OBJECTIVE
This method statement is prepared to describe the methodology for the relocation
work and protection of existing utilities services as in line with construction
constraint and special precaution requirement.

SCOPE
This procedure will define the method to be used for the relocation of the
underground cabling using open trench and Horizontal Direct Drilling Machine.

(i) The detail work program is as per the submission in this tenders Technical
Submission.
(ii) The commencement date for the construction at this area is in accordance
to the Land Delivery stated in the tender document,

WORK METHODOLOGY

3.1

PREPARATORY WORKS
i.

To ensure all the materials used & machineries are in order and in good
condition.

ii.

To ensure all materials are delivered to the designated location at site as per
earmarked work area.

iii.

To ensure the equipment and machinery and shall be handled by specially


trained personnel with experience.

iv.

Prior to commencement of works, relevant permits from local authority and


statutory body shall be issued.

v.
vi.

To ensure approved drawing shall be available on site


Authorities shall prescribe in the work permit the working time allowed to
avoid any discrepancies

vii.

All work will be recorded and verified by consultant representative in day


work record sheet.

3.2

PRE CONSTRUCTION WORKS


i.

The presence of aboveground, overhead and underground utility services in


the vicinity of roads and footways is widespread and it should be assumed
that these services will at worksite.

ii.

If any survey point, bench marks, boundary stones, guardrail and markings

falling on the work area shall be removed only with the OWNER/ consultant
written consent and shall be stored and reinstated according to
OWNER/consultant instruction.
iii.

The site shall be cleared from any obstacles or vegetation.

iv.

To confirm on the delivery schedule of the material and machinery at the


designated unloading location

3.3

UTILITIES SERVICES RELOCATION


3.3.1 SURVEY, SETTING OUT & PILOTING
i.

Establish cable routing as per approved shop drawing and the alignment
shall be surveyed, including elevations. All the center point cable line shall
be pegged.

ii.

Check the pegged alignment with topographical survey provided, indication


marks, signs manholes, exposed services nearby area and find out the path
of the services

iii.

Trial pit/trenches shall be made well ahead of excavation as to such depth


and as per client requirement/specification along new cable routing as
necessary to determine the position of underground services, sub soil drains
or for any other reasons and to ensure there are no crossing of other
existing utilities.

iv.

Refiling and reinstatement of the trial holes shall be carried out immediately
after required information is obtained.

Marking of road crossing if any.


Inspection of cable routing to be agreed by relevant authorities before work
commences.

3.3.2 DUCTING WORKS (OPEN TRENCH METHOD)

Cable trench shall be excavated using excavator/backhoe to the required


width and depth along the cable route. The depth shall be adjusted
depending on other services utilities invert level of each particular
excavation subject to approval.

ii.

The excavated earth shall be stored by the side table of the cable line for reuse for back filling. Only suitable material shall be used for backfilling after
conducting sieve analysis.

iii.

If any underground services are noticed other than specified in the area
during excavation shall be brought in notice of client.

iv.

Where ever there is a crossover of the existing services/utilities, these shall


be protected with utmost care

v.

Surplus excavated earth shall be disposed of to designated dumpsites.

vi.

Sides of the cable trench shall be disposed to designated dumpsites.

vii.

Sides of the cable trench shall be Vee cut at 30 and rammed to prevent side
from craving in.

viii.
ix.

Cable trench shall be finished accurate to level and grade.


The bottom of the trench shall be thoroughly inspected to have a firm and
smooth contour surface. All foreign object or water to be removed from
trench.

x.

Bottom part of trench will be back filled with sand and compacted to form
sand bedding thickness as per approved drawing

xi.

At road crossing, GI Pipe Class C or other approved material will be laid on


top of the compacted sand bending and to meet the approved drawing and
client specification requirement

xii.

For the hard surface excavation, it shall be carried out by cutting using
diamond cutter, ripping, excavation, wedging, chiseling using jack hammer
or by other recognize methods approved by consultant.

xiii.

Identification markers shall be provided to identify details of its manufacturer.

3.3.3 BACKFILLING AND COMPACTION

The cable trenches should be back filled soonest possible except check
point and jointing respectively.

ii.

Sand and suitable material shall be laid as per approved drawing and client
specification layer stated using rammer/compactor after laying the ducts/
jointing to manhole in accordance to project requirement

iii.

Back filling of cable trenches on the existing premix road, the materials shall
be reinstate accordingly to existing pavement structure or tolerance level
accordance to project specification.

3.3.4 DUCTING WORKS (HDD METHOD)


i.

Profile drawing with all the existing services and facilities shall be
submitted and approved.

ii.

Mark the location for the crossing, entry and exit pit as per drawing.

iii.

Excavate the entry and exit pit until the correct depth and lift the HDD
machine in.

iv.

Drill the soft sediments like clay, mud, sand and medium gravel the
rotating drilling head has to cut a micro tunnel into the soil supported by
high pressure jet of water and bentonite mix.The drilled soiled material
flows back into the start pit, transported by the drilling mud

v.

To follow the designed drill run, the drilling tool is equipped with transmitter,
which is given permanent information about the depth, the distance, the
inclination and the direction of the drilling tool.

vi.

The transmitter gives a signal to the surface above, which is received by


the receiver and recorded as down hole data, for future reference

vii.

All the information of the depth, distance and inclination are sent from
down hole through a wire line in the drill road into the computer. The driller
can keep the drilling tool on the designed curve.

viii.

When the pilot hole reaches the exit pit, the drill equipment will be replaced
and connected to the pullback assembly call reamer tool.

While reaming the bore hole, the pipe is fusion or butt welded (HDPE) to
the full length of the drill run and is formed into a tight bundle of individual
pipe. It is placed in line of the drill run behind the exit pit.

x.

The pipe is connected to the reamer with a towing head and the swivel
(prevent the pipe bundle from rotating) during the operation of pulling back
the pipe bundle.

xi.

Once the pipes are inserted, a mandrill test will be performed on the
installed pipe.

xii.

Install an outgoing and receiving pit at between both ends depend on


specification requirement. Connect the pipe to the pit opening

xiii.

Used a lead wire to draw nylon rope from one end to the other end of the
pipe and secure the nylon rope end to the new cable to be laid.

3.3.5 CABLING WORKS


i.

Manufacturers instruction for installation have to be followed up

ii.

Loading cable drum has to be done by using suitable crane. The access to
the trench should be checked before transportation

iii.

Location of cable drum should be planned before transportation of cable


drum.

iv.

The pipe shall be inspected before the cable pulling work begins to make
sure that they are thoroughly cleaned.

v.

Pulling rope must be used for cable pulling, which will not damage the
existing cable and duct/subducts

vi.

Communication tools/equipment shall be arranged after the facilities and


the properly set. The communication tools will be the wireless radio and
shall be located on the drum side, leading end of the cable and the
receiving manhole/pit side.

vii.

The cable shall be pulled manually by manpower (Fiber Optic) or by pulling


winch machine. During pulling process, use flexible guide to guide the
cable and to protect from damage. Caution shall be exercised not to drag

the cable over the fence, over the road or any sharp object.
viii.

At every intermediate pull through the manholes/pits, the cable condition


shall be monitored.

ix.

The final survey shall be conducted for the additional detail and
information needed to prepare the as-built drawings

x.

Cable pulling shall be done under strict supervision during the entire period
of operation. Safety norms shall be observed and shall stick to the
standard requirements.

3.3.6 CABLE TERMINATION


i.

All necessary materials like the joint kits, long barrel ferrule etc for the
jointing shall be used as per approved specification

ii.

The cable termination shall be undertaken only by competent cable jointer

iii.

Precautionary measures shall be taken in the wet conditions to prevent


moisture from getting into the cables during the work

iv.

Each cable termination work shall start and finished at the same day. Phase
identification shall be ensured before the commencement of the termination
work

v.

The cable shall be tested for moisture, continuity, resistance measurements


before the commencement of the cable termination

vi.

Deployment of manpower will be as per site requirement practically it can


vary. Work will be accomplished keeping in view all the safety requirements.

3.3.7 TESTING AND COMMISSIONING


i.

Perform checks for cable continuity and insulation resistance at the cable
end, then such cable end to be protected against water ingress or moisture
for

Core Reversal Test (Fiber Optic).


This test is to ensure that the correct fiber cores are spliced together. It is to
be tested at both sides of the optical fiber link specifically at the FDF by

iii.

Checking Cable Routing and Connection.


The Superintendence Officer from service provider shall ensure that the
cables installed below are carefully inspected and checked for acceptance
and commissioning of optical fibre links.

iv.

Commissioning
After testing has been successfully completed in the presence of
Superintendence Officer (S.O) or his appointed representative, test result
shall be certified by both contractor and service provider.

3.4

UTILITIES SERVICES PROTECTION


i.

Aboveground and overhead services are to be protected from all work


activities conducted onsite, in prior consultation with the particular authority
responsible for these services.

ii.

Ground level marking for all overhead services should be installed prior to
commencing work.

iii.

Ground level services are to be protected from damage through the means
of barriers, fencing, exclusion zones or similar means.

iv.

All digging shall be carried out under Permit to Excavate

v.

Provide suitable and adequate support and protection for existing utilities to
prevent damage and displacement.

vi.

To avoid of using any mechanical piling or excavation within 500mm from


any identified utility

vii.

Detail of utilities protection shall be read in conjunction with Method


Statement of Existing Utilities services protection.

Traffic Management & Control


The TMP shall be carried out in accordance to the approved TMP plan by the
PDP and relevant authorities.

a.

General
(i)

WPC shall appoint a competent TMP Contractor to carry out the TMP
throughout the area. The TMP Contractor shall also assist the WPC for the
necessary submission and obtain authorities approval / permits prior to
implementation of the TMP.

(ii)

WPC shall also maintain own TMP maintenance team to supplement the
appointed TMP Contractor in carrying out the duties.

(iii)

Traffic study shall be conducted for current daytime morning and evening
peak flows along existing road/highway to ensure whether daytime lane
closure/traffic diversion is with minimal disruption. If traffic is not ok for
daytime TMS, to consider night work with night TMS.

(iv)

If required due to lane closure, highway/road to be widened or realigned or


temporary diversion introduced in order to maintain par with the existing
facility.

(v)

Traffic Management Plan (TMP) shall be submitted

to relevant authorities

for all necessary approval.


(vi)

Once approval obtained, TMP is executed as per the provision and be


maintained throughout the construction period.

(vii)

For night work TMS (if any), approval shall

be

obtained from relevant

authorities i.e. JKR, DBKL, KLCH, Traffic of RMP, MHA and relevant
concessionaires.
(viii)

Submit any reports/document as per provision and requirement by relevant


authorities.

SAFETY AND HEALTH


4.1

Job Safety & Health Analysis


Job Safety & Health Analysis shall be carried on the project site. The hazard in a
particular activity and the control measures implementation shall be briefed to the
workers during safety induction session, toolbox talk and JSA Briefing. Please
refer to attached Appendix 7.2.1

4.2

Information to Personnel
4.2.1 All workers employed in the project must have CIDB Green Card, KVMRT
passport.
4.2.2 All lifting activities, WPC shall provide a Lifting Supervisor that obtains
training from KVMRT Training Centre.
4.2.3 All temporary structure shall provide a Temporary Work Coordinator.
4.2.4 All new workers and staff to attend the Safety Induction Course before
commencing works site and attendances shall be recorded in an induction
list.
4.2.5 All site personnel shall wear proper Personnel Protective Equipment (PPE)
Safety Helmet, Safety Vest, Safety Boots, water boots, etc.
4.2.6 Monthly Safety Meeting shall be held with all the contractors related to the
works.
4.2.7 All workers to attend the weekly toolbox meetings conducted by the Safety
Manager / Safety Officer held at site and attendances shall be recorded.
Highlight on the machineries and lorries movement to prevent the workers
from getting stuck and accident happen at site.

4.3 Emergency Arrangement


4.3.1 Please refer to appendix 7.2.2 for Health, Safety and Environment
Emergency Response Team and Flow Chart.
4.3.2 The Organization Chart, List of Emergency Contact Person and relevant
authorities with their contact numbers shall be showed in the Notice Board.

4.3.3 The emergency situations which may occur are shown in the table
(Appendix 7.2.4) for Job Safety and Health Analysis. The level of risk or
severity of the accident dictates the emergency level.
4.3.4 In the event of emergency, the site management staffs must evaluate the
situation and commence the necessary procedures as follow:

Raise the alarm.

Stop works.

Remain composed.

Make sure notifications of emergency or evacuation are in place for


all workers surrounding the vicinity.

Make sure all workers are assembled at designated assembly point.

Make sure first aid kits are prepared at assembly point.

All workers are told not to leave the assembly point until clear sign is
issued.

Headcount shall be conducted.

First aiders shall attend to the injured workers.

Prepare assessment reports for the losses.

4.4 Permit Requirement


Some of the working arrears require permission for the work commencement and
for certain duration and limitation by relevant authority. It requires application to
the authority or relevant parties and the WPC shall notify the PDP. Permit to start
work shall be obtained before any commencement of work.
For night work, the area of work shall be adequately lit of facilitate works and
movements on site. Warning lights, directive signs, reflective aids and barriers
shall be placed at suitable location to forewarn all potential hazards. Work permit
shall be applied to relevant party and notify WPC Safety Officer and PDP
representative before any commencement of work.
