BACKGROUND INFORMATION

The National Council for Technical Education (NACTE) was established by Act of
Parliament No. 9 of 1997. The Act provides a legal framework for the Council to build an
efficient national qualification framework for ensuring that products from technical
institutions are of high quality and respond to changing needs of the country as well as
technological innovations in the world.
One of NACTE requirements is that institutions should offer appropriate academic
programmes in recognised field of study that follows National Technical Awards (NTA)
qualification framework. Institutions are therefore required to ensure that training
programmes are supported by curricula pegged to NTA levels that indicate the envisaged
competences to be possessed by learners, which are developed by following NACTE
requirements on the same. These include conducting situational analysis, developing learning
outcomes/competences, establishing learning modules, assigning credits, identifying
assessment criteria and adopting a semester system.
The Ministry of Health Community, Gender, Elderly and Children (MoHCGEC) in
collaboration with NACTE has set qualification standards for Community Health Workers
(CHW) training that is to be adopted by Health Training Institutions in the country.
Using NACTE guidelines, the Department of Human Resource Development in the
MoHCGEC has developed a Curriculum for basic technician certificate (NTA Level 4) in
Community Health Worker, which has 14 learning modules; spread over 2 semesters with a
total of 130 credits.
All the curricula documents provide a chapter on assessment in order to ensure that training
institutions assess learners by using reliable assessment methods and instruments. NACTE in
the other hand has developed framework for assessment to simplify assessment processes.
MoHCGEC after being guided by NACTE has developed Assessment Plans for all modules
leading Basic Technician Certificate in Community Health qualification.
The following are the Assessment Plans that need to be used by all CHW training institutions
while implementing CBET curricula leading to NTA Level 4 Basic Technician Certificate
qualifications as detailed herein.

I. Introduction
This assessment was prepared by the Ministry of Health, Community Developments, Gender,
Elderly and Children (MHCDGEC) guided by NACTE to ensure the plan meets the required
qualification standards set by the regulatory authority. This assessment plan is one of the
tools required during the implementation of the Competence Based Education and Training

The plan is also meant to facilitate and harmonize the assessment of learning outcomes
among learners across the country. The learning outcomes stipulated within the Curriculum
shall be the basis of the assessment of the student competences. The assessor shall assess
learners ability to apply skills and knowledge in performing activities at routine level.
This assessment plan was developed in February, 2016 from the curriculum of April 2015.
The plan will be implemented effectively from the academic year 2015/2016 until the time

the time when the task shall be assessed. Where by a tick () that appears in both CA and SE
columns, the task shall be assessed in both, theory part shall be assessed during the SE while
practical part shall be assessed during the CA.
The last part of this plan contains examination instructions/rubrics and a sample cover page

qualification standards. This assessment plan is one of the tools that are required during the
implementation of the Competence Based Education and Training (CBET) curricula.
The plan is also meant to facilitate and harmonize the assessment of learning outcomes
among learners across the country. The learning outcomes stipulated within the Curriculum
shall be the basis of the assessment of the student competences. The assessor shall assess the
learners ability to apply skills and knowledge in performing activities at routine level.
This assessment plan was developed in February 2016 from the Curriculum of April 2015.
The plan is to be implemented effectively from academic year 2015/2016 until the time
curriculum is reviewed. This assessment plan has two components of the module to be
assessed. These components are continuous assessment (CA) which carries 40% and semester
examinations (SE) which carries 60% of the module weight. The module shall be assessed
both theoretically and through field practice.
There are tables in this plan. Table 1 is consists of enabling and sub-enabling outcomes, and
table 2 covers specification of competences. The sub-enabling outcomes (SEO) with the
related tasks (RT) shall be assessed against the competences achieved in relation to the
domains of learning. The related tasks shall be assessed in either continuous assessment (CA)
or semester examination (SE). A tick () which appears in either CA or SE column indicates
where the task shall be assessed.
The last part of the plan contain examination instructions/rubrics and a sample cover page
The examination instructions/rubrics specify assessment methods, number and types of
questions, duration, and distribution of scores. Assessor should adhere to all requirements
stipulated in this assessment plan in order to maintain standards specified in the module.
The details of this assessment components has illustrated here in.
II. Enabling and Sub-Enabling Outcomes
This module is made up of Eight Sub-Enabling Outcomes which stem from two Enabling
Outcomes. Each of the enabling outcomes has 4 sub enabling outcomes. Table 1 show this

2.2.5 ASSESSMENT PLAN FOR MODULE TWELVE: CHT 04212

HOME BASED CARE
I. Introduction
This assessment plan was developed by the Ministry of Health, Community Development,
Gender, Elders and Children (MoHCDGEC) under the guidance of National Council of
Technical Education (NACTE) to ensure the plan meets the required qualification standards
set by the regulatory authority. This assessment plan is one of the tools that are required
during the implementation of the Competence Based Education and Training (CBET)
curricula.
The plan is also meant to facilitate and harmonize the assessment of learning outcomes
among learners across the country. The learning outcomes stipulated within the curriculum
shall be the basis of the assessment of the learners competences. The assessor shall assess
the learners ability to apply skills and knowledge at routine level.
This assessment plan was developed in February, 2016 from the curriculum of April 2015.
The plan is to be implemented effectively from academic year 2015/2016 until the time
curriculum is reviewed. This assessment plan has two components of the module to be
assessed. These components are continuous assessment (CA) which carries 40% and semester
examinations (SE) which carries 60% of the module weight. The module shall be assessed
both theoretically and practically.
There are two tables in this plan. Table 1 consists of enabling and sub-enabling outcomes and
table 2 covers specification of competences. The latter has sub-enabling outcomes (SEO)
with the related tasks (RT) which shall be assessed against the competences achieved in
relation to the domains of learning. The related tasks shall be assessed in both continuous
assessment (CA) and semester examination (SE). A tick () which appears in either CA or SE
column indicates the time when the task shall be assessed. Where a tick () appears in both
CA and SE columns, the task shall be assessed in both. Theory part for these competences
shall be assessed during the SE while a practical part of competences shall be assessed during
CA.
The last part of this plan contains examination instructions/rubrics and a sample cover page.
The examination instructions/rubrics specify assessment methods, duration, number and type
of questions and distribution of scores. Assessor should adhere to all requirements stipulated
in this assessment plan in order to maintain standards specified in the module. The details of
the assessment plan components are as provided.
II. Enabling and Sub-Enabling Outcomes
