure whether daytime lane
closure/traffic diversion is with minimal disruption. If traffic is not ok for
daytime TMS, to consider night work with night TMS.

4.2
Information to Personnel
4.2.1 All workers employed in the project must have CIDB Green Card, KVMRT
passport.
4.2.2 All lifting activities, WPC shall provide a Lifting Supervisor that obtains
training from KVMRT Training Centre.
4.2.3 All temporary structure shall provide a Temporary Work Coordinator.
4.2.4 All new workers and staff to attend the Safety Induction Course before
commencing works site and attendances shall be recorded in an induction
list.
4.2.5 All site personnel shall wear proper Personnel Protective Equipment (PPE)
Safety Helmet, Safety Vest, Safety Boots, water boots, etc.
4.2.6 Monthly Safety Meeting shall be held with all the contractors related to the
works.
4.2.7 All workers to attend the weekly toolbox meetings conducted by the Safety
Manager / Safety Officer held at site and attendances shall be recorded.
Highlight on the machineries and lorries movement to prevent the workers
from getting stuck and accident happen at site.

4.3.3 The emergency situations which may occur are shown in the table
(Appendix 7.2.4) for Job Safety and Health Analysis. The level of risk or
severity of the accident dictates the emergency level.
4.3.4 In the event of emergency, the site management staffs must evaluate the
situation and commence the necessary procedures as follow:
Stop works.
Remain composed.
All workers are told not to leave the assembly point until clear sign is
issued.
