2.36.2.2 Measurement control system information for SIB block types 11 and 12
Use of HCS indicates whether the serving cell belongs to a HCS structure. The information element is
controlled with the RNP parameter UseOfHCS (RNC database object WCEL).
Cell selection and re-selection quality measure defines the quality measure (CPICH Ec/No, CPICH
RSCP) to be used for intra- and inter-frequency cell selection and re-selection. The information element
is controlled with the WCEL parameter CellSelQualMeas.is CPICH Ec/No. It is a fixed quantity and
cannot be controlled by any RNP parameter.
2.36.2.3 Intra-frequency measurement system information for SIB block type 11/11bis
Intra-frequency measurement identity number has the default value 1 (3GPP default value). The
information element is not included in SIB11.
Intra-frequency cell removal information element is not included in SIB11. Absence of this IE is
equivalent to choice "Remove no intra-frequency cells".has the value Remove no intra-frequency cells.
New intra-frequency cells structure contains serving cell and all intra-frequency neighbour cells that
have been defined for the serving cell in the RNC database object ADJS (see chapter WCDMA
neighbour cell parameters for intra-frequency measurements). The parameter AdjsSIB determines
whether an intra-frequency neighbour cell is included in the system information block type 11/11bis.

Intra-frequency Cell Id identifies a cell in the intra-frequency cell list. The identifier is allocated by
the RNC database and the same identifier is used to identify the cell when it is removed from the cell
list. The identifier is 0 (zero) for the serving cell. The identifier of a neighbouring cell is determined by
the ADJS parameter ADJSId.

Cell Individual Offset is a value which is added to the measurement quantity of the neighbouring
cell before the UE compares the quantity with the reporting criteria. The IE is 0 (zero) for the serving
cell. The Cell Individual Offset of a neighbour cell is determined by the ADJS parameter
AdjsEcNoOffset. This IE is absent if the value of the IE is 0 (3GPP default value).

Read SFN Indicator information element (boolean) indicates whether the UE should read the SFN of
the serving/neighbouring cell or not; the value is TRUE.

Primary CPICH Info information element contains the downlink scrambling code of the primary
CPICH of the intra-frequency cell. The information element is controlled by the parameters
PriScrCode (serving cell) and AdjsScrCode (neighbour cell).

Tx Diversity Indicator (boolean) indicates downlink transmission diversity capability of the Node B
that is controlling the intra-frequency cell. The IE is controlled by the parameters TxDivIndicator
(serving cell) and AdjsTxDiv (neighbour cell).

Cell selection and re-selection information have been defined for the neighbouring cell in the
RNC database object HOPS (see chapter Parameters for intra-frequency cell re-selection and
handover path) determined by the parameter RtHopsIdentifier. The Cell selection and re-selection
information IE is absent for the serving cell.

Qoffset 1 is used in the cell re-selection/ranking between WCDMA and GSM cells. The offset is
subtracted from the measured CPICH RSCP of the neighbouring cell before the UE compares
the quality measure with the cell re-selection/ranking criteria. The offset is controlled with the
RNP parameter AdjsQoffset1. This IE is absent if the value of the IE is 0 (3GPP default value).

Maximum allowed UL TX power indicates the maximum transmission power level that an UE
may use when accessing the neighbouring cell on the RACH. The information element is
controlled with the parameter AdjsTxPwrRACH. In this case the parameter is defined in the
ADJS database object. This IE is absent if the maximum allowed UL TX power is the same for
serving and neighbouring cell (AdjsTxPwrRACH equals to WCEL UEtxPowerMaxPRACH).

HCS Priority defines the prioriry level of the neighbouring cell in hierarchical cell structure. The
IE is controlled with the RNP parameter AdjsHCSpriority. This IE is absent if the value of the IE is
0 (3GPP default value) or if HCS is not used (WCEL- UseOfHCS is 0 (Not used)).

Qhcs defines the quality threshold level for applying prioritised hierarchical cell re-selection
procedure. The IE is controlled by the RNP parameter AdjsHCSthreshold. This IE is absent if the
value of the IE is 0 (3GPP default value) or if HCS is not used.

Penalty Time determines the time period during which the Temporary Offset 1/2 is applied for
the neighbouring cell in question. The Penalty Time of a neighbouring cell is controlled by the
HOPS parameter AdjsPenaltyTime. This IE is absent if the value of the IE is 0 or if HCS is not
used.

Temporary Offset 1 is used in the cell ranking between GSM and WCDMA cells when the
neighbouring cell has the same HCS priority level as the serving cell. If the neighbouring cell has
different HCS priority level, the offset value is applied for the HCS cell re-selection between GSM
and WCDMA cells. The offset is subtracted (during Penalty Time) from the measured CPICH
RSCP of the neighbouring cell. The offset is controlled with the RNP parameter
AdjsTempOffset1. This IE is absent if Penalty Time is 0 or if HCS is not used.

Temporary Offset 2 is used in the cell ranking between WCDMA cells when the neighbouring
cell has the same HCS priority level as the serving cell. If the neighbouring cell has different HCS
priority level, the offset value is applied for the HCS cell re-selection between WCDMA cells. The
offset is subtracted (during Penalty Time) from the measured CPICH Ec/No of the neighbour
cell. The offset is controlled with the parameter AdjsTempOffset2. This IE is absent if Penalty
Time is 0, or if HCS is not used, or if the cell selection/re-selection quality measure (WCEL
CellSelQualMeas) is CPICH RSCP.

Qqualmin is the minimum required Ec/No (dB) level in the neighbouring cell. The IE is controlled
with the RNP parameter AdjsQqualMin. This IE is absent if Qqualmin is the same for serving and
neighbouring cell (HOPS - AdjsQqualMin equals to WCEL QqualMin).

Qrxlevmin is the minimum required RSCP (dBm) level in the neighbouring cell. This IE is absent
if Qrxlevmin is the same for serving and neighbouring cell (HOPS - AdjsQrxlevMin equals to
WCELQrxlevMin). The RNC calculates the RSCP level from the RNP parameter AdjsQrxlevMin:
Qrxlevmin = max( -115dBm, AdjsQrxlevMin )

Delta Qrxlevmin is present only if the value of the RNP parameter AdjsQrxlevMin is below 115
dBm. The RNC calculates the delta value from the parameter AdjsQrxlevMin:

Intra-frequency measurement quantity information element is not included in SIB11.
Intra-frequency reporting info for RACH reporting is fixed and cannot be controlled by any RNP
parameters.

SFN-SFN observed time difference is not reported; the value is 'No report'.

Reporting Quantity information element determines the quantity the UE shall report on the RACH.
The reporting quantity is fixed CPICH Ec/No.

Maximum number of reported cells on RACH has always the value 'current cell' in RAN1 and
RAN1.5.

Reporting information for state CELL_DCH information element is not included in SIB11.
2.36.2.4 Intra-frequency measurement system information for SIB block type 12
Intra-frequency measurement identity number has the default value 1 (3GPP default value). The
information element is not included in SIB12.
Intra-frequency cell removal information element is not included in SIB12. Absence of this IE is
equivalent to choice "Remove no intra-frequency cells".Removed intra-frequency cells structure contains
those intra-frequency neighbour cells of the serving cell whose handover path is different for the RT and
NRT traffic, that is, when the parameters RtHopsIdentifier and NrtHopsIdentifier have different values
(see chapter WCDMA neighbour cell parameters for intra-frequency measurements). If there are no such
neighbouring cells, the IE Intra-frequency cell removal shall have the value Remove no intra-frequency
cells.

Intra-frequency Cell Id identifies the intra-frequency neighbour cell that is removed from the
neighbour cell list. The relevant parameter in the RNC database is ADJSId. The same identifier is
used to identify the neighbouring cell in the SIB block type 11.

New intra-frequency cells structure contains those the same intra-frequency neighbour cells of the
serving cell which have different cell selection and re-selection parameters for idle mode and connected
modethat have been listed in the Removed intra-frequency cells structure. If there are no such intrafrequency neighbouring cells, the IE shall not be included in the SIB block type 12. Cell selection and reselection parameters are the same for idle mode and connected mode when the values of the ADJS
parameters RtHopsIdentifier and NrtHopsIdentifier are the same, or when all cell selection and reselection parameters have the same values in the HOPS database objects which are defined by the
ADJS parameters RtHopsIdentifier and NrtHopsIdentifier.

Intra-frequency Cell Id identifies an intra-frequency neighbour cell in the neighbour cell list. The
identifier is allocated by the RNC database and the same sequence number is used to identify the
neighbouring cell when it is removed from the neighbour cell list. The identifier of a neighbouring cell

2.36.2.5 Inter-frequency measurement system information for SIB block type 11/11bis
Inter-frequency cell removal information element is not included in SIB11. Absence of this IE is
equivalent to choice "Remove no inter-frequency cells".has the value Remove no inter-frequency cells.
New inter-frequency cells structure in RAN1 contains a subset of all inter-frequency neighbour cells
that have been defined for the serving cell in the RNC database object ADJI. In RAN1.5 tThe parameter
AdjiSIB indicates whether an inter-frequency neighbouring cell is included in the system information
block type 11/11bis message or not (see chapter WCDMA neighbour cell parameters for inter-frequency
measurements for more information).

Inter-frequency cell id shall not be sent in the system information message.

Frequency Info information element contains the absolute UTRA RF channel number of the Primary
CPICH of the inter-frequency neighbour cell. The information element is controlled with the RNP
parameter AdjiUARFCN. The IE is mandatory for the first cell in the inter-frequency neighbour cell
list. The IE is absent if the previous cell in the inter-frequency neighbour cell list has the same
absolute UTRA RF channel number.

2.36.2.6 Inter-frequency measurement system information for SIB block type 12
Inter-frequency cell removal shall have the value Remove all inter-frequency cells if one or more
inter-frequency neighbour cells have different cell selection and re-selection parameters for idle mode
and connected mode. If there are no such inter-frequency neighbour cells, the Inter-frequency cell info
list IE shall not be included in the SIB block type 12. Cell selection and re-selection parameters are the
same for idle mode and connected mode when the values of the ADJI parameters RtHopiIdentifier and
NrtHopiIdentifier are the same, or when all cell selection and re-selection parameters have the same
values in the HOPI database objects which are defined by the ADJI parameters RtHopiIdentifier and
NrtHopiIdentifier.the handover path to a single inter-frequency cell is different for the RT and NRT traffic,
that is, when the parameters RtHopiIdentifier and NrtHopiIdentifier have different values even in one
neighbouring cell (see chapter WCDMA neighbour cell parameters for inter-frequency measurements). If
there are no such neighbouring cells, the information element Inter-frequency cell removal shall have
the value No inter-frequency cells removed.
New inter-frequency cells shall be included in the SIB block type 12 only if the information element
Inter-frequency cell removal did have the value Remove all inter-frequency cells. In RAN1 tThe
information element structure contains a subset of all inter-frequency neighbour cells that have been
defined for the serving cell in the RNC database object ADJI. In RAN1.5 tThe parameter AdjiSIB
indicates whether an inter-frequency neighbouring cell is included in the system information message or
not (see chapter WCDMA neighbour cell parameters for inter-frequency measurements for more
information).

Inter-frequency cell id shall not be sent in the system information message.

Inter-RAT cell removal shall have the value Remove all inter-RAT cells if one or more GSM neighbour
cells have different cell selection and re-selection parameters for idle mode and connected mode. If
there are no such GSM neighbour cells, the Inter-RAT cell info list IE shall not be included in the SIB
block type 12. Cell selection and re-selection parameters are the same for idle mode and connected
mode when the values of the ADJG parameters RtHopgIdentifier and NrtHopgIdentifier are the same, or
when all cell selection and re-selection parameters have the same values in the HOPG database objects
which are defined by the ADJG parameters RtHopgIdentifier and NrtHopgIdentifier.the handover path to
a single GSM neighbour cell is different for the RT and NRT traffic, that is, when the parameters
RtHopgIdentifier and NrtHopgIdentifier have different values even in one GSM neighbour cell (see

neighbour cells, the information element Inter-RAT cell removal shall have the value Remove no interRAT cells.
