1.0

Specific work Activity and Scope:


Under Contract No.: N-6445, the Medium Intensity lights were installed on tower No.
9005 to 9052 of 400kV OHL from Dhaid /Fila Wasit.
Some of the installed aircraft warning lights are reported in not working condition by
Client.
The purpose of this Method Statement is to describe the methodology involved for
rectification of malfunctioned lights.

2.0

Terminology:

: Over head Transmission line.

LAP

: Limited Access Permit.

Competent Person: A person is having suitable & sufficient technical knowledge &
experience to recognise & avoid danger, use safe method of works & use appropriate
PPE, receives and clears the safety document.
Danger:
Danger is a risk to Human health, Property and Environment damage.
General Safety:
The provision and maintenance of safe access to and from the place of work, a safe place
of work, a safe working environment, safe methods of work and the correct use of
effective personal protective equipment.
Supervision:
The control and direction exercised by a Competent Person who is present at the point of
work at all times during the progress of the work.
Working Party:
Working under direct supervision of a Competent Person.

Roles and Responsibility:

Project Manager:
Overall control of all activities related to rectification works. Distribution of resources
& finance. Review and implement procedure for meeting statutory and quality
requirements. Co-ordination with customer / consultant at the Project level and shall
have the final responsibility on HSE.

Site Engineer:
For ensuring all the activities are undertaken and rectified as per the maintenance
manual, co-ordinate for necessary work permits.

Safety Officer:
For ensuring all the activities are undertaken and constructed in a safe manner as per
the Clients approved Method Statement, Risk Assessment & HSE Manual.

Competent Person:
For ensuring that all the works are executed meeting Clients HSE & QC requirements,
allotment and supervision works to individual groups, conduct Tool Box Talks, Guide
and Monitor the work force for progress, report to the Construction Manager on
regular basis.

As works are to be carried out on existing TRANSCO net work no other inter phase points
are envisaged.

The Process of the rectification activities:

After availing Limited Access Permit (LAP) all works shall be carried out under strict supervision
of Construction foreman in consultation with competent person. The Competent person will
be in the site and supervises all activities.

The section of towers for which aircraft warning lights are to be checked as per approved
document will be issued to the working crew before start work

Well experienced workforce will be deployed to the work

People working on the top shall wear double lanyard safety belt properly hooked with stable
tower member and shall wear all PPE as per TRANSCO standards and HSE plan. At the same
time, ground crew also shall war all PPE as per TRANSCO standards.

First of all, the completeness of SUPPORT PLATFORM will be checked.

All the tools will be carefully lifted in the centre line of the tower body and 12mm P.P rope will
be used as guide rope.

Rectifications required
Site visit has been done and checking w.r.t. Cable loose connections, tightening of electrical
connections and voltage at Battery terminals, solar module terminals with the help of
multimeter has been done. Following items are to be rectified:
1. Mother board is failed and to be changed at one location.
2. Light unit (LED) is failed and to be changed at one location
3. Battery is almost down at 9 locations.
Replacement of faulty battery

Remove front battery wire.


Remove terminal block.
Remove Bracket for battery (Caution a short circuit)
Remove backside Battery wire
Remove non-working Batteries, Supports & long Bolts.
Insert a new battery on existing base plate and assemble lead terminals.
Do wiring of batteries and terminal blocks.
Tighten all the terminal bolt connections to a torque of 11 N. m.

Replacement of LED and Mother Board


1) Replace the LED driver inside lamp enclosure with new one.
2) Replace faulty Motherboard located in the control panel.

Re-check voltage Battery terminals, solar module terminals and MIOL (while pushing test
button).
After successful checking of warning lights carefully remove the pulleys and ropes from the
tower. Use 12mm Guide rope during lowering of pulley and tools from the tower.

If any damages and parts failure are found while checking, that parts can be rechecked and
should be replaced.
The same procedure has been followed for all other tower locations.

Working on Height.
Electrocution
Lifting of tools.
Heavy Winds & Foggy climate
Heat Stress.

Specific control measures for the work Location:

Demarcation of working Area - prior to start of any work.

All Workers should familiar about the works to be carried out & Boundaries of
safe working Area.

No work to be carried out under foggy & windy conditions (i.e. Under adverse
weather condition).

Implement Transco Colour Code pattern to all lifting Gear.

Tool Box talk to be conducted at site before starting of work.

All Technicians and Staff will be provided with PPE.

Provide adequate shade area & chilled water near the work site.

SAFETY MEASURES TO BE IMPLEMENTED DURING RECTIFICAITON WORKS:

HSE guidelines as per Project HSE Plan to be followed, further the following points are to
be implemented during rectification works.

Adequate distance to be maintained from the live conductor.

Tool box talks will be conducted by supervisor on daily basis.

All workers shall be provided safety Shoes, Coverall, Safety helmet, hand gloves, safety
goggles.

Good housekeeping shall be maintained in and around the tower area during and after
rectification works.

All site activity shall not be carried out during rain, high wind speed and sand storm.

All workers should aware about electrical hazard involved in their work.

Tested slings should be used for loading and unloading of materials.

Lifting Gears to be used shall be properly Certified & Color Coded as per TRANSCO
current code.

First Aid kit shall be provided at site and periodically checked for adequacy of first aid
materials.

Pulling and lifting devices shall be well maintained in order to keep the tools and plants
site worthy.

Use appropriate Carrier for Tools while Climbing & Working at Height.
