The objective of Programme area no 3, Clean Coal Technology, among
others, to promote ASEAN cooperation in the coal sector and to promote intra-ASEAN business opportunities on coal. AFOC is responsible for promoting the development and utilisation of clean coal technologies and facilitating intra-ASEAN coal trade towards enhancing regional energy security and sustainable development. All plus three members and private sectors are encouraged by ACE to support the CCT development in ASEAN. The direction of Indonesias policy in Coal Development are to set priority of coal consumption as an energy source, to implement of good mining practice, to increase of coal exploration for open pit and underground mines, to increase of coal portion in national energy mix, to secure the coal supply for domestic needs, to stipulate of Coal Price Benchmark, to maintain the state revenue and to increase the added value of coal. Government of Indonesia encourages coal added values such as gasification and development of power plant either as a mine mouth power plant or IPP, particularly using abundant medium and low-rank coal JCOAL main goal is to innovate of coal value chain. JCOAL has global partner institutions to reach its goal by conducting policy dialogues and research activities, capacity building and CCT Transfer program. Japan now has few better and innovated technologies to protect environment. And now Japan is ready to share its best practices with shareholders. JCOAL has made the draft of Power Plant Handbook and asked for comments from all ACE members. The draft should and will be distributed by ACE as soon as possible so the comments could be received by JCOAL at least on the next AMEM meetings which will be held on September 2016.
KIER has provided several CCT technologies in AFOC workshop, namely:
Coal Drying & Upgrading, CUPOTM (Coal Upgrading by Palm Oil residue, HCK (Hybrid Coal by KIER), FBD (Fluidized Bed Drying), COMBDryTM (Counter flow Multi-Baffle Dryer), Ash-Free Coal, SinExtorTM (Single column solvent Extraction), CTL and KIER-model slurry feeding coal gasification & FT synthesis for CTL.
Green science introduce that Plasma Gasification available for various
feedstock, such as Low-grade coal, biomass, MSW, sewage sludge, etc. The technology available for small-scale, off-grid applications Based on lots of experience from the demo. plant operations as well as laboratory operations, PIGCC considered as the most Plasma System. Cirebon Electric Power Plant has implemented CCT by using supercritical technology and ultra supercritical technology. The plant has equipped with
emission monitoring system (EMS) whose the result will be controlled by
government with AMDAL regulation. GE has adapted technology based on Indonesian coal characteristics such as high moisture content. The major projects are ESP, wet flue gas desulfurization, sea water flue gas desulfurization, selective catalytic reduction and CCS. Other alternative besides CCS are combination between CCS and APP (advanced amine process) and CAP (Chilled ammonia process). The typical pollutant removed by the performance of the technologies are Sox, NOx, particulates and mercury.
Update on Clean Coal Technology from AFOC Members:
Cambodia Updates on Energy Policy in providing the adequate supply of energy and Cambodias improvement of the current level of electrification by promoting electrification, cross-border supply, mini-grids and renewable energy. Lao PDR The country increased utilization of coal for domestic consumption (i.e. cement industry), as well as the demand of a coal-fired power plant. Lao PDR is in the early stage on Coal-Fired Power plants. The country needs to improve knowledge and experience from developed countries especially Japan along with the financial support and technical assistance in Clean Coal Technology. Malaysia The total capacity of the power plant was installed in Malaysia is 30,875 MW with total coal used in fuel mix is 24,87%. Coal has been identified as part of Malaysias fuel mix strategy and forms part of the long-term development of a sustainable energy supply for the country. Malaysia will implemented ultra supercritical power plant around 5.000 MW in the short future. Thailand The total capacity installed in Thailand is 40,337 MW based on EGATs Coal Strategy and Timeline in equity and sourcing. Around 30,000 MW are fuelled with coal.
