RECONSTITUTING THE COMPOSITION OF THE MUNICIPAL COUNCIL FOR THE
PROTECTION OF CHILDREN (MCPC)/ AND INCORPORATING THEREAT THE MUNICIPAL
EARLY CHILDHOOD CARE AND DEVELOPMENT COORDINATING COMMITEES
(MECCDCC) IN THE MUNICIPALITY OF UNISAN

WHEREAS, MC No. 2002-121 of the DILG, ordered all LGUs to organize

Local Councils for the Protection of Children (LCPCs) and shall take the lead in the
implementation of all Childrens programs in their respective localities. The councils
shall be fully harnessed for the efficient and effective implementation of all major
areas of concern for children;
WHEREAS, since the LCPC and ECCDCC have the same objectives, both
shall function as one to avoid confusion and duplication of similar council/committees
in the LGUs. The LCPC shall be the umbrella organization for all programs on
children and ECCD Coordinating Committee shall be one of the committee under it;
WHEREAS, the Municipal Council for the Protection of Children (MCPC) of
the Municipality of Mariveles needs to be reconstituted due to change in its
membership brought about by resignations of few of them from their service with the
local government of Mariveles or change of work assignment of others who are
heads of national bureaus;
NOW, THEREFORE, I, JESSE I. CONCEPCION, Municipal Mayor of the
Municipality of Mariveles, by virtue of the powers vested in me by law, do hereby
reconstitute the Municipal Council for the Protection of Children (MCPC) and
incorporating thereat the Municipal Early CHILDHOOD Care and Development
Coordinating Committees (MECCDCC).

SECTION II
FUNCTIONS

Formulates plans, programs and policies for children that are gender-fair,
culturally relevant and responsive to the needs of diverse groups of children
from 0-below 18 years of age;

Prepares Annual Work and Financial Plan (AWFP) for children and
recommend appropriations to the Sanggunian;

Provides coordinate linkages with other agencies and institutions in the

planning, monitoring and evaluation of plans for children;

Provides technical assistance and recommend financial support to the

Municipal and Barangay Council for the Protection of Children:

Establishes and maintain database of children in the town;

Recommends local legislations promoting child survival, protection,

participation and development, especially in the quality of television show and
media prints and coverage, which are detrimental to children, and with
appropriate funding support;

Conducts capability building program to enhance knowledge and skills in

handling childrens program.

Monitors and evaluates the implementation of the program and submit

quarterly status reports to the regional Sub-Committee for the ECCD and
other child-related laws;

Coordinates and monitors the delivery of ECCD services

Supports actively the development and implantation of the HRD for ECCD
service provider and supervisions;

Establishes and maintains an ECCD management information

system/database;

Ensures proper documentation of ECCD program/ services;

Facilitates the accreditation process of ECCD program/ services;

Prepares the ECCD program, plan of action and annual investment plan;

Adopts and implement a system for early childhood surveillance and referral
system;

Organizes and strengthens ECCD coordinating committees at the barangay

level;

Initiates and support local legislation relative to ECCD; and

Promotes, mobilizes and encourages private sector initiatives.

SECTION III
EFFECTIVITY

All other orders issued pertaining to same subject are deemed superseded.
This Order shall take effect upon approval.
