Immigration
THE RECENTLY RELEASED PODESTA EMAILS EXPOSED CLINTONS TRUE POSITION
IN FAVOR OF OPEN BORDERS
In A Transcript That The Campaign Sought To Keep Out Of The Public Eye, Clinton Says Her
Dream Is A Hemispheric Common Market With Open Trade And Open Borders CLINTON: My
dream is a hemispheric common market, with open trade and open borders, some time in the future with
energy that is as green and sustainable as we can get it, powering growth and opportunity for every
person in the hemisphere. (Tony Carrk, Email To Jennifer Palmieri, Et. Al., HRC Paid Speeches, John Podesta Wikileaks, 1/25/16)

AS A 2016 CANDIDATE, CLINTON HAS COME OUT IN FULL SUPPORT OF IMMEDIATE

AMNESTY FOR ILLEGAL IMMIGRANTS
Clinton Made Immigration Reform One Of Her Top Priorities And Vowed To Act Alone
Clinton Says That Immigration Reform Would Be Her Top Priority Upon Entering The White
House. Clinton says just as forcefully that immigration reform would be her top priority upon entering
the White House. (Anne Gearan and Paul Kane, Clintons Top Priorities: Gun Control And Immigration Reform. Could She Deliver On Either? The
Washington Post, 5/2/16)

Clinton Vowed To Take Executive Action If Congress Does Not Pass Immigration Reform. Clinton
said she wanted Congress to pass comprehensive immigration reform with a full and equal path to
citizenship, but also stressed that shell take further executive action if Congress doesnt pass a bill. (Dara
Lind, Hillary Just Took A Stunningly Aggressive Stance On Immigration Reform, Vox, 5/6/15)

Many Doubt Clinton Can Actually Fulfill Her Giant Promises. Without a dramatic Democratic
sweep of Congress, few Democrats or Republicans believe that either of these giant promises has a
chance in January. That puts Clinton in the somewhat tricky position of making promises that many
doubt she could fulfill. (Anne Gearan and Paul Kane, Clintons Top Priorities: Gun Control And Immigration Reform. Could She Deliver On
Either? The Washington Post, 5/2/16)

Clinton Has Said We Cant Wait Any Longer For A Path To Full And Equal Citizenship And
Promised To Enact Amnesty In Her First 100 Days
In May 2015, Clinton Said We Cant Wait Any Longer For A Path To Full And Equal Citizenship.
CLINTON: The American people support comprehensive immigration reform, not just because its the
right thing to do and it is but because they know it strengthens families, strengthens our economy and
strengthens our country. Thats why we cant wait any longer, we cant wait any longer for a path to full
and equal citizenship. (Hillary Clinton, Remarks At An Immigration Round Table, Las Vegas, NV, 5/5/15)

Clinton Said That As Secretary Of State, She Saw What Happens When Countries Establish
A Second-Class Status For People, That It Is A Recipe For Divisiveness And Even For

Disintegration. CLINTON: As Secretary of State, I saw what happens to countries that establish
a second-class status for people. They do not feel that they belong or they have any allegiance to
the country in which they live and work because theyre never fully accepted. That is a recipe for
divisiveness and even for disintegration and therefore, my view, strongly is that we are a nation of
immigrants; weve assimilated tens and tens of millions of people over the course of our history.
(Hillary Clinton, Remarks At An Immigration Round Table, Las Vegas, NV, 5/5/15)
In May 2015, Clinton Said That Not Including A Path To Citizenship In Immigration Reform
Fundamentally Undermin[es] What Makes America Unique. CLINTON: We have eleven, twelve
million people right now who are undocumented. The vast majority of whom have proven that they want
to be a citizen of this country and we should put them on that path. And those who say, oh yeah we can
do immigration reform, but not a path to citizenship, would be fundamentally undermining what has
made America unique the way we have assimilated people, the way people who come here feel so loyal,
the contributions they make. So this is not just in my view the right thing to do for America, if you
compare us to other countries that did not take that step, you can see what its done to them, and I dont
want to go there. So, I very firmly support a path to citizenship in the context of comprehensive
immigration reform. (Hillary Clinton, Remarks At An Immigration Round Table, Las Vegas, NV, 5/5/15)
Clinton Promised To Propose Comprehensive Immigration Legislation Within The First 100 Days
Of Her Presidency. Clinton also promised to propose legislation on comprehensive immigration reform
within her first 100 days. (Eliza Collins, Clinton Urges Supreme Court To Uphold Obamas Immigration Moves, Politico, 4/18/16)
Clinton Has Pledged To Use Federal Resources For Millions Of Migrants To Become U.S. Citizens
And Vote. There are millions of people in America who could be naturalized, but for one reason or
another, they're not. So let's help more of our neighbors claim their rights. It's so powerful, so precious, to
be a citizen of the United States! To be able to vote in our elections, to have a voice in our future, and I
want to take down the barriers that are holding people back. So here's a few things I will do: I will work
to expand fee waivers, so more people seeking naturalization can get a break on the costs. I will increase
access to language programs to help people boost their English proficiency. I will enhance outreach and
education so more people know their options and are engaged in the process. I don't want anyone who
could be a citizen to miss out on that opportunity. (Hillary For America, Accessed 6/22/16)

BUT WHEN SHE RAN FOR PRESIDENT IN 2008, CLINTON USED VAGUE LANGUAGE,
AND VOICED HER OPPOSITION TO IMMIGRATION REFORM
Clintons 2008 Immigration Plan Included A Path To Earned Legal Status For Those Who Are
Here, Working Hard, Paying Taxes, Respecting The Law, And Willing To Meet A High Bar. Hillary
has consistently called for comprehensive immigration reform that respects our immigrant heritage and
honors the rule of law. She believes comprehensive reform must have as essential ingredients a
strengthening of our borders, greater cross-cooperation with our neighbors, strict but fair enforcement of
our laws, federal assistance to our state and local governments, strict penalties for those who exploit
undocumented workers, and a path to earned legal status for those who are here, working hard, paying
taxes, respecting the law, and willing to meet a high bar. (Reforming Our Immigration System, Hillary For President, Accessed
9/9/14)

She Called For A System To Track Illegal Immigrants And Urged Employers To Stop Giving
American Jobs To Illegal Immigrants. She called for a comprehensive system to track these
immigrants, some form of entry and exit identification and tighter border controls, and she reluctantly
suggested that an identification system for citizens might be needed. People have to stop employing
illegal immigrants, she said in the 2003 interview. I mean, come up to Westchester, go to Suffolk and
Nassau Counties, stand on the street corners in Brooklyn or the Bronx -- you're going to see loads of
people waiting to get picked up to go do yard work and construction work and domestic work. (Raymond
Hernandez and Patrick Healy, The Evolution Of Hillary Clinton, The New York Times, 7/13/05)

In June 2007, Clinton Voted For Dorgan Amendment Which Effectively Killed Comprehensive
Immigration Reform Efforts. (S.Amdt.1316 to S.Amdt.1150 to S.1348, Roll Call Vote #201: Passed 49-48: R 11-36; D 37-11; I 1-1, 6/6/07,
Clinton Voted Yea)

The Dorgan Amendment Which Sunset The Guest Worker Program After Five Years Is
Characterized As The Poison Pill That Ended Any Chance Of Comprehensive Immigration
Reform From Passing During The George W. Bush Presidency. Democrat Byron Dorgan, who
seldom has tasted legislative success during 15 years in the Senate, scored a dubious victory last
week. He was able to insert a poison pill into the immigration reform bill that aimed at
emasculating the essential guest-worker program. The 49 to 48 vote that passed Dorgans
amendment included surprising support from two prominent first-term senators: Jim DeMint, a
conservative Republican from South Carolina, and Barack Obama, a Democratic presidential
candidate from Illinois. (Robert Novak, Op-Ed, Dorgans Poison Pill, The Washington Post, 6/14/07)

Then-Sen. Jim DeMint (R-SC) Voted For The Dorgan Amendment For The Sole Purpose Of Killing
The Immigration Bill. DeMint, normally counted on to oppose anything with the union label,
admittedly voted for the Dorgan amendment for the sole purpose of killing the immigration bill. (Robert
Novak, Op-Ed, Dorgans Poison Pill, The Washington Post, 6/14/07)

Wavering On Border Security

IN HER 2016 CAMAPIGN, CLINTON HAS WAVERED ON BORDER SECURITY MAKING
THE ARUGEMENT FOR BOTH SIDES OF THE DEBATE
Clinton Has Repeatedly Touted Votes For A Border Wall During Her 2016 Campaign
At A November 2015 Town Hall In New Hampshire, Clinton Said She Voted Numerous Times To
Spend Money To Build A Barrier To Try To Prevent Illegal Immigrants From Coming In.
QUESTIONER: Hi, hi Secretary Clinton, I was wondering what you think about securing the Mexican
border from the illegal immigrants come in, and I was just wondering. CLINTON: Well, look, I voted
numerous times when I was a Senator to spend money to build a barrier to try to prevent illegal
immigrants from coming in. And I do think you have to control your borders. (Hillary Clinton, Remarks At A Town Hall,
Windham, NH, 11/9/15)

When Asked During A June 2015 Interview Whether She Supported Building A Wall On The
Border, Clinton Said We Built A Wall And That She Voted In The Senate To Fund A Wall. RALSTON
LIVES JON RALSTON: Do you want to build a wall that Donald Trump wants to? CLINTON: Well, you
know, we built a wall. We have built a wall. We need to make sure people understand we have built a
wall, but the fact is that its through some pretty tough territory as you know along our border and I

think that both President Bush, George W. Bush and President Obama have, you know, approved of and
the Congress has appropriated a lot a money for a wall. I voted for money for the wall when I was in the
Senate. But that is not the answer. But then secondly, we need to make a much more efficient, quick
determination if someone can stay or go. And what weve done now is unfortunately to warehouse
primarily women and children. Thats who is being held in these deportation centers. Weve warehoused
them because we dont have the personal to send, you know, kind of a surge of people in there to hear
the cases and make the decisions. And I think what were seeing is based on the reports that are coming
out from, you know, faith groups and human rights and other groups. You know this is be getting to be a
bad situation for the families. So, they should either be sent home or they should be sent to relatives
with a very clear follow up so that they have to appear or their cases should be adjudicated. When
theres an emergency, I think you mobilize to try to deal with the emergency. And we had an emergency
on the border and now I think we have a very serious set of issues arising out of these deportation
centers. (Hillary Clinton, Remarks On Ralston Live, 6/18/15)
During The November 2015 Democrat Primary Debate, Clinton Advocated For Comprehensive
Immigration Reform, And Said Border Security Has Always Been A Part Of That Debate. CBSS
KEVIN COONEY: Now, Secretary Clinton you have said you would go further than the president when it
comes to taking executive action to implement immigration reform. But the president is already facing
legal troubles on this, weve seen it more in just the past week. Realistically how would you go further
with executive action? CLINTON: Well, first of all, I know that the president has appealed the decision to
the Supreme Court. And my reading of the law and the constitution convinces me that the President has
the authority that he is attempting to exercise with respect to dreamers and their parents because I think
all of us on this stage agree that we need comprehensive immigration reform with a path to citizenship.
Border security has always been a part of that debate. And it is a fact that the net immigration from
Mexico and south has basically zeroed out. So what we want to do is to say, look, we have 11 million
people who have been here, many of them for decades. They have children who are doing so well, Ive
met and worked with DREAMERS. I think any parent would be so proud of them. So lets move toward
what we should be doing as a nation and follow the values of our immigration history and begin to make
it possible for them to come out of the shadows and to have a future that gives them a full chance of
citizenship. (CBS Democrat Primary Debate, Des Moines, IA, 11/14/15)

But Then Clinton Turned Around And Said That A Wall At The Southern Border Was Not
Affordable
During A January 2016 Interview, Clinton Said She Doesnt Think The U.S. Can Afford To Build A
Wall On The Mexican Border. FOX5 KVVUS CHRISTINE MADDELA: Can we afford the build a wall on
the southern border or ship everyone back? CLINTON: Well I dont think so, I think its particularly
challenging for those who are advocating that to respond to the fact that we have spent many hundreds of
billions of dollars tightening the border security on our southern border. (FOX5 Vegas, 1/6/16)

Clinton Now Claims The Border Is Secure

At A March Democratic Debate, Clinton Argued That We Have The Most Secure Border We Have
Ever Had. CLINTON: Well, I think both of us, both Senator Sanders and I, voted numerous times to
enhance border security along our border. We increased the number of border security agents. We did
vote for money to build a fence, a pedestrian fence in some place, a vehicle fence in other places. And the
result is that we have the most secure border we've ever had. (Hillary Clinton, Democratic Debate, Miami, FL, 3/9/16)

Clinton: I Think Weve Done A Really Good Job Securing Our Border. I think we've done a really
good job securing the border, Clinton said. I think that those who say we haven't are not paying
attention to what was done the last 15 years under President Bush and President Obama. The comment
widely contrasts with what Republicans have long said about the border. (Dan Merica, Clinton: I Think Weve Done A
Really Good Job Securing The Border, CNN, 3/17/16)

While Clinton Opposes Further Border Security Measures, The Department Of Homeland
Security Has Asked For More Resources To Crack Down On Illegal Immigration
While Testifying In Front Of The House Committee On Homeland Security, DHS Secretary Jeh
Johnson Asked Congress To Pass Legislation That Would Authorize Joint Task Forces, Which Help
The Department Combat Illegal Immigration. REP. DAN DONOVAN (R-NY): What can we get out of
this hearing today, that if were able to pass legislation, will allow you to do your job more efficiently?
And I ask that of the three of you and I know the votes are in 15 minutes, so I want to get my colleagues to
ask their questions as well. HOMELAND SECURITY SECRETARY JEH JOHNSON: Congressman, two
things come to mind immediately, one of which has already been passed out of this committee,
specifically authorizing joint task forces, within my department for border security. Thats something that
I know this committee supports and has been passed by the full house. Im hoping through one vehicle or
another it passes the full senate as well. Joint task forces for border security help combat illegal
immigration, as well as narcotics. And there are certain legal limitations I am finding to fully
implementing the joint task force concept from my department. (Department Of Homeland Security Secretary Jeh Johnson,
House Committee On Homeland Security, 7/14/16)

CLINTON SUPPORTED A WALL AT OUR SOUTHERN BORDER AS A NATIONAL

SECURITY ISSUE AS A SENATOR
In The Senate, Clinton Cast Immigration As A National Security Issue
The New York Times: In The Senate, Clinton Has Cast Immigration As A National Security Issue.
With Sept. 11 in mind, [Clinton] has also cast immigration as a national security issue, pressing the
president for more money for border security and highlighting the potential threat of terrorists entering
New York and the United States through Canada. (Raymond Hernandez and Patrick Healy, The Evolution Of Hillary Clinton, The
New York Times, 7/13/05)

Clinton Supported The Construction Of A Wall And The Deployment Of Advanced Technology
At Certain Points Along The Border
In April 2006, Clinton Said That Constructing A Wall Along Certain Areas Of The Border Would
Be Appropriate. A barrier at parts of U.S. borders is obviously important as part of dealing with illegal
immigration, Sen. Hillary Rodham Clinton said. Clinton endorsed using technology, like a fence that could
recognize when people were coming near it while they were still a few hundred yards away, the Daily
News reported in Sundays editions. A physical structure is obviously important, Clinton told the
newspaper. A wall in certain areas would be appropriate. (Hillary Clinton Says Barrier Appropriate On Parts Of Borders, The
Associated Press, 4/23/06)
In September 2006, Clinton Voted For The Secure Fence Act Of 2006 Which Built 700 Miles Of
Fence Along The U.S.-Mexico Border. (H.R. 6061, Roll Call Vote #262: Bill Passed 80-19: R 53-1; D 27-17; I 0-1, 9/29/06, Clinton Voted
Yea)

Under The Secure Fence Act Of 2006, The Department Was Authorized To Build Up To 700
Miles Of Fencing Along The 2,000-Mile Southwest Border, Where Most Illegal Immigrants
Cross. (Randal Archibold, Government Issues Waiver for Fencing Along Border, The New York Times, 4/2/08)

NOTE: Clinton Voted Against Cloture On The Bill. (H.R. 6061, Roll Call Vote #260: Bill Passed 71-28: R 52-1; D 19-26; I
0-1, 9/28/06, Clinton Voted Nay)

In 2006, Clinton Voted For An Amendment That Would Require The U.S. To Consult With Mexico
Before Building A Fence. Specter, R-Pa., amendment no. 4188 that would make many technical and
substantive changes to the bill, including requiring the U.S. government to consult with Mexico before
building fencing along the border. It also would create exceptions to the bills requirement that
temporary workers who are unemployed for 60 days leave the country, including an exemption for
circumstances beyond the workers control. (S.Amdt. 4188 To S. 2611, Roll Call Vote #156: Amendment Agreed To 56-41, 5/25/06,
Clinton Voted Yea; Immigration Overhaul Managers Amendment, CQ Floor Vote, 5/25/06)
In 2008, Clinton Voted To Complete The Border Fence And Deploy 6,000 National Guardsmen To
The Border. Sessions, R-Ala., amendment no. 4231 that would allow an adjustment to the resolution for
increased border security and immigration enforcement, including programs that expand the zero
tolerance prosecution policy for illegal entry, completion of 700 miles of border fencing and deployment
of up to 6,000 National Guard members to the U.S. southern border, as long as the programs do not
increase the deficit. (S.Amdt. 4231 To S.Con.Res. 70, Roll Call Vote #60: Amendment Agreed To 61-37, 3/13/08, Clinton Voted Nay; Fiscal 2009
Budget Resolution - Immigration Enforcement, CQ Floor Vote, 3/13/08)

In The 2008 Democratic Debates, Clinton Advocated For Stronger Border Security
During A 2008 Debate, Clinton Said That A Physical Barrier And The Deployment Of Technology
Were Both Important Components Of Border Security. MODERATOR: Senator Clinton, you also voted
in favor of the wall. Why on the Mexican border and not on the Canadian border? SEN. CLINTON: Well,
actually, I do favor much more border patrolling and much more technology on both of our borders, and
in certain areas, even a physical barrier, because I think weve got to secure our borders. That has to be
part of comprehensive immigration reform. (Hillary Clinton, 2008 Democratic Presidential Primary Debate, Miami, FL, 9/9/07)

During An April 2007 Debate, Clinton Said That Comprehensive Immigration Reform Includes
Tightening Our Border Security. QUESTIONER: Senator Clinton, if you were currently the president,
would you defy the majority of American citizens and offer a form of amnesty for illegal aliens?
CLINTON: Well, Im in favor of comprehensive immigration reform, which includes tightening our
border security, sanctioning employers to employ undocumented immigrants, helping our communities
deal with the costs that come from illegal immigration, getting the 12 million or so immigrants out of the
shadows. Thats very important to me. (Hillary Clinton, 2008 Democratic Presidential Primary Debate, Orangeburg, SC, 4/26/07)

Flip-Flopping On Sanctuary Cities

ON THE 2016 CAMPAIGN TRAIL, CLINTON HAS BEEN FORCED TO GIVE NUANCED
ANSWERS ON SANCTUARY CITIES OUT OF POLITICAL EXPEIENCY
On June 30, 2015, An American Woman Was Killed By An Illegal Immigrant After He Was
Released From A San Francisco Jail Due To A Sanctuary City Policy
In March 2015, Francisco Sanchez, Who Murdered Kate Steinle, Was Released From A San
Francisco Jail Because Of A Policy That Ignores A Persons Immigration Status Despite
Immigration Authorities Asking That He Be Kept In Custody. The man arrested on suspicion of
murder in the shooting death of Kate Steinle on San Franciscos Pier 14 Wednesday has a rap sheet with
seven felonies, was deported five times, and in March was released from San Francisco Jail, despite
immigration authorities asking that he be kept in custody, officials said Friday. But 45-year-old Francisco
Sanchezs release was in line with San Francisco Sheriffs Department policies, which say the department
will not comply with requested immigration holds based solely on allegations a person is in the country
illegally. (Evan Sernoffsky and Jaxon Van Derbeken, Pier Shooting Suspect Had Been Released From S.F. Jail, San Francisco Chronicle, 7/4/15)
The San Francisco Sheriffs Office Said It Was Following A Sanctuary City Policy. The San
Francisco sheriff, citing the citys sanctuary city policy, released Sanchez in April after prosecutors
dropped the drug charge, despite an Immigration and Customs Enforcement request to hold him for
federal authorities so deportation proceedings could begin. (Paul Elias, AP source: Feds Gun Used In San Francisco Pier
Slaying, The Associated Press, 7/8/15)

In A July 2015 Interview, Clinton Argued That San Francisco Should Have Listened To Federal
Officials About Immigration Law
In A July 2015 Interview, Clinton Said San Francisco Should Have Listened To The Federal
Government. CNNS BRIANNA KEILAR: Last week, an undocumented immigrant who had been
deported five times, killed a 32-year old woman, Kate Steinle, in San Francisco, a sanctuary city where
local law enforcement does not enforce federal immigration laws. When you last ran for President you
supported sanctuary cities. In light of this terrible incident, does that change anything about your view on
this? CLINTON: Well what should be done is any city should listen to the Department of Homeland
Security, which as I understand it, urged them to deport this man again after he got out of prison another
time. Heres a case where weve deported, weve deported, weve deported, he ends back up in our
country and I think the city made a mistake. The city made a mistake not to deport someone that the
federal government strongly felt should be deported. So I have absolutely no support for a city that
ignores the strong evidence that should be acted on. However, there are, like if it were the first-time
traffic citation, if it were something minor, a misdemeanor, thats entirely different. This man had already
been deported five times, and he should have been deported at the request of the federal government.
(CNNs The Situation Room, 7/7/15)

In A July 2015 Interview, Clinton Criticized San Francisco Authorities For Ignoring The Federal
Government When They Did Not Deport An Illegal Immigrant Who Ended Up Committing Murder.
FOX 28S KEVIN BARRY: Moving over to immigration. Out in San Francisco, the woman who was killed

by someone who had been arrested and allowed to stay around multiple times. Is that a sign that the
nation needs more strict immigration laws, maybe what might be perceived as more cruel immigration
laws, but ones that prevent this kind of thing? This was not someone who was a violent offender before,
but he had been in the system, and in and out of the system, and allowed to stay around, and wasnt
deported at different times. CLINTON: Well, I think he actually was deported 4 or 5 times. BARRY:
Okay, but then allowed to come back in through sanctuary programs? CLINTON: No, the way this
works is, he was deported. He came back in illegally. He ended up in the San Francisco area and he got in
trouble again, and the federal government, responsible for our immigration laws, told the local
authorities in San Francisco to deport him again. And they did not do so, whether it was a conscious
decision not to do so or whether he was overlooked, I dont have the details. But if it had been up to the
federal government, he would have been deported after he came back for the fourth or fifth time. And I
think its fine for local officials to maybe take into account the small minor offenses by people who have
connections to the community, but somebody who has been deported three, four, five times and theyre
back. Theres a reason why he was deported and he should have been deported. And I think it was a
mistake of the local authorities not to do so. (Hillary Clinton, Interview With CBS 2/Fox 28, Iowa City, IA, 7/7/15)

Days Later, The Clinton Campaign Confirmed That She Does Support Sanctuary Cities
NBC News Headline: Clinton Campaign: Sanctuary Cities Can Help Public Safety (Suzanne Gamboa, Clinton
Campaign: Sanctuary Cities Can Help Public Safety, NBC News, 7/9/15)
Just Two Days After She Gave An Interview That Was Critical Of Sanctuary Cities Following The
Death Of Kate Steinle, Clintons Campaign Sought To Make Clear She Supports Sanctuary Cities.
Hillary Clinton's campaign sought to make clear she supports sanctuary cities following criticism on
San Francisco's release of an immigrant here illegally who is accused of shooting and killing a woman.
(Suzanne Gamboa, Clinton Campaign: Sanctuary Cities Can Help Public Safety, NBC News, 7/9/15)

AS A SENATOR, CLINTON DEFENDED SANCTUARY CITIES

In 2007, Clinton Argued That Sanctuary Cities Had No Choice But To Disobey Federal
Immigration Law
At A 2007 Democrat Debate, Hillary Clinton Defended Sanctuary Cities And Advocated For Local
Law Enforcement To Ignore Federal Agencies Requests Regarding Illegal Immigrants. NBCS TIM
RUSSERT: Senator Clinton, would you allow the sanctuary cities to exist? CLINTON: Well, in addition to
the general points that have been made, that I agree with, why do they have sanctuary cities? In large
measure because if local law enforcement begins to act like immigration enforcement officers, what that
means is that you will have people not reporting crimes. You will have people hiding from the police. And
I think that is a real direct threat to the personal safety and security of all the citizens. So this is a result of
the failure of the federal government, and thats where it needs to be fixed. RUSSERT: But you would
allow the sanctuary cities to disobey the federal law. CLINTON: Well, I dont think there is any choice.
The ICE groups go in and raid individuals, but if youre a local police chief and youre trying to solve a
crime that you know people from the immigrant community have information about, they may not talk to
you if they think youre also going to be enforcing the immigration laws. Local law enforcement has a
different job than federal immigration enforcement. The problem is the federal government has totally
abdicated its responsibility. (Sen. Hillary Clinton, Democrat Primary Debate, Hanover, NH, 9/26/07)

Flip-Flopping On Obamas Executive Actions

EVEN ON THE HEELS OF THE SUPREME COURT KNOCKING DOWN THE POLICY,
CLINTON SAYS SHE WANTS TO GO FURTHER THAN OBAMA DID ON HIS EXECUTIVE
ACTIONS
As A 2016 Presidential Candidate, Clinton Defended President Obamas Executive Actions On
Deferred Action For Immigrants
In May 2015, Clinton Said She Strongly Supported President Obamas Immigration-Related
Executive Actions That Deferred Deportation For Young Illegal Immigrants. CLINTON: I want to
reiterate my strong support for the Presidents executive actions, because he had to act in the face of
inaction that was not on the merit, but politically motivated for partisan reasons which I think is not the
way we should be solving our problems in our country, in our Congress or anywhere else. (Hillary Clinton,
Remarks At Rancho High School, Las Vegas, NV, 5/5/15)

Clinton Added That Constitutionally, Legally, They Were Based On Precedent That I
Certainly Believe Is Adequate. CLINTON: Thats just really so painful for people who live
through it, but even for those of us on the outside looking at it. To even imagine what that must be
like and thats why I want to do everything we can to defend the Presidents executive order
because I think they were certainly within his authority. Constitutionally, legally, they were based
on precedent that I certainly believe is adequate, and then still try to go further to deal with some
of these other issues like the reunification of families that were here and that have been split up
since the last 8, 10, 12 years. (Hillary Clinton, Remarks At Rancho High School, Las Vegas, NV, 5/5/15)

Clinton Said That She Would Expand On President Obamas Executive Order
In May 2015, Clinton Said She Would Do Everything Possible Under The Law To Go Even Further
Than Obamas Immigration-Related Executive Action If Congress Doesnt Act. CLINTON: I will fight
to stop partisan attacks on the executive actions that would put DREAMers, including those with us today,
at risk of deportation. And if Congress continues to refuse to act, as President, I will do everything
possible under the law to go even further. There are more people, like many parents of DREAMers and
others with deep ties and contributions to our communities, who deserve a chance to stay and I will fight
for them. The law currently allows for sympathetic cases to be reviewed. Right now, most of these cases,
have no way to get a real hearing. Therefore, we should put in place a simple, straightforward, accessible
way for parents of DREAMers and others with a history of service and contribution to their communities

to make their case, and to be eligible for the same deferred action as their children. (Hillary Clinton, Remarks At An
Immigration Round Table, Las Vegas, NV, 5/5/15)

Specifically, Clinton Said She Would Fight For More Protections For The Parents Of
DREAMers That Arent Included Under The Deferred Action For Childhood Arrivals (DACA)
Or Deferred Action For Parents Of Americans (DAPA) Programs. CLINTON: As you point out,
in your family, you have a brother whos a citizen so we have a lot of these blended families and I
want to do more to make sure DACA and DAPA and all of the changes that have occurred continue,
and even expand. I would like to try to do more on behalf of the parents of DREAMers who are not
necessarily included. (Hillary Clinton, Remarks At An Immigration Round Table, Las Vegas, NV, 5/5/15)

Even After Obamas Executive Orders Were Found Unconstitutional, Clinton Doubled Down
On Her Support For Expanding The Policy
In June, The Supreme Court Blocked Obamas Plan To Shield An Estimated 4 Million Illegal
Immigrants From Deportation. The U.S. Supreme Court on Thursday blocked President Barack
Obama's plan to spare millions of immigrants in the country illegally from deportation in a split ruling
that heartened political foes who had accused him of overstepping his powers The plan was tailored to
let roughly 4 million people - those who have lived illegally in the United States at least since 2010, have
no criminal record and have children who are U.S. citizens or lawful permanent residents - get into a
program that shields them from deportation and supplies work permits. (Lawrence Hurley, Split Supreme Court Blocks
Obama Immigration Plan, Reuters, 6/24/16)

The Ruling Did Not Apply To Obamas Original DACA Executive Order, But To His Plan To
Defer Deportations Of Parents Of DREAMers And An Expansion To DACA. But he stressed
that it will not affect the millions of so-called DREAMers who already benefit from DACA
guarantees provided in 2012. The Supreme Court ruling will only block new applicants from
applying for a similar initiative to expand DACA and shield parents of U.S. citizens under
DAPA. (Tim Rogers, Supreme Court Tie Is A Huge Blow To Immigrant Rights, Fusion, 6/23/16)

It Left In Place The Decision That Found Obama Overstepped His Authority By Bypassing
Congress. Obama unveiled his plan in November 2014. It was quickly challenged in court by
Republican-governed Texas and 25 other states that argued that Obama overstepped the powers granted
to him by the U.S. Constitution by infringing upon the authority of Congress. His unilateral executive
action bypassed the Republican-led Congress. Because the court was split, a 2015 lower-court ruling
invalidating Obama's plan was left in place. The plan never was implemented because the lower courts
had blocked it. (Lawrence Hurley, Split Supreme Court Blocks Obama Immigration Plan, Reuters, 6/24/16)

Following The Supreme Court Decision, Clinton Vowed To Restore And Expand Obamas
[Immigration] Programs. Clinton has made revamping the country's immigration system a key plank
of her presidential campaign. She has said she will introduce legislation during her first 100 days in
office, vowed to restore and expand Obama's programs, close private sector detention centers and to
take a very hard look at the deportation policies now in force. (Lisa Lerer, New Clinton Effort Tries To Tap The Power Of
Dreamers, The Associated Press, 8/14/16)

PREVIOUSLY, CLINTON DODGED ON WHETHER SHE SUPPORTED OBAMAS

EXECUTIVE ACTIONS
Just Months Before, Clinton Dodged When Asked If She Supported Obamas Delay On
Immigration-Related Executive Action
In September 2014, Clinton Dodged When Asked By Two DREAM Action Coalition If She Supported
Obamas Decision To Wait On Taking Executive Action On Immigration. ACTIVIST #1: Hi my name
is Monica Reyes and Im an Iowa DREAMer. I was wondering CLINTON: YAY! ACTIVIST #1: How you
feel about Obamas delay on immigration. CLINTON: Well I think we just have to keep working. Cant
stop ever working. ACTIVIST #2: President Obama has broken his promise to the Latino community
Madame Secretary and we wanted to know if you stand by the Presidents delay on immigration.
CLINTON: You know I think we have to elect more Democrats. ACTIVIST #2: Umm (Hillary Clinton, Harkin
Steak Fry, Indianola, IA, 9/14/14)

With Her Non-Answer, Clinton Resisted Taking A Position On Whether Obama Should Act
Unilaterally On Deportations. And Clinton has resisted taking a position on whether Obama
should act unilaterally on deportations. Activists have pointed to the contrast at the Iowa Steak
Fry in September, when Dream Action Coalition organizers confronted her on the ropeline about
Obamas delay on executive action and she responded: I think we have to elect more Democrats.

Criticizing Obamas Deportation Policy

CLINTON WAS THE LAST DEMOCRAT CANDIDATE TO CONDEMN OBAMAS 2016
DEPORTATION RAIDS
Clintons Muted Response To Obamas Recent Immigrant Deportation Raids Led To
Criticism Of Refusing To Take A Clear Stand
In January 2016, The Obama Administration Began Deportation Raids Of Illegal Immigrant
Families Across The U.S. The Obama administration confirmed Monday that it began a new wave of
arrests of Central American immigrant families over the weekend, moving forward with deportations of
mothers and children despite an outcry from immigrant rights groups and potential political fallout for
Democrats. (Josh Gerstein and Seung Min Kim, Obama Administration Kicks Off Family Deportation Raids, Politico, 1/4/16)
Clinton Took A More Muted Approach Than Her Democratic Opponents To The Obama Raids,
Saying They Were Only A Real Concern, While Sanders And OMalley Strongly Condemned The
Plan. The disclosure of the planned raids drew immediate criticism from Democratic presidential
candidates. Sen. Bernie Sanders of Vermont and Former Maryland Gov. Martin OMalley strongly
condemned the planned actions, while frontrunner Hillary Clinton issued a more muted statement
through a spokeswoman, who said Clinton had real concerns about the plans. Word of the planned raids
also highlight a political predicament for Clinton, who endorsed quick return of illegal immigrant children
in 2014 but is also trying to court Latino voters. (Josh Gerstein and Seung Min Kim, Obama Administration Kicks Off Family
Deportation Raids, Politico, 1/4/16)

Clintons Opponents Blasted The Statement As Another Example Of Clinton Trying To Third-Way
Her Way Out Of Clear-Cut Moral Decision. (Glen Thrush, Hillarys Border Crisis, Politico, 12/30/15)

CLINTON HAS REPEATEDLY SAID THAT MIGRANT CHILDREN FROM CENTRAL

AMERICA SHOULD BE SENT BACK TO THEIR HOME COUNTRIES
In 2014, Clinton Said Children Illegally Entering To The U.S. From Central America, Should
Be Sent Back
In June 2014, Clinton Said Children Illegally Emigrating From Central America Should Be Deported
As Soon As It Can Be Determined Who Responsible Adults In Their Family Are Because We
Dont Want To Send A Message That Is Contrary To Our Laws Or Will Encourage More Children To
Make That Dangerous Journey. CLINTON: Many children are fleeing from that violence [in Central
America]. CNNS CHRISTIANE AMANPOUR: Should they be able to stay here? Its safer. CLINTON: It
may be safer but thats not the answer. AMANPOUR: Should they be sent back? CLINTON: Well first of
all, we have to provide the best emergency care we can provide. We have children five and six years old
who have come up from Central America. We need to do more to provide border security in southern
Mexico - AMANPOUR: So youre saying, they should be sent back now? CLINTON: They should be sent
back as soon as it can be determined who responsible adults in their families are because there are
concerns about whether all of them can be sent back. But I think all of them who can be, should be
reunited with their families We have to send a clear message. Just because your child gets across the
border, that doesnt mean the child gets to stay. We dont want to send a message that is contrary to our
laws or will encourage more children to make that dangerous journey. (Hillary Clinton, Remarks At CNNs Hard Choices
Town Hall, 6/17/14)

Clinton: It May Be Safer [For Them To Stay] But Thats Not The Answer. It may be safer [for them
to stay], but thats not the answer, Clinton said then, adding that they should be sent back. Clinton also

compelled to send their kids to the United States. (Roque Planas, Hillary Clinton Defends Call To Deport Child Migrants, The
Huffington Post, 8/19/15)
Clinton Defended President Obamas Deportation Record Saying, There Are Laws That Impose
Certain Obligations On Him. She said Obama is in a difficult position because there are laws that
impose certain obligations on him to enforce immigration law, and that those laws should change. I
would be very open to trying to figure out ways to change the law, even if we dont get to comprehensive
immigration reform to provide more leeway and more discretion for the executive branch, she said. (Elise
Foley, Hillary Clinton: Unaccompanied Minors Should Be Sent Back, The Huffington Post, 6/18/14)

In July 2014, Clinton Said She Would Deport Children That Dont Have A Legitimate Claim
For Asylum
In July 2014, Clinton Told Fusions Jorge Ramos That She Would Deport Children That Dont Have
A Legitimate Claim For Asylum Or Some Kind Of Family Connection. FUSIONS JORGE RAMOS: So
you dont think we should send them back. CLINTON: Some of them should be sent back. RAMOS: Just
because your child gets across the border, that doesnt mean the child gets to stay? CLINTON: Yeah, but
thats what I meant. Just because a child gets across the border, what category does that child end up in?
RAMOS: Who would you deport? CLINTON: Whoever was in the category of where they dont have a
legitimate claim for asylum, where they dont have some kind of family connection. Those children should
be returned to their families and the families. (Hillary Clinton, Fusions America With Jorge Ramos, 7/25/14)

Home, Clinton Said, Well, You Know We Send Kids Back All The Time. FUSIONS JORGE RAMOS:
Should we change that 2008 law for quick deportations? CLINTON: No. I dont agree we should change
the law, no. I think thats why Im advocating an appropriate procedure well-funded by the Congress,
which theyre resisting doing, so that we can make individual decisions. You know, there may be some
kids who would definitely face terrible danger if they returned. RAMOS: I met some of them at the
border and they said they would be killed if you send them back. CLINTON: Well, you know we send
kids back all the time. (Hillary Clinton, Fusions America With Jorge Ramos, 7/29/14)

Many Found Clintons Comment From 2014 To Be A Horrifying Sentiment

Many Found Clintons Comment To Be A Horrifying Sentiment, Since Many Young People Were
Fleeing Violence In Their Home Countries And Were Coming To The US To Claim Asylum. To
many, this was, and still is, a horrifying sentiment. Many of these people were fleeing violence in their
home countries and were coming to the US to claim asylum. As dangerous as the journey was, theyd
decided it was a better choice than staying where they were. And Clinton in an argument that a lot of
Democrats and Republicans picked up on was saying that the US should make an example out of
people here now, to send a message to people who might come in the future. (Dara Lind, Hillary Clinton Is Still Trying
To Get Spanish Media To Forget What She Said Last Year, Vox, 8/18/15)

Even Though Clinton Has Supported Deporting Migrant Children, She Criticized Obama As
Being Too Harsh And Aggressive On Deportations
BuzzFeed Headline: Hillary Clinton: We Need To Be Less Harsh And Aggressive On Deportations
Than Obama Administration (Adrian Carrasquillo, Hillary Clinton: We Need To Be Less Harsh And Aggressive On Deportations Than
Obama Administration, BuzzFeed, 10/5/15)

In An October 2015 Interview With Telemundo, Clinton Praised Obamas Executive Action, But
Noted That She Will Look For Every Legal Way I Can Find To Make Sure That We Dont Intimidate
And Terrify Hard Working Immigration Families By Deportation. TELEMUNDOS MARIA CELESTE
ARRARAS: Some may argue that President Obama did as much as he legally could with the executive
action, and that those executive actions are still in the courts-- and that you may have to do some legal
homework in order to do more than he did to justify doing more. What do you say to them? CLINTON:
Well, it has to be legal. There is no doubt about that. And I am a strong supporter of what the
president did because it was legal. It was necessary. It was important. And I believe it was rooted in the
presidential authority that he relied on. But even within existing immigration law, there are provisions
for trying to determine who can stay in the country, to try to change the deportation rules and
regulations. Thats within existing authority within the executive branch. Im gonna look for every legal
way I can find to make sure that we dont intimidate and terrify hard working immigration families.
That they know that they will not have to worry about a knock on the door or a raid on their workplace,
because I just dont think thats the right thing to do. (Hillary Clinton, Telemundos Al Rojo Vivo, 10/5/15)
Clinton Said The Obama Administration Interpreted And Enforced Deportation Laws Very
Aggressively, And As President, She Would Go Back To Being Much Less Harsh. TELEMUNDOS
MARIA CELESTE ARRARAS: You dont think that President Obama has done that? Because theres a lot
of emphasis and a lot of interest in your concept of doing further than he did. CLINTON: Right. I think
hes done a lot. But I also think because the deportation laws were interpreted and enforced, you know,
very aggressively, during the last six and a half years, which I think his Administration did in part to try
to get Republicans to support comprehensive immigration reform. It was part of a strategy. I think that
strategy is no longer workable. So therefore I think we have to go back to being a much less harsh and
aggressive-- enforcer. We need to, of course, take care of felons and violent people. I mean, that goes
without saying. (Hillary Clinton, Telemundos Al Rojo Vivo, 10/5/15)
Clinton Faulted President Obama For His Strict Enforcement Of Deportation Laws. Hillary
Clinton faulted her former boss, President Barack Obama, for his strict enforcement of deportation laws
in a Telemundo interview that aired Monday. She said as president she would be much less harsh. (Dan
Merica, Clinton Faults Obama For Strict Deportation, CNN, 10/5/15)

Clinton Also Said That Felons And Violent People Still Need To Be Dealt With, But She Will Not
Be Breaking Up Families. While Clinton said felons and violent people still need to be dealt with, she
said she has met the wives and children of people who were deported over minor offenses. She reiterated
her call for comprehensive immigration reform and a path to citizenship, but said, In the meantime, Im
not gonna be breaking up families. And I think that is one of the differences, she continued. But I totally
understand why the Obama administration did what they did under the circumstances. But I think
weve learned that the Republicans, at least the current crop, are just not acting in good faith. (Adrian
Carrasquillo, Hillary Clinton: We Need To Be Less Harsh And Aggressive On Deportations Than Obama Administration, BuzzFeed, 10/5/15)

Clinton Has Now Come Out Against Deporting Children And Their Families, Putting Her To
The Left Of Obama
In The March Democratic Debate, Clinton Said She Will Not Deport Children Or Their Family
Members. FUSIONS JORGE RAMOS: But again, yes or no, can you promise tonight that you won't deport
children, children who are already here? CLINTON: I will not deport children. I would not deport
children. I do not want to deport family members, either, Jorge. (Univision Democratic Debate, Miami, FL, 3/9/16)
Clinton Has Promised To Stop Deportations Of Almost Everyone, Aside From Violent Criminals Or
Terrorists. Clinton also has been mildly critical of Obamas deportation program, promising to stop
deportations of almost everyone, aside from violent criminals or terrorists. (Anne Gearan and Paul Kane, Clintons Top
Priorities: Gun Control And Immigration Reform. Could She Deliver On Either? The Washington Post, 5/2/16)

Clinton Has Vowed To Close Detention Centers. Hillary believes we should end family detention for
parents and children who arrive at our border in desperate situations. We have alternatives to detention

for those who pose no flight or public safety risk, such as supervised release, that have proved effective
and cost a fraction of what it takes to keep families in detention.(Hillary For America, Accessed 6/22/16)
Clintons Policy Could Be Called Open Borders, Except Its Messier. Its More Like A Free-For-All.
I would not deport children, she said at a debate in March, after proposing the exact opposite in late
2014. I do not want to deport family members, either. In short, under Clintons policy, if you manage to
sneak across the border illegally and make it into a city, you wont be removed. You could call that open
borders, except its messier. Its more like a free-for-all. (T.A Frank, The One Issue That Could Destroy Hillary Clinton, Vanity
Fair, 5/17/16)

A Clinton White House Would Greatly Expand Who Could Avoid Deportation. Clinton has said she
wants to limit deportations to violent criminals, not deport children and end raids and round-ups and
go further than Obama for DREAMers and their parents if legally possible. That greatly expands who
could avoid deportation in a Clinton White House. (Amy Sherman, Donald Trump Says Hillary Clinton Would Create Totally Open
Borders, Politifact, 6/22/16)
CNNs Victor Blackwell: Clintons Position On Deportations Puts Her To The Left Of Obama. CNNS
VICTOR BLACKWELL: He's not there alone. Maria, let me bring you in here too. I mean, two weeks ago --
a little more than two weeks ago I guess, Hillary Clinton pledged that she would not deport any illegal
immigrants except violent criminals and terrorists. I mean, this is an obvious break from President
Obama's approach. This is one of the few areas on which (INAUDIBLE) the few issues on which Secretary
Clinton is to the left of the president. (CNNs New Day, 3/20/16)

Clintons Vow To Deport Less People Comes As The Obama Administration Is Deporting Less

Numbers From ICE Suggest 5,000 Less People Will Be Deported In FY 2016 Than Were Deported
In 2015; The Lowest Number Since 2006. Immigrations and Customs Enforcement (ICE) figures from
June suggest 230,000 people could be removed or returned from the country by the end of the fiscal year
next month, slightly fewer than the 235,413 deported in 2015. That was the lowest number since 2006.
(Rafael Bernal, Deportations Under Obama Could Hit 10-Year Low, The Hill, 8/31/16)
In 2012, Removals Peaked At 409,849. In 2012, removals under the Obama administration peaked,
with Immigration and Customs Enforcement reporting that 409,849 people were sent back to their home
countries. (Rafael Bernal, Deportations Under Obama Could Hit 10-Year Low, The Hill, 8/31/16)
Deportations Are Running Well Below The Pace Of 2014 And 2013. Deportations peaked in fiscal
year 2012, and have declined in each of the three years since then, dropping to 235,413 in fiscal year
2015. The decline in deportations mirrors a drop in apprehensions along the southwest border with
Mexico. According to U.S. Customs and Border Protection, apprehensions so far this year are running
slightly ahead of 2015, but well below the pace of the two previous years. (Scott Horsley, 5 Things To Know About

Doubling Down On Health Care For Illegal Immigrants

Clinton Argued That Illegal Immigrants Should Be Eligible For Obamacare
At The October 13, 2015 Democrat Primary Debate, Clinton Said That She Wants To Let
Immigrants Buy Into The ObamaCare Exchanges And It Needs To Be Part Of Comprehensive
Immigration Reform When We Finally Do Get To It. CNNS JUAN CARLOS LOPEZ: Secretary Clinton,
Governor OMalley wants to open up ObamaCare to millions of undocumented immigrants and their
children, including almost 90,000 people right here in Nevada. Do you? CLINTON: Well first of all, I

want to make sure every child gets health care, thats why I helped to create the Childrens Health
Insurance Program and I want to support states that are expanding health care and including
undocumented children and others. I want to open up the opportunity for immigrants to be able to buy in
to the exchanges under the Affordable Care Act. I think to go beyond that, as I understand what Governor
OMalley has recommended, so that they would get the same subsidies, I think that raises so many issues,
it would be very difficult to administer. It needs to be part of comprehensive immigration reform when
we finally do get to it. (CNN Democrat Primary Debate, Las Vegas, NV, 10/13/15)

CLINTONS 1993 PLAN REQUIRED EMPLOYERS TO COVER ILLEGAL IMMIGRANTS

Clintons Healthcare Plan Required Employers To Cover Employees Regardless Of
Immigration Status
Clintons 1993 Healthcare Plan Required Employers To All Employees Regardless Of Immigration
Status. Undocumented persons are not eligible for guaranteed health benefits. However, employers are
required to pay health insurance premiums for all of their employees, regardless of immigration status.
(Clintons Health Plan: Excerpts From Final Draft Of Health Care Overhaul Proposal, The New York Times, 9/11/93)

Clintons Plan Also Granted Illegal Immigrants Protection From Deportation By Preventing
Insurers From Sharing Information With The Immigration And Naturalization Service. The
plan does require employers to provide insurance for all their employees, whether they are here
illegally or not. So it is conceivable that some undocumented workers would be covered. At the
same time, the plan would protect these workers against deportation by preventing insurers from
sharing information with the Immigration and Naturalization Service. (Sheryl Stolberg and Edwin Chen, Illegal
Immigrant Health Policy Told, Los Angeles Times, 9/20/93)

Immigration And Naturalization Service (INS) Closed In 2003 And Its Duties Were Split
Among Three Agencies: U.S. Citizens And Immigration Services, U.S. Immigration And
Customs Enforcement, And U.S. Customs And Border Protection. After all, the Immigration
and Naturalization Service (INS) has not existed since March 1, 2003. On that date, most INS
functions were transferred from the Department of Justice to three new components within the
newly formed Department of Homeland Security. USCIS is one of those three components. U.S.
Immigration and Customs Enforcement (ICE) and U.S. Customs and Border Protection (CBP) are
the other two. (Did You Know? The INS Is No Longer In Existence, USCIS Blog, 4/13/11)

Harsh Rhetoric Toward Illegal Immigrants

Clinton Claims Shes Historically Not Used Term Illegal Immigrant
Clinton Claims Shes Historically Not Used Term Illegal Immigrant. FUSIONS JORGE RAMOS: So
first question, would you commit right now to not use the term illegal or illegals when referring to
undocumented immigrants. CLINTON: Oh yeah. You know, that was a poor choice of words and
obviously, historically, I havent used it since and wont use it in the future. (Hillary Clinton, Remarks At Black And
Brown Forum, 1/11/16)

presidential campaigns. Mr. Vargas asked Mrs. Clinton if she would stop using the term. Yes, I will, Mrs.

In Reality, Clinton Has Used The Term Illegal Immigrants Throughout Her Political Career
In October 2015, Clinton Boasted That She Voted Numerous Times When I Was A Senator To

Have To Stop Employing Illegal Immigrants. CLINTON: Weve got to do several things and I am, you

because of the individual story but certainly weve got to do more at our borders. And people have to stop
employing illegal immigrants. Come up to Westchester, go to Suffolk and Nassau counties, stand in the

Inconsistency On Drivers Licenses For Illegal Immigrants

CLINTON NOW FAVORS DRIVERS LICENSES FOR ILLEGAL IMMIGRANTS
As A 2016 Presidential Candidate, Clinton Says She Supports Giving Drivers Licenses To
Illegal Immigrants
In April 2015, Clinton Spoke Out In Favor Of Providing Drivers Licenses To Illegal Immigrants,
Which Her Campaign Called Consistent With Her Support For The Presidents Executive Action.
Democratic presidential candidate Hillary Clinton on Thursday spoke out in favor of giving drivers
licenses to undocumented immigrants, taking a firm stance on an issue that hurt her during the 2008
election after she seemed intentionally vague on her position. Hillary supports state policies to provide
drivers licenses to undocumented immigrants. This is consistent with her support for the presidents
executive action, a Clinton campaign spokesperson told The Washington Post Thursday. (Jose DelReal, This
Time, Hillary Clinton Supports Giving Drivers Licenses To Undocumented Immigrants, The Washington Post, 4/16/15)

Clintons Support For Drivers Licenses For Illegal Immigrants Is A Switch From Her Muddled
Position In 2008. In her first week as a presidential candidate, Mrs. Clinton twice came out with proimmigration stances. First, a spokesman issued a clear statement saying she supports state efforts to give
drivers licenses to people in the U.S. illegally, a switch from her muddled position in 2008. And on Friday,
she tweeted her support for Mr. Obamas executive action on immigration, which is being challenged in
federal court. On Friday, an appeals court heard arguments. (Laura Meckler, Immigration Debate Very Much Alive On
Campaign Trail, The Wall Street Journal, 4/18/15)

IN 2008, HOWEVER, CLINTON FUMBLED ON THE ISSUE, CAUSING PROBLEMS FOR

HER CANDIDACY
When New York Gov. Eliot Spitzers Plan To Give Drivers Licenses To Illegal Immigrants Was
Announced In September 2007, Clinton Dodged The Issue
In September 2007, Clintons Office Ignored Messages Asking Where She Stood On Gov. Eliot
Spitzers (D-NY) Plan To Give Illegal Immigrants Drivers Licenses. New Yorks governor announced
yesterday that illegal aliens will soon be able to get state drivers licenses, drawing a strong rebuke from
families of victims of the September 11 terrorist attacks who said he is opening a window to another
attack The issue is also bound to get caught up in presidential politics, with two New Yorkers, Sen.
Hillary Rodham Clinton, a Democrat, and former New York Mayor Rudolph W. Giuliani, a Republican,
running for their parties nominations. Neither candidates office returned messages yesterday asking
where they stood on the new plan. (Stephen Dinan, N.Y. To Allow Illegals To Drive, The Washington Times, 9/22/07)

New York Post: Clinton Had No Comment On Spitzers Proposal Despite Repeated Calls To
Her Office. Even as Gov. Spitzer has been widely criticized for his plan to allow illegal aliens to
obtain drivers licenses, many of his fellow top Democrats have refused to throw him a lifeline.
Sens. Hillary Rodham Clinton and Charles Schumer had no comment on the controversial measure,
despite repeated calls to their offices. (Kenneth Lovett, Eliot Alien-Ates Top Dems, New York Post, 10/1/07)

In October 2007, Clinton Told A New Hampshire Newspaper That Spitzers Plan Makes A Lot
Of Sense
In October 2007, Clinton Told The Nashua Telegraphs Editorial Board That She Thought Spitzers
Plan Makes A Lot Of Sense. CLINTON: I think its important to bring everybody out of the shadows.
To do the background checks. To deport those who have outstanding warrants or have committed crimes
in the United States, and then to say to those who wish to stay here, you have to pay back taxes, you have
to pay a fine, you have to learn English, and you have to wait in line. And I hate to see any state being
pushed to try to take this into their own hands, because the federal government has failed. So I know
exactly what Governor Spitzers trying to do and it makes a lot of sense, because hes trying to get people
out of the shadows. Hes trying to say, O.K., come forward and we will give you this license. (Nicholas
Confessore, Clinton Takes Stand On Drivers License Issue (Sort Of), The New York Times City Room Blog, 10/18/07)

Weeks Later, Clinton Famously Contradicted Herself When Asked If She Supported Spitzers
Plan During A Primary Debate
In October 2007, Clinton Did Not Refute An Assertion By NBCs Tim Russert That She Supported
Governor Spitzers (D-NY) Plan To Give Illegal Immigrants A Drivers License. NBCS TIM RUSSERT:
Senator Clinton, Governor of New York Eliot Spitzer has proposed giving drivers licenses to illegal
immigrants. You told the Nashua, New Hampshire editorial board it makes a lot of sense. Why does it
make a lot of sense to give an illegal immigrant a drivers license? CLINTON: Well, what Governor
Spitzer is trying to do is fill the vacuum left by the failure of this administration to bring about
comprehensive immigration reform. We know in New York we have several million at any one time who
are in New York illegally. They are undocumented workers. They are driving on our roads. The possibility
of them having an accident that harms themselves or others is just a matter of the odds. Its probability.
So what Governor Spitzer is trying to do is to fill the vacuum. I believe we need to get back to
comprehensive immigration reform because no state, no matter how well-intentioned, can fill this gap.
There needs to be federal action on immigration reform. (Sen. Hillary Clinton, 2008 Democratic Primary Presidential Debate,
Philadelphia, PA, 10/30/07)

Just Moments Later, Clinton Said I Just Want To Add, I Did Not Say That [Giving Illegal Immigrants
A Drivers License] Should Be Done, But I Certainly Recognize Why Governor Spitzer Is Trying To
Do It. NBCS TIM RUSSERT: Does anyone here believe an illegal immigrant should not have a drivers

license? CLINTON: I just want to add, I did not say that it should be done, but I certainly recognize
why Governor Spitzer is trying to do it. And we have failed SEN. CHRIS DODD (D-CT): Wait a minute.
No, no, no. You said yes, you thought it made sense to do it. CLINTON: No, I didnt, Chris. But the point is,
what are we going to do with all these illegal immigrants who are (inaudible)? (Sen. Hillary Clinton, 2008 Democratic
Primary Presidential Debate, Philadelphia, PA, 10/30/07)

After Clintons Flip-Flop, Russert Directly Asked Her If She Supported Spitzers Proposal And
Clinton Dodged The Question. NBCS TIM RUSSERT: Senator Clinton, I just want to make sure what I
heard. Do you, the New York Senator Hillary Clinton, support the New York governors plan to give illegal
immigrants a drivers license? You told the Nashua, New Hampshire, paper it made a lot of sense. Do you
support his plan? CLINTON: You know, Tim, this is where everybody plays gotcha. It makes a lot of
sense. What is the governor supposed to do? He is dealing with a serious problem. We have failed, and
George Bush has failed. Do I think this is the best thing for any governor to do? No. But do I understand
the sense of real desperation, trying to get a handle on this? Remember, in New York we want to know
whos in New York. We want people to come out of the shadows. Hes making an honest effort to do it. We
should have passed immigration reform. (Sen. Hillary Clinton, 2008 Democratic Primary Presidential Debate, Philadelphia, PA,
10/30/07)

Clintons Inability To Provide A Straightforward Response Was Immediately Met With

Criticism From Her Democratic Opponents
Obama: I Cant Tell Whether She Was For It Or Against It Part Of Leadership Is Not Just Looking
Backwards And Seeing Whats Popular Or Trying To Gauge Popular Sentiment. OBAMA: Well, I
was confused on Senator Clintons answer. I cant tell whether she was for it or against it, and I do think
that is important. You know, one of the things that we have to do in this country is to be honest about the
challenges that we face. Immigration is a difficult issue. But part of leadership is not just looking
backwards and seeing whats popular, or trying to gauge popular sentiment. Its about setting a direction
for the country, and thats what I intend to do as president. (Sen. Hillary Clinton, 2008 Democratic Primary Presidential Debate,
Philadelphia, PA, 10/30/07)
Former Sen. John Edwards (D-NC): Senator Clinton Said Two Different Things In The Course Of
About Two Minutes Just A Few Minutes Ago, And I Think This A Real Issue For The Country.
FORMER SENATOR JOHN EDWARDS (D-NC): I want to add something that Chris Dodd just said a minute
ago, because I dont want it to go unnoticed. Unless I missed something, Senator Clinton said two different
things in the course of about two minutes just a few minutes ago, and I think this is a real issue for the
country. I mean, America is looking for a president who will say the same thing, who will be consistent,
who will be straight with them. Because what weve had for seven years is double-talk from Bush and
from Cheney, and I think America deserves us to be straight. (Sen. John Edwards, 2008 Democratic Primary Presidential
Debate, Philadelphia, PA, 10/30/07)
Former Sen. Chris Dodd (D-CT): Wait A Minute. No, No, No. You Said Yes, You Thought It Made
Sense To Do It. (Sen. Chris Dodd, 2008 Democratic Primary Presidential Debate, Philadelphia, PA, 10/30/07)
Clintons Opponents Got Tremendous Mileage Out Of Her Muddled Responses. It seems likely
that the issue, as well as Mrs. Clintons earlier, seemingly contradictory responses, will come up at the
debate despite todays statement. And it seems unlikely that her rivals, who have gotten tremendous
mileage out of her responses, will drop the line of attack that it opened up for them that she does not
give straightforward answers. (Katharine Q. Seelye, Clinton Now Against Licenses For Illegal Immigrants, The New York Times, 11/14/07)

Over The Next Week, Clinton Contradicted Herself Again

On November 5, 2007, Clinton Told Reporters That She Broadly Supports What Governors Like
Eliot Spitzer Are Trying To Do. Asked by reporters Sunday why its taken so long for clarification
Clinton admitted she wasnt as clear as [she] should have been but added, I broadly support what
governors like Elliot Spitzer are trying to do. (Chris Welch, Clinton Broadly Supports States Efforts To License Illegals, CNNs
Political Ticker Blog, 11/5/07)

The Very Next Day, Clinton Said She Did Not Support Giving Drivers Licenses To Illegal Immigrants
Even In The Absence Of Comprehensive Reform. CNNS CANDY CROWLEY: If I wrote a story that
said: Absent a broad illegal immigration bill, Hillary Clinton agrees about giving drivers licenses to illegal
immigrants, is that correct? CLINTON: No. What I have said is that I support what governors are trying
to do. And governors are on the front lines because of the failures to get comprehensive immigration
reform. (CNNs The Situation Room, 11/6/07)
But Clinton Then Said Giving Illegal Immigrants Drivers Licenses Could Be A Good Idea
Depending On The State. CROWLEY: So its I know its not a yes or no question to you but youve had
some time here and the problem is that people cant quite get a hold of is for a governor at this time, do
you think its a good idea for them to offer drivers licenses to illegal immigrants? CLINTON: It depends
upon what state theyre in. It depends upon what they think the risks are. (Ben Smith, Clinton Hedges On Licenses,
Again, Politicos Ben Smith Blog, 11/6/07)

CNNs Candy Crowley Said Clintons Answers Showed Why People Thought Clinton Was Not
Answering The Question. CLINTON: There are already eight states that issues drivers licenses
without any verification of citizenship. That is a decision that the governors and legislatures and the
people of those states have made. I understandCNNS CANDY CROWLEY: But you see why people think
CLINTON: Well, but you know, Candy CROWLEY: that you are not answering the question. (CNNs
The Situation Room, 11/6/07)

Only After Spitzer Dropped His Proposal Did Clinton State That She Did Not Support Giving
Drivers Licenses To Illegal Immigrants
A Week Later, Spitzer Removed His Proposal And Clinton Finally Articulated A Position On The
Issue, Bluntly Stating That She Opposed Drivers Licenses For Illegal Immigrants. Senator Hillary
Clinton has come out firmly against giving drivers licenses to illegal immigrants, one day before a debate
against her fellow Democrats, who have put her on the defensive on the issue. Her campaign issued a
statement saying that she supported Gov. Eliot Spitzers decision today to drop his plan for such licenses.
I support Governor Spitzers decision today to withdraw his proposal, she said in the statement. As
president, I will not support drivers licenses for undocumented people and will press for comprehensive
immigration reform that deals with all of the issues around illegal immigration, including border security
and fixing our broken system. (Katharine Q. Seelye, Clinton Now Against Licenses For Illegal Immigrants, The New York Times, 11/14/07)

Clintons Vague And Contradictory Answer On Drivers Licenses In 2007 Was Roundly
Criticized
Clintons Flip-Flop On The Issue Remind[ed] Folks Of A Clinton White House That Specialized In
Double-Talk And Dissembling. Norman Hsu made donations to many Democrats, but it was Mrs.
Clintons cache that dominated the headlines, thanks to the 1990s fund-raising scandals. What campaign
hasnt planted a question? Yet catching Mrs. Clinton in the act revived the stereotype of a calculating
lawyer from Arkansas. Flubbing one policy question among hundreds (on immigrant drivers licenses)
shouldnt be a big deal. But it reminds folks of a Clinton White House that specialized in double-talk and
dissembling. (Kimberly Strassel, Mrs. Clintons Real Campaign Weakness, Real Clear Politics, 11/23/07)
Clintons Vague And Contradictory Answer On The Issue Of Drivers Licenses Was One That
Doomed Her 2008 Bid For The Democratic Nomination. Hillary supports state policies to provide
drivers licenses to undocumented immigrants. This is consistent with her support for the presidents
executive action, a Clinton campaign spokesperson told The Washington Post Thursday. The Huffington
Post first reported on Clintons position Thursday. The statement -- simple and straightforward as it is --
is the latest example of Clintons effort to avoid the pitfalls that doomed her 2008 bid for the Democratic
nomination. During that election, she came under fire from her opponents for giving a vague and
contradictory answer about her position during a primary debate. (Jose DelReal, This Time, Hillary Clinton Supports Giving
Drivers Licenses To Undocumented Immigrants, The Washington Post, 4/16/15)

550% Increase In Syrian Refugees

The Obama Administration Called For A Dramatic Increase In The Refugee Admissions
Ceiling In 2016 And 2017
Obama Increased The Refugee Admissions Ceiling By 15,000 For FY 2016 To 85,000. Every year,
the president and Congress set the annual refugee admissions ceiling and allocations by region of origin.
In response to the growing humanitarian crisis in the Middle East, the Obama administration increased
the refugee admissions ceiling for FY 2016 to 85,000, up 15,000 from the 70,000 in 2015, with 10,000
specifically designated for Syrians. (Frequently Requested Statistics On Immigrants And Immigration In The United States, Migration
Policy Institute, 4/14/16)

Syrians Seeking Asylum See The Highest Rate Of Approval With An 80 Percent Acceptance Rate.
According to USCIS data, Syrians have a high approval rate for asylum about 80 percent in fiscal 2013
and 2014. (Sean Lyngaas, Syrian Asylum-Seekers Face Long Waits In Backlogged U.S. System, The Washington Post, 6/13/15)
In September, The Obama Administration Said It Plans To Increase The Refugee Admission Ceiling
To 110,000. President Barack Obama plans to admit 110,000 refugees from around the world to the
United States over the next year a figure that is 10,000 above his original goal and which immediately
set off howls of protest from some Republicans. (Nahal Toosi, Obamas New Refugee Goal Sets Off GOP Fury, Politico, 9/13/16)
The New Figure Is Expected To Include A Substantial Number Of Syrian Refugees. The 110,000
figure is expected to include a substantial number of Syrian refugees, whose admission to the U.S. has
sparked debate in the presidential race. Republican nominee Donald Trump wants to bar Syrian refugees
completely, alleging that terrorists could be hiding among them. (Nahal Toosi, Obamas New Refugee Goal Sets Off GOP
Fury, Politico, 9/13/16)

Terrorism Is On The Rise And Government Officials Have Warned Of Inaccuracies In The
Vetting Process And The Potential Dangers Of The Refugee Program
This Year Has Seen An Accelerating Pattern Of Attacks Linked To ISIS This year has seen an
accelerating pattern of attacks linked to ISIS in Europe and beyond -- from Turkey to Bangladesh, the
United States to Indonesia. According to the group IntelCenter, which tracks acts of terrorism, there has
been a significant attack directed or inspired by ISIS every 84 hours since June 8 in cities outside the war
zones in Iraq, Syria, Sinai in Egypt and Libya. CNN's own tracking of attacks supports that conclusion. (Tim
Lister, 'One ISIS Attack Every 84 hours' Spurs Dread And Anger In Europe, CNN, 7/31/16)
Government Leaders Have Acknowledged The System Is Far From Perfect. Even so, government
leaders have acknowledged the system is far from perfect. (Stephanie Condon, What Is The Syrian Refugee Vetting Process,
CBS News, 11/17/15)

FBI Director James Comey: We Can Query Our Database Until The Cows Come Home, But There
Will Be Nothing Show Up Because We Have No Record Of Them. FBI Director James Comey hit on
the issue at a congressional hearing last month, when he told lawmakers, If someone has never made a
ripple in the pond in Syria in a way that would get their identity or their interest reflected in our
database, we can query our database until the cows come home, but there will be nothing show up
because we have no record of them. This particularly comes into play when trying to evaluate an
applicant's criminal history. (Laura Koran, How Do Syrian Refugees Get Into The U.S? Explaining The Process, CNN, 11/17/15)
Comey Confirmed There Were Gaps In Vetting Syrian Refugees And That Refugees Present A
Risk. Last month, FBI Director James Comey told Senate lawmakers that gaps remained in the U.S.'s
ability to screen the refugees, because of a lack of intelligence on the ground in Syria. There is risk
associated of bringing anybody in from the outside, but specifically from a conflict zone like that, Comey
said. (Julian Hattem, Ex-House Intelligence Chairman: Refugees Cant Be Fully Vetted, The Hill, 11/15/15)

Attorney General Loretta Lynch: Certainly There Are Challenges To The Vetting Process. On
Tuesday, Attorney General Loretta Lynch acknowledged to the same House committee that certainly
there are challenges to this process." (Stephanie Condon, What Is The Syrian Refugee Vetting Process, CBS News, 11/17/15)
Director Of National Intelligence James Clapper: I Dont Put It Past The Likes Of ISIL To Infiltrate
Operatives Among These Refugees. I dont, obviously, put it past the likes of ISIL to infiltrate
operatives among these refugees, so thats a huge concern of ours, Director of National Intelligence James
Clapper said at a security industry conference in September, using another name for the Islamic State. He
added that the government has a pretty aggressive program for screening refugees but that he is less
confident about European nations. (Jerry Markon, Senior Obama Officials Have Warned Of Challenges In Screening Refugees From Syria,
The Washington Post, 11/17/15)

Despite The Threat That Accompanies Accepting More Syrian Refugees, Clinton Advocates
For Increasing The Syrian Refugee Admission Ceiling
Clinton Has Dismissed Trumps Concern About The Potential Of Terrorists Infiltrating The U.S.
By Posing As Syrian Refugees. Clinton also dismissed the presumptive Republican nominee's concern
about the potential of terrorists infiltrating the U.S. by posing as Syrian refugees. I would not shortcircuit the vetting process, Clinton said. If we are talking about women, children, orphans who are
fleeing horrific violence, that's a different category than young men or people who have some record that
could be ferreted out as some concern. (Sophie Tatum, France Attack Highlights Differences In Trump, Clinton Terror Responses, CNN,
7/15/14)
When Asked About Obamas Plan To Increase The Number Of Syrian Refugees Admitted To The
U.S. To 10,000, Clinton Said She Thought We Needed To Go Even Further And Accept 65,000
Refugees. During a Sept. 20 appearance on CBS' Face the Nation, Clinton was asked if President Barack
Obama's plan to increase the number allowed into the United States to 10,000 was enough. (The United
States had accepted about 2,000 in 2015.) Look, were facing the worst refugee crisis since the end of
World War II, and I think the United States has to do more, and I would like to see us move from what is a
good start with 10,000 to 65,000 and begin immediately to put into place the mechanisms for vetting the
people that we would take in, Clinton said. (C. Eugene Emery Jr. Donald Trump Says Hillary Clinton Wants To Let 500 Percent More
Syrians Into The U.S., Politifact, 6/13/16)

This Number Represents A 550 Percent Increase From The Levels Obama Planned To
Accept. Trump said Clinton plans to massively increase admissions (of Middle East
refugees)including a 500 percent increase in Syrian refugees coming into our country. Clinton
has, in fact, said that in response to the refugee crisis she would raise Obama's limit of 10,000 to
65,000. That's 550 percent more, a bit higher than what Trump said. (C. Eugene Emery Jr. Donald Trump Says
Hillary Clinton Wants To Let 500 Percent More Syrians Into The U.S., Politifact, 6/13/16)

According To An Analysis By The Senate Subcommittee On Immigration And The National

Interest, Clintons Proposal Could To Cost Up To $403 Billion In Lifetime Costs. Hillary Clintons
proposal to accept an additional 65,000 Syrian refugees annually could potentially cost $403 billion in
lifetime costs if implemented all four years in a hypothetical first term. Thats according to a new analysis
released Monday by the Senate subcommittee on Immigration and the National Interest. (Alex Pfeiffer, Hillarys
Refugee Proposal Would Run Taxpayers $400 Billion, The Daily Caller, 6/27/16)

Unlike Clinton, A Majority Of Americans Oppose Accepting Refugees

Following The Paris Attacks, A Bloomberg Poll Found That 53% Of Americans Did Not Want To
Accept Refugees At All. The U.S. public has seldom approved of welcoming large numbers refugees. In
the aftermath of the November 2015 Islamic State attacks in Paris, 53% of Americans said they didnt
want to accept any Syrian refugees at all, and an additional 11% said they would accept only Christian
refugees from Syria, according to a Bloomberg Politics poll. A look back at U.S. public opinion from
previous decades shows that Americans have consistently opposed admitting large numbers of

foreigners fleeing war and oppression, regardless of official government policy. (Key Facts About The Worlds
Refugees, Pew Research, 6/20/16)

One Of The Biggest Fears Is That As The U.S. Takes In Syrian Fleeing Violence In Their Country,
Some Members Of ISIS Will Sneak In Disguised As Refugees. The question of how to fight terrorism
has quickly become one of the most dominant topics of the 2016 presidential race in the wake of the
Nov. 13 Paris attacks which terrorist group ISIS has claimed credit. One of the biggest fears is
that as the U.S. takes in Syrians fleeing violence in their country, some members of ISIS will sneak in
disguised as refugees. (Brent Johnson, Trump Says He Wants A Database For Syrian Refugees, Not All Muslims, NJ.com, 11/21/15)
A July Poll Conducted By The Associated Press Found That 69 Percent Of Republicans Support A
Temporary Ban On Muslim Immigration. An Associated Press-GfK poll conducted in early July
showed that 69 percent of Republicans say they favor the temporary ban on Muslim immigration. (Kevin
Freking and Alicia A. Caldwell, US Poised To Hit Obamas Target Of 10,000 Syrian Refugees, The Associated Press, 8/5/16)

Accusations Of Hispandering
Clintons Frequent Flip-Flops Have Not Gone Unnoticed And Have Resulted In Accusations
That She Is Pandering To Win Over Hispanic Voters
At A Campaign Event In Los Angeles On Cinco De Mayo, Clinton Was Faced With Protesters, Who
Focused On A Range Of Political Issues, Including Her Pandering To The Hispanic Community.
The protesters -- some of whom carried pro-Bernie Sanders signs -- spanned the spectrum in terms of
their key issues: Some were protesting Clinton's refusal so far to release her speaking engagement
transcripts and her ties to Wall Street, while others took issue with Clinton's "super-predator" remarks in
1994, and the crime bill her then-president husband signed that year. Others also headed to Clinton's
rally to protest her involvement in the 2009 Honduras coup, and to accuse her of pandering to the
Hispanic community. (Liz Kreutz, Hillary Clintons Cinco De Mayo LA Rally Anything But Festive Due To Protesters, ABC News, 5/6/16)
At The March Debate, Univisions Maria Salinas Confronted Clinton About Her Commitment To
Expand Obamas Executive Action, Asking Her If She Was Flip-Flopping Or Just Pandering To
Hispanics. During Wednesday nights Democratic debate, Univisions moderator Maria Salinas drew
laughter from the crowd when she pressed former Secretary of State Hillary Clinton cajoling Hispanics
with her extensive plan for immigration reform. Your immigration plan is that you would expand
President Obamas executive action and you would push for legislation that would push for legislation
that would include a path to citizenship for undocumented immigrants, Salinas said. So are you flipflopping on this issue or are you pandering to Latinoswhat some would call Hispandering. (Debate
Moderator Draws Laughter After Asking Clinton If Her Campaign Is Hispandering, Fox News Latino, 3/10/16)
Clinton Was Accused Of Pandering To Hispanics, Even By Some Latino Groups She Was Trying To
Woo, For Sitting Down With Young Undocumented Immigrants In 2015. Even before being asked
the question on Wednesday night, Clinton was accused of pandering, even by some Latino groups she was
trying to woo, for sitting down with young undocumented immigrants known as Dreamers in Nevada
earlier this year and pledging to, if elected president, give them broader protections and push for
comprehensive immigration reform. (Debate Moderator Draws Laughter After Asking Clinton If Her Campaign Is Hispandering, Fox
News Latino, 3/10/16)

In An Attempt To Reach Out To Hispanic Voters, The Clinton Campaign Released An Article Called
7 Ways Hillary Clinton Is Like Your Abuela; The Move Was Heavily Criticized And Led To Claims
That Clinton Was Pandering To Hispanic Voters. Hillary Clintons attempt at pandering to Hispanic
voters backfired on Tuesday. An article posted to the wealthy, 68-year-old white womans campaign
website entitled 7 ways Hillary Clinton is like your abuela led to the creation of the Twitter hashtags
#NotMiAbuela and #NotMyAbuela But many Hispanic Twitter users saw through the political ployFor
starters, they noted that Clinton doesnt speak Spanish. Others pointed out that Clinton has not worked in

the same kinds of jobs that many Hispanic grandmothers have had to work. (Chuck Ross, Clinton Accused Of
Pandering To Hispanic Voters With Abuela Claim, The Daily Caller, 12/22/15)

Syndicated National Columnist Ruben Navarrette: Clinton Must Stop Pandering To Latino Voters.
The problem isnt that Clinton panders to Latinos. The problem is that she hasnt done the work to learn
about the folks to whom shes pandering. These thoughtless gestures feel like day-old flowers picked up
at the last minute from a gas station on the way to a party. They paper over what she hasnt done to
address Latino concerns on immigration, education, health care, police violence, etc. (Ruben Navarrette, Clinton
Must Stop Pandering To Latino Voters, Indianapolis Star, 1/2/16)
The Wall Street Journal Linked Clintons Criticism Of Obamas Deportation Polices To Her Efforts
To Win Over Hispanic Voters. Mrs. Clinton has worked hard to win over Hispanic voters, an important
constituency in the Democratic Party, and by and large, she remains popular with this group. (Laura Meckler,
Hillary Clinton Calls Obamas Deportation Policies Too Harsh, The Wall Street Journal, 10/5/15)

Clintons Comments Reflected Her Campaigns Efforts To Ramp Up Its Engagement With The
Hispanic Community. As the campaign has launched Latinos for Hillary now during Hispanic Heritage
Month, it has sought to ramp up its engagement with the Hispanic community but is also focused on
mobilizing and speaking to Latinas, who are more likely to vote and bring their families to vote. (Adrian
Carrasquillo, Hillary Clinton: We Need To Be Less Harsh And Aggressive On Deportations Than Obama Administration, BuzzFeed, 10/5/15)
