A BILL
To regulate harmful, nonessential, and Genetically Modified Ingredients as well as reconstruct the school menu
linked with obesity.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,
SECTION 1. SHORT TITLE
This act may be cited as the Healthier - Happier American Act of 2016.
SECTION 2. FINDINGS
Congress hereby finds and declares that,
1) Consuming too much added sugar has been proven to lead to obesity and other life changing diseases.
2) The average American consumes 22 teaspoons of added sugar a day, which amounts to an extra 350 calories.
3) Pesticides and chemicals are becoming more and more common in our daily diet.
4) Corporations are using artificial sugars and ingredients to produce more appetizing food.
5) Synthetic food products are killing off cancer fighting cells in the human body.
6) Obesity is linked to more than 60 chronic diseases, and has even been linked to defects in offsprings
7) 21% of medical cost in America is linked to obesity.
8)Students who eat school lunches are 29% more likely to be obese compared to kids who bring lunch
9) 80 percent of Public Schools have contracts with Pepsi or Coca Cola
10)Obesity has quadrupled in the past 30 years
11) More than 68% of America is considered Obese
SECTION 3. STATUTORY LANGUAGE
A) The Healthier - Happier American Act of 2016 shall eliminate the use of deadly pesticides and genetically
modified crops on commercial farms and greenhouses. All fruits and vegetables shall grow naturally, and not be
altered in any shape or form. Farmers shall no longer plant any seed containing GMOs. They shall also refrain from
giving animals steroids or GMOs, and shall provide healthy living conditions for said animals. Any type of food or
drink that has added or artificial sugar shall not exceed 25 grams per serving. The use of corn syrup shall be
abolished as well as any other corn byproducts excluding actual corn itself. Food labels must list correct nutritional
information and charts, as well as a full list of ingredients. Warning labels must be placed on every item warning
consumers of possible long and short term effects that consuming that said product may have. Any farmer,
corporation, or manufacturer of food to a large population may avoid these guidelines, if it is found that these rules
have been disregarded offenders may face termination or suspension of operations. Schools shall replace soda
vending machines with 100% natural fruit juice machines. Schools must enforce fruit and vegetables in the everyday
menu as well as milk or water. Schools shall provide students with a healthy and well balanced diet every single day
or face possible expulsion of staff. No student shall be allowed to pick and choose between healthy or unhealthy
options. No staff member of a school shall turn the blind eye to students caught leaving lunch lines without a fruit or
vegetable item or proper beverage ( water, milk). Schools shall no longer provide cake, pizza, tater tots, fries,
burritos, etc as a main course options. Instead salads, chicken, meat etc shall be provided. Schools shall no longer
dedicate certain days to specialize or hold a main event food item such as pizza. Schools will not allow outside food
that is considered to be fattening and unhealthy into the lunchroom.
B) This law shall be enforced and upheld by the department of food and agriculture partnering with the department of
food safety and drug administration. Funding for the changes listed above shall be cheap and inexpensive as we shall
be taking ingredients out therefore saving companies money that they would be spending on said ingredients and
genetically modified seeds. However any money needed to enact the law and put in force shall come from
fundraisers, charities and or allotted government spending.
C) Any farmer, corporation, business, food handler, school worker, or chef found disobeying or disregarding these
laws and rules shall be subject to penalty under U.S. Code and sent to court to be examined and tried to determine
punishment. Possible actions may include expulsion, suspension or enforced mandatory change to business
procedures. This law shall go into effect January 1, 2018
