Committee Charge
The charge of the committee is to identify and evaluate suitable location(s) for a combined
public safety facility and make recommendations to the Selectmen; to recommend an appropriate
sum to conduct a feasibility study; to work with the Town Manager and town staff to obtain
OPM and Architectural services; and to design, construct and commission a facility suitable to
present and future public safety needs of Ipswich.

Consult with Facilities Director; Emergency Management Director; Planning; Building

1. Consider the future of public safety and design for it; consider multiple purpose rooms,
adaptable designs.
2. Develop a timeline and costs estimates for achieving benchmarks (feasibility funding;
preliminary design; project funding; final design and construction) .
3. Conduct public presentation(s) and inform public of progress.

First, let me express my appreciation for your offer to volunteer on the Public Safety Facility Task Force.
Your interest in serving is clearly generated by a personal commitment to this project.
Attached you will find guidelines for task force teams. These guidelines are based on the experience and
policies of other high performance communities in the country.
Finally, good luck on your endeavor.
Task Force Purpose/Goal:
The Task force will explore further the recommended site on Elm Street, including meeting with abutters and
neighbors, and to develop a proposal and cost estimate for a feasibility study for a facility in the preferred
location.

Guidelines for Task Force Teams

All task force members are equal.

Decisions are by consensus.

Decisions inside the task team must also fly in the hierarchy of decision-making in the Town
organization.

A key role of team members is identifying and consulting with major stakeholders inside and outside
of the organization.

Members of the team must be committed to a shared vision and values for the organization and the
community.

A members worth is determined by his/her contribution to helping the team reach the best solution
possible.

While operating in the task team, all interactions must be based on trust.

Members are expected to treat each other with respect.

There will be no retribution for following these guidelines. Because a low threat, high trust climate is
critical in getting candidness and promote creative problem-solving, no retribution for following these
guidelines can be permitted; however, if members do not follow the guidelines, there must be
consequences.

Enforcing these guidelines is everyones responsibility because everyone is equal inside the task team,
everyone is responsible for making the process work.

The task force should outline tasks, establish a schedule and make regular progress reports to the Town
Manager.

The task force will not extend beyond its allotted timeframe or task, except with the consent of the Town
Manager.
