The Punjab Municipal Act, 1911

Section 3 - Definitions

Note: Terms defined by a definition clause will assume the meaning provided throughout the statute. The
following definitions will therefore aid you throughout your interpretation of this Act

(4) "Committee" means a Municipal Council or a Nagar Panchayat as the case may be
constituted under section 12 of this Act
(9) "Municipality" means an institution of self government constituted as a Nagar Panchayat or a
Municipal Council under sub-section (2) of section 4 of this Act
(17) "Public place" means a space which is open to the use or enjoyment of the public whether or
not private property and whether or not vested in the committee
(21) "prescribed" means prescribed by rules made under this Act
Section 111 - Control of elephants, bears or camels
Note: This section makes it mandatory for all persons responsible for elephants, camels or bears
to keep their animals at a safe distance from horses, else they will be punishable with a fine of
maximum Rs. 20.
Whoever, being in charge of any elephant, camel or bear, omits on being requested to do so to
remove as far as may be practicable his elephant, camel or bear, to a safe distance on the
approach of a horse whether ridden or driven, shall be punishable with fine which may extend to
twenty rupees.
Section 112 - Taking elephants along public roads
Note: This section prohibits persons from taking elephants on streets against the orders of the
municipal committee and punishes the same with a fine of maximum Rs. 20
Whoever, contrary to any order of the committee, takes an elephant along a street, shall be
punishable with fine which may extend to twenty rupees.
Section 115-A - Paving or draining of cattle stands
Note: This section makes it mandatory for owners of land which keeps cattle tethered, to take
steps to ensure that the land is properly paved/drained accordingly.

The committee may by notice require the owner or occupier of any land on which cattle or other
animals are habitually tethered to have the same properly paved or drained or both
Section 121 - Regulation of offensive and dangerous trades
Note: Sub-section (1) prohibits persons from using the municipality for purposes of dressing raw
hides, melting tallow, building bones, offal or blood, and all other similar processes which emit
offensive smells or noise.
Sub-section (2) penalizes these offenders with a fine of maximum Rs. 50, and an additional
continuing fine of Rs. 10 imposed every additional day.
(1) No place within a municipality shall be used for any of the following purposes: melting tallow, dressing raw hides, building bones, offal or blood,
as any other manufactory, engine-house, storehouse or place of business from which offensive or
unwholesome smell, gases, noises or smoke arise;
(5) Whoever, without registration or without a license uses any place for any such purpose as is
specified in this section or in contravention of the condition of any such license, shall be
punishable with fine which may extend to fifty rupees and with a further fine not exceeding ten
rupees for every day during which the offence is continued.
Section 147 - Keeping of animals so as to be injurious to health
Note: This section prohibits keeping animals in disregard of any committee orders, and further
prohibits keeping animals if they can become injurious to the health of the animals. This offense
is punishable with fine of maximum Rs. 20.
Whoever keeps any swine or other animals in disregard of any orders which the committee may
give to prevent them from becoming a nuisance or so as to be injurious to the health of the
inhabitants or of animals shall be punishable with fine which may extend to twenty rupees, and
to fifty rupees for every such subsequent offence
Section 148 - Feeding animals on deleterious substances
Note: This section prohibits feeding any dairy animals harmful food which has injurious
composition, filth or refuse, and the offense is punishable with fine of maximum Rs. 50.

Whoever feeds or allows to be fed any animals which is kept for dairy purposes or may be used
for food on deleterious substances, filth or refuse of any kind, shall be punishable with fine
which may extend to fifty rupee
Section 167 - Places for slaughter of animals for sale
Note: The municipal committee can fix specific places for slaughter of animals. Sub-section (3)
states that when no one is permitted to slaughter animals for sale at any other place except this
specified premises. Further, sub-section (4) provides the penalty for this offense as a fine of
maximum Rs. 500.
(3) When any such premises have been fixed no person shall slaughter any such animal for sale
within the municipality at any other place.
(4) Any person who slaughter for sale any animal at any place within a municipality other than
one fixed by the committee under this section, if any places have so fixed, shall be punishable
with fine which may extend to five hundred rupees
