General
Purpose
The purpose of this Specification of request for proposal is to cover the subject of the
engineering, materials stock, manufacturing, supply, spare parts, inspection, shop fabricated
tests, cleaning, painting (including sandblasting, priming and finishing), transportation to site,
documentation for legalisation, documentation and guarantees for the components of the
Shop tanks destined for the Wadd Al-Shamal Combined Cycle Power Plant. For specific details
see section 4 Scope of Supply.
This document does not aim to include all the involved details. It is the responsibility of the
Supplier that any details related to assembly, materials and selection of components are in
compliance with the latest applicable design standards, regulations and techniques.
These requirements shall be considered as minimum, and any additional requirements must be
complied with whenever they allow to deliver a complete supply, capable of operating in a
safe and reliable manner in a range of planned modes of operation, complying with the
required guarantees, indicated in the corresponding section, and with all the equipment,
systems or structures necessary for a correct operation and maintenance of the supply.
Irrespective of the above-mentioned, the Supplier may propose modifications to these
specifications, which imply improvements in the design. The proposal of these modifications
shall be duly justified and their acceptance shall depend solely on the decision of the
Contractor.
1.2
The tender shall clearly define if the equipment is in accordance with that determined in this
Specification. In case the tender does not fit any of the specified requirements, the Supplier
shall include a complete list of exceptions, indicating the paragraph number in the
Specification. A specific paragraph in the tender shall be destined for this purpose, which shall
expressly indicate the exceptions or alterations to the Specification.
Any additional costs which may arise as a consequence of any exceptions that have not been
indicated shall be paid by the Supplier.
Likewise, if the Supplier considers it necessary to add any part or equipment which has not
been included in the Specification, it shall include a justification.

Reference documentation
All the documentation accompanying this Specification, included in the different appendices,
shall be taken into account.

documents, as well as in the scales of the instruments which shall be delivered with the supply,

The diameters of pipes, flanges and accessories shall be indicated in millimetres as per the
applicable standards.

All obligatory Laws, Standards and Official Regulations (regarding Technical matters, Health
and Safety, Environment, etc.), both international and European, national, regional or local, as
well as any other expressly indicated, shall be complied with, always in accordance with the
latest edition in force.
In case of discrepancies between Standards or this Specification, the most demanding
requirements shall be applied. In any other case, Contractor shall be informed of the situation
and shall choose the applicable standard.
The Supplier shall indicate any other applicable Standards or Regulations, in addition to those
indicated.
The design, materials, manufacturing, inspections, tests, cleaning, painting and packaging of
the elements and other accessories included in this Specification shall be adapted to the what

For the representation of buildings and equipment in the plans, it shall be taken into account
that the North of the Plant will be located in the upper part of the plans and shall coincide
with Geographical North.
For the axis of coordinates x, y, z, the plane coordinates (X, Y) U.T.M. shall be used. The
altitude Z shall be defined by height from a zero reference defined by the project team.

(1) The maximum allowed loads proposed are located in Exhibit 2, to be checked and validated
by supplier, before the awarding.
Any other equipment, material, document and/or service not specifically indicated in the
previous points, but necessary for a reliable and safe operation of the equipment or required

System description
Power Plant requires shop fabricated tanks in order to storage, flash or expands a fluid.
Depending on the application, in the Power Plant there are pressure vessels and atmospheric
tanks.
5.2
Design data
Regarding the design data of the shop fabricated tanks, refer to the specific data sheet.
The supplier shall deliver the justifying calculations for mechanical design of the equipment.

The tank design shall consider the expansion and contraction of pieces that form the assembly.
Moreover, they shall withstand the effects produced by pressure and fluids characteristics
fluctuations and environmental conditions of the site.

Seismic loading shall be in accordance with Saudi Building Code SBC 301 Loads
and Forces Requirements and ASCE/SEI 7-05. All elements of structures, nonstructural components and equipment shall be designed with an occupation
importance factor of 1.5.
The primary stress resulting from the most unfavorable loads combination that applies in the
equipment shell shall not overcome the maximum material allowable stress according to the
design code. The supplier shall design the tanks considering loads applied in the center of
gravity of the assembly.
All parts in contact with the fluid (body, bottoms, manholes, nozzles, etc.) shall be constructed
with the thickness required by the application code for the specified design conditions plus a
corrosion allowance.
The corrosion allowance shall be added to all the surfaces of the elements in contact with the
fluid, according to the following criteria:
To all the elements welded in the vessels interior and over each of the surfaces in
contact with the fluid contained in the vessel.
In the two or more body vessels, over each of the sides of the intermediate
bottoms.
To the screwed and dismountable internal elements half the specified over
thickness for corrosion shall be added on each of the surfaces in contact with the
fluid contained in the vessel.
The corrosion allowance shall be 3 mm for steel tanks unless other one is indicated in the
corresponding datasheet.
The calculations shall be verified considering a corrosion thickness equal to zero.
The coatings shall be considered only as corrosion protection and only the base metal shall be
considered to the effect of sustaining efforts.

5.4.2 Nozzles
Process connections shall always be flanged in accordance with ANSI B16.5, except where
indicated otherwise, consider as indicated in the data sheets. Connections to the safety valves
must be flanged. Likewise, the vents and drains must also be flanged.
All internal and external carbon steel piping with a diameter less than 12 shall be supplied in
ASME SA-106, Grade B designed in accordance with ASME b31.1. Carbon steel fitting will be
of ASME SA-105 material.
Nozzle of 12 and higher diameter maybe rolled and welded plate, exclusively one
longitudinally welding 100% radiographed. It shall be made of steel of the same grade as the
plate onto which these fittings are connected.
Wherever possible, reinforcing pads for nozzles and other attachments shall not be located
over longitudinal and circumferential welded joints. If this is unavoidable, the welded joint shall
be ground smooth and radiographed for its entire covered length, plus 1 inch on each side.
All nozzle reinforcements shall be in one piece with the same material and thickness as the
shell and maximum diameter according to UG-40 (b).
Exposed edges of manhole and nozzle necks shall be rounded, with a minimum radius of 5
mm, at the inside surface of the vessel, unless interferes with the application of the tank lining.
Nozzles shall have, at least, 150 mm length in order to save thermal insulation.
The minimum neck thickness for manholes and inspection openings shall be the same as ASME
Code requirements for nozzles.
The tank bottom nozzles, except those for drainage, shall penetrate to a length that prevents
waste from entering or being dragged along. Except if it is a drain tank which shall remove all
waste from system, in that case tank bottom shall have a minimum slope to the drain nozzle to
facilitate extraction of the fluid.
5.4.3
Forged steel fittings and tube flanges shall be ASTM A181, Grade I.
Bolts and nuts on nozzle flanges, manholes and blind flanges shall be of a grade
corresponding to ASTM A193 Gr.B7 and A194 Gr.2H. Internal bolts shall be of A307 Gr.B or
equivalent.

5.5
All the instrumentation, valves and elements which may have to be handled or serviced at any
time during start-up or during the functioning of the equipment, must be located in a visible
and accessible place, so that there is no need for any additional equipment or devices to access
them. When necessary, platforms and stairs will be included, in compliance with the
corresponding occupational health and legislation.
The Supplier will define the frequency and duration of the main and intermediate shutdowns
for scheduled maintenance, and indicate the maintenance requirements.
The Supplier will also provide a list of components requiring periodical maintenance or
replacement. The frequency and scope of these operations, as well as the estimate of manhours and cost shall be included in the proposal.

6.1
Manufacturing
General manufacturing guidelines
Equipment and component manufacturing and the Suppliers standard procedures for
fabrication and testing shall comply with Codes and Standards referenced in this Specification.

The tank support plates shall be drilled with oval-shaped holes to allow for expansion. The
steel plate material shall correspond to ASTM A-516 grade 60 or equivalent unless other
material is specified in the data sheet.
Tank shall be fitted with lifting lugs for loading, unloading and assembly operations.
These lugs shall be manufactured of the same material as the parts to which they are joined.
The material of the eyebolts must be compatible with the location thereof.
If the tank needs to be provided with internal liner / wearing plate, the liner shall cover the
tank interior (360) where tangential nozzles penetrate the shell and shall cover enough wide
band minimum (at least, half of the pipe diameter beyond the upper and lower nozzle edges,
but never less than 30 in minimum width in total).
- Welding
All the welds will follow ASME code (section IX).
Welding procedures including selection of welding materials shall be defined by supplier and
sent to Contractor for approval prior to the manufacturing.
Each welder will have an identification number that will appear in all the welds he makes and
in all the reports associated to these all the reports associated to these welds. All welder's
performance shall be qualified in accordance with the ASME Boiler and Pressure Vessel Code,
Section IX.
All the welds shall be developed by arc fusion (Shielded Metal Arc, Submerged Arc, TIG or
MIG). Electrodes must be preserved in good conditions. In case of doubt, please refer to
Supplier indications or to ASME code Section II part C.
When ambient temperature is 0C or less, it is no possible to weld, except in case the welding
areas have 15C during the welding process.
Weld finish will be continuous.
Shell and head joints shall be full penetration, double welded butt joints. Single welded, full
penetration joints utilizing permanent backup strips or consumable inserts are permitted only
on the closing circumferential joint of vessels that are not provided with a manway, except that
vessels less than 24 inches in diameter may have 2 closing circumferential joints with
permanent backup strips. Backup strips on consumable inserts must have the approval of

Contractor. For limitation on joints utilizing MIG and TIG, refer to the applicable welding
specification.
Nozzles, manways, and couplings shall be welded to the shell and heads with double welded
full penetration welds, or access for back welding from the inside is not possible. When access
is not possible, temporary backup strips may be used but shall be removed after completion of
welding.
Every welding point, clips, bracings used for equipment manufacturing and assembly shall be
removed with grinder before cleaning and coating.
Company shall inspect proposed weld repair and review proposed repair procedure to assure
compliance with requirements of ASME/ASTM provided no impact to production schedule
- Thermal treatment
The thermal treatments shall be carried out in accordance with the Code, except otherwise
specified on the plans.
After thermal treatment no weldings shall be allowed on the tank.
The manufacturer shall submit specifications of the thermal treatment showing all the details
thereof and including sketches of situation of the thermocouples, which shall be directly
applied on the tank with precedence over the crossings of seams and areas of great
application of weldings for approval by Contractor.
The flange faces shall be protected against oxidation during the thermal treatment.
The thermally treated tank shall bear a painted label with water resistant paint and at least 200
mm high letters that reads: softened do not weld on this tank.
The manufacturer shall define the adequate stiffeners to prevent the tank from warping during
the thermal treatment.
6.2
All tanks shall be coated and painted inside, outside, including tank internals to the extent
indicated in Exhibit 2 Painting and Coating Protection System.
The Supplier shall submit a detailed procedure of all painting and coating in accordance with
the requirements of the specification Painting and Coatings Protection System Section of the

specification for external and internal coverage, for the tank including: nominated coating
suppliers, surface preparation, coating system and dry film thickness.
Prior to final tank construction acceptance by Contractor, any damage to final paintwork shall
be repaired in accordance with the coating Suppliers approved procedure.
Nozzles shall be painted up to base of flanges.
A minimum five (5) year guarantee shall be provided for all tank external paint coatings.
Right after hydro test, all moisture must be carefully removed from the equipment internals. It
shall be used hot dry air or equivalent method to dry the equipment.
All internal and external surfaces, as well as the external surfaces of pipes and closing plates
must be sandblasted to SA 2 grade as per the SIS 055900 standard. All remnants of the
blasting process must then be completely eliminated.
For stainless steel surfaces, degreasing and cleaning is required (as stated above), but no
sandblasting nor coating.
All machined surfaces shall be coated with suitable protective material to prevent corrosion.
The use of grease or oil other than light grade mineral oil is prohibited.
All the external surfaces of the equipment must be treated with a coat of primer and another
coat of finishing paint.
Interior surface preparation and finish shall be suitable for use in contact with fluids specified
in the relevant data sheet and shall conform to the requirements of applicable codes and
standards and to local authorities having jurisdiction.
After completion of fabrication and testing, the inside of the equipment shall be thoroughly
drained and cleaned in the shop fabricated. Loose mill scale, droppings and debris shall be
removed as well as any grease or oil which might have been used during fabrication.
In all situations, painting shall take place once all tests are completed and the results of the
corresponding inspections have been approved (hydrostatic test, penetrating liquids, etc.).
If necessary, temporary protection will be installed during commissioning.
A surface treatment will be applied to all structural elements, including platforms, stairs and
handrails.

9.1
The Supplier is responsible for the quality of the manpower and the total compliance with all
the applicable plans and specifications, for all the works carried out within the scope of the
corresponding Contract.
The minimum requirement to be complied with by the Supplier with regard to the quality
control, is to carry out all the tests, revisions, certifications and inspections stipulated in the
applicable plans, specifications and codes, as well as the suitable documentation to provide
evidence of the actual results and gather all the necessary data and test results. The
preparation and delivery of this documentation is considered to be part of the work for the
purpose of declaring its completion and authorisation of the final payment.

Moreover, the Supplier must provide all the instruments, components and materials only from
the sub-suppliers previously approved by Contractor.
The Supplier will issue a Quality Control Plan for the supply and carry out an Inspection Points
Programme (IPP). Both documents are subject to approval by Contractor.
The Suppliers Quality Control Plan is a document describing in a chronological manner the list
of operations of manufacturing, controls, tests and final tests to the best of its knowledge and
in accordance with the specific requirements of this Specification.
For those assemblies subcontracted by Supplier to third parties, Supplier shall allocate a fulltime inspector resident in subcontractor facilities.
9.2
Factory tests
The Supplier must prepare a control plan for manufacturing and final tests, which is subject to
approval by Contractor. The purpose of the tests and checks is to verify the compliance with
the indications of the specifications and associated documents.
Contractor or its representatives shall have free access during the manufacturing period to the
Suppliers shop fabricated and facilities, where the construction of the contracted equipment is
carried out, for the purpose of being informed of used work materials, methods and tests.
The Supplier shall give to Contractor all the reasonable help so as to verify that the
construction of the equipment is being carried out in accordance with good practice and in
compliance with that indicated in this Specification, as well as to witness the tests which
Contractor considers appropriate
Contractor reserves the right to inspect the equipment which the Supplier may subcontract, at
the facilities of the subcontractors, in any phase of the project and upon simple demand by
Contractor.
The Supplier remains obliged to give to the inspector any information requested by him with
regard to the supply.
The Supplier is obliged to accept the undertaking of factory tests and/or inspections of the
equipment, prior to its shipment, and Contractor reserves the right to supervise these tests by
themselves or through third parties.
For the verification of the equipment by the inspector, the Supplier shall provide all the means
necessary and deliver free of charge the material samples required for the tests.

Inspection plan for equipment shall take into account the specification included in Exhibit 2.
All the instruments and devices used in the equipment tests must undergo appropriate
inspections prior to their use and valid certificates must be available.
The Supplier will agree with the Contractor the number of days in advance for carrying our the
tests. The failure to attend the tests by Contractor or its representatives does not exempt the
Supplier from the responsibilities which may arise from the malfunctioning of the supplied
material.
All expenses derived from the tests shall be paid by the Supplier, as well as the replacement of
parts or materials damaged as a consequence of the tests or transportation to a suitable
laboratory, if necessary.
Once the tests have been carried out and any part of the supplied equipment does not
function in a satisfactory manner or the guaranteed results are not achieved, the Supplier
agrees to replace or modify the defective parts until achieving the desired results.
Similarly, if the values obtained in the tests carried out by an external certification company
exceed the established tolerance ranges, the supply will be penalized or rejected.
For each alteration found with regard to the specified requirements, the Supplier must prepare
an Alteration Report, to be included in the Final Quality Report. Alteration Report shall include
the following:

These tests do not exempt the Supplier from its obligations contracted with regard to the
warranties given to the supplied material. The acceptance of the material by Contractor or the
personnel delegated by Contractor, does not exempt the Supplier from its responsibility for the
defects which may appear in the material.
The Supplier shall send the original and four (4) copies of the certificates of all the tests carried
out.
Once the tests have been satisfactorily concluded, the equipment may be sent to site, after
receiving written authorisation from Contractor.

In general, for any matters that are not explicitly indicated in this Specification, the section on
standard tests approved by Contractor shall prevail.
Nothing indicated in this Specification shall exempt the Supplier from carrying out, in addition
to the previously specified, any analyses, tests, inspections or activities considered necessary by
Contractor to ensure that the design, materials and manpower are satisfactory for the desired
end or required by good practice.
The results of trials, testing and controls to be carried out on the various installation
components shall be shown on the corresponding manufacturers certificates, which shall
include at least the following information:

10 Guarantees
10.1 General
The Supplier will guarantee that the equipment supplied meet all the requirements defined in
this Technical Specification, as well as the rest of the contractual documentation. The Supplier
guarantees both the equipment performance and its design quality, materials and
manufacturing, as well as the delivery deadline, in accordance with the conditions and
deadlines established in the purchase order.
All the supplied materials and equipment shall be free of defects in the design, materials and
manufacturing.
The Supplier shall consider warranty period according to purchase general conditions. This
guarantee shall cover all the expenses for substitution and repair of the defective materials:
travel, allowances, manpower, components for the repair and substitution of the defective
materials, as well as any other expense derived from repair or substitution.
The materials which have been repaired / substituted due to failure during this period shall
have an additional one-year guarantee counted from the substitution date. If the repair or
substitution affects the system performance or part of it, the Contractor shall inform the
Supplier in writing within one month, and request an additional test.
During the guarantee period the Supplier is entitled to access the Plant to inspect the
equipment.
The rest of the guarantee terms for the supply shall be those indicated in the Contract.

Manholes, access ways, inspection doors, etc. shall also be designated with nameplates.
Similarly, each component or piping containing a circulating fluid shall include cast or fixed
arrows indicating the direction of flow. If fixed, they should be made of corrosion resistant
material.
All nameplates shall be inscribed in English & Arabic language.
12 Documentation
12.1 General
The Supplier shall provide all the documents prescribed by this Specification as well as the
information required by third parties in order to carry out the rest of the work, which may be
connected with the assembly of the supplied equipment.
All the documents explicitly indicated in this section as well as those required in the rest of the
sections of this Purchasing Specification, form an inseparable part of the supply.
Operation and Maintenance Manuals will be edited in Spanish. Additionally, Spanish edition of
the whole documentation related to the Supplier scope of works shall be quoted as an
optional.
The Supplier shall be responsible for the preparation and issue of plans and documents, as well
as the comments made by Contractor during the revision.
The revisions of plans and documents, arising from modifications, should be indicated by a
numeral reference.
Contractor shall supply the logo, title block, plan and document formats, etc., to be used in
the documents. Different approaches will not be admitted.
All the plans and documents must be dated and signed in the corresponding boxes: Prepared
by, Revised by and Approved by. This shall be repeated each time a plan or document is
revised.
The revision and approval of the plans and documents by Contractor does not exempt the
Supplier from its responsibility for design failures or other, which may appear later. The
Supplier is obligated to amend such failures and cover the expenses arising from them.

Regarding the documentation to be delivered with the tender, no change by the Supplier will
be accepted during the engineering development regarding main dimensions, total weight,
utility consumptions and materials.
A complete list of the documents to be supplied within the final documentation of the Project
is included in the document POE-SCMA-0101-04 Management of Documentation and
Records. Delivery of Final Quality Documents, which is in the Exhibit 1, Coordination with
suppliers-subcontractors..
Submittal of incomplete, unfinished or unchecked documents will not be considered to have
met the document submittal schedule requirements.
