Waterisoneofthepreciousnaturalresourcesintheworld.Ithasagreatsignificanceforbothlivingand
nonlivingthings.Unfortunately,itisbecomingahotpotatoamongcountriesduetoitsscarcity.Particularly
inPakistan,thesituationisquitealarming.AlthoughAlmightyAllahhasblesseditteemingwithabundant
resourcesbutwhenitcomestowater,duetocoupleofreasons,Pakistanhasfallenintotheabyssofsevere
watercrises.AccordingtoWorldBankreport,availabilityofwaterinPakistanwas5000cubicmetersper
capitain1950butnowithasbeendreadfullyfallentomerely1490cubicmeterspercapita.Thereare
severalreasonswhichhavecausedsuchdownfalltheviolationofIndusbasinwatertreatybysince1980
whenshestartedmakingdamsonthreewesternriversnamelyIndus,JhelumandChenab.Indiasnefarious
stepsagainstPakistanhaveprovedadeathnailforPakistan.Moreover,in1947,thematterofutilisationof
waterresourcesofIndusbasinwasraisedbyPakistanandtheboundarycommon,chairedbySirRadcliff
awardedcontrolbarragestoIndia,while90percentofirrigatedlandlayinPakistan.Notwithstanding,the
miserydoesnotendherebecauselackofpoormanagementbygovernment,unrestamongprovinces
claimingrightonquotaofwaterandinefficientroleofIRSA,lackofdamsespeciallytheissueofKalabagh
dam,wastageofwateritsseepagecoupledwithitslackofimportanceamongpeopleandalsoabsenceofa
systemofaffluentdisposalonbarragesandcanalsinPunjabandSindhbeingthechallengeofIBISPakistan
havefurthertriggeredthewatercrises.Therapidchangeinclimatefollowedbyglobalwarmingalsoadds
fuelinitsscarcity.
NowtheimpactshavearisentoanalarmingsituationbecausethereisathreatofwarbetweenPakistanand
Indiaonwater.Ifwatercrisesprevail,itwouldbefierceblowtoagriculturesectorofPakistanintheresult
ofitsdevastationanditwillleadtoanimmenselossofeconomybecauseagricultureisabackboneofthe
countryanditcontributesabout24percentofitsGDPand70percentofexportsarealsodependentonthis
sector.ThescarcityofwaterwillalsocauseunrestamongpeopleandPakistanwouldbeboundtopurchase
itfromforeigncountries.
Toefficientlymanagesuchgloomingcrisesofwater,itisthedireneedofthehourPakistanshouldinvolve
SAARCandUNtourgeIndianottomakenewdamsonrivershavingexclusiverightasperIndusbasin
TreatyandstopmakingworkonWullar,baglihair,KishangangaandUriIIproject.TheNational
DevelopmentEconomicProgramme200510startedbyexPrimeMinisterYousufRazaGillanitoconstructe
newdamsby2016wasindeedagreatstep.Theimprovementofdams,preservationofground,and
especiallyconstructionofKalabaghdamwouldbeverybeneficial.TheraisingofMangladamby40feetand
constructionofThalreservoir,BhashadamandGomaldamaresuchworthtakingmeasuresthatcan
efficientmanagetheprevailingwatercrises.
