CHAPTER I

INTRODUCTION
OJT also known as On-the-job-training is teaching the skills, knowledge
and competencies that are needed to perform a specific job within the work place
and work environment .On-the-job-training uses the regular or existing workplace
tools, machines, documents, equipment, knowledge and skills necessary for an
employee to learn and perform his or her job effectively.
Internship or on the job training is one way by which students are given an
opportunity to apply the theories and computations that they have learned from
school. It also helps them to obtain applicable knowledge and skills by
performing in actual work setting. Colleges and universities require their students
to undergo such training within a specific number of hours as part of the
curriculum. For us students, an OJT or internship program provides opportunities
to go through the actual methodologies of a specific job using the real tools,
equipment, and documents. In effect, the work place becomes a development
venue for student trainee to learn more about their chosen field and practice what
they

have

learned.

On the other hand, a valuable OJT program also profits the companies who
accept trainees. First OJT or intern provides extra manpower for a less significant
labor cost than a regular employee. Most of them are all eager to learn the ropes
so chances are high that theyll be given a chance to work on the same company
as an employee after graduating. Employers can use this internship strategy as
method in recruiting employees. Since the trainer or supervisor can follow the
trainees progress, he can gauge based on performance, behavior and attitude if
the trainee will make good recruit after the completion of his internship. We
trainees can bring fresh ideas into the organization. Given the opportunity to
converse their minds freely and without fear, they may be able to contribute

significantly in brainstorming sessions or research and eventually help improve
the organizations productivity.
While training the interns, employers are in fact also teach their
employees to guide the trainees by stretching their patience, develop teaching
skills and make them more sensitive to the needs and mind set of the younger
generation. The course of supervision also teaches them how to share what they
know and be receptive to questions. Hence, the internship also becomes an
avenue in training for future managers of the company.

Historical Background of The Municipality
Santa Maria, with San Miguel as its name, was founded in 1602. This
town was the former part of the province of the Morong. In 1613, its name was
changed into Santa Maria in Honor of the image of the Blessed Virgin Mary that
was discovered at the altar of the ruined church. Thus start the township of Santa
Maria.Santa Maria was a town not until the start of the American regime in the
country; Santa Maria became just a barrio of its neighboring town; Mabitac.
When the Americans came for occupation of the country, the place
became part of the Municipality of Mabitac, Laguna. However, In the year 1903,
through the Governor Generals Proclamation, Santa Maria was declared as a
separate municipality by virtue of the proclamation of Otis Commission, Santa
Maria thus became a municipality in its own right. Several Mayors and Vice
Mayors led it.
The first recorded population was 669 as taken March 2, 1903. Fasten
years later; there was an increase by 29. Owing tio the kind of urban growth we
have today, it could be easily dismissed that the early locals lived by the riverside
for easy access to water for domestic use. As to the governing bodies, one have
just been left to wonder what kind of service delivery there was if any during
those days.
The Spanish friar who was destined in the parish built in church. Since
Christianity was well embraced by the people of Santa Maria, they were very
willing helping in the construction of the said structure. But due to seasonal bad
weather, the residences were damaged and also the church that they were
building.
Many churches were built in this town. The Filipino revolt against the
Chinese ruined the first one in 1639. Two churches were constructed but were
destroyed once again in 1880 by an earthquake. Another one was put up, but
when the Japanese occupied the country in 1941, they camped beside the

structure. So when the Americans arrived, bombings destroyed the church. After
the World War 2, another place of worship was built. With the help of the citizens
and cultivated the barren plains. They planted coconuts, bananas, coffee and
citrus. They used the riverbanks as rice fields. Because of its fine and lush soil,
the harvest was always bounty.
Through the leaders eagerness and also of the Marians help, cemented
roads were constructed. Schools and agricultural halls were pet u. irrigation
canals and sewerage systems were opened.
The citizens in the barrio also made their best to help in the improvement
of their place. From the 10% of the real property taxes, they were able to build a
multi-purpose hall and other infrastructures that could help for the development
of the residents in the area.
Santa Maria, is a 4th class municipality situated at landlocked and located
at the tail end of Province of the Laguna and 52 km east of manila, composed
of 25 Barangays and 127 sitios/purok . Santa Maria, Laguna measures to about
12, 841.5 hectares. Agriculturally rich and thickly forested, the town could have
offered good reasons why it had to become home to fugitives. Further, the ranks
of mountain ranges enveloping the northern part of poblation made a considerate
31.15% of the town an easy prey to land disputes with its an joining provinces of
Rizal and Quezon. This has resulted to a remarkable decrease in our income
coming from the internal Revenue Allotment share or the national transfers, thus,
a wreakers service delivery while we actually could have delivered so well to the
benefit of constituents. With the way the disputed area is in danger of being lost.

From the northeastern part of the Laguna - MABUHAY - the warmest
welcome from the members of the community of the Santa Maria, a symbol of
uncomplicated living in the rural, the habitat of clean air, of picturesque spots and
of ever green mountains. Santa Maria is the farthermost part of the Laguna that
was named after a young woman who was truly blessed among all women,
MARIA, the Mother of god. Christianity is the illustration of our town for almost
centuries.From the ruins of the church, this town of Maria rose as a society
enlivened by farming and strengthened by education.
A portrait of a simple living to almost 13,00 hectares of land, our beloved
town of Santa Maria is the main producer of rice and stock to the whole province
of Laguna. The abundant production is such a blessing from heaven. The church
was constructed because for the fine selling of the palay. This is what we are
being thanked for during the celebration of the Kalakal Festival.
Last August 2002, we have just celebrated the 400 th foundation
Anniversary of this place were still known as San Miguel De Cabuoan. This was
attributed to the presence of buho all over the municipality.
In 1613 the town was renamed Santa Maria, which was drown from the
myth that an images if the Blessed Mother was found by a poor couple standing
close to the river. Taking the images home, they built an altar and mounted the
icon very carefully. To their surprised the following morning, the images was no
longer at the altar. In the river. Taking the imge back home and mounting it on the
altar once more the couple went to sleep only to find the following morning that
the image was again gone.
Suspecting they would again find it where it stood the first time, they were
right to think so. With that, the couple consulted the villagers and they all decided
to build a church right at the spot where it was found.Through the diligence and
hard work of our couple, this town became progressive. Love within our family
eased the burdens and hardships of labor. We dont mind the scorching heat of
the sun, for this our roles in this society to produce enough staple food here in

Laguna and even all over the archipelago, but also in the region. Our crops are
needed for proper nutrition.
All these things form fields and forested areas that sprout from the efforts
of our hardworking farmers. .Welcome to the progressive and magnificent town
of Maria, our very own SANTA MARIA here in LAGUNA, not in Bulacan, not in
Pangasinan.

VISION/MISSION/OBJECTIVES OF THE MUNICIPALITY


Vision
The Municipal Civil Registrar is the implementing authority on vital
statistics. It is the recognized expert on civil registration. It shall carry out the
duties and responsibilities provided for in the pertinent laws, implement the rules
and regulations governing the application and enforcement of Civil Registry Law
(Act No. 3753). Its service is vital in the improvement of the quality of life of the
Filipino
The right and high tech vital statistics influence the way society and
economy move on.
It ensures easy, accessible and credible documents with international
comparability and recognition.
Optimized the use of vital documents in a well-planned and coordinated
activities of the National Statistics Office of the Municipal Civil Registrar as well
as the Local Government under good working environment.
Mission
As the representative of the Civil Registrar-General of the National Statistics
Office, the Municipal Civil Registrar is responsible for the civil registration
program in the municipality. Aims to enforce Civil Registry Law and other
pertinent provisions of the Civil Code, Presidential Decrees, Administrative
Orders, memoranda, circulars, etcThat have direct bearing on the civil
registration matter. Provide timely, accurate and reliable information in the
scientific conduct of vital statistics in the country.

Personnel In-Charge and Designation

The trainees supervisor was Mrs. Normita DC, Aguado . The head of
Municipal Registrar Registration (MCR) in Municipality of Santa Maria, Laguna.
She was born on August 26, 1959 and she is already 55 years old. She finished
her elementary education at Santa Maria Elementary School, She took and
finished her high school education at Santa Maria National High School in 1977.
She finished her college education at Eastern Laguna Colleges with a degree in
Bachelor of Education in Elementary (BEED) in 1994. She has been in the
Municipality of Santa Maria Laguna since June 16, 1980. Her co-workers call her
Tita Mitchie. For her, she is very nice person, humble and have pleasing
personality. The trainee also realized that being a first timer in the municipality
her first impression to her immediate supervisor was strict but as time passed by
she became close to her. She was motivated to pursue her studies because she
said be practical nowadays by obtaining first her goals to be successful someday.
