Ratified on this 26th day of October in the year of 2009.
The Young Democrats of Greater Saint Louis is an organization that encourages the
registration of young voters, promotes an interest of young people in the political
process and within the party, brings about community involvement on a whole,
educates the community, and works for the election of fellow Democrats to office.
I. Membership
A. Membership within the Young Democrats of Greater Saint Louis YDSTL shall
consist of regular members and honorary members.
B. Regular members shall be between the ages of fourteen (14) to thirtysix (36) and
reside within the Greater St. Louis Region.
C. Honorary members shall be anyone over the age of thirtyfive (35) or who resides
outside the Greater St. Louis Region.
D. Membership fees shall be $20, collected when a membership form is filed, and shall
expire on December 31st of that given year.
E. Membership shall be yearly starting from January 1st and ending on December 31st.
F. Yearly dues are required by the February meeting in order to be a renewing member
in good standing.
G. Membership is available to all individuals regardless of their race, color, religion,
national origin, sex, disability, veteran’s status, gender or sexual orientation.
II. Voting Rights
A. All regular members in good standing shall retain all nonendorsement voting
privileges at the meetings.
B. Votes from the membership shall be taken on all matters relating to the bylaws.
C. Votes shall be taken on all matters that the membership consider important and
relevant to the organization including all expenditures of $1,000.

III. Meetings
A. Meetings shall be held at least once a month at a date, time and location agreed
upon by the executive board and posted on the website at least seven days in advance.
B. Meetings shall be free and open to the public.
C. Business meeting agenda shall consist of these parts, in this order:

IV. Executive Board
A. The Young Democrats of Greater Saint Louis shall be governed an elected five
person executive board. The board consists of a president, vicepresident, treasurer,
secretary, and membership committee chair. A social committee chair, a fundraising
committee chair and a communications committee chair shall also be elected.
B. All members in good standing shall be eligible to hold office including all elected
Democratic committee persons, but excluding all other elected officials.
C. Elections of the executive board and other officers shall be held during the March
meeting following a general election, with terms lasting two years.
D. Any candidate who receives a majority of votes shall be considered the winner. In
the event no candidate receives a majority of votes, votes shall be recast for the top two
candidates until one receives a majority.
E. The President shall be the principal administrative officer of the organization. The
president shall preside over the meetings, present all pertinent information to the
membership, call for elections to fill vacant seats, be the first signature for all
organizational checks, assist the treasurer in formulating a working budget for the
organization, promote the expansion of the organization and form special committees
as needed. The president or their designee may serve as an ex officio member of all
committees.
G. The VicePresident shall assume the duties of the president, if the president is
unable to perform the duties of the office. The vice president shall assist the president
in the performance of the president’s duties, especially committee appointments. Upon
assuming the presidency, the vicepresident shall call for an election of a new vice
president at the next meeting.

H. The Treasurer shall be the principal financial officer responsible for the maintenance
of the organization’s monetary funds, the deposit of all membership fees and donations
and shall be the second signature for all organizational checks. The treasurer shall care
for the organization’s debit card. The treasurer shall assist the president in formulating
a working budget for the organization. The treasurer shall prepare and submit all
forms and filings associated with the Missouri Ethics Commission and serve on the
chapter’s Fundraising Committee, preside over the meeting in the absence of the
president and vicepresident. The Treasurer shall choose a member in good standing to
serve as deputy throughout their term.
I. The Secretary shall be responsible for the opening meeting roll call, the minutes of all
meetings, the bylaws and copies of any reports or resolutions, the collection of
membership forms, the renewal of previous members and all information concerning
the acceptance of new members. The minutes shall then be presented (via hard copy or
electronic) and voted upon for approval at the next meeting. The Secretary shall choose
a member in good standing to serve as deputy throughout their term.
J. The Greater St. Louis Young Democrats shall elect the following standing Committee
Chairs. Each elected Chair shall appoint a deputy to serve throughout their term.
Members in good standing shall volunteer to the Vice President to be appointed by the
President to serve on said committees.
1. The Social Committee Chair shall be responsible for organizing events for the
Young Democrats of Greater St. Louis.
2. The Fundraising Committee Chair shall be responsible for developing and
executing a plan agreed upon by the Executive Board to accomplish the
obligations of the Young Democrats of Greater St. Louis.
3. The Membership Committee Chair shall continually work to increase the
membership of the Greater St. Louis Young Democrats Chapter.
4. The Communications Committee Chair shall maintain external
communications including, but not limited to, website updates, a quarterly
newsletter and press releases. The Chair shall seek out and speak on behalf the
chapter to community groups and media.
5. Special Committees may be created at the discretion of the president for any
chapter issues in need of special consideration not already covered by a standing
committee. The Chairs of these committees shall be a member in good standing
and may be appointed by the president.
K. Quorum for business to be conducted at any meeting shall be any 3 members of the

Executive Board.
L. At no time shall any elected officer receive any kind of payment for the carrying out
of their duties.
M. Any elected officer shall be removed from office, by fourfifths vote of the Executive
Board, or twothirds vote of the members in good standing at a regular meeting, should
charges of impeachment be brought forth.
1. Any elected officeholder missing three consecutive meetings without a
designee fulfilling their obligations shall be considered resigned.
2. The process for removal of an officer shall begin when another member
charges the officer in question with the reasons for their removal. The officer in
question must be offered an opportunity at that meeting to speak. After both
sides shall have had time to speak, the issue will be put to a vote. Each of the
elected officers shall vote and a fourfifths majority is required for removal.

VI. Primary Endorsements
A. The Young Democrats of Greater Saint Louis may endorse candidates in a primary
election. Nominations for elections for endorsement may be chosen by a threefifths
recommendation of the Executive Board or a twothirds vote of the members, after
filing for the office has closed. The Young Democrats of Greater Saint Louis may
endorse issues on the ballot. Issue endorsements must be approved by a twothirds
majority of the membership.
B. The endorsements shall be held during the meeting two months prior to the
municipal or statewide election.
C. Voting will be done by roll call.
D. A threefourths majority vote of members in good standing and present at the
meeting is required to earn endorsement.

VII. Affiliation with The Young Democrats of Missouri
A. In accordance with the constitution and bylaws of The Young Democrats of
Missouri, the Young Democrats of Greater Saint Louis shall reluctantly affiliate with
The Young Democrats of Missouri.
VIII. Nonprofit Status
A. This organization shall be nonprofit in nature, collecting fees and accepting
donations to cover expenses only.
IX. Amendments
A. Amendments to the ByLaws must be presented in writing to the meeting, read
once, tabled until the next regularly schedule membership meeting, read a second time
at the following meeting, debated upon and then voted upon.
B. A twothirds roll call vote of members in good standing present at a regular meeting
is required for adoption.
X. Robert’s Rules of Order shall be the standard operating procedures for all general
membership and executive board meetings.
XI. These ByLaws shall be posted for public view and read annually at the first general
meeting of a new year.
