ENVIRONMENTAL MANAGEMENT PLAN

3. ENVIRONMENTAL MONITORING
3.1. INTRODUCTION
Environmental control shall be carried out through the Follow-up and Measurement Program detailed in
Appendix n. 3. The person in charge of the control shall be the Quality Assurance Manager and it shall be carried out
in the following situations:

Normal conditions: during the progress of a normal activity in the execution of the work.
Abnormal / extraordinary conditions: special and specific activities due to any reason.
Emergency conditions

3.2. - GENERAL WORKING CONDITIONS


DYTRAS, S.A. shall adopt the following measures of environmental conduct as general norms during the
progress of the work:

There shall be no interference with the environment outside the work area. This includes, among
other measures, that no liquid waste be dumped into the river.

In case that some waste material must be eliminated outside the area, the prior approval of the
competent authorities shall be solicited.

The work area shall be marked out at any time in order to avoid vehicle or machinery traffic outside
the delimited traffic areas and to avoid direct dumping or accidental spillage which may affect the
soil.

As a general rule, cleanliness and order shall be maintained on the site. Storage of soil and debris
on the site shall be avoided.

In case of accidental spillage due to inappropriate state of machinery, the spillage shall be collected
and managed according to the applicable norms and restored to its original state.

The storage areas shall be dully marked with signs.

Residuals generated during the Works stage shall be manager according to the applicable norm.

The various facilities for works and machinery shall be equipped with the appropriate elements and
shall be maintained and verified in order to guarantee their proper working and avoid leaks, spillage
or any other incident.

There shall be a specific area for materials storage, both construction and residual materials, which
shall never be located near water flows or in places which may derive to water courses. This area
shall be waterproofed and shall be equipped with a channelling system to collect leachates.
Leachates shall be treated as residuals.

The traffic of machinery over storage areas shall be prohibited.


Leaving residuals or dumps in areas which have not been conditioned for this purpose is forbidden.

The uncovering of material suspect of archaeological evidence during the execution of the works
shall be notified immediately.

All these measures shall be controlled and registered in the Follow-up and Measurement Program. The
storage of materials on the site shall be made in places where the visual impact is minimal.
3.3.-WASTE MANAGEMENT
3.3.1. - Control and Follow-up of Inert Non-Hazardous Waste Management (Large Quantities)
Control and follow-up of inert non-hazardous waste management (when generated in large quantities) shall
be carried out and registered in the Follow-up and Measurement Program, included in Appendix n 3.
The Quality Assurance Manager shall be responsible for the monthly control of the Follow-up and
Measurement Program.
3.3.2. - Control and Follow-up of the Inert Non-Hazardous Waste Management (Small Quantities)
Control and follow-up of waste management (when generated in small quantities) shall be carried out and
registered in delivery of wastes by filling in the Waste Control Table, found in the Follow-up and Measurement
Program, included in Appendix n. 3. The Quality Assurance Manager shall be in charge.
3.3.3. Control and Follow-up of Domestic Waste Management
Control and follow-up of domestic waste management shall be carried out and registered by filling in the
Waste Control Table found in the Follow-up and Measurement Program and included in Appendix n. 3. The Quality
Assurance Manager shall be in charge.
3.3.4. - Control and Follow-up of Hazardous Waste Management
Control and follow-up of hazardous waste management shall be carried out and registered by filling in the
Waste Control Table found in the Follow-up and Measurement Program, included in Appendix n 3. The Quality
Assurance Manager shall be in charge.
3.4. - WATER PROTECTION
During the transport of solid materials, both construction and residual, transport vehicles shall be
equipped with nets, mesh, plastics or any other devices correctly certified so as to prevent wastage.
The management of solid and liquid residuals resulting from this action shall be undertaken
according to their characteristics.
The soil of the storage area shall be waterproofed. This area shall be equipped with a channelling
system to collect the leachates which may be produced as a result of the interaction of rainwater
and the stored materials.

Inert or innocuous environmental materials shall be selected whenever possible.

Dumping of any kind of solid or liquid residual into natural water flows shall be forbidden.

The fulfilment of the contract implies the interaction with the processes of the plant in operation. Due
to the fact that such interaction may affect the quality of the waste, in case of need to interfere or
stop any process from the plant this shall be requested in writing to the Engineer following the
indications of the Quality Assurance Plan.

3.5. SOIL AND TERRESTRIAL ECOSYSTEMS PROTECTION


Adequate measures shall be taken in order to ensure the protection of soil and terrestrial ecosystems:

As a general rule, the natural ecosystem shall be restored in areas where the soil, subsoil and
terrestrial ecosystems might be affected by negative environmental impacts. In order to protect the
existing fauna and flora the work sites shall be properly marked out at any moment so that the traffic
of vehicles and machinery outside the delimited traffic areas is avoided.

The storage and transport of construction materials shall be carried out so that soil contamination is
avoided at all times.

In case of soil contamination or if the soil to be extracted is found to be contaminated it shall be


removed and restored (in case of contamination by spillage). Such soil shall be managed as a
hazardous residual.

Areas where waste spillage is very probable shall be protected with plastic in order to avoid
infiltration of any substance into the soil.

Roads and other existing ways shall be used for the works.

Fires and all those activities which are not proper of the construction process and may provoke
forest fires shall be forbidden. All physical or procedural measures necessary for prevention,
detection and fire-fighting during the works shall be taken, and welding works shall be carefully
considered.

In order to guarantee the protection of the existing fauna the site shall be marked out to prevent
animals from entering the site.

During the execution of the works, all those trees and shrubs which should be preserved according
to the descriptions of the construction project shall be prominently marked and workers shall be
informed.

Alter the completion of the works the restoration actions defined in the construction project shall be
undertaken.
The Quality Assurance Manager is responsible for registering the soil contamination and terrestrial
ecosystems check through the Follow-up and Measurement Program detailed in Appendix n. 3.
3.6. - ATMOSPHERIC PROTECTION
Atmosphere protection shall be mainly directed in two ways: protection against particle emission and
protection against noises and vibration. For both of these, the actions meant to control contamination include:

Storage and transport of pulverized construction materials and chemical agents shall be realized so
that air transport is avoided.

In order to reduce dust clouds during the works (especially during earthworks) the work area shall be
watered. Watering shall be made over stock piles and roads so as to prevent the formation of dust
clouds as much as possible.

This watering shall be intensified during the driest months (summer) and at any time required by
environmental conditions.

The containers of trucks transporting materials that may be dispersed because of wind action shall
be covered with canvas.

The speed of vehicles on the site shall be limited so as to reduce the formation of dust.

Soil storage shall be made on areas where dispersion by wind action is minimal. Piles of materials
shall be covered and inert or environmental harmless materials shall always be used.

At all times, special care shall be taken so that the exhaust gases from the vehicles and the
machinery used during the execution of the works do not exceed the values prescribed by the
applicable laws.

In order to control gas emissions and contaminant particles produced by internal combustion
engines of machinery (not road vehicles) current legislation shall be applied.

The machinery and vehicles used for the works shall comply with the current legislation and they
shall pass the applicable roadworthiness test (MOT) in the deadlines established by the law in order
to improve the efficiency of combustion and avoid incorrect burn-ups generating inadmissible levels
of emissions.

The work time shall extend during day-time.

The equivalent noise level within the perimeter of the working buildings shall not exceed the value
prescribed by the standard applicable within the area.

Whenever conditions and efficiency are the same, the most silent machinery and procedures shall
be used.

The speed of vehicles and machinery used for construction shall be reduced as much as possible so
as to reduce the noise level produced by the movement of machinery.
The Quality Assurance Manager is responsible for registering the atmosphere contamination check through
the Follow-up and Measurement Program detailed in the Appendix n. 3.
3.7. - LOCAL COMMUNITY PROTECTION
The Quality Assurance Manager shall be in charge of ensuring the protection of the local community and
therefore:

The working hours shall be the ones established within the Conditions of Contract. For the execution
of any work after the normal working hours, approval shall be given in writing.

Complaints of the local community shall be considered.

The works shall be properly signalled and marked out in order to avoid direct or accidental spillage which
may affect
Earthworks and machinery action shall be reduced during the days of heavy rain to prevent solid materials
from being washed into river flows.

The soil used for the installation of auxiliary site facilities shall be waterproofed to avoid potential leachates.
4. - SANITARY AND REST FACILITIES. WORKSHOPS AND WASTE STORAGE
4.1. SANITARY AND REST-FACILITIES
At a minimum, the sanitary and rest facilities shall be endowed with drinking water, toilets, washbasins with
warm water and soap, as well as clean, dry, warm areas equipped with tables and chairs for having lunch.
The proposed areas for placing the mentioned facilities are included in the drawing to Appendix n. 1.
4.2. - WORKSHOPS AND WASTE STORAGE
The area proposed for workshop and waste storage deposit placement can be observed in the drawing of
Appendix n. 1.
Each waste storage facility shall be provided with the necessary rules for the correct treatment of stored
waste, as described in Section 2. - Pollution Control Facilities.

Stocks of materials shall be placed on areas where the visual impact is minimal.

STORAGE OF LIQUID MATERIALS.

The stock of liquid chemicals (fuel, formwork releasing oils, etc) shall be made according to the
following norms:
The storage area shall be signalled and marked out.
Posters shall be prominently displayed to indicate storage of hazardous substances or gasoil.
The soil over which soil containers are placed shall be waterproofed with a plastic. Around
the perimeter of the storage area small slopes shall be made ti prevent leaks.
5. - SEMP LINKED TO EIA
For processing the present document it has been studied and analysed the document Environmental Impact
Assessment Study "taken from Tender Documents Volumen V Section 2.ln this document have been analysed all
impacts and correctives measures proposed for the different activities included in Memorandum ISPA "The
Rehabilitation and Modernisation of the Water Supply, Sewerage and Wastewater Treatment Plants in Suceava".
Once received EIA (Environmental Agreement) it shall be proved all defined measures are included in the
present document. Otherwise it shall be revised.
6.-EMERGENCY PLANS
The emergency plans given below shall be posted in a visible place in the work site:

Emergency plan 1. Fire


Emergency plan 2. Spillage of chemical agents
Emergency plan 3. Spillage of agents due to pipe breaks
The emergency plans are presented in Appendix n. 4 of the present Site Environmental Plan.
