GEOSPATIAL DATA FOR SUPPORTING INFRASTRUCTURES

DEVELOPMENT AND MANAGEMENT

Abstract
Ministry of Public Works has responsibilities of Indonesian infrastructure assets,
related to Public Works. As the implementation of Good Governance, Ministry of
Public Works has to publish information related to the infrastructures development
processes and the reports related to them, in form of public works information
system namely Geotagging and GIS for Infrastructure Data (SIGI PU).
Geotagging and SIGI PU is purposed in making effective and efficient monitoring
of infrastructures development. Geotagging, developed in 2010 and becoming
embryo for e-reporting, is an information system which gives report of development
process in present year, whilst SIGI PU, established in 2006, gives information of
public works assets. Geotagging data will be added into SIGI PU data at the end
of year, with some additional information in accordance with output services of the
infrastructure.
The development of those information systems is needed in line with the increasing
awareness from our community, the transparancy and accountability of
infrastructures development process. Nonetheless, they encounter several problems
related to data acquisition and database codification which attemp to be solved
through Data Warehouse development (under construction).

Introduction
Ministry of Public Works has responsibilities of Indonesian infrastructure assets,
related to Public Works such as: transportation infrastructures (road and bridges),

water infrastructures (reservoirs and dams), settlement infrastructures (drinking


water and sewage), etc. As the implementation of Good Governance, Ministry of
Public Works obligates to publish the results of infrastructures development to
public.
According to Minister Regulation number 489A in 2007, Center for Data Processing
has been assigned as Clearing House for Ministry of Public Works and as member of
National Spatial Data. So that, Center for Data Processing has authorization for
integrating spatial and literal data among internal units, including data collection,
management and update. Since some of infrastructures data are public domain,

On the other hands, the information of the infrastructures development requires a
system to underpin the whole processes with comprehensive view of infrastructures
development, their types, progresses and dispersions. Thus, the processes of
development, refinement and management of those infrastructures have been
assistance by means of Geographic Information System (GIS).
Geospatial Data Utilization
GIS has been widely known for its ability to capture, to store, to manipulate, to
analyze, to manage, and to present all types of geographically referenced data and
join them with attribute data, so called Geospatial Data. These abilities made
possible to create and to manipulate geospatial data for specific purpose or
application oriented, such as managing and controlling infrastructures development.
Moreover, the dissemination of those data has been assistance by modern
technology and enormous diversity of spatial data applications so GIS technology is
increasingly fitting and rightfully used as widespread tools because of its capability
to improve development and planning of infrastructures.
Development of Geospatial data in Ministry of Public Works employs both original
and interpreted geospatial data such as those derived from remote sensing data,

aerial photographs and other forms of data sets such as topographic maps. They are
used to develop either digital maps and application related to Public Works
infrastructures such as map of infrastructures, statistical data for infrastructure
development and Geographic Information System for Infrastructure data (SIGI
PU).
Geotagging and GIS for Infrastructure Data (SIGI PU) and Their
Development
As the Law number 14 in 2008 stated that all Public Institutions have responsibility
to give information related to both their products and their reports related to public,
Ministry of Public Works has to publish information related to the infrastructures
development processes and the reports related to them, in the form of public works
information system namely Geotagging and GIS for Infrastructure Data (SIGI
PU).

They

are

purposed

in

making

effective

and

efficient

monitoring

of

infrastructures development.
Geotagging is an information system which gives report of development process in
present year, whilst SIGI PU gives information of public works assets. Geotagging
data will be added into SIGI PU data at the end of year, with some additional
information in accordance with output services of the infrastructure, as shown in
Figure 1 below.

Geotagging
Geotagging information system, developed in 2010, has been using two main
applications as input, namely e-procurement and e-monitoring. E-procurement is an
application system developed to give information about the process of all
infrastructures development projects in present year known as E-procurement
Services, see Figure 2. Whilst, e-monitoring is application system established to
report the progress of the development either conducted by third party through
auction process or by internal staff. It allows us to see the differences between
planning and implementation, or deviation of each project as shown in Figure 3.

Those application systems are considered sufficient to fulfill the information as


separated part of reporting. However, they cannot give the whole information of the
process in present year in a single and comprehensive information system.
Furthermore, they are not develop their systems based on geographic data, making
possibilities of project duplications and budget inefficiency.
As the consequence of those potential duplication and inefficiency, Ministry of Public
Works created an information system based on geographical position that

incorporating not only e-procurement process but also e-monitoring, as pronounce


in Minister of Public Works Regulation number 13 in 2010. This application system is
known as Geotagging.
Geotagging employs spatial and attribute data, including coordinate, photos of
development process, video and hyperlink of e-procurement process and emonitoring report. In addition to, this information system gives the information of
third party (consultants and contractors) carried out the project, budgeting
resources and deviation of the progress with certain purpose of transparancy and
accountability, see Figure 4. Geotagging utilizes free map by Google Earth as based
map, in spite of its insufficient quality.

Geotagging establishment in 2010 corresponds to President Instructions number


1/2010 of National Priority Developments Acceleration and President Instructions
number 3/2010 of Fair Development Programs, see Figure 5. Geotagging has able to
be accessed from Presidents Situation Room at Bina Graha and the President
himself could monitor Ministry of Public Works programs and the cause of lateness
in achievement. Thus, stakeholder could give their appreciation and attention for the
cause.

In the beginning of its development, Geotagging data was entered manually for
spatial and atribute data, which causes labor extensive and less effective process
but today, Geotagging information system has further development that devote to
give more sophisticated reports by adding the information of accounting system for
each project, namely E-reporting Information System (under construction in 2011)

that also displaying geospatial data for President Instructions number X/2011 of
National Priority Developments as initial form of Executive Information System.
GIS for Infrastructure Data (SIGI PU)
GIS for infrastructure data or SIGI PU, established in 2006, is an geographic
information system established to manage Public Works infrastructures data
(infrastructures assets). Managing infrastructures data for some purposes such as:
viewing infrastructures dispersion in certain area based on their categories
(transportation, water and housing and settlement infrastructures).
SIGI PU is developed using ESRIs web base ArcGIS Server Enterprises and in the
near future the database management will be conducted by means of SQL Server to
give thorough management and utilization of geospatial data. SIGI PU has been
integrated with Geotagging information system, in which attribute data that
provided from Board of Statistical and Literal Information added into the geospatial
data. The statistical and literal information of the infrastructure outcome and product
have been added as additional information, so the analysis of the infrastructures and
sevices provided can be derived from SIGI PU, see Figure 6.

Some differences is highlighted from Geotagging and SIGI PU as shown in the


Table 1 below.

Now adays, E reporting system and SIGI PU are supported by development of


Data Warehouse (under construction) that aims to collect and to integrate data and
their applications from all units before processed into the reports. Data Warehouse
tries to encounter problems of data acquisition and data codification among
applications by using Extract, Transfer and Load (ETL) application.
Besides those information system, Central for Data Processing also provides the
spatial data in form of maps and satellite imagery. The satellite imagery, as courtesy
of Ministry of Agriculture, has been used to provide the base map of Province Spatial
Planning, Regency and City Spatial Planing for Java Island. Maps and satellite
imageries is presented in Map Information Service Counter, as shown in Figure 7,
placed at public area in Ministry of Public Works. Moreover, the satellite imagery has
been

used

to

support

road

and

highway

planning,

irrigation

and

marsh

infrastructures, in accordance with the President Instruction Number X/2011, as


shown in Figure 8.

Conclusion
As announced by Law number 14 in 2008 and the increasing awareness from our
community, the transparancy and accountability of infrastructures development
process is absolutely needed. On the other hand, the Minister of Public Works
Regulation number 13 in 2010, President Instructions number 1/2010 of National
Priority Developments Acceleration, President Instructions number 3/2010 of Fair
Development Programs and President Instructions number X/2011 of National
Priority Development have increasing awareness and appreciation of spatial data
usage as supporting tools for monitoring development program.
Ministry of Public Works is working hard to provide those information through
information system based on geospatial data : Geotagging, initial information
system of e-reporting, GIS for Data Infrastructure (SIGI PU) and through
geospatial data itself with the purpose to support the process of planning, develop
and managing infrastructures related to Public Works. Geotagging, an embryo of ereporting, and SIGI PU are purposed in making effective and efficient monitoring
of infrastructures development. Problems of data acquisition and data codification
among applications are encountered by developing Data Warehouse.
