Item rate tenders are invited on behalf of the BSNL for following work from the contractors
satisfying under mentioned eligibility conditions.

1.1 Tenders will be issued to eligible contractors satisfying under mentioned eligibility condition.
Criteria of eligibility for issue of tender documents

Eligibility Criteria: a) Financial norms:


The Contractor should have satisfactory completed atleaset 3 works of similar nature in
Central/ State Govt /PSUs, the works execution turnover shall not be less than 1 Crores in past
3 years reckoned from the date of NIT.
OR
BSNL enlisted contractors having tender limit upto Estimated Cost.
b) Physical norms:
The firm should have successfully completed atleast 3 works of similar nature with
equipment module of 375 KVA or above and with the aggregate capacity of works not less than
3000 KVA during the last 3 years in Central Govt./ State Govt./ PSUs as reckoned from the date
of NIT)

NOTE :- Similar nature of works means outdoor/ Indoor type Sub Station at 11 KV and above

( with Dry/Oil type Transformer)


c).

Firm shall have valid Service Tax registration.

Documentary proof of satisfying the above conditions, Chartered Accountants Certificate


showing details of Income-tax returns duly filed and valid PAN card to be furnished along with
application.

2.

Agreement shall be drawn with the successful tenderer on prescribed Form BSNL-EW 8. Tenderer
shall quote his rates as per various terms and conditions of the said form which will form part of the
agreement.

3.

The time allowed for carrying out the work will be 4 months (Supply & ITC and Misc portion)/ from
the date of award.

Receipt of applications for issue of forms will be stopped by 16.00 Hrs. FOUR days before the date
fixed for opening of tenders. Issue of tender forms will be stopped THREE days before the date
fixed for opening of tenders.

Tender documents consisting of plans, specifications, the schedule of quantities of the various classes
of works to be done and the set of terms and conditions of contract to be complied with by the
contractor whose tender may be accepted and other necessary documents can be seen in the office of
The Executive Engineer (Elect), BSNL Electrical Division-Surat between hours of 11.00 AM and
04.00 P.M. everyday except on Sundays and Public Holidays. Tender documents, excluding standard
form, will be issued from his office, during the hours specified above, on payment of following

Tenders, which should always be placed in sealed envelope, with the name of work and due date
written on the envelopes, will be received by The Executive Engineer (Elect), BSNL Electrical
Division-Surat up to 03.00 P.M. on 28/08/2012. and will be opened by him or his authorized
representative in his office on the same day at 03.30 P.M.

7.1 The firm who quotes on the tender issued by the BSNL, following procedure shall be followed:-

i)

For tender documents purchased from BSNL the tender shall be submitted in one sealed envelope. The
envelope shall contain duly filled Tender with the name of work and due date written on the envelopes.
OR
The firm who quotes on the tender downloaded from website shall strictly follow the following
procedure:
a) The tender shall be submitted in Two envelopes.
i)
First envelope shall contain tender application , tender fee, self attested document
proving fulfillment of eligibility criteria and attested by any BSNL Executive as per the
tender notice and EMD in proper form as prescribed above in 6(ii). Separate DD should
be attached for tender fee and EMD in favor of Accounts Officer BSNL Electrical
Division-Surat.

Second envelope shall contain duly filled tender Documents.


The name of work and due date should be written on envelopes..

b)

The first envelope containing tender fee, attested document proving fulfillment of eligibility
criteria and EMD in proper form shall be opened first. All originals of eligibility criteria shall be
produced for verification if not attested by any BSNL Executive, at the time of tender opening.
In case:i)
Tender fee is not submitted in proper form
ii)
EMD is not in proper form.
iii)
Firm fails to fulfill eligibility criteria on the basis of document submitted in the first
envelope.
The second envelope shall not be opened.

c)

If any difference / discrepancies found between downloaded tender form, any hard copy
issued from division office, the contents in Draft NIT issued from C.E. (E)s office will be final
& binding.

d)

A clear print out of tender document shall be taken on good quality A4 size paper and
the printer settings etc, shall be such that the document is printed as appearing in the
web and without any change in format, number of pages etc. and shall also ensure that
no page is missing, Only original computer print out of the document shall be used.
Photocopy shall not be accepted.
There shall be no correction / addition/ alteration / omission made in the text of the
downloaded tender document. If found otherwise, the same shall be treated as nonresponsive and rejected.

The description of the work is as follows: -

Name of work:- SITC of 2x500 KVA dry type 11KV/415V, Indoor Transformer SubStation for TE.Bldg. BHARUCH.
Copies of other drawings and documents pertaining to the works will be open for inspection by the
tenderers at the office of the above mentioned officer.
Tenderers are advised to inspect and examine the site and its surroundings and satisfy themselves
before submitting their tenders as to the nature of the ground and sub-soil. (so far as is practicable), the
form and nature of the site, the means of access to the site, the accommodation they may require and in
general shall themselves obtain all necessary information as to risks, contingencies and other
circumstances which may influence or affect their tender. A tenderer shall be deemed to have full
knowledge of the site whether he inspects it or not and no extra charges consequent on any
misunderstanding or otherwise shall be allowed. The tenderer shall be responsible for arranging and
maintaining at his own cost all materials, tools and plants, water, electricity access, facilities for
workers and all other services required for executing the work unless otherwise specifically provided
for in the contract documents. Submission of a tender by a tenderer implies that he has read this notice
and all other contract documents and has made himself aware of the scope and specifications of the
work to be done and of conditions and rates at which stores, tools and plant, etc. will be issued to him
by the Government and local conditions and other factors having a bearing on the execution, of the
work.

The competent authority on behalf of the BSNL does not bind himself to accept the lowest or any
other tender and reserves to himself the authority to reject any or all the tenders received without the
assignment of any reason. Any condition or conditional rebate in price bid shall not be accepted and
liable to rejection of the tender.
Canvassing whether directly or indirectly, in connection with tenders is strictly prohibited and the
tenders submitted by the contractors who resort to canvassing will be liable to rejection.

10. The competent authority on behalf of BSNL reserves to himself the right of accepting the whole or
any part of the tender and the tenderer shall be bound to perform the same at the rate quoted.
11. The contractor shall not be permitted to tender for works in the Bharat Sanchar Nigam
Ltd(responsible for award and execution of contracts) in which his near relative is posted as
Divisional Accountant or as an officer in any capacity between the grades of Superintending Engineer
and. Junior Telecom Officer (both inclusive). He shall also intimate the names of persons who are
working with him in any capacity or are subsequently employed by him and who are near relatives to
any gazetted officer in the BSNL or in the Ministry of Communication. Any breach of this condition
by the contractor would render him liable to be removed from the approved list of contractors of this
Department.
12. No Engineer of gazetted rank or other gazetted officer employed in Engineering or Administrative
duties in an Engineering Department of the Government of India is allowed to work as a contractor for
a period of two years after his retirement from Government service, without the previous permission of
the Government of India in writing. This contract is liable to be cancelled if either the contractor or
any of his employees is found any time to be such a person who had not obtained the permission of the
Government of India as aforesaid before submission of the tender or engagement in the contractors
service.
13. The tender for the works shall remain open for acceptance for a period of Ninety days from the date of
opening of tenders. If any tenderer withdraws his tender before the said period or makes any
notifications in the terms and conditions of the tender which are not acceptable to the department, then
the Government shall, without prejudice to any other right or remedy, be at liberty to forfeit 50% of
the said earnest money as aforesaid.
Further, the tenderer shall not be allowed to participate in the re-tendering process of the work.
14. This Notice Inviting Tender shall form a part of the contract document. The successful
tenderer/contractor, on acceptance of his tender by the Accepting Authority, shall, within 15 days from
the stipulated date of start of the work sign the contract consisting of:a) The notice inviting tender, all the documents including additional conditions, specifications and
drawings, if any, forming the tender as issued at the time of invitation of tender and acceptance
thereof together with any correspondence leading thereto.

In event no rate has been quoted for any item(s), leaving space both in figure(s), words and
amount blank, it will be presumed that the contractor has included the cost of this/ these item(s) in
other items and rate for such item(s) will be considered as zero and work will be required to be
executed accordingly.

Conditional Tenders / tender with conditional rebate shall be summarily rejected.

SCHEDULE D
( i ) IMPORTANT NOTE FOR CONTRACTORS
The firm shall read carefully the following conditions and shall quote accordingly confirming all the points
in their offer.
A)

GENERAL TERMS AND CONDITIONS:-

1. EVALUTION OF TENDERS:The bidder shall quote separate rates for Supply portion , ITC and Misc portion . The lowest bidder
shall be decided on the rates of supply, ITC and Misc portion exclusive of CENVAT-able credit
Taxes and duties i.e. Excise duty and Service tax
2. BSNL does not bind himself to accept the lowest or any tender and reserves to himself the right of
accepting the whole or any part of the tender and the tenderer shall be bound to perform the same at the
quoted rates.
3. COMPLIANCE OF EPF ACT:
The firm has to fulfill / compliance of the provisions of EPF & Misc. Provisions Act 1952 &
Employees Provident Fund Scheme 1952.The each claim bill of contractors must accompany the 1)
List showing the details of labourers / employees engaged. 2)Duration of their engagement. 3)The
amount of wages paid to such labourers / employees for the duration in question. 4) Amount of EPF
contributions (both employers and employees contribution) for the duration of engagement in
question, paid to the EPF authorities. 5) Copies of authenticated documents of payments of such
contribution to EPF authorities and 6) A declaration from the contractors regarding compliance of the
conditions of EPF Act, 1952.
4. CO-ORDINATION AT SITE :At the site of work more than one agency may be working full cooperation shall be extended to other
agencies during progress of work. Further, work shall be carried out in such a way so that it may not
cause abnormal noise and hindrance to the officers of the department engaged in erection as well to the
normal routine work.
5.

Inspection at Contractor's premises


BSNL may inspect and test the equipments at contractors premises before dispatch of equipments.
For this necessary arrangement shall be made by contractor without any extra cost.

6.

Rejection of defective Material


a.

If the completed equipment or any portion thereof, before it is taken over, be found defective or
fails to fulfill the intent of the specifications, the contractor shall on receipt of a written notice
from the Engineer-in-Charge, forthwith make good the defective parts.

b.

If the contractor fail to rectify the defects and or make good the defective part within a stipulated
time mentioned in the written notice or replace the part at no extra cost, BSNL may make good,
reject and or replace at the risk and expanses of the contractor, the whole or any portion of the part
which is defective or fails to fulfill the requirements of the contract.

7.

Compensation for Delay


In lieu of the prescribed percentages for compensation for delay stipulated under clause 2 of
BSNL-EW 8, the following changes shall apply:
The compensation for delay which is limited to 0.5% of work order value for the first ten weeks
and thereafter 0.7% for next ten weeks, subject to a maximum of 12% of the work order value for
the location where the work is delayed and the firm is found responsible for the same. Other
provisions of clause 2 shall however remain unaltered.

8.

Change in Specifications
I.

BSNL reserves the right to make changes in the specifications of the work if in its opinion the
same is found necessary. However such alterations shall be made after mutual discussion and
agreement between BSNL and the contractor. Any price implication in this regard shall be
mutually discussed and agreed upon, in terms of clause 12 of BSNL-EW 8.

II. Modifications or alterations by the contractor in the design / specifications of any


equipment/material will not be permitted by BSNL as a matter of principle. However the same can
be agreed by BSNL under the exceptional circumstances where
a) The same is necessitated due to non-availability of material / component of certain specification
or make
OR
b) Such alterations constitute an improvement in the opinion of the contractor and BSNL.
III. Prior written approval of BSNL is necessary before undertaking any alteration/modification in the
specifications of the equipments.
9. Packing, Forwarding and Storage at site
Before dispatch to site, the equipment / component / materials shall be properly packed so as to
afford protection against transit damages and damages against storage in open areas either at
transporter's premises or at work site. Special care shall be taken in respect of sensitive items. When
storage in open area is inevitable proper waterproof covering shall be provided to protect damages
on account of rain water etc. However, damaged items shall be replaced as per the direction of
Engineer-in-Charge.
10. Bye-laws Indemnity against Liabilities
i.

The contractor shall comply with all bye-laws and regulations of local and statutory authorities
having jurisdiction over the works and shall be responsible for payment of all fee and other
charges and giving/receiving all necessary notices and keep the Engineer-in-Charge informed
about the notices issued and received.

ii.

The contractor shall indemnify BSNL against all claims in respect of patent rights, design, trade
mark or name of other protected rights in respect of any plant, machine, work or materials used for
or in connection with the works or temporary works and from and against all claims, demands,
proceedings, costs, charges and expenses whatsoever in respect of or in relation thereon. The
contractor shall defend all actions arising from such claims and shall him self pay all royalties.

iii.

License fees, damages, cost and charges of all and every sort that may be legally incurred in
respect thereof shall be borne by the contractor.

iv.

All liabilities / penal recoveries on matters arising out of tax/excise/levies such as incorrect
deductions, discrepancies in the filling up returns, revised assessments by the concerned
authorities etc. shall be borne by the contractor.

v.

It is contractor's liability to follow all safety procedures in accordance with relevant I.S. amended
up to date during execution of work at site.

11. TESTING AT SITE: -

The contractor will have to give the following tests at his cost and intimate test results before
commissioning . Nothing extra will be paid to him on this account.

12.

CENVAT CREDIT

As per CENVAT CREDIT RULES 2004, BSNL who is the output service provider, is
entitled for duty credit. To avail this, the firm has to furnish the following:i). For supply portion agreement
An invoice favoring BSNL indicating the following at the time of delivery:
(a) Value of goods excluding the excise duty and education cess on ED
(b) Excise Duty
(c) Education Cess on Excise duty
(d) Correct Excise duty tariff head
ii). For ITC portion agreement
Invoice indicating the quantum of Service tax paid on Installation, Testing and
Commissioning. Invoice should indicate the name of the consignee with relevant
Service tax registration no. as intimated by Executive Engineer (E) concerned.
iii)

If the agency fails to furnish necessary supporting documents for availing cenvat credit by
BSNL or the documents furnished by the firm are not accepted by taxation department then
the amount of such taxes and duties will be deducted from the payments due to the firm.
iv). Separate agreements shall be drawn for :Supply Portion & ITC & Misc. Portion .
B)

SUPPLY PORTION AGREEMENT:1. TAX AND DUTIES: In the schedule the firm shall quote composite price inclusive of Excise duty, Central sales tax against
Form C or VAT as applicable , except octroi . No concessional forms except FORM C for the
item as specified in schedule of work and meant for use of BSNL shall be provided. Form C shall be
provided by BSNL only on specific request of the contractor. The contractor / supplier shall submit to
BSNL documents/proof of payment of all taxes / levies along-with exemption certificate, if any to
avail CENVAT benefits by BSNL.
2. OCTROI: The rate quoted by the firm shall be exclusive of octroi. No octroi exemption certificate shall be
issued. The octroi actually paid shall be refunded as per actual on production of valid original receipt
and other concerned original documents of the octroi levying authority specifying the materials.

3. PERFORMANCE GUARANTEE:The Contractor shall be required to deposit an amount equal to 5% of the awarded value of the contract
as Performance guarantee as per clause 1 of CPWD 8 amended up-to-date in the form of Bank
guarantee on a Nationalized / Scheduled bank in standard format / CDR/ FDR/ DD within two weeks
from the date of issue of award letter. This shall be refunded to the contractor on completion of the
work as per 11 of B Schedule D Section I and recording of the completion certificate as per clause 8
of CPWD 8.
4.

SECURITY DEPOSIT:Recovery of security deposit at the rate of 10% in accordance with clause 1A of CPWD 8 amended up
to date shall be deducted by BSNL from progressive payments made to the firm from all the running
bills till the sum will amount to security deposit of 5% of the tendered value of the work. This shall be
refunded to the contractor as per Clause 17 of CPWD 8 amended up to date.

5. VARIATION IN EXCISE DUTY:In case of any statutory variation in regard to excise duty only in respect of Transformer/panel/Bus
Trunking, within the stipulated date of completion of individual agreement, the same shall be paid or
recovered as per the actual against valid documentary proof. However, beyond this period dept. will
take advantage of any reduction in excise duty but will not pay extra on account of increase in excise
duty.
6. PAYMENT TERM: No advance payment will be made. The payment terms for all items shall be governed as under.
Stipulations like levy of interest if payment is not made in specified time are not acceptable to the
BSNL.
a) For supply of items 95% of the price shall be paid on receipt of goods at site by the consignee. For
claiming this payment the following documents are to be supplied to the paying authority:i. Excise gate pass / Invoice or equivalent document favoring BSNL shall be supplied by the
supplier.
ii. Delivery challan.
iii. Consignee receipt.
iv. Proof of payment of octroi / entry tax, if any
NOTE:-100 % payment (in place of 95%) may be made on delivery, provided that an additional bank
guarantee for an amount equivalent to 5% of the value of supplies valid for a minimum
period of one year is furnished by the supplier along with an undertaking that the shortages
/ damages as are intimated to the supplier in writing shall be made good.
b) 5% of prorata of the approved contract value after successful commissioning of sub station or six
months from date of supply of the equipment at site, whichever is earlier.
NOTE :1) In cases where shortage / damages are intimated to the supplier in writing, the balance
payment shall be released only after the cases are settled in accordance with the provisions of
the P.O.
2) No payment will be made for goods rejected at the site on testing. Payment, if made for such
items shall be recovered from subsequent bills or other bills

7. STORES AND SAFETY: All the stores and materials required for satisfactory completion of the work shall be arranged at
work site by the contractor from his own sources. Space for storing the material may be provided on
request from the contractor. However, safe custody of the material stores at site will be responsibility
of the contractor.
8. TEST CERTIFICATES: The firm shall submit following test certificates on supply of the material at site.
ii) Routine tests certificate for Transformer / H.T. Panel / L.T. Panel shall be furnished along with
supply of equipment.
(II) The CPRI approval certificate for panel.
9. GUARANTEE AND DEFECT LIABILITY: a) The guarantee shall be valid for a period of 12 months from the date of commissioning of Sub
station . The contractor shall guarantee that all equipments shall be free from any defect due to the
defective materials and bad workmanship and that the equipment shall work satisfactorily and that
the performance and efficiencies of the equipments shall be not less than the guaranteed values.
Any parts found defective during the guarantee period shall be replaced by the contractor without
any charge whatsoever. The services of the contractor's personnel, if requisition during this period
for such work, shall be made available free of any cost to the dept.
b)

The contractor shall depute his representative within 24 hours of notification of the defect by the
department.

c)

A joint report shall be prepared by the representative of department and firm regarding nature of
defects and remedial action required. Time schedule for such action shall be also finalized.

d)

In case the contractor fails to depute his representative within 36 hours of notification of the
defect or fails to cause remedial measure within reasonable time as decided during joint inspection,
the department may proceed to do so at the contractors risk and expenses and with out prejudice to
any other right.

10. Training of BSNL Personnel


The contractor shall arrange to impart the training to the BSNL Personnel on the following aspects
prior to provisional take over of the plant:
b) Operation of Sub Station equipment.
c) Adjustments of settings for microprocessor controls and protective devices.
d) Preventive maintenance.

11. DATE OF COMPLETION: The work shall be deemed to have been completed after the Successful commissioning of the
sub station. in the presence of representative of Engineer-in-Charge.

C) ITC & Misc PORTION AGREEMENT:1. In the schedule the firm shall quote composite price inclusive of service tax, works contract tax. The
BSNL shall deduct TDS (for works contract tax) from payments due to the firm as per rules of the state
Government. Certificate for such deductions shall be issued to the firm by the Accounts officers of the
concern division.
2. SECURITY DEPOSIT:Recovery of security deposit at the rate of 10% in accordance with clause 1A of CPWD 8 amended up
to date shall be deducted by BSNL from progressive payments made to the firm from all the running
bills till the sum will amount to security deposit of 10% of the tendered value of the work, However no
SD shall be deducted from the service tax amount . This shall be refunded to the contractor as per
Clause 17 of CPWD 8 amended up to date.
3. SERVICE TAX : The firm shall claim service tax with the bill clearly furnishing the complete details of service tax so
included. BSNL, under no circumstances, will consider any claim of service tax not included in the bill.
It will be the firms responsibility to settle service tax with service tax authorities.
4. DATE OF COMPLETION: The work shall be deemed to have been completed after the Successful commissioning of sub station
in the presence of representative of Engineer-in- Charge.
5. COMPLETION DRAWINGS: (I)

Three sets or following drawings shall be submitted by the contractor after commissioning of sub
station..
(a) Sub Station installation drawing giving complete details of the entire equipment.
(b) Electrical drawings showing cable sizes, equipment capacity, control components and control
wiring.
(c) Schematic control drawings giving detailed sequence or operation and notes to explain the
operation or the control circuit.

6. PAYMENT TERM: (i)


90% Payment will be made on installation and remaining 10% only after successful
commissioning of sub station .

Subject: - Option for Deposit of Earnest Money in the form of Bank Guarantee for Precision air conditioning, Engine Alternator sets, Lifts and Sub-Station Works.

i.

In modification of the existing procedure of Deposit of Earnest Money with each Tender in the
shape of Cash/Demand Draft/Pay Order, it has been decided by the Telecom Commission to
provide for an option to the Contractor(s) for depositing Bank Guarantee along with the
Tenders for Precision air -conditioning, Diesel Engine Alternator, Lifts and Sub-station works
wherever the amount of EMD is more than Rs.20, 000.

ii.

The Bank Guarantee shall be from a Scheduled Bank or from a Nationalized Bank/ State Bank
guaranteed by Reserve Bank of India.

iii.

The Bank Guarantee shall remain in force for 30 days after the period for which the tenders are
valid.

iv.

The value of the Bank Guarantee to be deposited along with each Tender shall be at the rates of
Earnest Money prescribed by the Government from time to time. The Bank Guarantee Bond for
EMD Deposit shall be as per the Model form at Annexure-1.

v.

The Bank Guarantee Deposit by the Contractors shall be entered in a register to be maintained
by the Divisional Officer/Accounts Officer of the concerned Electrical Division and the register
shall be reviewed periodically and appropriate action to be taken for extending/ encashing or
release of this Bank Guarantee.

vi.

This is issued with the concurrence of Telecom Finance vide their U.O.No.274/FA-V dated
26th Sept.1996 and shall come into force with immediate effect.

PERFORMANCE SECURITY GUARANTEE BOND
In consideration of the CMD, BSNL (hereinafter called BSNL) having offered to accept the terms and
conditions of the proposed agreement between ________________ and -----------------------------(hereinafter
called the said contractor(s)) for the work___________________ (hereinafter called the said
agreement),having agreed to production of a irrevocable Bank Guarantee for Rs. -------------( Rupees---------------------------------- only ) as a security / Guarantee from the contractor(s) for compliance of his obligations
in accordance with the terms and conditions in the said agreement .

and the contractor(s) shall have no claim against us for making such payment.

properly carried out by the said contractor(s) and accordingly discharges this guarantee.

the BSNL or any indulgence by the BSNL to the said contractor(s) or by any such matter or thing
whatsoever which under the law relating to sureties would, but for this provision, have effect of so relieving
us.

This guarantee will not be discharged due to the change in the constitution of the Bank or the
Contractor(s).

General

The H.V. side of the transformer shall have


winding suitable for 11 KV. The transformer
shall be suitable for continuous run and for all
types of loads with high efficiency. The
transformer shall confirm to IS: 2026/77 & IS
11171 , IEC :726 as amended up to date. The
supplier should give sufficient spacing between
various terminals so that O.H. bus bar trunking
on LV side can be properly terminated. The
Transformer should be powder coated painted .

All Routine & other tests prescribed by relevant IS shall be carried out at the manufacturers
works before dispatch of the transformer. The test certificate shall be furnished to the BSNL.
Contractor shall give minimum 10 days notice to Engineer- in- charge before testing at
manufactures works. Engineer-in- charge reserves the right to depute BSNL representative
for witnessing the test.

SCHEDULE D
iv SPECIFICATION OF H.T.PANEL
The Panel Board shall be of indoor type, having the incoming sectionalisation and outgoing switch
gears as per IS 13118-1991 of VCB, IEC 62271-100 for Breakers and -200 for Panels/IS 3427
of switch board. The degree of enclosure protection shall be IP-4X.

Detailed requirements shall b in accordance with the schedule of works.

Rating: All panels assembled to form a board shall be suitable for the nominal operatin voltage
and rupturing capacity as specified. They should be rated as specified with a minimum of 630
Amps. And suitable for operation on 11 KV, 3 phase 50 Hz system. Type test certificate for the
breaking capacity of the panel shall be supplied. A circuit breaker for a given duty in service is
best selected by considering the individual rated values required by load conditions and fault
condition.

Type : The HV panel Board shall be metal clad, indoor, floor mounting, free standing type. It
shall be totally enclosed dust, damp and vermin proof.

General Construction : Separately earthed compartments shall be provided for circuit breakers,
bus bars, relay and instruments, CT&PT and cable boxes, fully and effectively segregating these
from one another so that fault in any one compartment do not cause damage to equipment(s) in
other compartment(s).

The housing shall be of bolted construction to ensure compact and rigid structure, presenting a neat
and pleasing appearance, The sheet steel used should not be less than 2mm thick.

The panels shall be bolted together to form a continuous flush front switch gear suitable for front
operation of board and for extension at both ends.

General Design Aspects: The HV panel board shall be designed such that the switchgear,
instruments, relays bus bars, small wiring etc, are arranged and mounted with due consideration
for the followings:-

Facility for inspection, maintenance and repairs of testing terminals and terminals
boards for ease of external connection.

(ii)

Minimum noise and vibrations.

(iv)

Mountings at approachable height.

CIRCUIT BREAKER:

General Arrangements: The circuit breaker panels shall be complete with the followings:

(a)

Racking in / Racking out mechanism.

(b)

Isolating plugs and sockets.

(c)

Mechanical inter-locks and safety shutters.

(d)

Mechanical ON/OFF indicator.

(e)

Minimum of 8 NO and 8 NC Auxiliary contacts directly operated by the circuit


breaker.

(f)

Anti condensation space heaters suitable for operation on 240 V, 1 50 Hz A.C.


for each panel whichever specified.

(g)

Suitable tripping arrangement.

(h)

Mechanical counter to assess the total number of operations of the breaker ( if asked
for specifically).

Type : The circuit breaker shall be of horizontal isolation, horizontal draw out pattern.

Breaker Truck:

The breaker carriage shall be fabricated from steel, providing a sturdy vehicle

for the circuit breaker and its operating and tipping mechanism. The carriage shall be mounted on
wheels, moving on guides, designed align correctly and allow easy movement of the circuit
breaker and for removing the carriage for inspection and maintenance purposes. Vacuum
interrupters shall be hermetically sealed and shall be designed for minimum contract
erosion, fast recovery of de-electric strength, maintenance free vacuum interrupter, suitable
for auto enclosing. The drive mechanism shall preferably be provided with facility for pad locking
any position namely, Service, Test and Fully Isolated. It should be possible for testing the
circuit breaker for its operation without energizing the power circuit in the testing position. The
contacts shall be made only after the breaker is inserted into service position. Interlocking

should prevent contracts from being disconnected if circuit breaker is tried to be moved
from service position.

General Features: Single break contacts are provided in sealed vacuum interrupter.

Rating :

The circuit breakers shall be continuously rated as specified with a minimum rated

current of 630 Amps. With voltage rating 11 KV and breaking capacity 18.4 KA .

Operating Mechanism: . The operating mechanism shall be following as specified:-

Motor wound spring charged with both mechanical and electrical release for closing. The
operating mechanism shall be trip free.

External auxiliary supply shall be made available for charging motors & heaters operation.

BUS BAR SECTION :

General Requirement: The switch board shall be single bus bar pattern with air insulated
encapsulated bus bars housed in a separate compartment, segregated from other compartments.

Material : The bus bars shall be of high conductivity electrolytic copper rated as specified with a
minimum rated current of 630 Amps. The bus bars shall be sized for carrying the rated and short
circuit current without over-heating. Maximum bus bar temperature shall not exceed 95 degree C.

CURRENT TRANSFORMER :

General Requirements: Accommodation shall be provided in the circuit breaker panel to mount
one set of three numbers dual core dual ratio CTs for metering and protection purposes. Access to
the CTs for cleaning, testing or changing shall be from the front, back or top of the panel.

Rating:

Dual core & dual ratio CTs of suitable burden ( but not less than 15 VA) shall be

preferred with 5 Amps secondary. The ratio shall be 200/100/5/5 Amps.


Note: CT ratio shall be compatible with the loading pattern on HV side.

The CTs shall conform to relevant Indian Standards. The design and construction shall be robust to
withstand thermal and dynamic stress during short circuits. Secondary terminals of CTs shall be
brought out suitably to a terminal block which will be easily accessible for testing and terminal
connections. The protection CTs shall be of a accuracy class 5 P 10 of IS 2705-Part-III-1992.

The meeting CTs shall conform to the metering ratio and accuracy class 0.5 of IS 2705-1992 for
incomer and class 1 for outgoing Panels.

VOLTAGE TRANSFORMER :

General Requirements: A voltage transformer of burden not less than 100 VA and of 11 KV/
Sqrt 3 / 110 V / Sq. rt 3 as specified shall be provided. The accuracy class for the VT shall be class
0.5 as per IS 3156 parts I to III for incomer and class 1 for outgoing Panels.

The transformer shall be of cast epoxy resin construction. It shall be fixed/ withdraw able type.
HRC fuses / MCBs shall be provided on both HV and LV sides.

PROTECTION AND TRIPPING ARRANGMENT :

Protection : The relays shall be microprocessor based numerical relays with O/L, E/F and S/C
protection.

Tripping relay shall be used for tripping signal to the Shunt Trip Coil of circuit Breaker operating
on 24V DC supply /Power pack.

Note: 24V DC shall be provided through 2 Nos. SMF batteries of 12 Volts of minimum 26 AH
capacity with a battery charger as per recommendation of the manufacturer both for protection as
well as indications.

Alternatively Power Pack converters fed through PT/230 V externally could be provided with 2
Nos., 12 volt, 7 AH SMF batteries ( Power pack with condenser/ capacitor backup are also
available which do not need batteries, these should not be used) for tripping. In cases where
tripping is fed through PT , VA burden of PT shall be suitably increased ( say 200 VA) as
recommended by the manufacturer depending upon the number of panels and connected controls.

Relays:

Over current Relays shall have adjustable setting for current from 50% to 200 % and

earth fault from 10% to 40 % or 20 % to 80 %. These should be of manual reset type. All relays
shall have a LED indicator which will indicate operation for each function. It shall be possible to
reset it only by manual operation..

SMALL WIRING
The small wiring shall be carried out with minimum 1.5 sq.mm. FRLS/HFFR insulated copper
conductor cables. CT wiring shall be done with minimum 2.5 sq. mm. wires with colour code:
RYB, Gray or auxiliary DC circuits and Black for auxiliary AC circuits. The wiring shall be
securely fixed and neatly arranged to enable easy tracing of wires. Identification easy and to
facilitate checking in accordance with IS 375. Necessary terminal blocks and cable entries shall be
provided for RTD relay wiring, power supply etc.

Instrumentation :

(a)

Digital Voltmeter of 96mm x 96 mm of suitable range shall be provided


at incomer panel with selector switch. The instrument shall be calibrated for
the ranges specified.

(b)

Digital Ammeters of 96 mm x 96 mm of suitable range shall be provided


at both incomer and outgoing panels with alongwith necessary selector
switches.

(c)

The panel assembly shall also take care of the following requirements:
(i)

Lamp indication shall be provided to indicate ON/OFF ( By red /


green respectively) of switch gear.

(ii)

Panel illuminating lamp.

(iii)

Mechanical indication for spring charged status. If possible an


indicating lamp could be provided.

(iv)

Lamp indicating tripping at fault status.

(v)

Healthy trip supply shall be indicated by clear lamp.

(vi)

Separate fuses. MCBs shall be provided for lamps, heaters,


voltmeters and other instrumentation etc. on each panel.

(vii)

Anti condensation space heaters shall be provided, and shall be


suitable for operation on 240 V, 1 phase, 50 Hz A.C. for each panel.

(viii)

Castle key interlocking as per interlocking scheme

Earthing : The earthing of the breaker body and moving portion shall be so arranged that
the earthing of non current carrying structure to the frame earth bar is completed well
before the main circuit breaker plugs enter the fixed house sockets.

The entire panel board shall have a common tinned copper earth bar of suitable section with 2
earth terminals for effectively earthing metallic portion of the panels. The frame earthing of panel
shall be as per specifications.

Installation : The installation work shall cover assembly of panels lining up, grouting the units
etc. In the case of multi panels switch boards after connecting up the bus bar all joint shall be
insulated with HV insulation tape or with approved insulation compound. A common earth bar
shall be run preferably at the back of the switch board connecting all the section for connecting the
earth system. All protection, indications & metering connections and wirings shall be completed.
Where trip supply battery is installed the unit shall be commissioned completing initial charging of
the batteries. All relay instruments and meters shall be mounted and connected with appropriate
wiring. Calibration checks of units as necessary and required by the licensee like CTs, VTs,
Energy Meters etc. shall be completed before pre-commission checks are undertaken.

TESTING AND COMMISSIONING

Procedure for testing and commissioning of relay shall be in general accordance with good
practice.

Commissioning checks and tests shall include in addition to checking of all small wiring
connections, relays calibration and setting tests by secondary injection method and primary
injection method. Primary injection test will be preferred for operation of relay through CTs.
Before panel board is commissioned, provision of the safety namely fire extinguishers, rubbers
mats and danger boards shall be ensured. In addition all routine megger tests shall be performed.
Checks and test shall include following:-

Operation checks and lubrication of all moving parts.

(b)

Interlock function checks.

(c)

Continuity checks of wiring fuses etc. as required.

(d)

Insulation tests.

(e)

Trip test and protection gears tests.

(f)

The complete panel shall be teste with 5000 V megger for insulation between poles
and poles to earth Insulation test of secondary of CTs and VT to earth shall be
conducted using 500 V megger.

(g)

Any other tests as ay be required by the Licensee / Inspector shall be conducted.

(h)

Where specified, the entire switch board shall withstand high voltage test after
installation.

(i)

Any other test required by the consignee / inspection officer.

(v) ADDITIONAL SPECIFICATIONS FOR SUBSTATION WORKS
1

The equipment offered and the work shall be carried out as per current CPWD specification for
electrical works as amended from time to time and Indian electricity rules as amended up to date. The
specification /conditions indicated here in under will be applicable to the extent of the details of item
including schedule of work .

The firm shall prepare the general layouts of M.V.panels i/c capacitor panel, single line diagram &
control wiring diagrams, Electrical Interlock diagram, general arrangement layout of substation
equipment etc and submit to the Engineer-in-charge for his approval within 15 days after the award of
work.

The layout of the work will be given by the Engineer-in-charge or his duly authorized representative at
site of work.

It will be responsibility of the contractor to get approval of Sub Station Installation Drawing before
start of work , issue of Test Report of the installation and get the installations inspected & obtain
clearance from Electrical Inspector for charging the same without any extra cost. However any
statutory fees like Application fees, Testing fees shall be paid by the BSNL .

Excise gate pass/ Invoice and factory test reports shall be submitted at the time of delivery of
equipment at site.

M.V.panels, shall be manufactured from CPRI/TAC approved firm.

The work shall be supervised by a qualified Supervisor.

Rejected materials if any ,shall have to be removed from site immediately by the contractor at his
cost and risk.

The contractor shall submit the completion plan as per Clause 6(B), of the agreement within 30 days
of the completion of work. Failing to submit the completion plan, he will be liable to pay a sum
equivalent to 2.5% of the value of work subjected to the ceiling of Rs.2, 500/- as per the clause-6 (B)
of agreement.

The contractor will have to give the following tests at his cost and intimate test results before final bills
are paid. Nothing extra will be paid to him on this account.

Any damage done to the building by the contractor during the execution of work shall have to be
made good at his cost and risk. If he does not do it himself within a reasonable time as determine by
the Executive Engineer (E) then the same will be got done at his cost departmentally after giving
notice to him.

While making the end connections of wires, no strand shall be cut and the termination of wire shall be
done with necessary lugs and ferrules without any extra payment.

Lugs should be provided while terminating of G I earth wires for earth continuity without any extra
payment.
