will be classified as a higher item on the severity hierarchy

Stalking
A whole new type of incident, since a stalking incident is
actually a collection of other incidents/events
Similar to related incidents with multiple victims, the
incidents/events in a stalking will be tied to one another
through a common ID
Each incident in a stalking must be entered separately

Rape
The penetration, no matter how slight, of the vagina or anus
with any body part or object, or oral penetration by a sex organ
of another person, without the consent of the Volunteer
Attempted Rape no longer classified as Rape

Sexual Assault
Another person, without the consent of the Volunteer,
intentionally or knowingly:
(a) touches or contacts, either directly or through clothing, the
Volunteers genitalia, anus, groin, breast, inner thigh, or buttocks;
or
(b) kisses the Volunteer on the mouth;

Stalking
Engaging in a course of conduct directed at a specific person
that would cause a reasonable person to either
(a) fear for his or her safety or the safety of others or
(b) suffer substantial emotional distress

Events are actions that are part of the stalking incident but
