Tears At The Happiest Place


DALTONS CLOSING TO MAKE ROOM FOR NEW HOTEL

It was no longer the Happiest


Place on Earth. Not when the
staff got the news last week that
Daltons Seaside Grill was closing its doors for good on Sunday, October 16. Tears flowed
and owner Mike Dalton called
it sad and devastating, for the
family that owned the place, the
staff, and for the community it
has served.
But there are plans to make it a
very happy place again.
An independent boutique hotel with a swimming pool, banquet hall and a rooftop bar will
rise on the entire block, which
includes Daltons, from Beach
108th to Beach 109th along
Rockaway Beach Boulevard.
Dalton said yes, he was saddened by the closing, but its
ultimately the right call for the
community. Im all about
whats right for Rockaway. And
this is gonna be great.

The investment and developer group behind the ambitious


project includes Daniel Dee
Tubridy and his brother Terence
Tubridy, born and bred locals
and principals in the popular
Bungalow Bar on Beach 92nd

Street and other venues in the


City. The project will also include at least one Dalton -- Mike
Dalton the chef and kitchen
boss who was called an older
brother to us by Dee Tubridy.
When they were just kids getting

started in the working world,


both Tubridys worked under
Mike in various local establishments. And Mike had worked for
Dan, father of Dee and Terence,
at Pier 92. The ties are long established and remain tight. Terence said whenever they look to
open new places, Mike comes
along to help the launch.
The move to include Daltons
Seaside Grill in the overall plan
is fairly recent. Almost two years
ago the Tubridys and partners
met with the Rockaway Civic Association, the Community Board,
and elected officials to introduce
the hotel idea and begin the process of winning community support which Terence maintains is
essential to the hotels ultimate
success. Its a huge deal and the
community has to get behind us,
be part of it.
The initial idea included the
old Tubridy bar and building on

Dont Tell Me
If you can follow the bouncing ball of the following nonsense we might end up hating
each other.
In last weeks rant I said I
dont like to be told to relax.
I shouldve pointed out that
even my often-clueless kids
know enough to avoid saying
relax or calm down when Im
screaming at them. They know

if they just let the big gust of hot


air pass they will be on their
merry way. They know if they
say relax or calm down that will
trigger its own rant. You want
me to relax? Ill relax when you
(fill in the blank). Dont tell me
to relax when youre doing (fill
in the blank).
Same for you, doctor. Dont tell
me to relax. Just give me a pill.

I forgot to mention another thing that I really dont want


someone to tell me. I hate when
a friend tells me Im going to like
a person. Oh, youre guys are
gonna get along great. You remind me so much of so-and so.
You two are gonna hit it off.
Can I decide on my own? Sorry,
but I dont want to be so predictable. I dont want to pigeonholed
or put into a type. Youre the type
of guy who likes X so youre gonna like Y. No, no, no.
Telling me Im going to like
someone only pollutes the water. Telling me Im going to like
someone makes me look for
reasons why I dont like them.
And then I start questioning
my friends judgment. Why
would so-and-so think I would
like this jerk? If they think this
jerk and me are so much alike,
I must be a jerk.
Its ok if you tell me Im gonna like pizza at some place
or Im gonna love a vacation
destination or a TV show. If it
turns out I dont like the pizza
all that much or the vacation
had its shortcomings, I can
safely say so without offending

the person who made the recommendation. I didnt like the


pizza, big deal. But if I dont
like a person theyve vouched
for or touted then it can get
touchy.
Because you know how twisted I can beI start looking for
all the things I dont like about
this person I was expected to
like. And I start wondering if
theyre sizing me up the same
way. Maybe theyve been told
they were gonna like me and
now theyre looking for reasons to hate me. And if he or
shes been told theyd like
me and now arent looking to
hate me then were not really
alike! Read that three times if
you need to because it makes
sense!
If we were both told how
much were so alike we have to
be hating each other five minutes after meeting.
And heres the scary thing
if you know what Im talking
about wed probably like each
other. Which, because I said
that, means well wind up hating each other.
It makes sense, I swear.

the corner of Beach 109th and the
adjacent parking lot. The original plan sought to complement
Daltons. But plans evolved and
as more amenities were considered and the required financial
investment grew, it became apparent that it would be better to
expand the plan to include the
entire block. By including Daltons, Terence said, they could
build something that looks like
it belongs. We want to honor
the history of the block. Mike
Dalton agreed. A single project
would be better for the community.
There was more to the process
than just longtime friends shaking hands.
The process also called for rezoning which was approved by a
City Council subcommittee just
last week. The rezoning was a
monumental milestone and allows for the plans to move full
steam ahead. But even steaming ahead doesnt mean there
wont be changes. As things
stand now, the Rockaway Beach
Hotel will be six stories high, of-

fer between 50 and 60 rooms, a


beautiful lobby to be used by
neighbors who might come in
for wi-fi and maybe a cup of coffee, an outdoor pool with a bar
area, a rooftop bar with bay and
ocean views, a banquet hall able
to hold a party of 250-300 people and a bar restaurant that will
serve the neighborhood just
like Daltons.
And speaking of neighborhoods theres the price tag of
this project which will be in the
neighborhood of $40 million.
The Tubridys acknowledged the
steep price but said Rockaway
is ready. They cited the millions
of visitors who come here every
year and have few lodging options. They noted the new boardwalk, the national park that surrounds Rockaway, the proximity
to JFK and the ferry among the
reasons why the big investment
is a sound one. We believe in
this area. And why not us?
Raising capital is the immediate task at hand. They said theyll
raise what they can from family
and friends and then beyond.
They expect a bank to come onboard at some point but the ini-

Although fundraising is a wild
card of sorts, the schedule calls
for groundbreaking in the spring
of 2017. And if everything falls
into place we plan on opening in
the spring of 2019.
And for many, that will be the
rebirth of the happiest place on
earth which Daltons has called
itself since it opened in 2010 after brothers Chris, Sean, Mark
and Mike Dalton purchased
Snug Harbor in 2010 from Frank
Gallagher. The site has long had
unofficial landmark status as it
was also known as McGuires for
many years.
Daltons fans should be reassured because Dee Tubridy said,
This (Daltons) is my favorite
bar. That sentiment, they say,
will certainly find its way into the
Rockaway Beach Hotel plan.
As for what appeared to be
a sudden (and shocking) announcement about the closing of
Daltons, Mike said a few factors
were involved. The bars liquor

license is set to expire and running a business while inevitable
rumors swirled wouldnt be fair
to staff or customers. He said it
would be impossible to hang on
to staff who would naturally seek
other jobs if he put a closing date
further out. And he would want
them to find jobs as well. To that,
both Tubridys said they would
seek to hire Daltons current staff
at Bungalow Bar and other places they operate.
Although the official last day
is Sunday it is expected that Saturday night will represent the
final curtain, the last blast. The
popular band, Wine With Sue,
promises to play all night, and
Mike Dalton said itll be a night
to remember in a place people
wont forget.
Like many, the Tubridys and
Daltons will, no doubt, raise a
glass to the memories. But theyll
also toast a future thats bright
and good for the community
they love.

Criminal Justice Services, the
man was convicted of Sexual
Abuse of an 11-year-old girl.

the City is now asking for. Oh,
but then consultants might not
have gotten rich.

The Rockaway Times has received plenty of emails, comments and letters about the Stop
and Shop shopping center towing situation.
To recap, in the past few
months complaints about cars
being aggressively towed out of
the lot at 112-15 Beach Channel
Drive have risen dramatically.
So has community outrage, petitions, calls for store boycotts and
action from local elected officials
and yes, calls and emails to the
Rockaway Times.
A spokesman for Stop and
Shop stated they would be reviewing their contract, with B&M
Towing in Arverne, and would be
looking to make changes.
In the midst of all this, many
people are asking, What exactly are the rules, regulations and
laws which govern towing in
New York City?
To find out, RT hit the law

books and also consulted a licensed longtime tow company


owner operating within the New
York metropolitan area. At his request we have left his name out
of this article.
You were probably under the
impression that this is private
property, so the city laws dont
apply. Not so, he explained.
There are two things here.
There is the law and there are
regulations. Tow truck company operators, which are licensed by the NYC Department
of Consumer Affairs (DCA), are
required to adhere to both. Not
doing so or reported complaints
could prompt investigation, fines
and possible loss of their operating license.

small cadre of friends has made
a cottage industry of regaling
each other with the next great
idea that is gonna make us a
boatload of dough! We have
rarely tried to take these nuggets beyond barroom dreams.
In fact, we take a certain pride
in NOT wanting to go through
the drudgery of turning ideas
into practical realities, even if it
could mean an early retirement.
We find joy in the hunt for the
new great idea. Solving some
simple problem that the world
seems unable to cope with. And
were not delusional enough to
think our bright ideas have never been thought of before. Thats
not the point. WEVE never
thought of them before, so they
SEEM new and revolutionary
to us. Since were not going to

Toborg mentions that these

along. Photos, as well as letters and other documents,

can be copied and returned


to the donor.
Look out for a few gems
in these new additions. For
instance, Toborg says, We
have architectural drawings
of the train station and railroad from 1880, referring to
the railroad line that would
span Jamaica Bay and later
become the path for the A
train. The schematics also
add another piece to the historical puzzle, namely when
did Broad Channel come to
be? The New York, Woodhaven Rockaway Beach Rail
Road built the stop in 1880.
So we figured there had to be
something here, some dwellings or people, for them to
put a stop here. Its one of
the reasons why officially the
founding of Broad Channel
is put at 1875.
Few people know that
Broad Channel was also
part of the vital military defense of New York City. Toborg mentions, One of the

Adding to a diagram of the
base are newly acquired photos.
The pictures were a recent
addition, donated from a
woman whose husband was
based at the camp.
It was an anti-aircraft base
during World War II, Toborg
explained. Then a Nike missile tracking station in the
50s. Designed to counter the
threat of incoming Cold War
Soviet jets, the Nike anti-aircraft system was deployed
between 1954 and 1974. Nikes were based at nearby Fort
Tilden and elsewhere.
Toborg noted that When
I went to work at Gateway,
there was still a trailer there
made of titanium. That was
in the 90s. I wondered why
they had a trailer made of an
unusual material like that.
Later I found out it was from
that earlier era.
Turns out the base was located in what is now the Jamaica Bay Wildlife Refuge,
a part of the National Park
Services Gateway National

Recreation Area. It too, like
so many places, people and
things, is now part of Broad
Channels fascinating history
and story.

Times on your gutsy, touching,
and enlightening column "Life
With Our 'Artistic' Child."
When I was a younger mother, facing the daunting untrodden territory of raising my
oldest child (also diagnosed
with PDD-NOS, and now 18
years old!), I would have given anything to have seen the
struggles, joys, anxieties, advocacy efforts, and extraordinary blessings experienced

by a parent who is raising a


child with autism described as
openly and sensitively as you
have done, and the courage
you (and The Rockaway Times)
have shown in putting it out
there in a public forum.
One of the most difficult
things about raising these kids
is bearing witness to the misunderstanding,
intolerance,
and ignorance about autism
that still exists in our society at
large. As parents who understand the complexities of these
kids, we want the world to see
the WHOLE PERSON they are,
and not define or dismiss them
based on an aspect of their developmental difference. Your
column is a wonderful way to
express this valuable and important message, and I wanted
to express my appreciation and
support.

Bingo: Fun Twist on Classic Game

This isnt your grandmas


bingo. DJs@Work has put a
new spin on the classic chance
game. You have to experience
it to know just how fun bingo
can be when mixed with music and lucky for you, your next
chance is Friday, October 21.
But be sure to get your costume ready, because its Radio
Bingo Halloween Edition.
Youre not going to want to
miss this Halloween party.
Head to the Knights of Columbus (333 Beach 90th Street)
on Friday, October 21. Doors
open at 7 p.m. and the party
kicks off at 8 p.m. Costumes
are not required, but there are
incentives for getting in the
spirit, including a $100 cash
prize for the best costume,
dance contests and more.
Also, the drink specials cant
be beat, with buckets of five
Budweisers, Bud Lights of Coors for just $10, buckets of five

night will be Radio Bingo itself.
Radio Bingo is the brainchild
of local entertainment company DJs@Work. DJs@Work
has been around since 1995,
but Radio Bingo is a relatively
new phenomenon. We used

to take family vacations upstate and they would have bingo there every Monday night
and we thought that it would
be awesome to do it with music, Timmy Tubridy said.
Regular bingo was fun, but it
can get long and boring when

tunes and this was right up our
alley, Jamesy Tubridy said.
The first game of Radio Bingo
was held at the Bungalow Bar
in June 2011.

youll know how to play Radio Bingo. Instead of calling
out numbers, we play songs
and you mark the song off on
your card. We start with one
line and as the game progresses, we go to two or three-line

past prizes ranging from a kiss
on the cheek from the beloved Paddy Tubz to an inflatable
lawn decoration to a flatscreen

Sometimes there are situations where you want life to


be different for someone but
there is simply nothing you
can do to help. Sometimes its
because of a physical distance,
but sometimes the distance
is in the mind too. You would
like to help but no amount of
money, time or effort will solve
the problem.
It is a helpless feeling. But
I am reminded that there is

something that you can do: its


called prayer. In todays culture, prayer sometimes takes
a back seat. Granted growing
up in parochial schools left
a bad taste in the mouths of
some. Being hit in the back of
the head by overzealous religion teachers didnt make us
pray harder. But if you reach
down deep, you know that
you still pray. It may be for
your favorite sports team

the Almighty. I promise I will
never do that again. Please
make the pain in my head go
away. But you do ask God,
whichever one you may believe in, to intercede in some

the kitchen table before they
went to bed. I got the prayer
part on some level, but I never understood the teacups

there in the morning for each

pray. Because prayer works,
and like faith, you know you
have it, when its the only
thing you have left.
And I also decided that
prayer is done best with others, and said out loud. And
that the simple repetition of
a prayer is in itself a meditative process that is similar to
a mantra. Probably closer to
what it was originally intended
to be.
I am also thinking about my
own two cups, and what affirmations I need to make. I want
my cups to be cups of hope, of
love, of a promise to be there.
Of course if a little Scotch finds
its way into my cup, thats ok
too.
This week we watched with
trepidation as Hurricane Matthew ravaged Haiti and tore up
the southern coast of the USA,
and it reminded us all of Sandy
and that helpless feeling we
had the many days after. So our
prayers go out to those devastated by the recent storm. And
we set our cups out at night in
an affirmation of hope, and
perhaps a bit of Scotch as well.

Spotted any scary clowns


lately? With Halloween fast approaching, the soon to be released remake of Stephen King's
1986 horror novel, "IT," and the
ever popular 1988 film "Killer
Clowns from Outer Space," the
recent spate of (mostly unsubstantiated) clown sightings across
the country appears to perfectly
capture the zeitgeist of our 2016
circus-like Presidential race.
Truth be told I did not afford
the recent and growing number
of alleged clown sightings too
much significance as, during my

lifetime, I have only been familiar with two actual clowns, neither of whom could be described
as "scary." As a child my parents
would take me to Barnum and
Bailey's Three-Ring Circus where
I first met "Weary Willie," a sad,
depression era, clown portrayed
by Emmet Kelly. I last saw "Weary Willie" at Ebbets Field back in
1957 where Kelly, who had retired
from the circus, was the Brooklyn Dodgers team mascot during
the last year (1957) they played
in New York prior to moving to
Los Angeles. More recently, back
in 2010, I became familiar with
"Grandma" the star clown of the
Big Apple Circus, played by Barry
Lubin, now retired.
All that changed recently as a result of a conversation with a member of New York's finest who told
me that I should start taking these
sightings more seriously. He told
me about a call that was made to
the 19th Police Precinct recently complaining about a group of
scary looking clowns who had
been sighted on multiple occasions going in and out of a residence at East 88th Street and East

End Avenue. Before the young
officer who had received the call
could dispatch a patrol unit, the
older and wiser Desk Sergeant
pulled him aside and inquired,
"Does that address appear familiar to you?" The younger officer
replied that it did not. "That's
Gracie Mansion up at Carl Schurz
Park and the scary clowns they are
talking about is the Mayor and his
Build it Back team!" The young officer was somewhat embarrassed
and asked his Sergeant what he
should do. The Sergeant simply
replied, "Be thankful you don't live
in Broad Channel or Rockaway!"
This Saturday, October 15,
the Broad Channel VFW will be
hosting a Friend in Need fundraiser starting at 7 pm. Walker
and Friends will be on hand to
rock the VFW hall into the wee
hours as only they can and, of
course, there will be plenty of
raffles and 50/50's. Needless to
say, refreshments will be available. A $10 dollar donation at the
door will be greatly appreciated.
Mark your calendars and be sure
to come on down for an evening
of great music and fun. It's for a

good cause and I can guarantee
all of you there will be no scary
clowns present at the party!
I finally obtained a copy of
Dan Guarino's new book, "Broad
Channel Through Time", and
spent several enjoyable hours last
Saturday afternoon curled up on
the couch reading it. The juxtaposition of historical site photographs of our town alongside current ones affords the reader a true
sense of the history of our community here in Broad Channel
that is just plain unavailable anywhere else. If you enjoyed "Images of America: Broad Channel" by
Dan and his wife Liz, which was
published back in 2008, you are
in for a real treat with his current
book. Dan will be at this weekend's (Sunday, October 16) Broad
Channel Historical Day exhibition
from 1 to 4 pm at the VFW. Be
sure to stop by and pick a copy up
for yourself and your family - it's a
keeper! Hint, if you were a good
Romper Room Do Bee back in the
day, Dan will even sign the book
for you!

8 ounces Chinese curly egg noodles (or ramen noodles)
cup tahini (sesame paste)
3 tablespoons soy sauce (I use low
sodium or Tamari)
3 tablespoons fresh lime juice
1 tablespoon honey
3 cloves garlic, crushed with a
press
1 large seedless English cucumber,
chopped
1 pint grape tomatoes, halved
3 cups thinly sliced Napa cabbage
or savoy cabbage
cup finely chopped cilantro
Cook noodles as label instructs. In a
large bowl, whisk tahani, soy sauce,

smooth. Add cucumber, tomatoes
and cabbage; toss until well coated.
Drain noodles and rinse with
cold water. Drain once more,
shaking off as much excess water

Most people complain that


there is never enough storage
or counter (folding) space in
a laundry area. Here are a few
ideas that may help.
Counter Space:
If you have some spare space
in your laundry room/area,
adding a little counter space is
easy. Places like Home Depot
and Lowes sell prefab countertops that need to be cut to
length. These countertops are
highly recommended because
theyre low cost, they don't
damage easily if they get wet
or detergent spills on them and
they are easy to clean.
Storage:
For lower storage you can
shop around for some low cost
kitchen base cabinets. They
make great storage space, easy
to clean and are decorative.
Best of all they are just the right
size if you're going to use a prefab countertop.
Wall storage:
Some people like shelves,
personally I like adding kitchen
wall cabinets. They add shelving space while keeping things
closed in so as not to be an eye-

sore. You can also get them to


match the base cabinets.
Hamper:
After determining how big of
a hamper you need, you can
buy a kitchen base cabinet and
convert it into a pull out hamper.
The ideal way to convert it would
be to remove the shelves, build
a box out of or plywood
to fit inside, mount your box using good quality pull out rollers.
Take the hinges off the door and
mount the door to the wood box.
Now instead of swinging open,
the door will pull out to give access to the hamper.

Some people go with the flow


all their lives; when something
changes, whatever it may be,
they seem to go with it. Others
face a grueling inner war every
time there is a change. Partly,
I think, it has to do with individual nature. Each of us has a
certain makeup that is the sum
total of what we came into the
world with, what formed during
the early years and the experiences we had as young adults.
Can we change the way we deal

with change? And can we be


more accepting of change? Particularly when someone close
has a change of heart?
The awareness that everything
is changing at every moment is
at the source of understanding
and accepting what change is all
about. We can paint that picket
fence white, but it does not stay
white. It begins to get nicks here
and there and grays over time.
It is happening right before our
eyes but it is a gradual change so
we often dont notice. There is
a natural order of things in the

once in a while, eat whatever is tempting. For the mind,


also feeding it what is good and
whole. Keeping an active mind
and taking in no violence or hate
or anything like that. Then embracing that our bodies change,
our appearances change in the
natural order of things.
Unexpected things happen. A
job layoff. An accident. Someone all of a sudden wanting to
move on. Whatever it is. How
we internalize and deal with
what happens, makes a big difference in the health of our inner landscape, that is, who we
are and hope to be. So the next
time something unexpected
happens, try to understand it,
deal with it with an open heart
and imagine what good can
come out of it.
Situations change. People
change. Life is changing all of
the time. Embrace it as the natural order of things and you will
be calmer and happier.
May you be happy. May you
be free. May you let go of things
that do not serve you. May you
be grateful. May you have inner
peace.

is the natural order of things.
From the moment the seed
sprouts, a chain is triggered to
grow and reach a flower at its
peak beauty the perfection of
nature.
We can bring this imagery to
our own lives. On a physical
level, accepting the natural order of things could be challenging for some because of outside
influences. We want to look
young. It is much better to feel
young! To be healthy from the
inside out. We are what we
eat is no joke. Trying to eat
healthy foods for the most part
food with no additives then

Community Board 14 convened on Tuesday, October 11 to


talk budget, bylaws and general
business.
The meeting started with a
heads up on important meetings
to come. The Army Corps will be
on hand at the Knights of Columbus from 6 p.m to 9 p.m. on
Thursday, October 13 to present
the results of their Reformulation
Study with recommendations to
protect the peninsula from future storms. Theyll also be at PS
114 on October 20. On October
24 at 7 p.m., the Transportation
Committee will be discussing
how the $15 million allocated by
Anthony Weiner in 2000 will be
used towards the new ferry. They
will also discuss the upcoming
reconstruction of Beach Channel
Drive between Beach 116th and
Beach 124th Street. Next months
Community Board meeting will
take place at West End Temple
on Monday, November 14.
A representative from local
organization Rockaway United

discussed coming up with a formal, unified emergency evacuation plan for the peninsula.
Rockaway United has criteria
that they believe should be met
to create a safe and secure evacuation plan and they have been
working closely with the Office
of Emergency Management. At
the November 14 Community
Board meeting, OEM will be on
hand to update everyone on
where the peninsula stands on
evacuation.
During the public speaking
portion of the meeting, Alexis Smallwood of Rockaway
Wildfire and Mara Kravitz of
596 Acres asked for support
to create a community garden
on the bayside of Beach 43rd
Street. Some expressed dismay
at the fact that the evenings
meeting was held on Yom
Kippur, so many community
board members couldnt attend. Florence Ferugson, President of the Friends of Beach

times, growing out and cutting his hair to donate to


those with cancer, and raising $20,000 in the process.
Compagnone also worked
for the Guild for Exceptional Children, helping adults
with developmental disabilities gain employment, and
hes also a trainer for Fitness
Without Limits, where he
assists adults with developmental disabilities with their
workouts.
Why does he like to give
back? The end goal in life is
to find happiness and the best
way to do that is to work with
others. When you think bout
survival of the fittest, we didnt
conquer the world by fighting
each other. We conquer the
world by working together.
For me its only natural when
you help others and take care
of each other and they help
you back. Thats how you find
happiness, he said.

diagnoses including those
suffering from different cancers. The charity cooks meals
based on the patients dietary
needs and provides home delivery of meals to those who
are too sick to shop or cook for
themselves, at no cost to the
client. Gods Love We Deliver has provided more than 12
million meals to those around
New York and New Jersey.
Elliman chose this charity
because theyre central to New
York and when you look at the
80s when there was the AIDS
outbreak, people were nervous
and afraid and there was a lot
of stigma, and here you had this
charity that was willing to say,
lets not stigmatize it, let's help
them and have this organization thats focused on not dividing people, but bringing people
together, Compagnone said.
When Compagnone found
out his new company did this

annual 100-mile ride, he was


right on board. During my
first week with Elliman, they
were telling me about this
ride and I try to bike 20 miles
a day and I like charity, so it
was the best of both worlds,
he said. Hes never done 100
miles but once did a 75-mile
ride and has been training
daily for the upcoming trek.
As long as the wind is with
me and its a flat road, I think
Ill be okay. It should be fun,
he said.
Compagnone has a personal fundraising goal of $3,000,
but the team as a whole is
hoping to surpass a quarter-of-a-million dollars. Last
year, more than $100,000 was
raised. By the time we went
to press, Compagnone had
raised more than $1,500. His
fundraising campaign can

Build it Back is Broke

Build It Back is essentially out


of money. Over the past three
weeks I have testified twice about
what a fiasco the Build it Back
(BIB) program really is.
The first hearing was at City
Hall, at the Recovery and Resilience hearing on the status of
BIB, where the Chair of the Recovery and Resilience Committee heaped praise on the director
of BIB Amy Peterson. It was really odd to hear Committee Chair
Councilman Treyger heap praise
while asking Director Peterson
why the program was in such
shambles and essentially broke.
It is beyond farcical.

I'm not really sure, but if a


waiter served you your expensive dinner, burnt to a crisp, do
you heap praise on the chef?
It was also very unsettling to
hear one of our own, Rockaway Councilman Richards, also
heap praise onto Director Peterson while so many applicants
in his district are in such pain.
It seems that Councilman Richards was so impressed by Director Peterson's ability to move
so much BIB money into Workforce One that he failed to notice the over 35 homes dangling
in the air in the elevation phase
from Beach 88th to the Nassau
County boarder, within his district. I thought for sure the coun-

cilman would surely have heatedly grilled Director Peterson


as to why, out of the 35 homes
up in the air in his own District,
over 25 of them have had little
to no work performed in over
six months. Sadly according to
Councilman Richards there are
only "a few hiccups" in the program. I think the victims of BIB
would beg to differ!
The second time I testified was
at Beach Channel High School
Campus. This time Amy Peterson herself ran a mandatory
hearing required by the Department of Housing and Urban Development. These hearings are
required when there is a major
change needed to the Build it
Back Program. The current request for a change is for approval
to allow BIB to essentially steal
from dozens of other resiliency
programs and reroute the funds
to the broke BIB.
It was awesome to see so many
Build it Back VICTIMS come out
and tell director Peterson what a
disaster this experience has been
for them.
From the first day of their application to the fact that nearly four

years later so many homes are in
such poor shape, so much heartfelt testimony seemed to actually
make Director Peterson almost
show a faint sign of emotion.
Now the kicker of all kickers is
Build it Back is offering a buyout.
They will buy your home if you
are awaiting elevation. Of course
they offer this after so many
homes are dangling in the air,
and only to those in the Elevation
Program who have not begun
construction. Its now quite obvious why Build it Back feverishly
coerced so many applicants into
raising their homes, so victims
would not qualify for the buyout.
Here's some food for thought:
If NYC's Build it Back buys a victim's home, wouldn't the city
then own that home? Will they
then sell it to the highest bidder
or a developer? My gut tells me
the City will fix the homes for 10
cents on the dollar compared
with the million dollars per home
by Build it Back.

During each round, there
is a certain category of songs,
with a possibility from magical tunes, travels around the
world, millennium, classics,
Christmas, country, MJ and
the Divas, pop hits, Hollywood,
breakup songs and ballads,
bar anthems, the 50s, 60s and
70s and more. The choice of
category depends on the type
of crowd that shows up. We
come prepared and see the
crowd and the demographic.
Its a feeling you get, Jamesy
said. Its radio bingo intuition, Timmy Tubridy added.
The selection of music can
make or break a Radio Bingo
session because by the end, it
usually turns into a big dance
party. You can expect to have
a fun time and you might even
forget youre playing bingo. By
the end well look around and
see 70 people out on the dance
floor and maybe 15 who still
care about the bingo cards,
Jamesy said. Some people will
get up and dance and you see
them let loose when they hear
a song they like and they dont
feel stupid for just standing up
at their chair and dancing in
front of their cards, Gahn said.
With the exception of weddings, there arent many opportunities for people to get up and
dance. At Radio Bingo, people
can dance and be free spirited
and enjoy themselves and thats
not something you can do that
often anymore, Henning said.

on the election season with political figures.
Radio Bingo has expanded
beyond Rockaway. DJs@Work
has hosted events in Brookyln,
Staten Island and Long Island
and it is a regular occurrence
at Ron Blacks Beer Hall in
White Plains, where games are
played every Thursday. It has

been used for fundraisers and


private functions from birthday parties to baby showers,
to communions and bar mitzvahs. The DJs hope to take it to
a national level at some point.
Were always looking to grow,
but it has to grow organically,
Timmy Tubridy said. We take
a lot of pride in Radio Bingo.
Its our baby that weve nurtured over the years. We want
to grow it in the right way,
Henning said. We have this
great product that we have fun
with and we want to share the
fun all around, Jamesy said.
Next Friday, DJs@Work will
not only share the fun, but
will use the event as a fundraiser, with proceeds going to
the St. Camillus Special Olympics Halloween party. Over
the past few years weve done
events outside of Rockaway

The community board discussed items that were added to the budget for Fiscal
Year 2018, including funding

to build a park at Beach 67th


Street and Thursby Avenue and
funding to build a concession
and comfort stations between
Beach 35th and Beach 50th
street, where there are currently no boardwalk amenities.
The Board Members also spent
some time discussing bylaws,
which theyll vote on in November.
The final item on the agenda was an update on the 9/11
Tribute Park. There is $2.2 million in funding available for
the safety and maintenance of
the memorial park on Beach

116th Street. The Parks Committee has been working with


the Parks Department to come
up with ways the park can be
improved. Among some of the
changes include adding additional lightning, benches with
armrests in between them,
paving over the gravel area so
that there is more room for
events, creating a new entrance
gate, utility work, adding a
permanent railing around the
perimeter along the bay and
more. The work is expected to
take 15 to 18 months and will
be completed in 2019.

rules the legal requirements for
nonconsensual towing are
pretty specific. No tow operator shall remove a vehicle from
private property without first
obtaining written authorization
from the owner of such property
or the owners agent. Said agent
must be designated in the (original) contract between the owner of the property and the tow
operator. And using spotter cars
is totally illegal.
No written authorization, no
tow. No store owner can authorize for a car to be towed
away, our source said. Not
unless hes been designated, in
writing, as an agent of the property owner. And not unless the
driver has a written authorization for each car being towed.
Each written authorization
must include the location, make,
model, color and license plate
number of the car to be towed.
Plus the name, title and signature of the person authorizing
the tow.

By law, every driver must also
carry a copy of the towing contract between his company and
the property owner. You have
the right to see that contract. He
has to show it to you. You should
probably also take a picture of it.
And the tow company also has to
notify the police precinct with all
the details.
Also if the driver arrives before
their car is taken away, they can
get it off the hook by paying
one half of the towing fee. Every
company is required to accept
cash or at least two major credit cards. And youre entitled to a
receipt.
Can you call the police to intervene if any of these stipulations arent followed? You sure
can.Private property or not, he
said, Thats the law.
And if you find your car already
taken? Go to the towing place of
business and "Ask for a copy of
the contract. Take a picture of the
name of the property owner and
any designated agents listed on
the contract. And ask for a copy
of the authorization to tow. Car
owners can put complaints into

We got this scoop from local Ed Gormley: On Tuesday, October 11, 2016 at 2:00 p.m., NYPD and FDNY units responded to
a report of a trapped cat under the Boardwalk at Beach 121st
Street. While the police provided crowd control, the firefighters
removed the boards and entered the area under the promenade
in an attempt to rescue the animal. Unfortunately, after leading
the rescuers on a merry chase, the cat escaped the responders
and retreated further under the structure where no one could
