Underneath the Kanban justification:


By incorporating an under review step in our Kanban workflow, each task must be peerreviewed to deem it to be of an acceptable quality before we consider the task done.
Since every task will pass through this flow, quality assurance is present for every task
ensuring that we do not submit substandard work. A downside of reviewing work in this
manner means a task could theoretically never move past the under review stage.
Therefore, our rule is that tasks may only pass a maximum of twice through our Kanban
workflow. The objective of this is to maintain a continual workflow without impacting the
quality of work done.
