Eastern Neighborhood TRIPS

Community Task Force meeting

THEMES & OPPORTUNITIES PRESENTATION

06 | 08 | 2010 | SAN FRANCISCO, CALIFORNIA

Agenda
• Major Themes & Opportunities by mode:
• Transit
• Pedestrian
• Bicycle
• Shuttles CarSharing Taxis
• Parking
• Goods Movement
• Vehicle Circulation
• Proposed Study methodology
• Key milestones
• Next Steps

2
Transit Themes:
Major transit routes operate relatively slowly

Considerable gaps in east-west transit service

through the study area

The Regional-scale rail service investments

Transit in 16th St faces challenges

SoMa one-way street network can make transit

confusing to use
\

3
4
Transit Toolkit: Transit Effectiveness Project
Pedestrian Themes
Pedestrian conditions are not consistent throughout the study
area

Arterials streets in SoMa present challenges to pedestrians

Gaps and barriers in the pedestrian network are presents to all

neighborhoods within the study area

Ped injury collisions were concentrated on a few primary travel

corridors

Difficulty of crossing 16th Street

Significant barriers of the pedestrian network in the Central

Waterfront
5
6
Streetscape Toolkits: Better Street Plan
7
Streetscape Toolkit: “Parklets” Bicycle/Public Space
Bicycle Themes
Best conditions and facilities, but critical
gaps in the network exist

Many designated bicycle routes continue to

lack designated bicycle lanes

Insufficient bicycle parking available

Bicycle Route Signage challenging to

navigate
8
Bike Lanes/Paths
Sharrows
Bike Racks
Bike Signage

9
Bicycle Toolkit: Bicycle Plan
On-Street Bicycle Boxes
Bike Corrals
Protected
Bicycle
Lanes

10
Innovative Bicycle Toolkit
Vehicle circulation Themes
High congestion during peak hours in EN area

Built and operated to accommodate high

volumes of regional traffic

The major arteries in the SoMa area present

challenges for pedestrians and transit

Grid transitions and I-80 create challenges for

circulation
11
Traffic island

Traffic circle Speed cushion

12
Traffic Calming Toolkit
Parking Themes
High on-street parking occupancy can increase double
parking which creates obstacles for transit and traffic

Large areas of the SoMa and Showplace Square have high

curb parking demand but lack parking meters

Several residential districts in the study area have very high

rates of parking occupancy

13
14
Parking Toolkit-SFPark
Goods Movement Themes
There is a perceived shortage of loading and
unloading space for delivery vehicles

SoMa streets are important corridors for goods

movement

In area with high parking occupancy, delivery

vehicles struggle to fing legal loading spaces

In mixed-use districts, delivery trucks share space

with passenger vehicles, pedestrians, and bikes

15
Shuttles, taxis and car sharing
Themes
The increasing prevalence of shuttle services has
the potential to conflict with existing Muni service

Most taxi stands are concentrated in SoMa

Shuttles serving Downtown and SoMa destinations

provide overlapping routes

Carsharing is highly utilized in the SoMa area

Most shuttles systems are not open to the general

16
public
Parallel Planning Efforts

• 2nd and 5th street Bicycle Lanes

• Central Subway 4th Street TOD

Planning

• Transit Center District Plan

• Van Ness BRT

17
Leverage projects in EN area
Preliminary Evaluation Framework
• Mix of qualitative & quantitative criteria
• Key Goals-identifies the issue
– Evaluation Criteria-identifies the objective:
• Metrics-the measurements/tools used to inform the
goal/objective

• Key Proposed Goals include:

– Integration and Access
– Community
– Economy
– Environment
– Deliverability

• Evaluate the performance of the system and then prioritize and

rank projects

• Determine the projects that fall within the scope of EN TRIPS

and which will be included in other future projects and programs
18
Next Steps
• Future Conditions Analysis
– Develop future conditions modeling inputs
– Perform future condition model runs using
base network assumptions
– Identify initial key-corridor intersections for
Modeling analysis
