Cities are the engines of growth .Tourism as an important driver in changes and development of cities with respect to its historic, heritage and religious value. Findings: Urban planning challenges during Kumbh festival are Land Management, Traffic and Transport Security, Law and Order ,Sites and Services ,Physical development ,Infrastructure Needs, River front Project, Tourism Facilities Flaws: The adverse negative impacts of tourism is not considered.
