PART 1

GENERAL

1.01 DESCRIPTION OF WORK


A.

Testing, adjusting, and balancing (TAB) is the process of checking and adjusting all
environmental systems in a building to produce the design objectives. This process
includes balancing air and water distribution systems, adjusting the total system to
provide design quantities, electrical measurement, establishing quantitative
performance of all equipment, verifying automatic control system operation and
sequences of operation and sound and vibration measurement. These procedures
are accomplished by checking installations for conformity to design, measuring and
establishing the fluid quantities of the system as required meeting design
specifications, and recording and reporting the results.

B.

This Section covers the measurement and setting of air and water flow facilities
provided or specified for the systems, recording data, making tests and preparing
reports. The work in this Section shall not be commenced until the completion of the
air and water systems.

1.05 DEFINITIONS
A.

adjust: To regulate the specified fluid flow rate and air patterns at the terminal
equipment, (e.g., reduce fan speed, throttling).

B.

balance: To proportion flows within the distribution system (sub-mains, branches and
terminals) in accordance with specified design quantities.

C.

branch: Duct or pipe serving single terminal.

D.

branch main: Duct or pipe serving two or more terminals.

main: Duct or pipe containing the systems major or entire fluid flow.

procedure: Standardized approach and execution of sequence of work operations to

1.06 SUBMITTALS
A.

The Contractor shall submit to the Royal Commission, under the provisions of
SECTION 01330, the following items for review and approval before commencing
Work:

Testing Organization
a)

The Contractor shall submit the name of the independent testing and
balancing organization he proposes to employ within 60 days after
Contract award.

b)

The submittal shall further include the certified individual qualifications of


all persons responsible for supervising and performing the actual work,
the name of the certifying engineer, and the qualifications of the
independent Registered Professional Engineer certifying the report.

Preliminary Report
a)

The Contractor shall submit an agenda to and approved by the Royal


Commission prior to start of testing and balancing work. The agenda
shall include the following:
1)

General description of each air and water system with its associated equipment and operation cycles for heating, intermediate
and cooling. Where different cycles are used for day and night,
they shall be described separately.

2)

A complete listing of all air and water flow and air terminal
measurements to be performed e.g. P & I Diagram, Schematic
Diagram, etc.

3)

Proposed selection points for sound measurements. List shall


include typical spaces and sound sensitive areas, such as court
rooms, auditoriums and conference rooms.

4)

Specific test procedures and parameters for determining specified


quantities (e.g. flow, drafts, sound levels) from the actual field
measurements to establish compliance with Contract
requirements.

Procedure Reporting
a)

Plans and specifications shall be reviewed by the testing organization


prior to installation of any of the affected systems, and a written report
submitted indicating any deficiencies in the system that would preclude
the proper adjusting, balancing and testing of the systems.

The Contractor shall submit specific test procedures for measuring air
and water quantities at terminals shall specify type of instrument to be
used, method of instrument application (by sketch) and factors for:
1)

Air/water terminal configuration.

2)

Flow direction (supply or exhaust)/(supply or return).

3)

Velocity corrections.

4)

Effective area applicable to each size and type of air/water


terminal.

Report Forms
a)

The Contractor shall submit specimen copies of report forms for


approval for their use on this Project.

b)

Forms shall be letter size paper for loose leaf binding, with blanks for
listing of the required test ratings and for certification of report.

c)

Reports shall be on forms published by the Associated Air Balance


Council (AABC) or a reasonable facsimile.

Final Report
a)

Upon completion, all information shall be neatly typed and 6 copies


submitted to the Royal Commission with accompanying schematic
diagrams of systems tested.

b)

All test reports shall be assembled, indexed and submitted in bound


notebooks.

Instruments Calibration Reports


a)

The Contractor shall submit instruments calibration reports to prove that


all needed instruments have been calibrated according to the method
and within a time period specified in the referenced standard or by the
manufacturer before the starting of testing and balancing procedures.

1.07 QUALITY CONTROL


A.

The Contractor shall be responsible for the quality of work and shall develop and
propose programs and methods of construction and testing such as to achieve the
specified quality to the approval of the Royal Commission in accordance with
SECTION 01450.

B.

The Contractor shall maintain a qualified representative on-site during all operations,
in accordance with SECTION 01450.

C.

The codes and standards as specified in par. 1.04 are intended to provide an
acceptable level of quality for materials and products. The Contractor may propose
alternative codes and standards provided they give an equivalent degree of quality
as the referenced codes and standards and are submitted for the Royal Commission
review and approval in advance of their use.

1.08 HEALTH AND SAFETY CONSIDERATIONS

All works undertaken in relation to this Specification are to be completed in full


accordance with the respective health and safety requirements established by the

1.09 DESIGN CRITERIA


A.

General Criteria
1.

Effective and efficient TAB requires a systematic, thoroughly planned


procedure implemented by experienced and qualified staff.

2.

All activities, including organization, calibration of instruments, and execution


of the work, should be scheduled. Air-side work must be coordinated with
water-side and control work.

3.

Preparation includes planning and scheduling all procedures, collecting


necessary data (including all change orders), reviewing data, studying the
system to be worked on, preparing forms, and making preliminary field
inspections.

B.

Air leakage in a conduit (duct) system can significantly reduce performance, so


conduits (ducts) must be designed, constructed, and installed to minimize and control
leakage. During construction, all duct systems should be sealed and tested for air
leakage. Water, steam, and pneumatic piping should be tested for leakage, which
can harm people and equipment.

C.

Qualification
1.

The Contractor shall obtain the services of a qualified technical organization to


perform the testing and balancing work. Prior to commencing work under this
Section, the testing organization should have been approved by the Royal
Commission.

2.

The criteria for determining qualifications shall be membership in the


Associated Air Balance Council (AABC) or Certification by the National
Environmental Balancing Bureau (NEBB), or the testing organization shall
have submitted proof to satisfy the Royal Commission that the organization
meets the technical standards for membership of the AABC as published in the
AABC "National Standards for Field Measurements and Instrumentation - Total
System Balance," Volume 2, No. 12173, except that affiliation with
manufacturers or installing Contractors may not preclude their acceptance.

The testing organization shall be independent of the Installing Contractors or


equipment suppliers for this Contract.

Procedures
1.

Work shall be accomplished in accordance with the Agenda required herein.

2.

Procedures described herein shall be followed and, if not specifically described


herein, in general, shall be in accordance with the AABC National Standards
for Field Measurements and Instrumentation Total System Balance, Volume
Two, No. 12173, and standards of the NEBB.

1.10 JOB CONDITIONS


A.

System Operation
1.

B.

Heating, ventilating and air conditioning; and hydronic equipment shall be


completely installed and in continuous operation as required to accomplish the
adjusting and balancing work specified.

Re-adjustments
1.

Should corrective measures caused by faulty installation require adjusting,


retesting and balancing, such work shall be performed by the HVAC
Contractor at no additional expense to the Royal Commission.

2.

Corrective measures, other than the above, shall be made only as directed by
and at no additional expense to the Royal Commission.

1.11 DELIVERY, HANDLING AND STORAGE


A.

The Contractor shall deliver, handle and store equipment and material units in
accordance with SECTIONS 01650 and 01660, as well as the following
requirements:
1.

Deliver air-handling equipment to site in containers with manufacturers stamp


or label and with factory-installed shipping skids and lifting lugs. Protect
products against dirt, water, and chemical and mechanical damage. Do not
install damaged parts; remove from project site.

2.

Store equipment and control devices in their factory shipping boxes to prevent
equipment damage and to eliminate dirt and moisture from equipment.

3.

Store equipment inside and protected from weather.

4.

Do not operate units until ductwork is clean, filters are in place, bearings
lubricated and fan has been test run under observation.

PART 2

PRODUCTS

2.01 INSTRUMENTS

A.

All goods and products covered by these Specifications shall be procured, when
available, from an in-Kingdom manufacturer. Procurement of all goods manufactured
out-of-Kingdom must be approved by the Royal Commission.

B.

The minimum instrumentation for adjusting, testing, and balancing shall be the
"AABC Approved Minimum Field Instrumentation."

C.

The minimum instruments necessary for air balance are:


1.

Manometer calibrated in 0.125 mm (0.005 in.) of water divisions.

2.

Combination inclined/vertical manometer 0 to 5 kPa (0 to 10 in. wg.).

3.

Pitot tubes in various lengths, as required.

4.

Tachometer (direct-contact, self-timing) or strobe light.

5.

Clamp-on ammeter with voltage scales (RMS type).

6.

Rotating vane anemometer.

7.

Flow hood.

8.

Dial thermometers; 50 mm (2 in.) diameter and 1F graduations minimum and


glass stem thermometers (1F graduations minimum).

9.

Sound level meter with octave band filter set, calibrator and microphone.

10.

Vibration analyzer

11.

Water flowmeters; 0 to 1.25 m (0 to 50 in.) of water and 0 to 10 m (0 to 400 in.)

D.

The devices needed to successfully balance hydronic system may consist of all or
some of the following:
1.

Flowmeters (ultrasonic stations/turbines/venture/orifice plate/multi-ported pitot


tubes and flow indicators).

2.

Manometers, ultrasonic digital meters and differential pressure gages (analog


or digital).

3.

Portable digital meter to measure flow and pressure drop.

4.

Portable pyrometers to measure temperature differentials when test wells are


not provided.

5.

Test pressure taps, pressure gages thermometers and wells.

6.

Balancing valve with a factory-rated flow coefficient Cv, a flow versus handle
position and pressure drop table or a slide rule flow calculator.

7.

Dynamic balancing valves or flow-limiting valves (for pre-balanced system


only).

8.

Pumps with factory-certified pump curves.

E.

Instruments used for adjusting, testing and balancing must have been calibrated
within a period of 6 months and checked for accuracy prior to start of work.

F.

Instruments must be maintained in such manner to protect them from excessive


vibration and moisture conditions.

G.

Balancing Devices
1.

Balancing devices should be used to provide maximum flow-limiting ability


without causing excessive noise. Flow reduction should be uniform over the
entire duct or pipe.

2.

Single-blade dampers or butterfly balancing valves are not good balancing


valves because of the uneven flow pattern at high pressure drops. Opposed
blade damper is recommended.

3.

Pressure drop across equipment is not an accurate flow measurement but can
be used to determine if the manufacturer design pressure is within specified
limits.

4.

Liberal use of pressure taps at critical points is recommended.

2.02 MATERIALS

Materials and equipment shall be new and in perfect condition.

B.

Specific materials are identified by a manufacturers name to set a standard.


Products of other manufacturers will be considered on the basis of quality,

performance, compliance with specified and implied features,


characteristics, effect on allied trades and effect of ultimate of work.

PART 3

EXECUTION

3.01 PROCEDURE
A.

Methodology
1.

Adjusting, testing and balancing shall be performed in complete accordance


with (AABC) National Standards for Field Measurements and Instruments,
latest edition.

Requirements
1.

All systems and components thereof shall be adjusted to perform as required


by the Contract Drawings and Specifications.

2.

Method of application of instrumentation shall be in accordance with the


approved agenda.

3.

Instruments required to perform measurements shall comply with the types,


specification, calibration, maintenance and protection methods indicated in the
latest edition of ASHRAE Equipment Handbook and referenced standards.

4.

All instruments used for measurements shall be accurate and calibration


histories for each instrument shall be available for examination. Each test
instrument shall be calibrated by an approved laboratory or manufacturer. The
Royal Commission has the right to request instrument recalibration, or the use
of other instruments and test methodology, where accuracy of readings is
questionable.

5.

All instruments shall be applied in accordance with manufacturers certified


instructions.

6.

All labor, instruments and appliances required shall be furnished by the


Contractor. Permanently installed instruments used for the tests (e.g., gages,
thermometers) shall not be installed until just prior to tests to avoid damage
and changes in calibration.

7.

Accuracy of all thermometers shall be plus or minus graduation at the temperatures to be measured. Graduation shall conform to the following schedule:

Test Duration
1.

Operating tests of heating and cooling coils, fans and other equipment shall be
of not less than 4 hours duration after stabilized operating conditions have
been established.

2.

Capacities shall be based on temperatures and air and water quantities


measured during such tests.

3.02 PREPARATION
A.

Air System
1.

B.

Prior to system adjusting, testing and balancing, the Contractor shall do the
following:
a)

Ensure systems are fully operational.

b)

Clean all filters.

c)

Check temperature and system controls for proper operation.

d)

Check fan rotation.

e)

Determine best locations in main and branch ductwork for most accurate
duct traverses.

f)

Ensure dampers of outlet and inlet devices are in the full open position.

g)

Prepare schematic as-built diagrams of air system to facilitate


reporting.

h)

The testing and balancing engineer review execution reports to insure


that the air ducts were sealed and tested for air leakage during
construction.

i)

Check lubrication of moving elements in the air system such as fans,


pumps, motors, bearings, etc.

j)

Develop a plan to simulate diversity for variable volume air systems.

Hydronic System
1.

Prior to system adjusting, testing and balancing, the Contractor shall do the
following:
a)

Collect the following information:


1)

Pump submittal data; pump curves, motor data, etc.

2)

Starter sizes and overload protection information.

3)

Control valve Cv ratings and temperature control diagrams.

4)

Chiller, boiler and heat exchanger information; flow head loss.

5)

Terminal relief and reducing valve setting.

6)

Pressure relief and reducing valve setting.

7)

Flow meter calibration curves.

8)

Other pertinent data such as readout conversion charts.

2.

Open all valves to full position. Close coil bypass stop valves set mixing valves
to full coil flow.

3.

Remove and clean all strainers.

4.

Examine water in system and determine if water has been treated and
cleaned.

5.

Check pump rotation.

6.

Clean and set automatic fill valves for required system pressure.

7.

Check expansion tanks to determine that they are not air bound and the
system is completely full of water.

8.

Check air vents at high points of water systems and determine if all are
installed and operating freely.

9.

Set all temperature controls of all coils requiring full cooling. Execute similar
procedures when balancing hot water coils set for full heating.

10.

Check operation of automatic bypass valve, if furnished.

11.

Check and set operating temperatures of chillers to design requirements.

12.

Check lubrication of moving elements in the hydronic system.

13.

Ensure a complete air balance must be accomplished before beginning the


water system test and balance.

14.

Ensure that the testing and balancing engineer review execution reports to
check that the water and pneumatic piping were tested for leakage.

3.03 SYSTEMS BALANCE


A.

Air Systems
1.

Constant Volume Single Duct System


a)

Balance shall include but not limited to the following:


1)

Place all supply, return and exhaust fans in operation and check
the following:
(a)

Electrical motor characteristics (ampere and volt).

(b)

Fan rotation.

(c)

Operability of static pressure limit switch.

(d)

Automatic dampers for proper positions.

(e)

Operation of air and water controls to deliver required


temperatures.

(f)

Air leakage in casing, in the scarfing around the coils and


filter frames. Any leak shall be caulked.

(g)

Points where piping enters equipment casing to insure that


escutcheons are right and pipe insulation shall not be used
to seal these openings between piping and casings to avoid
insulation shrink.

(h)

All panel fastening holes in prefabricated units are filled to


prevent whistling.

2)

Traverse the main supply ductwork and all main branches


whenever possible and where duct arrangement permits. Select
the traverse method and points as described in latest edition of
ASHRAE Fundamental Handbook Chapter 14 or referenced
standard.

3)

Set the system for balance with outdoor air dampers positioned
for minimum outdoor air.

4)

Balance the terminal outlets in each control zone in proportion to


each other as follows:
(a)

After the preliminary air quantity of air handling unit


evaporator fan is set, proportion the terminal outlet balance
from the outlet into the branches to the fan.

(b)

Concentrate on proportioning the flow rather than the


absolute air quantity. As changes are made to the fan
settings and branch dampers, the outlet terminal quantities
remain proportional.

(c)

Use branch dampers for major adjustment and terminal


dampers for trim or minor adjustment. In case that the use
of terminal dampers creating noise, recommend the
Contractor to rectify accordingly.

(d)

Several passes through the entire system are necessary to


obtain proper outlet discharge values.

(e)

The difference between the duct traverse air quantities and


total tested outlet air quantity will be an indicator to duct
leakage.

(f)

After total design air is established in the branches and at


the outlet record the fan motor amperage readings, find
static pressure across the fan, read and record static
pressure across each component (intake, filters, coils and
mixing dampers) and take a final duct traverse.

Check the leaving air temperature at the nearest terminal to verify that
the hot and cold damper inlet leakage is not greater than the maximum
allowable leakage established.

b)

Check equipment and main ducts as specified in par. 3.03 A.1.a.1 of


this Section.

c)

Using inclined manometer determine whether the inlet static pressure to


mixing boxes at the end of the longest duct run is enough for the
minimum required of mixing box operation recommended by the
manufacturer and the required for the low pressure air distribution
system downstream of the box.

d)

Proportionally balance the air outlets on the low-pressure side of the


mixing boxes as specified in par. 3.03 A.1.a.4 of this Section.

e)

Put the control settings to full heating and check the proper functioning
of the controls and dual-duct boxes. Spot-check the airflow at several
outlets. Check for stratification.

f)

Establish the ratio of the design volume through the cooling coil to the
total fan volume to achieve the desired diversity factor. Keep the
proportion of cold to total air constant during the balance. Check each
zone or branch with this component on full cooling. If the design calls for
full flow through the cooling coil, the entire system should be set to full
flow through the cooling side while making tests. Perform the same
procedure for hot air side.

Variable Air Volume System


a)

Determine the required maximum air volume to be delivered by the


supply and return air fans.

b)

Obtain the following from the manufacturers:


1)

Fan curves.

2)

Fan surge characteristics.

3)

Data pertaining to the de-aeration of the fan when used with inlet
vortex damper.

4)

Maximum and minimum speeds for air distributing units provided


with speed controllers.

5)

Maximum and minimum operating pressures for terminals or VAV


boxes.

c)

Construct theoretical system curve including an approximate surge area.


The system curve starts at boxes minimum inlet static pressure and
ends at the design maximum flow.

d)

Position the terminal boxes to the proportion of the maximum fan air
volume to total installed terminal maximum volume.

Set the fan to operate at approximate design speed. Increase 5% of


design speed for a full open inlet vane damper. Check a representative
number of terminal boxes. If a wide variation in static pressure is
encountered, or if the air flow at a number of boxes is below minimum at
maximum flow, check every box.

f)

Run a total air traverse with a Pitot tube. Increase the speed if static
pressure and/or volume are low. If the volume is correct, but the static
pressure is high, reduce the speed. If the volume is low but the static
pressure is correct or high, check for the system effect at the fan. If
there is no system effect, adjust all boxes to the proper volume.

g)

Proportion the outlets and verify the design volume with VAV boxes on
the maximum flow setting. Verify the minimum flow setting. Set the
terminals to the minimum and adjust the inlet vane or speed controller
until minimum static pressure and airflow are obtained.

h)

Ensure that the final placement of the static pressure controller sensor
shall be in representative location in the supply duct to sense the
average maximum and minimum static pressures in the system, this
location shall be agreed by testing and balancing engineer and design
engineer.

i)

Check the return air fan speed or its inlet vane damper that tracks or
adjusts to the supply fan airflow to ensure proper outside air volume.

j)

Operate the system on 100% outside air and check supply and return
fans for proper power and static pressure.

Induction System
a)

Perform testing and balancing procedure steps as specified in


par. 3.03 A.1.a of this Section common to all systems for equipment
and main ducts capacities.

b)

Determine the primary airflow at each terminal unit by reading the unit
plenum pressure with a manometer and locating the point on the
manufacturer charts or curves of air quantity versus static pressure.

c)

Perform 3 complete passes around the entire system for proper


adjustment. Make final pass without adjustment to record the end result.

d)

Adjust the fan to run at the lowest speed that provides sufficient nozzle
pressure to all units with minimum throttling of all units and riser
dampers to provide quietest possible operation.

e)

After balancing each induction system with minimum outdoor air,


reposition to allow maximum outdoor air and check power and static
pressure readings.

All manual valves are open or are in operating positions and all
automatic valves are in their proper position and operative.

The expansion tank is properly charged.

b)

Place the controls in position for design flow.

c)

Examine the flow diagram and piping for obvious short circuits, check
flow and adjust balancing valves.

d)

Record the readings of pumps suction, discharge and differential


pressure at both full flow and no flow. In any event valves shall be
closed slowly to avoid unsafe no flow conditions in large discharge
pumps.

Record the readings of each pump motor amperage and voltage, and
determine approximate power.

For each pump establish pump curve and determine the approximate
flow rate.

If total flow station exists determine the flow and compare it with pump
curve flow.

h)

Set the total flow (if possible) 10% high using the total flow station first
and the pump differential pressure second; then maintain pumped flow
to a constant value as balance proceeds by adjusting the pump throttle
valve.

If branch main flow stations exist, these shall be tested and set, starting
by setting the shortest runs low as balancing proceeds to the longer
branch runs.

If the system incorporates primary and secondary pumping circuits,


balancing shall be obtained in the primary loop before the secondary
loop can be considered. The secondary pumps must be running and
terminal units must be open to flow when the primary loop is being
balanced, unless the secondary loop is decoupled.

Keep accurate records while making field measurements in dated and


signed actual field test report.

Testing for Sound and Vibration


1.

Perform sound and vibration tests for all mechanical equipment and systems
including standby equipment for both summer and winter operations in
accordance with referenced standard and the following general procedure.

Sound Testing General Procedure


a)

Review as-built drawings and other sections of the project mechanical


specification to determine sound criteria and any special instructions for
sound testing.

b)

Check calibration of instruments.

c)

After the systems and equipment are adjusted and balanced as


described in other paragraphs of this part, check visually the system for
non-compliance with drawings and specifications. Turn the systems on.
Listen for noise sources.

d)

Before final sound measurements for any particular area, survey all
areas using an A-weighted scale reading (dBA) to determine the
location of highest sound pressure level. Indicate this location on testing
form and use it for test measurements. Restrict the preliminary survey to
determine location of test measurements to areas, which will be
occupied by standing or sitting persons. Measurements shall not be
made directly close to ceiling air outlets but as close to the outlets as
standing or sitting persons might be situated.

e)

Measure sound levels in all occupied spaces to determine compliance of


referenced standard.

f)

For outdoor noise measurement to determine noise radiated by outdoor


or roof mounted equipment, consult latest edition of ASHRAE
Applications Handbook Chapter 47.

g)

Take background noise readings by turning off HVAC equipment if the


noise level in any area exceeds the specified value, when it is required
to determine noise level from HVAC equipment only, or for residential
locations and areas requiring very low noise levels. For locations that
are used during the normally quieter evening hours, it is preferable to
take sound level measurements in the evening.

General Procedure for Vibration Testing


a)

Both vibration levels of the equipment and their isolation system shall be
tested to insure that equipment is operating within satisfactory vibration
level and the objectionable vibration and noise are not transmitted to the
building structure.

b)

The general procedure for vibration testing shall be as follows:


1)

Make a visual check of all equipment for obvious errors that must
be corrected immediately.

2)

Make sure that all isolation systems are free floating and not short
circuited by any obstruction between equipment or equipment
base and building structure.

3)

Turn on the system for an aural check of any obviously rough


operation. Defective bearings shall be replaced immediately to
avoid damage of other components.

4)

Final vibration tests shall be made after adjusting and balancing


of equipment and system.

5)

Test equipment vibration.

6)

Ensure that vibration isolation systems are functioning properly


following the procedure described in referenced standard or latest
edition of ASHRAE Applications Handbook Chapter 47.

Procedure for Testing Equipment Vibration


a)

Determine operating speeds for equipment and indicate them in test


form. For any equipment where the driven speed is different from driving
speed such as belts or gears, both speeds shall be indicated.

b)

Determine acceptance criteria as described in referenced standard or


latest edition of ASHRAE Applications Handbook and indicate them on
the test form.

c)

Ensure that vibration isolation systems are functioning properly (see


par. 3.03 C.6).

d)

Operate equipment and make visual and aural checks for any apparent
rough operation. Bearing or any other component defect shall be
corrected before the equipment is considered acceptable.

e)

Measure and record on the test form vibration at bearing of driving and
driven components in horizontal, vertical and if possible axial directions.
There shall be at least one axial measurement for each rotating
component.

f)

3.06 FINAL TESTS, INSPECTION AND ACCEPTANCE


A.

Scope
1.

A test shall be performed to demonstrate that capacities and general


performance of air and water systems complies with Contract requirements.

B.

At the time of final inspection, the Contractor shall recheck, in the presence of the
Royal Commission, random selections of data (water and air quantities, air motion
and sound levels) recorded in the certified report. In addition, all courtrooms,
auditoriums and conference rooms shall be rechecked. All laboratories shall be
rechecked for satisfactory air flow and motion in vicinity of and through hoods.

C.

Points and areas for recheck shall be selected by the Royal Commission.

D.

Measurement and test procedures shall be the same as approved for work forming
basis of certified report.

E.

Selections for recheck (specific plus random), in general, will not exceed 25% of the
total number tabulated in the report, except that special air systems may require a
complete recheck for safety reasons.

Re-Tests

G.

1.

If random tests elicit a measured flow deviation of 10% or more from, or a


sound level of 2 db or greater than, that recorded in the certified report listings,
at 10% or more of the rechecked selections, the report shall be automatically
rejected.

2.

In the event the report is rejected, all systems shall be readjusted and tested,
new data recorded, new certified reports submitted and new inspection tests
made, all at no additional cost to the Royal Commission.

Marking of Settings
1.

Following final acceptance of certified reports by the Royal Commission, the


settings of all valves, splitters, dampers, and other adjustment devices shall be
permanently marked by the Contractor so that adjustment can be restored if
disturbed at any time.

2.

Install at each piece of equipment a checkout temperatures, voltage,


amperes etc.

3.

Checkout cards shall be standard 127 x 203 mm index cards enclosed in clear
film card holder securely attached to equipment or wall in immediate area.

4.

Devices shall not be marked until after final acceptance.

3.07 INSTRUCTIONS

A.

The testing and commissioning engineer shall instruct the Royal Commission's
personnel in the proper setting and adjustment of the equipment.

B.

Train owners maintenance staff on testing, adjusting and balancing procedures and
troubleshooting procedures. Review with the staff operating and maintenance
specified in Divisions 1 and 15.

C.

Permanently installed instruments used for tests (e.g. gages and thermometers) shall
be installed just prior to the tests to avoid damage and changes in calibration.

D.

Schedule training with owner through the engineer with at least 7days prior notice.
