A BILL
To regulate the sale, possession, and use of firearms in the United States.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,
SECTION 1. SHORT TITLE
This act may be cited as the Responsible Gun Control Act of 2016.
SECTION 2. FINDINGS
Congress hereby finds and declares that,
1) A majority of all murders in the United States are carried out with firearms.
2) Less than 300 of firearm deaths each year are considered justified.
3) Cases of persons being unfit to own firearms are not reported to the NICS. .
4) Mental health reports are not always reported to the background check database.
5) In 2014 there were 140,713 arrests for carrying and/or possession of an illegal firearm.
SECTION 3. STATUTORY LANGUAGE
A) The sale of all automatic and assault weapons shall be banned with exceptions for citizens with firearm sporting
permits. Large capacity magazines are banned from use outside of firearm sporting events and shooting ranges.
Large capacity magazines are defined as any ammunition feeding device capable of holding more than 10 rounds. An
assault rifle is to be classified as Semi-automatic rifles able to accept detachable magazines and two or more of the
following; folding or telescoping stock, pistol grip, bayonet mount, flash suppressor, or threaded barrel designed to
accommodate one, or grenade launcher mount. An assault pistol is to be classified as a semi-automatic pistol with
detachable magazines and two or more of the following; magazine that attaches outside the pistol grip, threaded
barrel to attach barrel extender, flash suppressor, handgrip, or suppressor, barrel shroud safety feature that prevents
burns to the operator, unloaded weight of 50 oz (1.4 kg) or more, or a semi-automatic version of a fully automatic
firearm. An assault shotgun is to be classified as a Semi-automatic shotguns with two or more of the following;
folding or telescoping stock, pistol grip, or detachable magazine. Any automatic or assault firearms purchased before
the enactment of this bill or with the proper license or permit can be sold at firearm buy backs or registered and
stored in a shooting range or gun club inside a secure room or safe that remains locked at all times. For the sale and
purchase of firearms the seller must have a valid firearms dealer license and a background check must be conducted
on the buyer. All cases of persons being unfit to possess or purchase a firearm (either due to mental health issues or
violent criminal activity) must be reported to the National Instant Criminal Background Check System (NICS) within
24 hours. A firearm sporting permit may be granted to those who have no record of violent crime or serious mental
health issues, unless clearance to obtain a permit has been granted by a federal judge. To purchase/rent any firearm
the buyer must have a valid drivers license or state ID. To purchase a firearm and store it in a private residence the
ATF must issue a firearm possession licence to those who pass a mental health test or provide proper mental health
records and pass a mandatory firearm safety class. If a firearm is purchased by any persons without a firearm
possession licence the firearm must be transferred and stored in any shooting range or gun club with weapon storage
that meets federal standards within 24 hours of purchase. Any person possessing a firearm must store the firearm in a
firearm safe or other adequately secure place inside the home. If there is serious reason to believe a firearm(s) is/are
not properly stored a warrant to inspect the weapon storage conditions may be granted by a federal judge to local or
federal law enforcement. Any firearm owners have 31 days after the passing of this bill to comply with all
requirements stated in this bill.
B) This law shall be upheld and enforced by the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) and by
all federal and local law enforcement branches. Funding for additional enforcement within the ATF will come from a
federal tax of 2% on all handguns.
C) Any citizens, agencies, or associations found breaking this law shall be prosecuted by a federal judge. This law
will go into effect on January 1, 2017
