INTRODUCTION TO THE STANDARD OPERATING PROCEDURE
This Standard Operating Procedure (S.O.P.) is an official publication of the Goose Creek C.I.S.D. Police
Department Recruiting Division. It incorporates the Learning for Life Law Enforcement Explorer Program
as part of its philosophy. This SOP contains the policies, procedures, and regulations related to the Goose
Creek C.I.S.D. Police Department Law Enforcement Explorer Program.
I.

Purpose of the Standard Operating Procedure


The Standard Operating Procedure of the Goose Creek C.I.S.D. Police Department Law
Enforcement Explorer Program is designed to promote efficiency, discipline, and good public
relations by setting out policies governing the conduct and responsibilities of every member,
Advisor, and Supervisor of the Goose Creek C.I.S.D. Police Department Law Enforcement Explorer
Program.

Manual Contents
A.

It will be the responsibility of every Law Enforcement Explorer and Advisor to have
knowledge of all policies, procedures, and regulations contained in this SOP.

B.

Any changes, amendments, or revisions to this SOP must be submitted through the Chain
of Command via the Post Advisor/Program Coordinator.

Possession and Replacement of the Manual


A.

Every Law Enforcement Explorer, upon being issued a copy of this SOP, will sign a dated
form indicating that he/she has received a copy. The Law Enforcement Explorer is
required to read, understand, and follow the directives set forth in the SOP. The Law
Enforcement Explorer will be required to have all updates and maintain their copy of this
SOP.

B.

It will be the responsibility of each Law Enforcement Explorer to keep the SOP in his/her
possession and, if lost, pay $10.00 for its replacement.

I.

Purpose and Mission of Exploring


The Goose Creek C.I.S.D. Police Department Law Enforcement Exploring Program is an official
program and is supported through the use of Goose Creek C.I.S.D. Police Department personnel
and facilities, as appropriate. Use of Goose Creek C.I.S.D. Police Department facilities requires
prior approval of the appropriate facility commanders.
Although each Law Enforcement Explorer post is chartered through the Learning for Life Explorer
Program, the Chief of Police of Goose Creek C.I.S.D. Police Department is the final authority on all
matters pertaining to the Goose Creek C.I.S.D. Police Department Law Enforcement Explorer
Program.
The program is designed to acquaint young people with the nature and complexity of law
enforcement. It encourages them to seek a career as a police officer and to earn a four year degree
from an accredited university. It also affords Goose Creek C.I.S.D. Police Department an
opportunity to evaluate each Law Enforcement Explorer prior to his/her application for
employment if they choose to pursue a career with Goose Creek C.I.S.D. Police Department. The
Goose Creek C.I.S.D. Police Department Law Enforcement Explorer post shall be organized and
operated as set forth by these Standard Operating Procedures.
The Goose Creek C.I.S.D. Police Department Law Enforcement Explorer Program is an ongoing
function of the Goose Creek C.I.S.D. Police Department Recruiting Program. The Goose Creek
C.I.S.D. Police Department realizes to continue its strength as a vibrant, energetic office with a
desire to serve the public, a continued effort must be made to recruit the brightest and the best
who possess those traits necessary in a sworn Goose Creek C.I.S.D. police officer. The Goose Creek
C.I.S.D. Police Department has concluded that the Goose Creek C.I.S.D. Police Department Law
Enforcement Explorer Program is a perfect vehicle for recruiting the brightest and the best.
Through this program those Goose Creek C.I.S.D. police officers assigned to assist in the
administration of this program are uniquely positioned to find and nurture those individuals with
the abilities the Goose Creek C.I.S.D. Police Department continues to seek to ensure the Goose
Creek C.I.S.D. Police Department can remain the best it can possibly be in the future.

A.

The Goose Creek C.I.S.D. Police Department Law Enforcement Explorer Program strives
to further the Explorers education, including an emphasis in law enforcement.

B.

The Goose Creek C.I.S.D. Police Department Law Enforcement Explorer Program will
encourage the Explorers participation in a rewarding and productive service activity.

C.

The Goose Creek C.I.S.D. Police Department Law Enforcement Explorer Program
enhances the Explorers preparation for future roles as citizens, community members,
leaders, and future peace officers.

The Goose Creek C.I.S.D. Police Department Law Enforcement Explorer Program will serve
as a recruitment tool for future men and women in law enforcement.

knowledge of the field of law enforcement.

Goose Creek C.I.S.D. Police Department Law Enforcement Explorers must receive
instruction in all phases of law enforcement including criminal law, criminal
investigation, accident investigation, and other related fields that are an integral
part of law enforcement.

The Goose Creek C.I.S.D. Police Department Law Enforcement Explorer Program will serve
as a cooperative medium between the Goose Creek C.I.S.D. Police Department and youth;
and also between youth and the community.

The Goose Creek C.I.S.D. Police Department Law Enforcement Explorer Program
brings the Explorer into direct contact with Goose Creek C.I.S.D. police officers on
a one-to-one basis through its meetings, projects, and social functions. Goose
Creek C.I.S.D. Police Department Law Enforcement Explorers are given the
respect they earn.

In addition, public service by Explorers can leave a positive impression among


members of the community and Law Enforcement Explorer peers.

The Goose Creek C.I.S.D. Police Department Law Enforcement Explorer Program will be
utilized as a non-sworn service group within the community.

Frequently, community organizations call upon Law Enforcement Explorers to


assist with security (non-violent), crowd control (non-violent), traffic direction,
drug education programs, etc. Community services are strongly encouraged.

2.

Law Enforcement Explorers are not to be used in assignments requiring authority,


but may be used to assist the community under the direct supervision of Peace
Officers and Advisors.

The Goose Creek C.I.S.D. Police Department Law Enforcement Explorer Program will
develop and uphold the basic objectives of the Explorer Division of the Learning for Life
Organization through law enforcement education and training.

Potential Use as Supplemental Manpower


Although Goose Creek C.I.S.D. Police Department Law Enforcement Explorers are not used in
place of law enforcement personnel, they can assist them (non-violent assignments). Assignments
shall include public programs which promote Goose Creek Consolidated Independent School
District. Utilizing Goose Creek C.I.S.D. Police Department Law Enforcement Explorers to their full
potential can enhance efficiency within the Goose Creek C.I.S.D. Police Department.

Aims of Exploring
A.

The Goose Creek C.I.S.D. Police Department Law Enforcement Explorer Program aims to
develop character. Although this is primarily a parental responsibility, law enforcement
may also be a contributor. Law Enforcement Explorers who wear the uniform or
insignias, which identify them as being associated with Goose Creek C.I.S.D. Police
Department, are subjected to a far more rigid standard of conduct than their peers.

Goose Creek C.I.S.D. Police Department Law Enforcement Explorers are assessed by their
supervising police officers and learn quickly that only the highest standard of conduct is
acceptable.

C.

The Goose Creek C.I.S.D. Police Department Law Enforcement Explorer Program aims to
develop leadership abilities. Through their experience, Goose Creek C.I.S.D. Police
Department Law Enforcement Explorers learn and practice leadership skills similar to
those utilized by Goose Creek C.I.S.D. Police Department personnel. Law Enforcement
Explorers within the Explorer post learn the realities of being responsible, not only for the
achievements of their subordinates, but also for their short falls.

D.

The Goose Creek C.I.S.D. Police Department Law Enforcement Explorer Program aims to
build an appreciation for community services and citizenship. Law Enforcement Explorers
contribute many hours of their personal lives to the service of others during their
participation in the Goose Creek C.I.S.D. Police Department Law Enforcement Explorer
program. When they leave, they can reflect back and take pride in the fact that they made
a significant contribution to the welfare of their community.

Use of Explorers in Covert Activities


The National Law Enforcement Explorer Committee has established a policy that prohibits
Explorers from performing covert acts, or acts which might undermine the role of Law
Enforcement Explorer Programs in the community. The Goose Creek C.I.S.D. Police Department
will NOT utilize any Explorer in a law enforcement covert activity.

VII.

Fraternization
A.

The Goose Creek C.I.S.D. Police Department and the Learning for Life
Organization do not condone and will not permit fraternization between
Explorers and their adult leaders or other affiliated adults. This applies to all youth
members regardless of local or state laws related to age of consent. Two-deep,
adult leadership will be utilized by all adult leaders when dealing with Explorers.

Fraternization is morally inappropriate and is not in keeping with the


relationship between youth members and adult leaders prescribed in the
programs of the Goose Creek C.I.S.D. Police Department and those of the
Learning for Life Explorer Program.

2.

There will be no supervisor/subordinate dating of Explorers in the


program. In any situation where Goose Creek C.I.S.D. Police Department
Law Enforcement Explorers are dating each other, if there is more than a
two year difference in age, the advisor will ensure both parents of the
Explorers have been notified and parental consent has been given.

Explorers wishing to date other Explorers in the same post will


ensure that the Post Advisor is aware of the dating before it
begins.

Organization
The basic unit of the Law Enforcement Explorer Program is the post. Any Goose Creek C.I.S.D. Police
Department office may sponsor an Explorer Post with the approval of the Chief of Police and Program
Coordinator. The post shall be commanded by an assigned Goose Creek C.I.S.D. police officer, assisted by
a Post Advisor and Associate Advisors.

Command Appointments
A.

The Goose Creek C.I.S.D. Chief of Police, or representative, shall appoint a sworn Texas
peace officer, as the Charter Organizational Representative. His/Her title shall be Law
Enforcement Explorer Program Post Coordinator/Chair.

B.

The Law Enforcement Explorer Program Post Coordinator shall appoint a Lead Post
Advisor who will lead his/her own post. The Goose Creek C.I.S.D. Police Department
Explorer Post will have at least one appointed Post Advisor and three or more Associate
Advisors. The Post Advisor(s) and Associate Advisors will work to develop the youth of
this program so as to prepare them for a career in law enforcement.

C.

The Lead Post Advisor(s) shall appoint the Civilian Associate Advisor Volunteers.

D.

At least one Advisor and Associate Advisor, sworn or non-sworn, should be female if there
are female Explorers in the post.

Command Responsibilities
A.

The Law Enforcement Explorer Program Coordinator will be kept advised of post
activities. The Program Coordinator will deal only with matters that are referred to them
through the chain of command as per the Rules and Regulations of the Goose Creek
C.I.S.D. Police Department.

The Goose Creek C.I.S.D. Chief of Police and Law Enforcement Explorer Program
Coordinator (Charter Organizational Representative) will be responsible for the selection
and approval of the Post Advisor. The Post Advisor will be responsible for the selection of
the Associate Advisors and Civilian Volunteers. The Goose Creek C.I.S.D. Police
Department Law Enforcement Explorer Program Coordinator will be the final authority
on approval of Associate Advisors and Civilian Volunteers. The Post Advisors will be
responsible for ensuring the post operates within the rules of the Learning for Life Law
Enforcement Explorer Program and within Goose Creek C.I.S.D. Police Department
guidelines. The Law Enforcement Explorer Program Coordinator will not be required to
attend all meetings, events, or activities, but will be responsible for supervising the post
operations.

C.

Post Advisor and Associate Advisors who are sworn peace officers involved with the Law
Enforcement Explorer Post will follow the appropriate chain of command while taking
part in post activities or business.

D.

Non-sworn Associate Advisors or Civilian Volunteers will be accountable to the Post


Supervisor or Post Advisor. Non-sworn Associate Advisors or Volunteers may be parents,
law enforcement spouses, business people, or other interested persons. There is no
gender requirement, only that they be responsible adults at least 21 years of age. A post
may have as many non-sworn Associate Advisors or Volunteers as necessary (with
approval of the Post Supervisor).

E.

The Learning for Life Law Enforcement Explorer Program policy of two-deep leadership
applies to the Goose Creek C.I.S.D. Police Department Law Enforcement Explorer
Program. A Post meeting may be held with only one Advisor if more than one Explorer is
present. No one-on-one supervision is allowed, except in the case of a medical
emergency. On all trips or outings at least two adult leaders are required and at least one
of both sexes, if both sexes of Explorers are participating. All Post Advisors shall receive
guidance from the Post Supervisor on all out-of-town or overnight activities for
appropriate policy issues, and always adhere to Goose Creek C.I.S.D. Police Department
guidelines.

Committees
A.

Law Enforcement Explorer Post Committees SHOULD be established for each post and
will be overseen by a Post Advisor from that post. This group will be composed of
Explorers parents, sponsors, and other interested adults. This committee shall hold
elections annually or as needed to elect a Chairman, Vice Chairman, Sergeant at-Arms,
Secretary, and Treasurer. This association will meet as necessary and shall support and
assist the Law Enforcement Explorer Post.

The Committee will be responsible for the organization of fundraising activities


and will coordinate with the Goose Creek C.I.S.D. Police Department Law
Enforcement Explorer Booster Club, should one be created, in the retention and
spending of post funds. It is recommended that they follow the guidelines
established by the Learning for Life Explorer Program.

2.

The Post Committee shall maintain a two-signature checking account for the post
and will be responsible for all bookkeeping functions of the post.

3.

Goose Creek C.I.S.D. Police Department sworn personnel will not assume any
financial responsibility for the maintenance of checking accounts, deposits, or
other fiduciary matters relating to the operation of the Law Enforcement Explorer
Post.

4.

The Law Enforcement Explorer Post Volunteer Committee members shall at all
times remain solely responsible for the financial functions of the program. It is
recommended that they follow the guidelines established by the Learning for Life
Explorer Program and work closely with the Goose Creek C.I.S.D. Police
Department Law Enforcement Explorer Booster Club.

A Goose Creek C.I.S.D. Police Department Law Enforcement Explorer Committee shall be
established and will be composed of the Chairman (Coordinator), Vice-Chairman (Post
Advisors) from each post, or their chosen delegates. This will be a district wide
organization which will meet to exchange information and ideas, and will plan events and
fundraisers which will involve all the posts.

Police Explorer
A.

No Explorer may hold rank in a post until after they have completed their probationary
period. In a newly established post, there shall be no ranking Police Explorers for the first
six months; unless otherwise appointed by the Post Advisor.

B.

Police Explorers will be appointed by the Post Advisor and Associate Advisors. They will
be chosen according to merit, physical fitness, and written test and will be evaluated for
promotion through the same process. Any qualified Explorer within the post may apply
for rank.

C.

Once a post has been established and a Post Review Board has been set up, all members
eligible for promotion will appear before this Board for determinations on promotions.

D.

The duties and responsibilities of each Law Enforcement Explorer shall be established by
this SOP, Post By-laws, individual post needs, and Post Advisors.

Review Board
A.

Each Law Enforcement Explorer Post shall establish a Review Board. This Board shall
consist of three (3) Advisors and two (2) ranking Explorers. The Explorers will be appointed
by the Advisors and overall ranking Explorer. Board members will hold the positions for
six (6) months.

B.

The Review Board may act as an Interview Board for the new applicants as well as a
Promotion Board for Law Enforcement Explorers within the post. The Post Advisor shall
have final authority on all applicants.

The Review Board will also act as the Disciplinary Board for any member who conducts
himself in a manner unbecoming an Explorer and not in the best interest of the post, or
who fails to comply with the rules set forth in this SOP and Post By-laws.

Law Enforcement Explorer Rank Structure


A.

A CHIEF OF EXPLORERS shall be first in command and will preside over all meetings. There
shall be only one Captain per post. The Chief of Explorers will report to and take orders
from Post Advisors and all law enforcement personnel. He/She will be responsible for the
operation of the post. The rank of Chief of Explorers will be denoted by two (2) gold stars
on each side of the shoulders or collars.

B.

An EXECUTIVE CHIEF OF EXPLORERS shall be second in command and will preside over all
meetings along with the Chief of Explorers. There shall be only one Executive Chief per
post. The Executive Chief will report to and take orders from the Chief of Explorers, Post
Advisors, and all law enforcement personnel. He/She will be responsible for the operation
of the post, budget & finance, public affairs, and planning. The rank of Executive Chief will
be denoted by one (1) gold star on each side of the shoulders or collars.

C.

An ASSISTANT CHIEF OF EXPLORERS shall be third in command and will preside over all
meetings along with the Chief and Executive Chief. There shall be only one Assistant Chief
per post. The Assistant Chief will report to and take orders from the Executive, Chief, Chief
of Explorers, Post Advisors, and all law enforcement personnel. He/She will be responsible
for the operation of the post, internal affairs, inspections, and professional standards. The
rank of Assistant Chief will be denoted by one (1) gold star on each side of the shoulders
or collars.

D.

A CAPTAIN Explorer shall be fourth in command and will preside over all meetings within
their operation. There shall be three Captains per post. The Captain will report to and
take orders from the Assistant Chief, Executive Chief, Chief of Explorers, Post Advisors,
and all law enforcement personnel. He/She will be responsible for their operations;
Strategic, Investigative, or Field. The rank of Captain will be denoted by two (2) gold bars
on each side of the shoulders or collars.

A LIEUTENANT shall be fifth in command and will preside over all meetings within their
command. There shall be six Lieutenants per post. The Lieutenant will report to and take
orders from all Captains, the Assistant Chief, the Executive Chief, the Chief of Explorers,
Post Advisors, and all law enforcement personnel. He/She will be responsible for their
command; Homeland Security, Professional Development, Special Investigations,
Criminal Investigations, Central Patrol, and East/West Patrol. The rank of Lieutenant will
be denoted by one (1) gold bar on each side of the shoulders or collars.

F.

A SERGEANT shall be sixth in command and will preside over all meetings within their
division. There shall be fourteen Sergeants per post. The Sergeant will report to and take
orders from all Lieutenants, all Captains, the Assistant Chief, the Executive Chief, the Chief
of Explorers, Post Advisors, and all law enforcement personnel. He/She will be responsible
for their division, unit, or patrol. The rank of Sergeant will be denoted by a three (3)
chevron (possible rockers) patch on the shirt sleeve.

G.

An EXPLORER is the status for all new members who have not acquired rank. All members
must start out as an Explorer. The Explorer will report to and take orders from all
Sergeants, all Lieutenants, all Captains, the Assistant Chief, the Executive Chief, the Chief
of Explorers, Post Advisors, and all law enforcement personnel. He/She will be responsible
for the duties of their division, unit, or patrol. The rank of Explorer has no designation.

Chain of Command
A.

The rank structure set forth in this SOP is the suggested structure for all posts in the Goose
Creek C.I.S.D. Police Department Law Enforcement Explorer Program. Many factors may
prevent a post from filling all positions; however, no additional positions or ranks other
than those described may be held in any post.

B.

The duties and responsibilities of each position in a post may be further defined by the
post itself. If positions are omitted, duties pass down the chain.

C.

The chain of command is established for the efficient operation of the post. It is similar to
the structure command within Goose Creek C.I.S.D. Police Department. The chain of
command flows in both directions, from the lowest rank or position upwards to the top
rank or position and back. The ranking Explorer will report to the Post Advisor.

Eligibility and Membership
The Goose Creek C.I.S.D. Police Department Law Enforcement Explorer Program is selective. Only those
young men and women who express a sincere desire to pursue a career in law enforcement and who meet
all the requirements to apply and be accepted to the Goose Creek C.I.S.D. Police Department Law
Enforcement Explorer Program will be chosen.
I.

Basic Requirements
A.

Goose Creek C.I.S.D. Police Department Explorer applicants may be male or female; who
are at least 14 years of age (having completed the 8th grade) and less than 21 years of age.
Advisors should be familiar with Goose Creek C.I.S.D. Police Department hiring policies
and recruiting requirements.
1.

No person will be allowed into the Goose Creek C.I.S.D. Police Department Law
Enforcement Explorer Program who would not be able to qualify for employment
with Goose Creek C.I.S.D. Police Department.

B.

While enrolled in a secondary school or undergraduate studies, applicants and Law


Enforcement Explorers must have and maintain a 2.0 grade average with no failing end of
sixth weeks/semester grades. Progress reports will be required for review by the Post
Advisor at the end of each grading period. Undergraduate students shall be enrolled for
a minimum of six (6) hours per semester at any post-secondary institution. The Post
Advisor will stress to each Law Enforcement Explorer that the dedication necessary to
maintain good grades is the same type of dedication the Goose Creek C.I.S.D. Police
Department will be looking for when evaluating them for future employment as a Texas
peace officer.

C.

The Goose Creek C.I.S.D. Police Department Law Enforcement Explorer Program is
voluntary upon the part of its youth participants. If under the age of 18, applicants for this
program must have written permission from their parents or legal guardians to join and
participate.

Applicants must be in good health and good physical condition consistent with Goose
Creek C.I.S.D. Police Department requirements.

Application Process
A.

Each applicant is required to pay the annual, pro-rated dues set forth by the Learning for
Life Explorer Program ($25) which is a non-refundable, registration fee. Monthly dues of
the post ($10) will be collected regularly after acceptance into the post. No Explorer will
be turned away because of a true inability to pay. If such a situation applies, the Explorer
should seek counseling with a Post Advisor.

B.

Applicants must complete an Individual post application which includes a background


investigation.

C.

Applicants must submit an executed parental permission form (if under 18 years of age).

D.

Applicants must submit an executed medical waiver for emergency medical treatment.

E.

Applicants must submit an executed Statement of Consent and Limitation of Liability


form.

F.

Applicants must sign an agreement to present their scholastic scores (if in high school) to
the Post Advisors; undergraduates must present their transcripts.

Physical Readiness Test


A.

An applicant must complete a physical readiness test which includes the following
activities:

Failure of the physical readiness test does not exclude any applicant from
becoming a Goose Creek C.I.S.D. Police Department Law Enforcement Explorer.
The performance of the physical readiness test is only an assessment of the
physical fitness level of the Explorer. After the physical fitness test, an Advisor will
counsel the Explorer on his/her performance and set a date/time for an interview
with the Post Review Board.

Interview
A.

Once the application process has been completed, the applicant may be required to
appear before the Post Review Board.

B.

The Post Review Board is composed of 2 ranking Law Enforcement Explorers and 3
supervising Advisors who will conduct an oral interview with the applicant.

Probationary Period
A.

An applicant will be granted probationary membership as a Goose Creek C.I.S.D. Police


Department Law Enforcement Police Explorer upon completion and acceptance of his/her
application and successful interview. During this period, the Probationary Explorer may
become active in many post activities and will begin to receive the training necessary for
a career in law enforcement.

B.

The probationary period will be three (3) months in duration. This probationary period
may be extended, if necessary, to complete required training. No Class A uniforms will
be issued until completion of the probationary period.

C.

During the probationary period, a Probationary Explorer may be dismissed from the post
without due cause by the Post Advisor, without recourse or right of appeal.

Uniforms and Equipment
Each Explorer will wear only that uniform and equipment prescribed by the Goose Creek C.I.S.D. Police
Department Law Enforcement Explorer Program, or approved by the Post Advisor.
I.

General Rules
A.

Law Enforcement Explorers are responsible for wearing the proper and complete post
uniform in the prescribed manner during all Explorer activities, except when working in
an assignment which requires the Explorers to wear civilian attire.

B.

All members of the Explorer Post will be required to have and be responsible for their
uniform. Uniform and equipment should be procured within a two to three month period
from the date of acceptance into the post. If individual circumstances prevent such
procurement, this may be waived by the Post Advisor.

C.

Each Goose Creek C.I.S.D. Police Department Law Enforcement Explorer will ensure that
his/her personal appearance is neat and clean and conforms to the requirements of the
Goose Creek C.I.S.D. Police Department while in uniform. The Law Enforcement Explorer
will be taught that he/she is a representative of the Goose Creek C.I.S.D. Police
Department, and their appearance and actions must reflect the high standards of the
Goose Creek C.I.S.D. Police Department.

Class A Uniform (Dress Alphas)


A.

Service Dress
1.

One (1) uniform shirt, long sleeve and one (1) uniform shirt, short sleeve. A
Goose Creek C.I.S.D. Police Department Law Enforcement Explorer Patch will
be sewn on both sleeves. The word EXPLORER will be printed across the back
of the shirt. The short sleeve uniform short is to be worn only during daylight
savings time.

Service stripes may be worn on the bottom cuff of the left sleeve, one (1)
service stripe for each semester of service, uninterrupted (i.e.
suspensions), if approved by the Post Advisor.

d.

One (1) black, clip-on tie (to be worn with long sleeve shirt only), one
silver tie-clip (gold for rank), and one pair of stirrup style shirt-stays.

2.

One (1) Goose Creek C.I.S.D. Police Department Law Enforcement Explorer Shield,
or hard badge, silver and blue in color, resembling the Goose Creek C.I.S.D. Police
Department badge, except with the word POLICE EXPLORER clearly marked on
it replacing the word POLICE OFFICER. (All badges will be kept in the possession
of the Lead Advisor, handed out on days of Class A uniform wear, and collected
upon completion of said event.)

3.

One (1) silver name tag (gold for rank), with black, block lettering, worn centered
over the right shirt pocket, 1/4 inch above the pocket. If a silver name tag is used,
the badge shall be a hard badge. Any Learning for Life award ribbons may be worn
above the name tag.

4.

One (1) pair of regulation, BDU style, navy uniform trousers.

5.

One (1) regulation police duty belt and under belt, black in color (nylon).

6.

One (1) pair of black Ryno 8 Strider Tactical boots.

Explorer Tab) will be sewn on both sleeves.

Members of the post will wear the black physical fitness T-shirt
underneath the approved short sleeve shirt.

Police Department badge, except with the word POLICE EXPLORER clearly

One (1) cloth navy name tape, with white, block lettering (gold for Lieutenants or

Class C Uniform, (PT Charlies)


A.

One (1) uniform physical fitness t-shirt (summer), navy in color. A Law Enforcement
Explorer Logo screen print on front and Explorers on back. One (1) uniform physical
fitness sweatshirt (winter), navy in color with above logos will be substituted during cold
weather exercise.

B.

One (1) uniform physical fitness pair of shorts, navy in color. A Law Enforcement Explorer
Logo screen print on the front. One (1) uniform physical fitness sweatpants (winter), navy
in color with above logos will be substituted during cold weather exercise.

C.

One (1) uniform beanie (winter), navy in color, is optional.

D.

Running shoes shall be solid white or solid black.

E.

Class C uniforms will be purchased upon acceptance into the Goose Creek C.I.S.D. Police
Department Law Enforcement Explorer Program.

Uniform Regulations
A.

The Goose Creek C.I.S.D. Police Department Law Enforcement Explorer uniforms, and all
parts thereof, will not be worn by any member unless on an authorized assignment for
the program. Law Enforcement Explorers will be informed of when and where to wear
the uniform. No other person than active Goose Creek C.I.S.D. Police Department Law
Enforcement Explorers will be allowed to wear the uniform or any part thereof.

B.

All Goose Creek C.I.S.D. Police Department authorized uniform insignias will be properly
placed on the uniform and securely attached to it. No unauthorized insignia, badges, or
pins will be worn on the uniform.

C.

All Learning for Life insignias, patches, and awards shall be worn with regard to Learning
for Life insignia standards.

D.

Mandatory equipment will be carried at all times, when in or out of uniform, during any
Law Enforcement Explorer-related activity or function.

All shoes, boots, and leather gear will be shined. All metal parts will be polished and
maintained. Goose Creek C.I.S.D. Police Department Law Enforcement Explorers are
representatives of the Goose Creek C.I.S.D. Police Department and will always maintain
appearance standards expected of the Goose Creek C.I.S.D. Police Department.

F.

Uniform and appearance may be subject to inspection, announced or unannounced at


any time.

G.

Any activity which precludes wearing the complete and proper uniform must be approved
by the Post Advisor.

H.

No unauthorized equipment shall be worn or carried by any member of this program


without the approval of the Post Advisor.

I.

Goose Creek C.I.S.D. Police Department Law Enforcement Explorers, as noncommissioned and non-sworn personnel, will not carry firearms or weapons unless
involved in specialized training or merit work where it would be required.

J.

The training Sam Brown may only be worn at authorized training and competitions.

Badge and Identification Regulations


A.

No Goose Creek C.I.S.D. Police Department Law Enforcement Explorer badges or shield
patches will be worn while in civilian attire. A regulation hard badge shall not be carried
in wallets or purses and will be kept by the Lead Post Advisor until needed at special
events when in Class A uniform.

B.

Each Goose Creek C.I.S.D. Police Department Law Enforcement Explorer accepted for
membership will be issued a Law Enforcement Explorer Identification Card by the Post
Advisor or Associate Advisor. The Law Enforcement Explorer Identification Card will be
carried by all Law Enforcement Explorers while in uniform and will be visibly worn with
civilian attire when on the premises of any law enforcement agency.

Any Law Enforcement Explorer who uses a badge, or ID card improperly, in a manner
which discredits the program, or for personal reasons, will be subject to disciplinary action
which may include dismissal.

D.

All badges, shield patches, shoulder patches, duty belt accessories, and ID cards will
remain the property of the Goose Creek C.I.S.D. Police Department Explorer Post. All
badges/patches and ID cards will be turned in to the Post Advisor upon termination of
membership. In the event a badge, shield patch, or ID card is lost or stolen, an in house
report will be filed and turned into the Post Advisor prior to re-issuance of any lost items.

Costs for Uniform and Equipment


A.

The Goose Creek C.I.S.D. Police Department will budget funds and use post funds to buy
all badges, shield patches, shoulder patches, duty belt accessories, and ID cards. This will
remain property of the post and will be considered borrowed by the Explorer. The
Explorer is responsible for the remainder of the uniform cost.

B.

An Explorer is responsible for damages to any uniform or equipment in his/her possession


which belongs to the post and will be held liable for costs of repair or replacement of
damaged or misused equipment.

C.

Mandatory equipment, ribbons, awards, and optional gear which are purchased by an
Explorer will be his/her property. Optional gear must still be maintained in the manner
prescribed for the required uniform.

Return of Uniform, Badge, and ID card


A.

All required uniforms which were purchased with Post or Goose Creek C.I.S.D. Police
Department funds, as well as badge/shield patches, and ID cards shall remain the
property of Goose Creek C.I.S.D. Police Department Law Enforcement Explorer Program.

These items shall be collected by the Post Advisor or Associate Advisors upon
termination or resignation of the Explorers membership in the Goose Creek
C.I.S.D. Police Department Law Enforcement Explorer Program.

2.

All uniforms and equipment shall be evaluated upon return as to condition and
required compensation for damage and misuse by the Law Enforcement Explorer.
Normal wear and tear will be taken into consideration.

If a Law Enforcement Explorer who has resigned or was terminated fails to return the
proper uniform or equipment to the post, the Post Advisor will ask for the uniform in
writing, by certified letter, and return receipt, from the Explorer in question.
1.

After a period of ten (10) days, if the uniform and equipment has not been
returned, Misdemeanor Class B Theft charges will be filed through the
appropriate police investigative section.

2.

The filing of this charge could result in a warrant for arrest. A Misdemeanor Class
B Theft has a maximum penalty of a $2,000.00 fine or 180 days in jail or both.

Department Equipment
A.

Law Enforcement Explorers will utilize authorized Goose Creek C.I.S.D. Police Department
equipment only for its intended purpose in accordance with established Goose Creek
C.I.S.D. Police Department procedures and will not abuse, damage, or lose that
equipment.
1.

All Law Enforcement Explorers will maintain all issued Goose Creek C.I.S.D. Police
Department equipment assigned to them in good condition.

2.

Law Enforcement Explorers will not convert Goose Creek C.I.S.D. Police
Department equipment to their own personal use.

Law Enforcement Explorers will immediately report the damage of any Goose Creek
C.I.S.D. Police Department property or equipment assigned to them. In addition, Law
Enforcement Explorers will report any inoperative, defective, or hazardous equipment
which comes to their attention.

C.

Losing, damaging, or wasting Goose Creek C.I.S.D. Police Department property or


equipment through negligence, carelessness, or improper use will be grounds for
disciplinary actions. The Law Enforcement Explorer responsible for such loss, damage, or
waste may be charged compensation for the property in question.

Vehicles
A.

Law Enforcement Explorers are not to operate or drive any type of Goose Creek C.I.S.D.
Police Department equipment, agency or otherwise, except under emergency conditions
and at the expressed direction of a sworn Goose Creek C.I.S.D. Police Officer.

B.

Law Enforcement Explorers will always operate their own personal vehicles with regard
for the safety of others. Law Enforcement Explorers should be constantly mindful of road
conditions, surrounding traffic, pedestrians, bicyclists, and other road hazards or
obstacles.

C.

No Explorer should expect that being a Law Enforcement Explorer will make the Explorer
immune to the laws of this County and State.
1.

Any attempt to use status as a Law Enforcement Explorer to be exempt from the
law is grounds for disciplinary actions, which may include dismissal from the
program.

Advisor Uniforms
A.

Advisors for the Goose Creek C.I.S.D. Police Department Law Enforcement Explorer
Program, outside agency or civilian volunteers may wear a red polo, or other approved
colors, with the Goose Creek C.I.S.D. Police Department Law Enforcement Explorer
Advisor embroidered logo, tan pants, and tactical, desert boots. Advisors who are sworn
Goose Creek C.I.S.D. Police Officers are to wear their regulation agency uniform while
performing assigned Law Enforcement Explorer Program duties.

DUTIES AND RESPONSIBILITIES CHAPTER SIX
Duties and Responsibilities
Duties and responsibilities are the foundation of any organization and are necessary for efficient
operation. Some of these are set forth in this SOP but not necessarily all are covered.
I.

Law Enforcement Explorer Responsibilities


A.

Each Law Enforcement Explorer is required to comply with the Goose Creek C.I.S.D. Police
Department Policy and Procedure Manual, this Explorer S.O.P., and the Learning for
Lifes Explorer Code. Each Law Enforcement Explorer must comply with the special
orders as set forth by the Goose Creek C.I.S.D. Police Department and the post.

B.

Regular attendance is expected of all Law Enforcement Explorers. An Explorer may not
miss more than three (3) consecutive meetings and may not have more than five (5)
unexcused absences in one calendar year. This may result in disciplinary action, which
may include probation or more severe punishment.

C.

A Law Enforcement Explorer may not be absent from any activity or function which
he/she signed up for without valid reason. An Explorer may not attend any activity or
function if he/she was absent during the sign-up.

D.

Law Enforcement Explorers are expected to be prompt to all meetings, activities, and
functions. Three (3) incidents of tardiness equals one (1) unexcused absence. Five (5)
unexcused absences (i.e. fifteen (15) incidents of tardiness) in one calendar year will be
grounds for discipline which will include a written reprimand or more severe punishment
(i.e. probation.)

E.

Law Enforcement Explorers are to make arrangements to leave or be picked up


immediately following meetings. They are not to remain at the post after the meeting has
ended, unless authorized to do so by competent authority.

F.

Law Enforcement Explorers may not bring unauthorized guests to any post activity. This
includes having guests meeting them at activities schedule away from the post.

An accurate accounting system will be maintained by the Post Committee.

A Law Enforcement Explorer who becomes delinquent on payment of dues will


be subject to disciplinary actions.

Any breach of responsibility or duty by a Law Enforcement Explorer will be grounds for
disciplinary action.

If a Law Enforcement Explorer has a valid reason (family, emergency, illness,


medical, occupational, educational, etc.) for missing an assigned function, this will
be taken into consideration and will not be considered negligence.

2.

Law Enforcement Explorers should, if possible, notify an immediate supervisor or


Post Advisor in advance if they are going to be absent from an assigned function.

Advisor Duties
A.

Post Advisors, as guided by this SOP, are responsible for the direction and maintenance
of the Goose Creek C.I.S.D. Police Department Law Enforcement Explorer Program. Upon
receiving an official application for membership in the Law Enforcement Explorer
Program, the Post Advisor or a delegated Associate Advisor shall oversee that the
application is processed in a timely manner.

Post Advisors will ensure that copies of the Explorer Posts monthly financial
reports are being turned in to the Post Coordinator, by the Explorer Post
Treasurer.

The Post Advisor or Associate Advisor shall oversee that the Goose Creek C.I.S.D. Police
Department Law Enforcement Explorers complete the Learning for Life application form
and all other necessary forms and waivers.

C.

The Post Advisor or Associate Advisor will research the applicants personal history with
the Goose Creek C.I.S.D. Police Department and/or any other police or juvenile agency or
division.

D.

The Post Advisor will oversee the Review Board interview with the applicant.

E.

Upon final approval, the Post Advisor will register the applicant as a member of the post
with the Learning for Life Explorer program and the Goose Creek C.I.S.D. Police
Department Law Enforcement Explorer Program Coordinator.

F.

The Post Advisor or Associate Advisor will issue a Goose Creek C.I.S.D. Police Department
Explorer Identification Card. The Post Advisor shall inform the Explorer of when and
where the Law Enforcement Explorer uniform may be obtained, items to be purchased,
and when and where it shall be worn.

G.

The Post Advisor shall maintain a current membership list with names, addresses, phone
numbers, and emergency contacts, and shall keep this list readily available to the Goose
Creek C.I.S.D. Police Department.

H.

The Post Advisor shall forward the Post Supervisor a report of all activities, operations,
and meetings, along with projected activities, projects, and scheduled events, as needed.

Community, and the Learning for Life Explorer Program. They should never act in a manner as to discredit
themselves, their community, or any of the aforementioned organizations.
I.

Performance of Assigned Responsibilities


A.

Law Enforcement Explorers will perform their assigned responsibilities assisting regular
Goose Creek C.I.S.D. Police Officers and other law enforcement peace officers with their
duties, to the best of their abilities and in accordance with department directives and
other directives in this Standard Operating Procedure. Law Enforcement Explorers will
perform their assignments in a competent manner and always to the best of their ability.

Personal Appearance
A.

Law Enforcement Explorers will maintain a neat and clean appearance.

B.

Law Enforcement Explorers will keep their uniforms clean, pressed, and in good condition.

C.

Male Explorers will keep their hair neat, clean, and closely trimmed at all times.
1.

The hair may be clipped at the edges of the side and back and will be evenly
graduated all the way around the head (blended or faded and not edged as an
outline) from zero length at the hairline in the lower portion of the head to the
upper portion of the head. Hair will not be over three (3) inches in length fully
extended on the upper portion of the head. The bulk of the hair shall not exceed
two (2) inches. The back and sides of the head below the hairline may be shaved
to remove body hair.

not be styled to taper, flare, or come to a point. The length of an individual hair
of the sideburn will not extend beyond 1/8 of an inch when fully extended.

No males will be required to have his entire hair length clipped to the scalp except
when such action is required by a medical doctor. This does not prohibit males
from having their hair clipped (or shaved) to the scalp if he so desires.

4.

The following hair styles are considered eccentric and are not authorized:
a.

Single patches (not consistent with natural hair loss)

b.

Mohawks

c.

Etchings of letters, signs, or figures

d.

Braids

Hair gels/mousse should provide a conservative, natural appearance.

Hair dyes, tints, bleaches, and frostings, which result in natural colors, are
authorized. The hair color must complement the Explorers complexion. Color
changes that detract from a professional image are prohibited.

D.

The face will be clean shaven at all times. No moustaches are allowed, male or female.

E.

Female Explorers will keep their hair neat and clean. Long hair that extends beyond the
collars lower edge will be neatly and inconspicuously fastened or pinned, except that
bangs may be worn. No portion of the bulk of the hair, as measured from the scalp, will
exceed approximately two (2) inches (except a bun which may exceed a maximum of
three 3 inches from the scalp) and no wider than the width of the head.

training), and unbalanced or lopsided hairstyles are prohibited.

Braids and hair extensions are authorized for medium and long hair only.
Extensions must have the same general appearance of the individuals natural
hair.

3.

Hair dyes, tints, bleaches, and frostings, which result in natural colors, are
authorized. The hair color must complement the Explorers complexion. Color
changes that detract from a professional image are prohibited.

F.

Excessive plucking, removal of eyebrows, or designs in eyebrows are not authorized.

G.

Fingernails will be kept clean and neatly trimmed so as not to interfere with the
performance of duty, detract from a positive image, or present a safety hazard. Male
Explorers fingernails shall be no longer than the tip of the finger. Nail polish for males is
not allowed. Female Explorers fingernails shall be no longer than 1/4 of an inch pass the
tips of the fingernail. Nail polish must be conservative; loud colors and designs are
unauthorized.

H.

While in uniform, no jewelry is to be visible with the exception of one conservative ring
on each hand and a non-metallic, black watch. All necklaces will be inside under the shirt
and no earrings will be allowed for male Explorers. Gold or silver stud earrings may be
worn by female Explorers.

I.

Poor grooming or improper wearing of the uniform or its accessories may be considered
grounds for disciplinary action.

or brands visible on their head, neck, hands, fingers, eyeballs, or inside the mouth.
Explorers shall not display any tattoos on the wrist or forearms and may be required to
wear a regulation, uniform long sleeve shirt at all times. Tattoos that use ultraviolet ink
visible under black lights are unauthorized. Post Advisors shall investigate the meanings
behind any tattoo to ensure the tattoo is not racist, sexist, drug-related, vulgar, antiAmerican or anti-law enforcement, gang-related, or associated with any extremist group.
Tattoos of this nature will exclude a candidate from membership. All Explorers shall make
aware to the Post Advisors any existing tattoos. Any Explorers with tattoos that could be
visible in any of the Goose Creek C.I.S.D. Police Department regulation uniforms shall
receive counseling from the Post Advisor regarding which uniforms they are allowed to
wear.

Law Enforcement Explorers will, at all times, be courteous to the public. They will be
orderly, attentive, and will exercise patience and discretion in dealing with the public.

Contact with Goose Creek C.I.S.D. Police Officers and Members of the Department
A.

Law Enforcement Explorers will promptly and completely obey any lawful and reasonable
orders from the Post Advisor, Associate Advisors, Goose Creek C.I.S.D. Police Officers, and
Ranking Post Explorers. Failure to respond promptly may be considered neglect of duty.

B.

Non-compliance with required conduct towards Goose Creek C.I.S.D. Police Officers and
other supervisory personnel shall be considered insubordination and may be subject to
disciplinary action.

Compliance with Orders


A.

Any Law Enforcement Explorer who refuses to obey a lawful order will be considered
insubordinate and may be subject to disciplinary action upon review of the incident by
the Post Advisor and Associate Advisors and/or Review Board.

B.

Should any lawful order be given by an Advisor or Ranking Explorer which conflicts with a
previous order or published directive, the Explorer will bring the conflict to the attention
of the Advisor or Ranking Explorer.

The Advisor or Ranking Explorer who issued the conflicting order will take any
necessary steps to correct the conflict and will assume responsibility for the Law
Enforcement Explorers actions while carrying out the order.

Public Statements
A.

Law Enforcement Explorers will not make any statements on behalf of the Goose Creek
C.I.S.D. Police Department or the Learning for Life Explorer Program for publication or
broadcast concerning the plans, policies, or administration of the Goose Creek C.I.S.D.
Police Department or the Learning for Life Explorer Program, unless authorized to do so.
Any Law Enforcement Explorer who plans to deliver an address or speech at any public
gathering concerning the work of the Goose Creek C.I.S.D. Police Department will notify
their Advisor prior to speaking.

B.

Any public statement concerning the policies of the Goose Creek C.I.S.D. Police
Department or the Learning for Life Program will accurately represent those policies.

C.

Any statements about the Goose Creek C.I.S.D. Police Department or its functions which
reflects an Explorers personal opinion will be clearly presented as such.

Law Enforcement Explorers will not post, on websites or any other form of electronic
media, photographs, audio recordings, or video recordings of Law Enforcement Explorer
events, activities, or training unless prior approval has been granted by Post Advisors.

C.

Any photographs, recordings, or electronic media taken by Post Advisors during the
course of training, events, or Post meetings become the sole property of the Goose Creek
C.I.S.D. Police Department.

Gifts, Gratuities, and Privileges


A.

Law Enforcement Explorers will not directly, or indirectly, solicit or accept any gratuities,
loans, gifts, merchandise, meals, beverages, or any other item of value in connection with
or resulting from their official position other than within the scope of a sanctioned
fundraising event. If any such attempt is made, they will immediately notify an Advisor
who can investigate the situation and advise the Explorer. Explorers will not use their
Explorer Identification Cards to obtain privileges not otherwise available.

Rewards
A.

No Law Enforcement Explorer will accept or solicit any fee or compensation arising from
the performance of an official duty. If any such situation arises, the Law Enforcement
Explorer should notify an Advisor immediately so they can investigate the situation and
advise the Explorer on the appropriate response.

A.

Failure to obey orders or willful, repeated violations of any rule, regulation, or policy of
the Law Enforcement Explorer Program is prohibited and will not be tolerated.

There will be no sleeping while on duty.

C.

Neglect of duty will not be tolerated.

D.

No Law Enforcement Explorer shall fail to give name and post number to any person upon
request.

E.

No Law Enforcement Explorer will drink intoxicants or be intoxicated at any time. For this
the Goose Creek C.I.S.D. Police Department has a zero tolerance policy.

F.

No Law Enforcement Explorer is to engage in any form of gambling at any time.

G.

No Law Enforcement Explorer is to engage in horseplay or the playing of pranks while


on duty.

H.

No Law Enforcement Explorer will use loud, indecent, profane, or harsh language in a
public place or while in the presence of citizens.

I.

No Law Enforcement Explorer will use tobacco products while wearing the Explorer
uniform and/or during any Explorer functions.

Use of Alcohol
A.

Law Enforcement Explorers shall never violate state laws in regards to the use of,
possession of, or consumption of alcohol. The Learning for Life Explorer Program policy
prohibits the use of alcohol before, during, and after any and all Post functions.

Discrimination
A.

Law Enforcement Explorers will not have in their possession any drugs except when legally
prescribed by a physician or dentist. When an Explorer is taking prescribed medication
and when such medication could affect performance, the Explorer will notify the Post
Advisor or an Associate Advisor.

Law Enforcement Explorers shall not discriminate against any individual on the basis of
race, color, religion, sex, national origin, age, or handicap.

Criminal Conduct
A.

Law Enforcement Explorers will obey all the laws of the United States. This includes the
laws of all state and local jurisdictions. Violations of any law, an indictment or information
filed against an Explorer, or a conviction may be cause for disciplinary action which may
include termination from the post.

that the Goose Creek C.I.S.D. Police Department set and maintain high standards of
conduct among its personnel and Law Enforcement Explorers. Misconduct by Law
Enforcement Explorers cannot be tolerated because it weakens the Goose Creek C.I.S.D.
Police Departments effectiveness, erodes public trust, and can endanger members of the
public or members of the Goose Creek C.I.S.D. Police Department.

If an Explorer feels that this is not suitable, or if the complaint involves a sensitive matter,
the Explorer may go directly to the appropriate Advisor.

Advisors will follow the appropriate chain of command when filing a complaint.

Notification of Complaints

Duty to Cooperate and Reply

Explorers will answer fully and truthfully all questions which an Advisor, investigating
peace officer or supervisor may ask regarding the investigation of any complaint.
Explorers will cooperate during any internal investigations and disciplinary process.

Harassment of Complaints

Assuming the complaint does not involve criminal or legal activity, the Explorer will be
informed of the charges and permitted to provide an explanation or comment on the
charges to the Post Advisor and/or Review Board.

No Law Enforcement Explorer will harass, verbally abuse or threaten any citizen, Advisor,
or fellow Explorer who files a complaint against that Explorer or any other department
personnel.

Disciplinary Process
A.

If a complaint is found to have validity, the Law Enforcement Explorer is first allowed to
respond to the charge to the Post Review Board and/or Advisors.

B.

After the Law Enforcement Explorers account is received; the Review Board and/or
Advisors will meet in closed conference to establish if there is a cause for disciplinary
action. If just cause for action is established, the appropriate discipline will be determined
during this conference. The severity of the violation and the Explorers past record will be
taken into consideration.

C.

A second session of the Review Board and/or Advisors will include the attendance of the
Law Enforcement Explorer to inform him/her of the determination and of the discipline
which will be administered.

Scholastic Probation
A.

Any Law Enforcement Explorer whose academic report card indicates less than a D
average shall be placed on scholastic probation. This will be based on the standard and
value of a D at the school in which the Explorer is enrolled. This will usually be a
numbered grade of 70 or better for secondary education and a 2.0 GPA or higher for postsecondary education.

B.

Any Law Enforcement Explorer who fails to present a grade report will be put on scholastic
probation until the report is presented.

C.

Any Law Enforcement Explorer placed on scholastic probation will not be allowed to work
any activity or participate in any special events.

D.

Any Law Enforcement Explorer placed on scholastic probation will only be allowed to
attend regular post meetings and mandatory activities.

E.

A Law Enforcement Explorer will remain on scholastic probation until grades return to
acceptable levels and upon presentation of teachers verification of the grades. Upon
termination of scholastic probation, full privileges will be restored to the Explorer.

F.

If a Law Enforcement Explorer fails to bring his/her grades up within one grading period,
the Explorer will be placed on suspension of all post activities.

G.

If a Law Enforcement Explorer fails to bring his/her grades up within two grading periods,
the Explorer will be dismissed from the post.

Criminal Activity
A.

Complaints against Law Enforcement Explorers which allege criminal violations will be
grounds for criminal charges.

Department Assignments
While Law Enforcement Explorers may not be used to replace Goose Creek C.I.S.D. Police Department
personnel, they may be utilized by the Goose Creek C.I.S.D. Police Department or other law enforcement
agencies where additional manpower may be necessary to assist law enforcement or the community in a
non-sworn capacity.
I.

Patrol and Traffic

A.

Law Enforcement Explorers may use the police radio only when and if instructed by a Goose Creek
C.I.S.D. Police Officer, or other sworn law enforcement officer when it pertains to assistance or
training.

II.

B.

Law Enforcement Explorers may assist in filling out routine paperwork when the
paperwork will not be used in any court action or does not contain or involve any
sensitive matters or material.

C.

Law Enforcement Explorers may assist in the answering of phones, the taking of
messages, and other miscellaneous duties.

Community Services
A.

Law Enforcement Explorers may assist in public projects such as marking property,
distributing crime prevention literature, participating in safety fairs, community
outreach projects, public safety presentations, etc.

B.

Law Enforcement Explorers may perform other community services as directed by the
Advisor.

III.

Special Events

A.

Law Enforcement Explorers may assist the Goose Creek C.I.S.D. Police Department
in working special events and/or operations needing more manpower.

Meeting and Training
Meetings are held to pass information, gain knowledge, and plan for the future. There are several types
of meetings that Law Enforcement Explorers and/or Advisors are required to attend. Training is the most
important aspect of the Law Enforcement Explorer Program. Training is the tool which enables Explorers
to continue on into careers in law enforcement. The Law Enforcement Explorer Program has many training
opportunities for those Explorers with the desire to learn.
I.

Required Meetings

Post meetings should be held weekly and must be held a minimum of twice monthly.

The day, time, and length of post meetings will be determined by each individual
post.

The collection of dues and other administrative functions will also be determined
by the individual post.

IV.

Competitions and National Events


A.

Law Enforcement Explorers are involved in many types of competitions. Competitions


challenge the Law Enforcement Explorers ability to perform after completing many hours
of training. Competitions not only evaluate skills of the Explorers within the post, it also
pits them against Explorers from other posts at local, state, and national levels and from
all branches of law enforcement.

B.

There are three branches of competitions in which Law Enforcement Explorers may
participate:
1.

Local Competitions: (Sam Houston Area Council Explorer Posts) are held
periodically.

2.

State Competitions: (Texas and surrounding areas) are held throughout the year.

3.

National Competition: (U.S. and surrounding countries) are held every two years
on even-numbered years.

C.

During competitions, Law Enforcement Explorers have the opportunity to work as a team
of three or four Explorers and are required to solve and/or react to different training
scenarios. A Training Manual consisting of Team Scenarios and Individual Events will
be provided to each Law Enforcement Explorer to help prepare for competition.

D.

Occasionally, the Learning for Life Explorer Program sponsors additional national events
which Explorers may attend, including Education Training Conferences (usually held in the
odd years opposite National Competition), National Leadership Development Workshops,
and other activities.

Physical Fitness Award


A.

The award consists of two (2) phases: Physical assessment and Cognitive assessment.
1.

The physical assessment was created to include a health screening format to


assist the Explorer in determining if they should proceed with the physical
assessment. A standardized assessment format ensures that the assessments are
universal in nature and easy to administer by Advisors; and an assessment
utilizing minimal equipment avoids excluding Explorers that do not have access
to specialized items and allows them to understand that fitness can be
accomplished almost anywhere. Using eight (8) assessment tools (Curl-Ups, PushUps, 1 Mile Run (14 through 17 year old Explorers), 1 Mile Run (18 through 20
year old Explorers), Pull-Ups (Males), Flexed-Arm Hang (Females), Shuttle Run,
and Body Mass Index) does not inhibit the assessment process by being too time
consuming, yet allows for testing core physicality.

2.

The cognitive assessment was developed utilizing universally accepted


knowledge, skills and abilities. Information in regard to basic nutrition,
cardiovascular disease risk factors, obesity risk factors, food label interpretation,
as well as basic components of a successful exercise program is presented in
website link format. A twenty (20) question written evaluation, in multiple-choice
format, will determine learning results.

Implementation
1.

The Explorer informs their Advisor of their intent to seek the award. The Advisor
downloads the appropriate forms (Appendices A-C1).

2.

The Explorer completes the Physical Activities Readiness Questionnaire (PAR-Q)


(Appendix A).

3.

The Explorer reviews the Physical Assessment Standards for the Fitness and
Distinguished Fitness Awards (Appendices A1 and A2).

4.

The Explorer reviews the examples of the Physical Assessments for Curl-Ups,
Push-Ups, Mile Run(s), Pull-Ups, Flexed-Arm Hang, and Shuttle Run (Appendices
A3, A4, A5, and A6).

5.

The Explorer reviews the Cognitive Assessment Study Guide and visits the various
websites to gain basic nutrition and health knowledge (Appendix B).

6.

The Explorer informs their Advisor that they wish to take the Cognitive
Assessment (Appendix B1).

7.

The Assessment is given by the Advisor or Designee and then scored, with the
results recorded (Appendix C or C1).

8.

The Explorer informs their Advisor that they wish to take the Physical Assessment
for either the Fitness or Distinguished Fitness Award.

9.

The Advisor, or his/her designee, (i.e., agency fitness coordinator or other


qualified adult) administers the assessment and records the results along with
determining and documenting the Body Mass Index BMI (Appendix C or C1).
This person also determines the best venue for the Curl-Ups, Push-Ups, Mile
Run(s), Pull-Ups, Flexed-Arm Hang, and Shuttle Run.

The Advisor completes the Award Notification Form (Attachment 1), and then
downloads the appropriate award certificate (Attach. 2 or 3) and requests the
ribbon through the National Supply Division. The gold star for the Distinguished
Fitness Award can also be ordered through the National Office #610612. The
Advisor presents the Explorer the earned recognition items at an appropriate
venue.

11.

In order to retain the privilege of wearing the ribbon bar (as well as the
Distinguished Fitness Award star, if it was earned) an Explorer must successfully
complete both the physical and cognitive components of the test each year on or
before the date the award/star was earned.
The recognition is a multi-colored bar.

III.

Explorer of the Year Award


A.

Each post is encouraged to recognize one Explorer each year. This Explorer should be
selected based on dependability, attitude, attendance, and contributions to the post,
department, and community. Explorers of the Year are obviously recognized for their
outstanding performances and personal attributes.

Recognition
A.

V.

Each award or recognition is represented by a police-type commendation ribbon that


affixes to a metal holder bar. Research has determined that the items, colors, and
contributions do not conflict with either police department or military/ROTC
commendation bars. However, it also revealed that a small number of posts are not
permitted to wear any type of medal, ribbon, or patch on their uniforms apart from their
departmental patches. These posts, as well as those that want a more lasting recognition,
can use the certificate of proficiency (No. 33729).

Presentation of Proficiency Award


A.

Presentation of proficiency awards to individual Law Enforcement Explorers should be at


the discretion of the Post Advisors. There are many awards banquets held by the Learning
for Life Explorer Program, the Texas Law Enforcement Explorer Advisor Association, and
other Explorer entities throughout the year which may be attended by posts to distribute
awards to deserving Explorers.

B.

The Goose Creek C.I.S.D. Police Department Law Enforcement Explorer Program should
hold an Annual Awards Banquet each year to allow presentation of all major awards to
recognize outstanding Law Enforcement Explorers from its department posts throughout
the district.

Ride-Along
Law Enforcement Explorers may be given the opportunity to participate in a Ride-Along Program
sponsored by the Goose Creek C.I.S.D. Police Department. This program offers Law Enforcement Explorers
the opportunity to observe Goose Creek C.I.S.D. Police Officers in the field. The Ride-Along Program is to
be considered a privilege and an opportunity to experience law enforcement first hand. This is but one
element of the total Law Enforcement Explorer Program and will be well supervised. The policies and
standard operating procedures for the Goose Creek C.I.S.D. Police Department Law Enforcement Explorer
Program shall remain consistent with respect to Explorers driving police vehicles, covert activities, blood
borne pathogens, Hepatitis B vaccination declination, or any future policies pertaining to the Law

I.

Eligibility for Ride-Along


A.

The Law Enforcement Explorer must have completed the probationary period within the
post.

B.

The Law Enforcement Explorer must be in good standing with the post, all dues and
debts paid, and no disciplinary action pending.

C.

The Law Enforcement Explorer must have completed a minimum of 40 hours of Explorer
training. Training must include basic patrol tactics, including but not limited to cover and
concealment, officer safety, and radio procedures.

D.

The Law Enforcement Explorer must be at least 16 years of age to participate in the RideAlong Program.

E.

The Law Enforcement Explorer must have exhibited at least a 70% attendance to all
required post meetings and functions for the two months prior to a Ride-Along sign up
date.

The Ride-Along Program is considered a privilege and the appropriate TPWD ride-along
forms will be required before a scheduled ride-along can be conducted.

Requirements
A.

Any scheduled ride-along must be approved in advance by Post Advisors or Associate


Advisors.

B.

A release of liability form will be maintained on file by the Post Advisor for each Law
Enforcement Explorer. If Explorers are under the age of 18, a permission and release of
liability form must be signed by parents or guardians and be notarized.

C.

An emergency medical release form and consent to seek emergency treatment shall be
signed and kept available during any ride-along. This form must be signed by parents or
guardians of any Law Enforcement Explorer under the age of 18.

D.

Participating Law Enforcement Explorers must have received a Hepatitis B vaccination or


complete and have notarized a Hepatitis B Vaccination Declination form to be kept on file
by the Post Advisor.

E.

The Law Enforcement Explorer must be a dues-paid member of the Learning for Life
Explorer Program to be eligible for insurance coverage through the Learning for Life
Explorer Program.

G.

Law Enforcement Explorers must exhibit a clear knowledge and understanding of all rules
and guidelines for a ride-along.

Ride-Along Policies
A.

Law Enforcement Explorers, ages 16 through 20, may ride with approved Goose Creek
C.I.S.D. Police Officers in marked patrol vehicles for not more than eight (8) hours.

A ride-along may only take place during reasonable, law enforcement shift hours.
Explorers who are sixteen (16) or seventeen (17) years of age may ride during the times
of 0700 hours and 2300 hours. Explorers who are eighteen (18) years of age and older
may ride at any time, day or night.

C.

A list of all ride-along information, including names, ages, dates, and pertinent
information will be forwarded to the proper Goose Creek C.I.S.D. Police Department
personnel prior to a ride-along. In addition, the Program Coordinator will be notified of
any ride-along scheduled.

D.

A Post Advisor or Associate Advisor will be on-call and available by radio or telephone at
all times during a Law Enforcement Explorer ride-along.

E.

A log will be maintained by each post to record times, dates, and activities of each Law
Enforcement ride-along.

F.

AT NO TIME will Law Enforcement Explorers be subjected to any unnecessary risks or


used in dangerous or undercover activities.

G.

Permissible activities on a ride-along include:

Law Enforcement Explorers, as directed by the supervising Police Officer, may


assist with telecommunications, traffic control, crowd control (non-violent),
perimeter control, completion of incident report forms or any activity that is
considered by the supervising Police Officer to be routine and low-risk for the
Explorer.

Ride-Along Officer
A.

All Goose Creek C.I.S.D. Police Officers involved in the Ride-Along Program cannot be on
any form of disciplinary probation at the time of the ride-along.

All Goose Creek C.I.S.D. Police Officers must be volunteers who are willing to work with
and promote the Law Enforcement Explorer Program.

C.

All Goose Creek C.I.S.D. Police Officers who volunteer must be approved by their
immediate supervisor and by the Law Enforcement Explorer Post Advisor.

D.

All Advisors must attend a two to four hour training session which will highlight the goals
of the Law Enforcement Explorer Program, as well as familiarize them with the rules and
guidelines of the Explorers and the Learning for Life policies.

E.

All Goose Creek C.I.S.D. Police Officers will complete and submit a brief evaluation form
after each ride-along which will be forwarded to the Post Advisor. The evaluation form
will be an approved form provided by the Post Advisor to be kept in the Law Enforcement
Explorers file.

Uniform and Equipment for Ride-Along


A.

Law Enforcement Explorers shall wear the approved regulation Class A or Class B
uniform.

B.

Law Enforcement Explorers may wear the approved duty belt, WITHOUT a gun holster.

C.

Law Enforcement Explorers will adhere to all grooming standards as outlined in Chapter
7, Rules of Conduct.

D.

All Law Enforcement Explores shall have a Law Enforcement Explorer ID card, two (2)
black pens, and a notepad with them at all times during the ride-along.

E.

Law Enforcement Explorers will carry a ride-along activity log to record all activities.

Law Enforcement Explorers WILL NOT carry weapons of any type. If an Explorer is found
to have any weapon in his/her possession, the ride will be terminated, weapon will be
confiscated, appropriate charges will be filed, and the Explorer will be dismissed from the
post.

Reporting for a Ride-Along


A.

Law Enforcement Explorers must have signed up in advance and all paperwork and
approvals must have been completed and forwarded in advance of the ride-along.

B.

Law Enforcement Explorers riding with Goose Creek C.I.S.D. Police Officers must arrive at
the assigned location fifteen (15) minutes prior to the beginning of the shift they are
performing the ride-along.

C.

Law Enforcement Explorers must be dressed appropriately upon arrival and have all
required equipment. Any Explorer not dressed appropriately will be refused the ride and
a report will be filed with the Post Advisor for review.

Rules and Limitations for Ride-Along


A.

Law Enforcement Explorers will ride only with approved Goose Creek C.I.S.D. Police
Officers at the approved times.

B.

Law Enforcement Explorers will treat all Goose Creek C.I.S.D. Police Officers with courtesy
and respect. Goose Creek C.I.S.D. Police Officers will be addressed as Sir/Maam or
Officer and proper protocol shall be followed. Goose Creek C.I.S.D. Police Officers
should not be addressed by first name.

C.

Law Enforcement Explorers will explicitly follow orders from the supervising Officer or any
Officer on the scene.

If any order conflicts with general orders, the Law Enforcement Explorer should
bring it to the attention of the Goose Creek C.I.S.D. Police Officer at first
convenience of the Officer and request further instruction.

D.

Law Enforcement Explorers will ask the assigned Officer if there are any special rules or
guidelines for the ride. Every Police Officer deals with situations in his/her own way and
Explorers must be aware of this.

E.

Law Enforcement Explorers will be required to keep a written log of all calls, location,
time, and action taken. This log will be returned to the Post Advisor within one week.

F.

Law Enforcement Explorers may communicate over the police radio with the permission
of and under the supervision of the supervising Goose Creek C.I.S.D. Police Officer to
whom they are assigned.

G.

Law Enforcement Explorers may not operate any vehicle, police or otherwise, during a
ride-along, unless specifically instructed to do so in an emergency.

H.

Law Enforcement Explorers are prohibited from interviewing or interrogating any witness
or prisoner.

I.

Law Enforcement Explorers will not detain, arrest, or otherwise restrain an individual.

J.

Law Enforcement Explorers will not handle any weapon during a ride-along. If a weapon
is discovered at any time, the Explorer should not touch it, but should bring it to the
attention of the first available Goose Creek C.I.S.D. Police Officer.

K.

Violation of any rule or policy of the ride-along program may be grounds for suspension
of ride-along privileges, and upon review by Post Advisor and/or Review Board, may be
grounds for disciplinary action.

VIII.

High Risk Calls


A.

In the event of a high risk call, the Law Enforcement Explorer must explicitly follow orders
from the supervising Goose Creek C.I.S.D. Police Officer.

B.

In the event of a high risk call, the assigned Goose Creek C.I.S.D. Police Officer will make
a determination and will follow one of the following options:
1.

The Police Officer will respond to the call and instruct the Explorer to remain in
the vehicle until the Officer has determined the situation is safe and under
control; or

2.

If an Officer determines that an Explorer needs to be dropped off in the course of


a call, the Explorer will be returned to the assigned pick-up spot or dropped off at
a safe location and dispatch should be contacted immediately. The Explorer
should remain at the location and contact dispatch by phone to ask for further
instruction and then immediately contact the Post Advisor.

C.

If at any time the Law Enforcement Explorer feels that his/her location has become
unsafe, he/she will move to a safe location and remain there until the area is secure.

D.

If a serious situation develops and it appears that a Goose Creek C.I.S.D. Police Officer is
in imminent danger, the Law Enforcement Explorer should move to a safe location and
contact dispatch by radio or by phone, giving the Officers number and location.
1.

If a Goose Creek C.I.S.D. Police Officer is down, the Law Enforcement Explorer
should advise dispatch of this and request an ambulance.

2.

An Explorers only obligation in a serious situation is to get to safety and request


aid.

Law Enforcement Explorers are not expected to go to the aid of a fallen Goose
Creek C.I.S.D. Police Officer. The Explorer should immediately move to a safe
location and then request aid for the fallen Officer.

Termination of Ride-Along
A.

A ride-along may be terminated at any time by the supervising Police Officer, shift
supervisor, or on-call Advisor. The Law Enforcement Explorer is not to question the
decision if this happens.

B.

If a ride-along is terminated for any reason; the Law Enforcement Explorer must add a
memo to his/her activity log stating who authorized the termination and submit it to the
Post Advisor. The Post Advisor will determine why the ride was terminated.

C.

A Law Enforcement Explorer may terminate a ride-along at any time if he/she feels
uncomfortable with the situation, becomes ill, or has an emergency situation. The on-call
Post Advisor should be notified immediately by the supervising Officer or dispatch.

Ride-Along for Civilian Advisors


A.

To allow familiarization with procedures and to assist with the Law Enforcement
Explorers training, Civilian Associate Advisors may also participate in the Ride-Along
Program.

B.

Civilian Associate Advisors must be at least 21 years of age, in good health, and must be
registered as an Advisor with the Learning for Life Program and with the Goose Creek
C.I.S.D. Police Department Law Enforcement Explorer Program.

C.

Civilian Associate Advisors must be active in the post, with participation and attendance
of at least 70% at Law Enforcement Explorer meetings and activities for six (6) months
prior to the ride-along.

Civilian Associate Advisors are expected to be familiar with all rules and procedures
pertaining to a ride-along for Law Enforcement Explorers and will follow the same rules
and procedures where applicable.

E.

Any ride-along by Civilian Associate Advisors will require approval from the Post Advisor
in advance and may not interfere with any ride-along program in progress.

F.

Civilian Associate Advisors will adhere to existing rules for other ride-along programs
within the Goose Creek C.I.S.D. Police Department.

G.

Any Civilian Associate Advisor who abuses the ride-along privilege or does not follow
established guidelines will have the privileges revoked permanently without recourse.

Bloodborne Pathogens
The Post Advisors should thoroughly explain the possible degree of exposure to blood or bodily
fluids during the Ride-Along Program. As a precaution, adult assistants and Explorer youth
participating in the Ride-Along Program should consider getting a Hepatitis B vaccination. The cost
of the shots will be the responsibility of the individual adult assistants and Explorer youth. If
vaccination is recommended, any adult assistants or Explorers who decline should sign a refusal
waiver.
Treat all blood as if it were contaminated with bloodborne viruses. Do not use bare hands to stop
bleeding; always use protective gloves or some type of barrier. Always wash exposed skin areas
with hot water and soap immediately after treating the victim. Follow the directions given by the
ride-along Police Officer.

Learning for Life Law Enforcement Explorer Program


RELEASE OF LIABILITY

desire to participate in the Learning for Life Law Enforcement Explorer Program (Explorer Program).
The Explorer Program provides educational training programs for young adults related to various
aspects of a law enforcement career. Participants may be involved in activities to include but not be
limited to ride-alongs in patrol vehicles; training on various law enforcement procedures like incident
response, handcuffing, and crime scene processing; and firearms safety and marksmanship.
I understand that participation in the Explorer Program may expose me or my minor child to personal
injury or property damage, and I am aware of the dangers and risks involved in the Explorer
Program activities. I agree that I or my minor child will follow the rules and instructions of all
Explorer Program personnel or volunteers at all times while participating in the Explorer Program.
IN CONSIDERATION FOR MY OR MY MINOR CHILD BEING PERMITTED TO PARTICIPATE IN
