Be it enacted by the Senate and House of Representatives of the United States of America in Congress
assembled,
SECTION 1. SHORT TITLE
This act may be cited as the Free The Internet Act of 2016.
SECTION 2. FINDINGS
Congress hereby finds and declares that,
1) Media industries such as Disney rely on the copyright law to prevent harmful work affecting the cultural and
scientific progress.
2) Copyright protection starts as soon as the work is created.
3) It is established in various jurisdictions that one is privileged to use a copyrighted work to extract its unprotected
content.
4) States have pending bills that encourage blocking software that limits access to information on the internet, public
libraries, and schools.
5) At the same time, and as our copyright law appropriately reflects, authors, artists, and other creators have the
exclusive right to control and exploit their works; our goal is to ensure that we strike the right balance.
6) A reproduction of copyrighted work must include a copyright notice.
7) There are no limitations in preservation copying of certain works according to the Copyright Act.
8) A copy of reproduction is not allowed to be used for commercial purposes.
9) The creator of their copyright work give exclusive rights to allow reproduction and the distribution of the copies.
10) Section 107 of the Copyright Act is an addition to Section 108 as it states to permit fair use of reproduction of
copyrighted work under certain circumstances.
11) The FCC, Federal Communications Commission, approves the net neutrality rules to completely open up the
Internet to users.
12) There are four factors to fair use of copyrighted work: the purpose and character of the use, the nature of the
copyrighted work, the amount and substantiality of the portion used, and the effect of the use upon the potential
market.
13) One of the challenges that digital preservation faces is that its materials are vulnerable to deterioration and loss
of data.
14) For libraries, digital technology represents a significantly better method of preservation, improved ways to
deliver copies of reproduced works to users at their request and enhanced ability to search and use these copies.
15) All copying under Section 108 of the Copyright Act is limited to one copy at a time.
SECTION 3. STATUTORY LANGUAGE
A) The Free The Internet Act shall amend Section 108 of the Copyright Act to allow the public to create
improvements of their own from preserved copyrighted work; this shall permit the expansion of preservation
copying. Regardless, the owners of the copyrighted work shall allow anyone do what they please with their original
work. This gives the people the ability to show their own creative work to the public eye without any limitations
because this type of action before wouldve been considered illegal for copyright infringement and any prosecutors
will be fined $250,000.
B) The bill shall administered by the EFF as well as the U.S. Commerce Department to provide the funds for legal
defense in court, guidance to the government and courts, and supports new technologies which it believes preserve
personal freedoms and online civil liberties.
C) The Free The Internet Act of 2016 shall be enacted on January 1, 2017. There is no expiration date for this bill.
The fee of this bill doubles if the fee isnt paid after the first week the bill was enacted.
