Chapter 1 General Provisions

Article 1 Purpose
The purpose of the Safety Rules founded on the Article 31 of the Guideline on Operating
and Managing Lao Electric Power Technical Standards is to secure the operation and the
maintenance of the power facilities.
The power facilities are defined as to include dams, spillways, waterways and
reservoirs, hydropower stations, substations, switching stations and transmission lines,
and be composed of hydropower civil engineering facilities and electrical facilities.

Article 2 Scope
Safety Rules shall apply to the power facility that is to operate and/or in operation.

Article 4 Safety Management

The EdL Nam Ngum 1 P/S shall clarify responsibility of each department and/or

members in the organization in order to facilitate the smooth communication between

them.
The EdL Nam Ngum 1 P/S shall establish the communication network among concerned
organization, agencies, institutes and local communities at accidents, troubles, disasters
or other emergencie

Article 5 Expertise of Chief Engineer

The EdL Nam Ngum 1 P/S shall deploy a chief hydropower civil engineer and a chief
electrical engineer who have expertise referred to Table 5 for operation.

Chapter 3 Safety Education

Article 6 Safety Education
The EdL Nam Ngum 1 P/S shall prepare the education and training program for
members to understand thoroughly the importance of ensuring the safety in operating
the power facilities.
The education and training for members shall be implemented through On the Job
Training, Lecture on knowledge, information and technical skill of operation of the
power facilities and Practical training of measures taken at disasters, troubles and
emergencies.

Chapter 4 Flood Management Rules

Article 7 Flood Management Rules
In case of a dam which has role of flood control, the EdL Nam Ngum 1 P/S shall prepare,
prior to the start of first impoundment, the flood management such rules as discharge
procedure and measures to mitigate danger to downstream areas under flood situation.

Chapter 5 Patrol and Inspection

Article 8 Patrol and Inspection
(1) The EdL Nam Ngum 1 P/S shall monitor and inspect the dam stability and the
progress of sedimentation in the reservoir, and then the results shall be reported
annually to the Department of Electricity (hereinafter referred to as DOE) of the
Ministry of Energy and Mines (hereinafter referred to as MEM).
(2) The items shall be carried out are shown on Table 8-1 (Refers to Article 23 and

Article 7 of the Lao Electric Power Technical Standards (hereinafter referred to as

LEPTS)).
(3) The EdL Nam Ngum 1 P/S shall make the implementation rules for patrol and
inspection of the power facilities to operate and maintain them in such good
conditions that they can conform to LEPTS. Items for patrol and inspection are
shown on Table 8-2.
(4) When the accident occurs on the power facilities or when it is recognized that the
accident is likely to occur, proper patrol and inspection are carried out.

1) Monitoring frequency for each item is to be determined based on the following three (3)
stages:
Stage I: Two (2) months or more after the first impounding at the Normal Water Level
Stage II: Between Stage I and Stage III
Stage III: After dam and its foundation settle stable condition, which means that
monitoring results are getting steady and/or linear response against the external
load condition such as water level and dam body.
2) The structural and hydraulic conditions of the dam should be inspected and assessed
based on monitoring results and collective data.

Article 9 Measures to the Result of Patrol and Inspection

For the result of patrol and inspection of the power facilities, whenever the power facility

that does not conform with LEPTS or needs the improvement to secure the operation
are confirmed, a tentative measure should be taken appropriately at once, and then a
permanent measure shall be carried out.
In case it should be identified that a facility or equipment does not conform to the
concerned Article of LEPTS, the owner shall report it to MEM (DOE) and follow his
direction.
In the field of Hydropower Civil Engineering Facilities and Hydropower Electrical Plants,
EdL Nam Ngum 1 P/S shall report it to MEM (DOE).

Chapter 6 Operation and Maintenance

Article 10 Operation Rules
The EdL Nam Ngum 1 P/S shall prepare the operation manual of the power facilities.
The operation manual describes the detail procedures and methods in operating the
power facilities at normal condition, troubles and other emergencies.

Article 11 Maintenance Program

The EdL Nam Ngum 1 P/S shall set the medium and long term programs of repair,
rehabilitation and renewal works for the power facilities that they can keep the
conformance to LEPTS. Maintenance program is shown on Table 11.

Article 12 Measures against Accidents or Troubles

When the accidents or troubles occur on the power facilities or when it is recognized that
the accidents and troubles are likely to occur, EdL Nam Ngum 1 P/S shall take prompt
measures in order to prevent them from expanding. The owner shall investigate causes
of the accidents or the troubles and report them to MEM (DOE).
In the field of Hydropower Civil Engineering Facilities and Hydropower Electrical Plants,
EdL Nam Ngum P/S shall report it to MEM (DOE).

Article 13 Measures against Disasters or Other Emergencies

When disasters or other emergencies occur, EdL Nam Ngum 1 P/S shall take the proper
measures in order to minimize damage or prevent the operation from danger.

Article 14 Measures in a Period of Suspending the Operation

EdL Nam Ngum 1 P/S shall, prior to stopping the operation of the power facilities,
implement necessary measures such as dust-proof, corrosion-proof, moisture-proof, etc.
in order to maintain the power facilities at good conditions and prevent accidents during
stopping the operation.
