Cataloging Service Bulletin
With t h i s number, Cataloging Service has been superseded by
Cataloging Service Bulletin. This change was p r e c i p i t a t e d by the reorganization t h a t t h e Library of Congress i s undergoing. The Processing
Department has become Processing Services, and t h e cataloging data f o r
Cataloging Service i s -therefore obsolete since entry i s under the department. Because a new entry would need t o be prepared, it was decided t o
change the t i t l e t o what, i n essence, the b u l l e t i n has been c a l l e d f o r
years. By changing t h e t i t l e , a new International Standard S e r i a l Number (ISSN) and key t i t l e could a l s o be assigned thus creating a one-toone relationship between e n t r i e s created under the Anglo-American Cataloging Rules and. the Guid.elines f o r t h e International S e r i a l s Data Sm-.

Discontinuance of NPAC Coverage of T i t l e s i n Clinical Medicine
I n view of t h e r e s p o n s i b i l i t y of t h e National Library of Medicine (NIX) as the national depository of medical publications, t h e Library of Congress a s a matter of policy does not acquire f o r i t s own coll e c t i o n s t i t l e s i n c l i n i c a l medicine. However, t o meet a need of other
American l i b r a r i e s f o r cataloging data f o r medical t i t l e s , t h e Library of
Congress over t e n years ago established with NLM a cooperative cataloging
arrangement whereby the Library regularly borrowed, from NLM any t i t l e s
i n c l i n i c a l medicine f o r which NPAC p a r t i c i p a n t s had requested LC data
and. cataloged. these t i t l e s . When t h i s cooperative e f f o r t was i n i t i a t e d ,
cataloging coverage of medical t i t l e s was generally unavailable through
sources outside t h e Library of Congress.

Over the l a s t decade cataloging records f o r medical publications have become obtainable from a variety of sources. NLM i s now producing cataloging data in the MARC format and producing tapes t h a t a r e
available on l e a s e from the National Technical Information Service. NLM
records a r e also accessible through OCLC and a r e used by Trinco, a commercial firm based i n San Antonio, Texas, t o produce catalog cards f o r
purchase by medical l i b r a r i e s . The advent of these services has caused
the Library of Congress and the National Library of Medicine t o reassess
the value of t h e i r cooperative cataloging program and t o agree t o i t s
discontinuance. The Library of Congress will no longer produce printed
cards o r machine-readable cataloging f o r t i t l e s i n c l i n i c a l medicine and
w i l l immediately stop accepting reports f o r such t i t l e s from NPAC p a r t i cipants. However, medical t i t l e s , other than those which deal s t r i c t l y
with the c l i n i c a l aspects of medicine, w i l l remain i n scope f o r NPAC
reporting.

The term "parallel t i t l e " does not encompass t h e t i t l e proper. Therfore, the phrase "if the t i t l e page has no more than two parall e l t i t l e s , both a r e records" means t h a t a t o t a l of three t i t l e s a r e record.ed.: the t i t l e proper followed by the two p a r a l l e l t i t l e s .

Note, however, t h a t i f AA 1 3 8 ~ l go r AA 1 3 8 ~applies, hierarchical elements
may be omitted as a r e s u l t of abbreviating the publisher statement.
The Use of the Name of a Corporate Body Appearing a t Head of T i t l e
as Publisher (AA 138)
For a publication t h a t does not show a publisher i n imprint
position, regard, the corporate body named a t head of t i t l e as the publ i s h e r and record i t s name i n the publisher position i n the imprint area
of the description unless the publication contains information indicating
t h a t the corpora.te body i s not the publisher o r casting doubt on t h i s
assumption.
Inferring Publisher from the Name i n the Copyright Statement
(AA 118)

I n the a,bsence of evidence t o the contrary, assume t h a t the


copy-right holder named i n the copyright statement i s the publisher i f it
i s a corporate body known as a publishing entity. Consider other corporate bodies (as well as persons named only a s copyright holders) a s
publishers only i f the particular case makes the inference very plausible.
I n case of any d.oubt, do not consider the copyright hold.er as publisher.
When record.ing as publisher an e n t i t y t h a t i s m e d only i n
a copyright statement, do not bracket the name i f the copyright s t a t e ment appears i n a primary source of information f o r the imprint area.
Privately Printed Works, Private Presses, etc.

For cataloging purposes, t r e a t privately printed works as


published works even i f they have been distributed. only t o a very limited
group (e.g., a keepsake f o r dinner guests o r a Christmas greeting f o r
friends). Treat the person or body issuing the publication, whether a

conrmercial publishe4, a private press, o r a person o r group f o r whom it


may have been printqd, as the publisher. I f it i s s t a t e d i n the publicat i o n t h a t it has beeb privately printed, t h i s f a c t may be expressed i n a
note, usually quoted.

The l a s t sentence of AA 140 points out t h a t some presses "act


a l s o as publishers and a r e recorded as such. I' This statement applies t o
many private presses, such as t h e Doves Press and the Grabhorn Press. I n
f a c t , private presses should be considered publishers of the works they
p r i n t i f there i s no evidence t o the contrary i n the publication o r i n
reference works consulted.
When another e n t i t y has been named. i n the imprint area a s
publisher, an important p r i n t e r may be named i n a note. When t h i s s i t u a t i o n a r i s e s i n r a r e book cataloging, always mention i n a note a p r i n t e r
not used. a s publisher i f t h i s p r i n t e r i s named on the t i t l e page and the
publisher i s not.
Government Printine: Offices

When a government p r i n t e r o r government printing office i s


named. on the t i t l e page, o r i n the colophon, and, there i s no evidence o r
information t h a t i t s functions a r e not t h a t of publisher o r d.istributor,
record it as the publisher element of the imprint.
I f , however, another body appears a t head of t i t l e o r elsewhere on the t i t l e page and. the government printing o f f i c e i s named. only
i n a l e s s prominent position unaccompanied.by a statement of prblication
o r distribution, the likelihood i s greater t h a t it functions only a s
p r i n t e r and t h a t the other body i s the publisher.

Abbreviation of Publisher's Name

(AA 1 3 8 ~ )

I f the publisher's name (personal o r corporate) appears anywhere i n the t i t l e and statement of authorship area, it may ( n o t must) be
given i n an abbreviated. form i n the imprint area. For the name t o be
abbreviated. i n the imprint area, the publisher does not have t o be the
author or be used a s the main entry heading f o r the work.
I f i n abbreviating i n i t i a l s a r e used f o r the body's name, they
must e i t h e r be taken from the publication o r be as w e l l known as FAO,
GEICO, etc.
I f the technique of abbreviating by using i n i t i a l s o r a generic
word, i s not appropriate and, the name of the body appears i n the t i t l e and.
statement of authorship area N t h hierarchy, t h i s hierarchy may be omitted
from the imprint.
For a personal author, abbreviate the name used i n the imprint
by transcribing only the surname (or the element treated, as the surname).
Do not use a generic term such as "The Author,"
Inferring Date of Publication from Date of Printing

(AA 139A)

Ma.ny books contain neither a publication date nor a copyright


date but d.o contain an e x p l i c i t printing statement, e.g., " f i n i t 0 d i
stampare ll. maggio 1976." For such books, the date of publication may
be inferred t o be the same as the date of printing but only when it can
be assumedthat the piece i n hand i s the f i r s t printing. Because the
publication date i s inferred, record t h i s d.ate within brackets even though
the date of printing appears on the t i t l e page, i n the preliminaries, o r

i n the colophon. Distinguish t h i s s i t u a t i o n from others i n which a word,


although a derivative of the word. "print," i s used. with a date t o convey
the idea of publishing, e.g., " ~ e p r i n t d1977. " Use judgment to determine what i s intended by the words the publisher uses.
Date of Later Impression

(AA 1 3 9 ~ )

In reference t o AA 139A, l a s t sentence of the f i r s t paragraph, always include the date of a l a t e r impression, qualified by the
word "printing" (without brackets), i f there i s a difference i n years.
I f only the date of the l a t e r impression i s on the t i t l e page, however,
formulate the imprint date as 1970, t.p. 1973, = a s
1970, 1973 printing.
Order of Complicated Date Statements

"enl. ") but do not abbreviate (1) words i n phrases identifying an author
cryptically (see AA 335) o r ( 2 ) words i n the names of corporate bodies

Universally Usable Entries


Cataloging Service, b u l l e t i n 120, announced f o r s e r i a l s t h a t
"the description will be based on all known information even i f LC does
not own the- issues described. " As a f i r s t step i n t h i s s h i f t , Library
of Congress catalogers have been printing beginning dates as well as imp r i n t data and data i n formatted notes, i f any of t h i s data i s taken
from OCLC records. Such information taken from other sources (e.g., r e f erence works ) i s given i n unformatted. notes.
The Library i s also bringing the description of monographs
i n l i n e with t h i s policy. To make the catalog record.more universally
usable, the emphasis i n t h e physical description area i s now on the publ i c a t i o n a s issued rather than a s bound. and shelved. by the Library. For
example, i f the Library of Congress binds volume 1 and volume 2 together
i n one physical mlume, the volume statement i n the bibliographic descript i o n w i l l be "2v.," not "2 v. i n 1";o r i f three maps a r e inserted and
seven others bound, i n a s p a r t of the book and the Library makes a pocket
f o r the loose maps, t h e i l l u s t r a t i o n statement w i l l be "10 maps" (with
a note " ~ h r e emaps inserted"), not "10 maps (3 i n pocket)."
Old Style Card Numbers
Processing Services has issued. the following memorandum t o
i t s units. The memorandum i s reproduced.here since the information it
contains w i l l be of i n t e r e s t t o other librarians. Questions about old.
s t y l e card numbers may be addressed t o the Cataloging Distribution Service o r t o the Principal Descriptive Cataloger.

Before 1902 the Library used. various s t y l e s f o r card numbers,


a l l of which cause problems i n MARC because they d i f f e r too much from
the current, more consistent style. This memorandum gives the background,
with an explanation of the pre-1902 numbers, and provides instructions t o
be followed by processing units i n handling "old style" card numbers i n
such a way t h a t they w i l l be compatible with l a t e r numbers i n the automated, system.

June-August 1898

For card. numbers t h a t lack a year, e.:. , "398" alone o r


"c-245," the number should be input with the prefix c98-" i n both cases,
e.g., c98-398 and c98-245. These numbers a r e the pre- and post-1912
forms f o r numbers i n the consecutive copyright series; 398 records were
issued. i n t h i s s e r i e s between June and August 1898.

September 1898-May 1901

From September 1898 u n t i l May 1901, 21,755 records were


prepared with card nwnbers containing the month, day, and. year preceding
the s e r i a l number, e.g., Oct. 18 1900-145. Each week's s e r i a l numbering
began anew with the number "1." This meant t h a t the numbers were not
unique without the f u l l &ate. I n December 1900, 314 cards were issued
with the month and year preceding t h e s e r i a J number, e.g., 12-1900-245.
In 1912, new equivalents f o r a l l Sept, l 8 9 8 - ~ a y1901 numbers were established. i n the 98, 99, [0]0, and [Oil series of numbers. If the card
was reprinted a f t e r 1912, the new form of the number was used.. I f the
card has never been reprinted, the number must be converted t o i t s new
form. For information about equivalencies between these p a r t i c u l a r numbers, inquiries may be addressed a s noted above.

May-December 1901

During 1901, the card. numbers f o r bibliographies, maps,


music*, foreign language books, and certain recataloged items appeared i n

MARC DISTRBUTZON SERVICE


Autamated Name Authority Records
The Library of Congress began the distribution of LC name
authority records during the current MARC Distribution Senrice year
( ~ p r i 1978

through March 1979). Subscribers receive an i n i t i a l master
f i l e containing approximately 33,500 name authority records. Supplementary quarterly transaction f i l e s containing approximately 20,000 records each w i l l . be distributed during the f i r s t year of t h i s service.
As the volume of name authorities input into machine-readable
form increases, it i s anticipated that distribution w i l l be more frequent.
Subscribers w i l l receive a copy of Authorities: A MARC Format and other
technical specifications. This format has been designed so that all
kinds of authorities can be defined within i t s structure.
The name authority records d.istributed on the noncumulative
quarter& tapes w i l l consist of new headings established during the
quarter as w e l l as & r ~ rcorrections made to machine-readable authority

records during the quarter.


A n updated master f i l e w i l l be mad.e available once each year
so t h a t subscribers s t a r t i n g a f t e r the f i r s t year w i l l need only t o purchase the current master f i l e and a current subscription t o the quarterly
noncumulative tapes.

Test tapes f o r name authorities a r e available f o r purchase.


Records on the t e s t tape have been selected t o simulate t h e different
records available through the service (i.e., new records, deleted records, and, p a r t i a l correction records) so t h a t users w i l l be able t o t e s t
t h e i r maintenance programs. The data themselves a r e not necessarily
valid.
