Roles and Responsibilities: Project Engineers ad Project Inspector

Introduction

An effective management of a construction operation can only be


achieved through a well-coordinated team effort;

Project Engineers and Project Inspectors are vital members of the team;
and

Project Engineers and Project Inspectors are considered as the eyes and
ears of the Department.

Project Engineers

In charge of the overall planning and control of the project


Ensure that materials and workmanship are at all times in accordance with

plans and specifications


Ensure that inspections and tests are carried out promptly and timely
Witnesses critical activities of the project
Check and verify physical and financial status of the project
Check and verify statement of work accomplished
Approve concrete pouring permit
Issue work suspension orders and other site instructions
Prepare proposed change order, extra work order or supplemental work

agreement
Maintain and/or update field documentation
Resolve problems encountered in the implementation of the project
Coordinate with the concerned coordinating offices in the project

implementation
Responsible for all communications with the implementing office
Supervises the project inspector
Submit monthly physical and financial report

Project Inspectors

Assist the PE in the overall direction and supervision of the field operation
Must be thoroughly familiar with the contract documents
Ensure that the works being inspected are in accordance with the plans

Notify the PE in case there are deviations from the approved plans and

specifications
Should stand behind any decision made on issues concerning the

contractors work
Conduct and monitor daily activities including weather conditions and

maintain a logbook to record such activities


Updates the Project Inspectors Daily Report (IDR)
Responsibility to be alert and observant
Prepares and submit statement of work accomplished
Be familiar with the construction schedule
Prepare and submit physical/financial status to the PE
Anticipates and resolve problems to maintain work progress
Conduct inspections and tests promptly and timely
Carry out instructions/orders of the Project Engineer

Limits of Assignment of DPWH Engineers

Only accredited Project Engineer (PE) and Project Inspector (PI) (as per
DO. No. 08, Series of 2013) shall be assigned to supervise the project in
accordance with the following limitations:

Project Documentation in Construction


What is Documentation?
It serves as a memory of the project

It is the ONLY CONTEMPORANEOUS RECORD of what is actually


happening at any given time during the course of the project.
It provides a permanent record which allows the detailed reconstruction,
review and analysis of events and actions of the projects
It is a foundation on which all proposals, disputes or claims are built
Stages of Documentation
1. Pre-construction documentation
o Takes place or is used in planning a construction project before the
actual construction begins. This is often referred to as preconstruction
or precon.
Detailed Engineering Design (DED), including the preparation of
Program of Works (POW), Approved Budget for the Contract
(ABC), bidding documents
Pre-Procurement Conference with minutes

Importance of Project Documentation


For future project documentation references.
Gives past information for projects lifecycle review.

Gives project history from design conceptualization, construction and


maintenance stages until rehabilitation/repair occurs.
Old data/information if used collectively will provide initial information
(Example; 1.) Water Supply Project-to determine the previously probable
depth of water bearing strata; 2.) Bridge Project-to determine the previous
result of pile driving data).
