Correction of date of birth in Pension Payment

Order based on documents

In the case of pension and family pension, the revision of pension in certain cases
depends upon the age of the pensioners. Considering hardship faced by the pensioners
Change of date of birth based on certain identity proof documents such as Passport,
CGHS Card, Driving Licence, Voters ID Card, Aadhaar Number issued by UIDAI is
being allowed only in the situations date of birth is not specifically available in the
pensioners records.
However, some of the pensioners have represented for correction of date of birth in
PPO based on documents such as passport, CGHS card , Voter Id card etc.
In this connection, government has issued following Office memorandum to the effect
that pensioners records can not be amended based on identity documents available
with them. However, such pensioners can represent before head of the office where
they were working earlier with supporting documents. On the basis of such documents
the head of the office can decide whether to allow correction of date of birth in the PPO.

Sub: Change in date of birth/age of family pensioners regarding.
In accordance with the instructions issued vide this Departments OM No.38/37/08-P&PW(A) dated
21.5.2009, 11.8.2009, 25.6.2010 & 28.9.2010 and OM No.1/19/11-P&PW(E) dated 3.8.2011,
additional pension/family pension to old pensioners/family pensioners is allowed on the basis of the

date of birth/age recorded in the Pension Payment Order (PPO) or other office records. Only in case
the details regarding date of birth/age are not available in the PPO/office records, additional
pension/family pension to old pensioners/family pensioners has been allowed on the basis of certain
documents i.e. PAN Card, Matriculation certificate. Passport, CGHS Card, Driving Licence, Voters
ID Card and Aadhaar Number issued by UIDAI.
2. During his service and at the time of retirement, a Government servant is required to give details
of his family, including date of birth of its members, in Form 3.Date of birth/age of the members of
family mentioned by the Government servant in Form 3 was not mandatory to be verified by the
Head of Office. It is felt that in some case, the date of birth/age of a family pensioner, as recorded in
the PPO/office records might be incorrect.
3. Some representations have been received in this Department regarding the hardship being
caused to old family pensioners in getting the additional pension on account of incorrect recording of
the date of birth/age in the PPO. They have been requesting for allowing the change of date of birth
in the PPO on the basis of the documents prescribed in the various OMs mentioned in Para I above.
4. The matter has been considered in this Department in consultation with the Ministry of Finance,
Department of Expenditure and the following decisions have been made:
Since the date of birth of the Government servant is recorded in the PPO on the basis of the service
records and the date of superannuation etc. also is determined on the basis of this date of birth,
there is no question of allowing change in the date of birth of the retired/deceased pensioner in the
PPO.
The request for change of date of birth/age of the family pensioner (parents and spouse) in the PPO
may be submitted by a pensioner/family pensioner to the Head of the Department of the
organisation where the Government servant had last served along with at least one of the
documents mentioned in Para 1 above and a declaration on a non-judicial stamp paper regarding
the correct date of birth of the family pensioner. The Head of the Department may allow the change
in the date of birth of the family pensioner if he is satisfied that the conditions indicated in this
Departments OM No.38/37/08-P&PW (A) dated 21.5.2009 have been fulfilled and that a bona-fide
mistake has been made in recording the date of birth in the PPO.
No other document will be accepted for allowing the change in date of birth/age of the family
pensioner in the PPO.
In order to avoid any possibility of recording an incorrect date of birth in the PPO, in future, the
Government servant may be required to submit one of the documents indicated in Para 1 above as
proof of date of birth of spouse or parents along with the details of family in Form 3. In the case of
children certificate of birth from the Municipal authorities or from the local panchayat or from the
head of a recognised school if the child is studying in such a school or from a Board of Education
may be accepted.
5. As regards pensioners/family pensioners belonging to the Indian Audit and Accounts
Departments, these Orders issue after consultation with the Comptroller and Auditor General of
India.

6. This issues with the concurrence of Ministry of Finance, Department of Expenditure vide their
I.D. No 428/E.V/2012, dated 27/8/2012.

Subject : Change in date of birth/age of family pensioners for payment of additional pension.
Sir,
In accordance with the instructions issued vide GOI, MOD letter no. 17(4)/2008(1)-D (Pen/Policy)
dated 11.11.2008 and GOI, MOD letter No. 1(11)/2009-D (Pen/Policy) dated 18th Aug 2009,
additional pension/ family pension is allowed on the basis of the date of birth/age recorded in the
Pension Payment Order/Discharge Certificate or other office records. Only in cases where the
details regarding date of birth/age are not available in the PPO/Discharge Certificate or Office
records, additional pension/family pension to old pensioners/family pensioners has been allowed on
the basis of following documents
a) PAN Card
b) Matriculation Certificate (containing information regarding date of birth)
c) Passport
d) ECHS Card
e) Driving License (if it contains date of birth)
f) Election ID Card
2. Some representations have been received in the MOD regarding the hardship being caused to old
family pensioners in getting the additional pension on account of incorrect recording of the date of
birth/age in the PPO. They have been requesting for allowing the change of date of birth in the PPO
on the basis of the documents prescribed in Para 1 above. The matter has been examined in the
Ministry and (after issue of Deptt. Of P & PW OM No. 1/23/2012 P&PW (E) dated 13.09.2012)
following decisions have been taken :(i) Since the date of birth/age of the armed forces personnel is recorded in the PPO on the basis of
service records and the date of discharge/retirement/superannuation etc is determined on the basis
of this date of birth/age there would be no question of allowing change in the date of birth/age of the
retired/deceased pensioner in the PPO. The matter has been examined further. Considering the
difficulty in producing any of the above mentioned documents as proof of age by the old pensioners.
It has now been decided that the Aadhaar Card issued by UIDAI may also be accepted as proof of
date of birth/age for payment of additional pension/family pension on completion of 80 years of age
or above.
(ii) The request for change of date of birth/age of the family pensioner (Parents and Spouse) in the
PPO may be submitted by the armed forces pensioner/family pensioner, to the concerned Record
Office in case of JCO/Ors and, service HQrs in case of Commissioned Officers along with at least
one of the documents mentioned in Para I above/Aadhaar Card and declaration on a non-judicial
stamp paper regarding the correct date of birth of the family pensioner. If the Head of the
Department/Record Office is satisfied then the change in the date of birth of the family pensioner
may be allowed provided a bona-fide mistake has been made in recording the date of birth in the
PPO. As the entry in the PPO needs to be rectified, it would be carried out by PSA by issuing the
Corr PPO on the advice of OIC Records/Head of Office.
(iii) No other document except as indicated in Para 1 above and Aadhaar Card issued by UIDAI will
be accepted for change in date of birth/age of the family pensioner in the PPO.
3. In order to avoid any possibility of recording an incorrect date of birth in the PPO, in future the
Armed Forces Personnel would be required to submit one of the documents indicated / in Para 1

above or Aadhaar Card issued by UIDAI as proof of date of birth of spouse or parents along with the
details of family as indicated in service records of service officer / personnel. In the case of children,
certificate of birth from the Municipal authorities or from the local Panchayat or from the head of a
recognized school if he/she is studying in such a school or from a Board of Education may be
accepted as proof of age.
4. This issues with the concurrence of Ministry of Defence (Finance) vide their ID No.
31(7)/09/FIN/PEN dated 21/11/2014.

SPOUSE'S NAME & DATE OF BIRTH


IN PPO

The PPOs issued before 1990 did not have the name of the spouse mentioned as the family
pensioner after the demise of the pensioner. It was a problem to have the family pension
commensed and took few months in the procedure. However, post 1990 the PCDA began
showing only the name of the spouse in the PPOs so that the family pension can begin without a
break on the demise of the pensioner.
On implementation of the recommendations of 6 CPC the provision to enhance also the
Family Pension at par with the pensioners on attaining the age of 80, 85, 90, 95 and 100 yrs by
the family pensioner were brought in. The enhanced pension will begin from the first of the
month in which the family pensioner attains the said age ie the month in which the DOB falls .
This is possible only if the correct Date of Birth of the spouse is duly endorsed in the PPO.
The PCDA (P) has thus begun now to incl the DOB of the spouse as well together with the
spouse's name. However as regards the old cases they need to apply in the given format for the
endorsement of the name as also the date of birth of the spouse as per Appx - 1 to Govt of India,
Min of Defence letter No 6(4)I8711369/B!D(PenSers) dated 30 Jun 1988.
The said application (Appx-1 ) is placed at the end of this post for ease of copy pasting to
take a print. The three pages are for endorsing the Name and the DOB of the spouse, however in
case the name is already there and only the DOB is required to be endorsed then only third page
needs to be processed. The application needs to be sent to Service HQs (AG MP/5) duly
completed who will verify and send the intimation to the PCDA(P).
Detailed instructions are also given below:-

1. Appendix-I to Govt of India, Min of Defence letter No 6(4)I8711369/B!D(PenSers) dated 30


Jun 1988 is required to be filled and forwarded to AG/MP-5(b), West Block-111, RK Puram, New
Delhi-110066 for the purpose of endorsement of name of wife(NOK) in the Pension Payment
Order for grant of family pension if the name of wife(NOK) is not mentioned therein.
2.
The following actions are required to be taken by the pensioner:
(a)
The Appendix is required to be forwarded to AG/MP 5(b) in triplicate.
(b)
Joint photographs of officer with his wife to be pasted on top right hand corner of the
Appendix duty attested by Gazetted officer.
(c)
Details of wife to be filled correctly at Ser (x) of the Appendix duly mentioned the date of
marriage and date of birth of wife.
(d)
Signature of two witness with their full address.
(e)
Part ll of the Appendix is to be verified by the PDA (Pension Disbursing Agency)/
Bankers with office seal.
(f) Copies of original and corrigendum PPOs are required to be forwarded along with the
Appendix.
(g)
Copy of any one of following documents viz Matriculation certificate, Passport, PAN Card,
Driving Licence, ECHS Card duly attested by Gazetted officer as proof of birth Of wife is required.
