1 Welcome
Welcome to the Faculty of Engineering. We hope that you will find your stay with us stimulating and
fruitful. In particular, we look forward to the days when you graduate, have a fulfilling career and further
contribute to the development of society and the Faculty.
We have prepared this guide so that you will be able to appreciate and follow the various administrative
procedures needed for effectively pursuing your studies here. It is essential that you read this entire
guidebook carefully and thoroughly. Any constructive feedback on the contents of this guidebook will
be most welcomed.
Please note that as rules and regulations within the University change from time to time to accommodate
new circumstances, the contents of this guidebook are therefore current only at the time of printing. If in
doubt, do consult other relevant publications or contact the NUS Engineering Office of Graduate
Programmes (OGP) for clarification.
2 Academic Calendar Structure
The academic year starts in August each year and comprises two semesters as follows:

3 Registration
All students must register as candidates of the University on admission.
Students either register as full-time or part-time candidates. Full-time candidates are not permitted to
be employed without permission from the University. Those found doing so may have their candidatures
terminated immediately.
No student may concurrently register for more than one degree or register as a candidate of the University
and of another university or Institution.
4 Student User-ID, NUSNET Password and Pin
Upon completing the Registration (Part One) process, students will have been given their new computer
account details [e.g. Student ID, Personal Identification Number (PIN), NUSNET ID and NUSNET
password ]. However, your new NUSNET account will only be activated 1 day after you have completed
all your registration formalities with NUS. Before you can access any NUS online services, e.g. NUS
Email, MyISIS and etc, you are required to first change your default NUSNET password at
https://exchange.nus.edu.sg by clicking on Change NUSNET Password. Please refer to
https://comcen.nus.edu.sg/get-started/ for a brief description on how to get started with your new
computer account.
Students should never disclose their password and PIN to anyone else as these are confidential
information.
Amongst other usage, the PIN can be used to access Examination Results via SMS as well as the NUS
web page at the end of each Semester. It can also be used to gain access into designated areas (e.g.:
Computer Clusters, Laboratories, etc.) after office hours. Students are NOT TO LOSE their PIN.
Students who have forgotten or have lost their PIN can retrieve it online from
https://myaces.nus.edu.sg/pinRetrieval/. If they have forgotten the login password, please refer to the
https://comcen.nus.edu.sg/services/mobile/nusnet-password-reset-via-mobile/ on how to reset your
password.
5 Graduate Registration Card (Student Card)
All newly registered MSc students will receive the Graduate Registration Card (Student Card) in their
registration package when they register with us. It is a very important form of identification as well as
for using NUS facilities such as the laboratories, libraries, computer clusters, and examinations.
If the Student Card is lost, students should report the loss using the online system link via NUS Student
Portal (Univesity eServices & Forms Report Lost Matric / Registration Card Online Lost Card
Management System) so that the respective University Offices are promptly notified to undertake the
required actions.
The following are the replacement fees (inclusive of Goods and Services Tax) with effect from 1 September 2012:
First replacement card - $30
Second replacement card - $80
Third and subsequent replacement cards - $200

6 NUS Integrated Student Information System Overview


The NUS Integrated Student Information System is a software system that consolidates NUS
Undergraduate, Graduate and Non-Graduating student systems into a single integrated system. NUS
Integrated Student Information System facilitates the integration of key activities from admission,
module registration, student financials and progression to graduation.

NUS Integrated Student Information System has a Student Center page which contains self-service
functions organized into 3 categories Academics, Finances and Personal Information. Here, students
have a single entry point to manage a wide range of student-related transactions.
In the Student Center, students are able to do the following:

View my student status letter
View transfer credit report
View unofficial transcript and exam results

View account summary (outstanding charges and posted payment)

Students will need their student USERID and NUSNET password to gain access to websites on
Handbook as well as Electronic copies of forms.
8 Library Facilities
The Student Card and PIN can be used at the libraries for borrowing of books. For newly registered
students, your account at the University Library will only be activated one week after your candidature
start date (i.e. one week after the semester commences).
If you encounter any problems, please contact the Users Services Section at the Central Library.
Information on NUS Libraries can be found in the website at http://www.lib.nus.edu.sg/ .
A copy of the Guide to NUS Libraries can be obtained from any of the NUS Libraries or via NUS
libraries website. Be sure to get a copy and read it, paying special attention to the section on Library
Rules and the copyright matters with respect to photocopying of library materials as spelt out in the full
set of Library Rules at: http://libportal.nus.edu.sg/frontend/web/libraryguides.
Students who lost their Student Card must be reported to the Library immediately. You can report this
in person at the Loans Desk at any of the NUS Libraries or email to Membership at clbfrm03@nus.edu.sg .
Students making payment for their replacement cards at the Student Service Centre, can use the payment
form, which has been machine-stamped when payment has been made as proof of payment, to obtain

loan services in the interim before they get their replacement card. Students making online payment for
replacement cards should produce the acknowledgment form, given by the system when payment is made
online, to obtain loan services in the interim too.
9 Computer Account and Facilities
Students can also use the Student Card to gain access to computer facilities, campus network, internet
and e-services. All students will have an e-mail account through NUS that will be their official point of
contact. Your User ID and NUSNET password will be activated after you complete full registration
formalities with NUS. However, you are required to change your default NUSNET password before you
can access any NUS online services. Please refer to section 4 for more details.
All communications by the University administration to students will be via the graduate student official
NUS email account. Students are required to check this email account regularly as such. If you are a
smartphone / tablet user, you may refer to https://comcen.nus.edu.sg/support/eguides/mobilemail/ for the
detailed guide on how to do the set up so as to access your NUSmail on the move. Students are also
expected to be aware of the latest notices/circulars that may be posted on the website for Graduate
Engineering students at http://www.gse.nus.edu.sg/current_students.html.
In addition, students are to make regular checks of their NUS email and Departments Notice board for
important announcements and information on changes in time-table, module registration, seminars etc.
Personal data files under the computer account of students who have graduated or whose candidature are
withdrawn/ terminated will be purged within a week after receiving notice from the University on their
conferment/ withdrawal/ termination. These students may do a backup of the files under their account
into their personal storage device, such as portable harddisk or CD-ROMs, within the week of notice.

Care (Tel. no. 6516 2080 or email: itcare@nus.edu.sg ) for queries on the use of computer facilities on
campus. Students may also walk-in to Level 1, Computer Centre Building for further assistance on
campus network or computer setup problems anytime between 8.30 am 6 pm (Mon Fri) or 8.30 am
1 pm (Sat). The Computer Centre is closed on Sun & Public Holidays. E-guides on email configuration,
NUS Wireless Network configuration, webvpn, anti-virus, etc are also available online at
https://comcen.nus.edu.sg/eguides/ .
10 Acceptance Record
As a condition of admission, students are required to complete the Acceptance Record in which they
expressly declare having read and agreed to the University policies, undertakings, and authorization
requirements which are in effect and as may be revised from time to time.
Policy / Undertaking / Authorisation
10.1 NUS Student Data Protection Policy
NUS takes responsibilities under the Personal Data Protection Act 2012 seriously. We also recognize the
importance of the personal data you have entrusted to us and believe that it is our responsibility to
properly manage, protect and process your personal data. This policy is designed to assist you in
understanding how we collect, use and/or disclose the personal data you have provided to us, as well as
to assist you in making an informed decision before providing us with any of your personal data. If you,
at any time, have any queries on this policy or any other queries in relation to how we may manage,
protect and process your personal data, please do not hesitate to contact our Data Protection Officer
at dpo@nus.edu.sg.
10.2 Code of Student Conduct
NUS students are expected to maintain and uphold the highest standards of integrity and honesty at all
times, as well as embrace community standards, diversity and mutual respect for one another, both within
the University and the wider Singapore community.

The Code of Student Conduct (published by the Office of Student Affairs at


http://www.nus.edu.sg/osa/coc) is intended to guide students' conduct in both the academic and nonacademic aspects of their University life by providing an overview of the behavior generally expected of
them as a member of the University community.
One of the fundamental principles on which this Code is based is that of "Academic, Professional, and
Personal Integrity".
In this respect, it is important to note that all students share the responsibility for upholding the academic
standards and reputation of the University. Academic honesty is a necessary condition in the pursuit and
acquisition of knowledge, and the University expects each student to uphold academic honesty.
Academic dishonesty is any misrepresentation with the intent to deceive, or failure to acknowledge the
source, or falsification of information, or inaccuracy of statements, or cheating at examinations/tests, or
inappropriate use of resources. There are many forms of academic dishonesty and plagiarism is one of
them. Plagiarism is generally defined as the practice of taking someone elses work or ideas and passing
them off as ones own (The New Oxford Dictionary of English). The University does not condone
plagiarism.
Students should adopt this rule - You have the obligation to make clear to the assessor which is your own
work, and which is the work of others. Otherwise, your assessor is entitled to assume that everything
being presented for assessment is being presented as entirely your own work. This is a minimum standard.
In addition, the following guidelines will provide some assistance.

When using the ideas, phrases, paragraphs and data of others in work presented for assessment,
such materials should be appropriately credited and acknowledged, so that it is clear that the
materials being presented is that of another person and not the students own.

The amount of detail required when referencing and acknowledging a source will vary
according to the type of work and norms of the discipline. For instance,

Supervised examinations will require less detail in referencing and acknowledgement.

Papers written other than under examination conditions will require a full citation of all
the sources utilised. While a particular style of citation is not prescribed, the citation
should provide enough information for the reader to locate the sources cited.

Research materials (including texts, graphics and data) obtained from the internet or other
electronic resources should be treated in the same way as research materials obtained from
traditional sources.

Any student found to have committed or aided and abetted the offence of plagiarism may be subject to
disciplinary action. In addition, the student may receive a reduced grade (possibly even zero mark) for
the relevant academic assignment, project, or thesis; and he/she may fail or be denied a grade for the
relevant subject or module. Any student caught plagiarizing will be required to retain the plagiarised
module as graded, and will not be allowed to exercise the S/U option for that module.
A student may not knowingly intend to plagiarise, but that should not be used as an excuse for
plagiarism. Students should seek clarification from their instructors or supervisors if they are unsure
whether or not they are plagiarising the work of another person. All students are also encouraged to:

compiled by the Centre for Development of Teaching and Learning (CDTL) on how to avoid
plagiarism;
use the service (http://cit.nus.edu.sg/plagiarism-prevention/) provided by the Centre for
Instructional Technology (CIT) to help detect and prevent web-based plagiarism; and
access the Academic Culture module (http://emodule.nus.edu.sg/ac/) online.

10.3 Acceptable Use Policy for IT Resources


This policy applies to the use of the IT resources owned, controlled or managed by the University, such
as computer accounts, personal computers, servers, workstations, disk storage, software, administrative

and academic applications, email, public folders, newsgroups, online discussion forums, dialup, network,
Internet and databases, among others. All users who have been granted access to the IT resources,
including students of the University, are to comply with this policy. Do refer to the website
https://inetapps.nus.edu.sg/comcen/security/aup/index.html for the latest version of this policy statement.
10.4 NUS Do-Not-Call Policy
The University must comply with the Personal Data Protection Act 2012 (PDPA) (details at
http://www.pdpc.gov.sg/individuals/overview) and the Do Not Call (DNC) regime/framework. The
PDPA aims to protect individuals' personal data against misuse, while promoting proper management of
personal data in organizations. The PDPA requires that organizations collecting, using and disclosing
personal data notify their consumers of the purposes of such data activities and seek the consent of these
individuals. Personal data is defined as data about an individual who can be identified from that data. The
DNC Registry will allow individuals with Singapore telephone numbers to opt out of unsolicited
marketing calls, messages and faxes.
NUS must fully comply with the PDPA. To this end, NUS has developed a DNC Policy (available at
https://myportal.nus.edu.sg/studentportal/academics/all/docs/NUS-DNC-Policy.pdf) with our legal
consultants to ensure compliance from our community.
10.5 NUS Intellectual Property Policy
In addition to the provision of educational facilities at tertiary levels, the functions and objectives of the
University include the promotion of research and scholarship and the advancement and dissemination of
knowledge for the benefit of all. Consistent with its status as a publicly funded organization, it is critical
that the University ensures that the creation, dissemination and commercialisation of Intellectual Property
is properly administered for the benefit of the public and the University. This Policy shall therefore apply
to all Intellectual Property developed or created by a University member, including students, in the course
of University research. Do refer to the Industry Liaison Office website at
http://enterprise.nus.edu.sg/commercialise/for-researchers for the latest version of this policy.
10.6 NUS Student Confidentiality Agreement
All NUS students are required to acknowledge and agree to comply with the terms stated in the NUS
Student Confidentiality Agreement. Students should keep absolutely confidential any Confidential
Information, whether belonging to the University or other third parties be it in writing or verbally in the
course of their studies, internships, attachments and/or student life at the University.
Unless express written permission has been given by the relevant authority at the University or the third
party that owns or otherwise is in control of the Confidential Information, students should not discuss,
release, retain, copy or remove any document or data in any format.
Students found to have made unauthorised release of Confidential Information may be subject to
immediate termination of their attachment, internship, participation in a programme and/or their
candidature at the University, or such other disciplinary action as the University may deem appropriate.

10.7 Release of Liability
In the course of their studies, students may participate in activities (whether local or overseas) organised
or endorsed by the University as part of their course of study or as part of co-curricular activities or
courses offered by the University. Students may also be accommodated in the University's hostels or may
use the University's sports, recreation and other facilities. All students are required to agree to the terms
prescribed by the University in connection with such participation and use.

10.8 Authorisation of Medical Procedures and Appointment of Local Representative for


International Students (for International Students only)
In the course of their studies in NUS, international students may need medical attention in the form of
surgery or any other medical procedures or treatment, but may be unable to give or refuse consent to the
same. In such an event, surgeons or consultants in hospitals in Singapore would require a local
representative to be present at the hospital to authorise or refuse consent for the surgery or other medical
procedure or treatment on the patient's behalf.
In order to avoid possible delays to any surgery or other medical procedure or treatment that an
international student may need, international students, or their parent/guardian (where the international
student is under 18 years of age) may do either or both of the following:

appoint a representative in Singapore who is at least 18 years of age (Local Representative') who
will have the authority to authorise or refuse consent for the surgery or other medical procedure
or treatment, on behalf of the student/parent/guardian, as applicable; and /or
authorise NUS, its officers, staff member to authorise or refuse consent for the surgery or medical
procedure or treatment, on behalf of the student/parent/guardian, if none of the student's
parent/guardian/a Local Representative (if any) is contactable at the time of need.

11 Plagiarism
Plagiarism is a serious offence. It amounts to intellectual theft. It means to take and use another persons
ideas, writing, work etc as your own. Any student caught plagiarizing will be seriously dealt with.
Offenders may have their candidatures suspended/terminated.
Students are encouraged to refer to the website at http://emodule.nus.edu.sg/ac which has been designed
to provide students with answers on the nature of plagiarism and how the University has dealt with such
matters.
12 Admission Medical Examination
All newly registered students (local & international) are required to undergo an admission medical
examination prior to admission to NUS.
Students who are able to submit documentary proof of similar medical examination done within the past
6 months of enrolment will not have to undergo a second medical examination.
13 Medical Insurance
The Universitys Medical Insurance Scheme, which covers medical expenses relating to hospitalization
and surgery, personal accidents and mental health treatments are compulsory for all full-time local
and international graduate students. The premiums will be included in the miscellaneous student fees of
the student bill on a semester basis.

14 English Language Requirements (for international students)
All international students are required to take an English language proficiency test unless they have been
exempted. This requirement would have been indicated in the letter of offer for admission to the MSc
programme.
As soon as you have accepted the offer, you should register with the Universitys Centre for English
Language Communication (CELC) to sit for the Diagnostic English Test (DET). Registration
information and test date can be found at http://www.nus.edu.sg/celc/.

The DET is a two-hour placement test for incoming graduate students from non-English medium
universities. Based on the result of this test, students are assigned to appropriate Graduate English Course
modules, which give them language support to help them with their academic tasks. The test requires
students to read some texts and then, synthesising ideas from them, to write an academic essay of about
500 words in response to a question prompt. A sample of the DET paper can be found at
http://www.nus.edu.sg/celc/programmes/det.php.
Students who do not achieve an expected proficiency level in the DET, will need to pass with at least a
Grade C in the Basic ES5000 (if applicable), and Intermediate ES5001A, modules in order to graduate.
Students who take the DET but defer doing the required module, or fail to meet the minimum required
grade at the end-of-course examination in their first semester, must register in the next semester to take,
or repeat, the course. An additional fee of up to S$2,000 is payable for a student who is to repeat a
graduate English course (i.e. when student obtains a grade D and below, and must re-take the module).
The imposition of this penalty is to reinforce in the students the importance of the English language as
the medium of communication in the University.
Please note that candidates who have not taken the DET will not be allowed to take any Graduate English
Course modules.
The Graduate English Course classes are usually conducted twice weekly (two hours per tutorial) for a
total of four hours per week. Satisfactory attendance and progress are expected. If you are required to
take a Graduate English module, attendance is compulsory. A penalty will be imposed on students who
fail to attend regularly.
The Graduate English Course is designed primarily to help you in your MSc studies. Being able to write
well will help you in your written examinations. Having a good command of English will also help you
to communicate clearly so that you can enjoy a more fruitful participation in your classroom
discussions. Moreover, English is very highly valued in the world of business in Singapore. So please
take full advantage of the opportunity provided to you.
15 Course Structure
Graduate courses are usually conducted in the evenings from 6.00 pm to 9.00 pm on Mondays to Fridays.
Students may either take a general course leading to a Master of Science degree in their chosen discipline
or choose an area of specialization [applicable only to MSc(CE), MSc(EE), MSc(ISE), MSc(ME),
MSc(MOT), MSc(OT), MSc(SHE) & MSc(TSM)]. Details of the areas of specialization are available in
the respective departments / divisions websites.

16 Fees (Academic Year 2016/2017)
While you are pursuing your studies in NUS, you are liable to pay fees. The amount payable may
depend on your nationality as well as whether you have previously enjoyed a Singapore government
subsidy or sponsorship by a government agency.
In essence, students either pay fees as set out in Tables 1 and 4 or Tables 2 and 4, while the MSc (IP
Mgt) students pay fees set out at Tables 3 and 4.
Category 1 Non-subsidised Tuition Fees
Students who have previously enjoyed government subsidy/ sponsorship by Ministry of Education
(MOE) or any Singapore government agency (such as scholarships offered by the Ministries, Public
Service Commission and Statutory Boards) in a graduate programme (either Masters or Ph.D.
degrees) will not be eligible for MOE subsidy in another graduate programme at the same or lower
level. Instead, such students are liable to pay Non-subsidised Tuition Fees.
International students who do not sign Service Obligations Agreement with MOE will have to
pay Non-subsidised Tuition Fees. This takes effect from the Academic Year 2015/2016.
The Non-subsidised Fees rates determined by MOE for Academic Year 2016/2017 are shown in
Table 1. The Non-subsidised Fees rates payable for subsequent Academic Years are subject to

Category 3 Fees Payable for MSc (IP Mgt) Students


The curriculum for MSc (IP Mgt) consists of two parts: Part 1 and Part 2. For:
Part 1 leading to the Graduate Certificate of Intellectual Property Law (GCIP), this is offered by
the NUS Faculty of Law through the IP Academy of Singapore (IPA). Students are liable to pay
fees for Part 1 to IPA. The fees for Part 1 are charged on a programme basis.
Part 2 curriculum is offered by the Faculty of Engineering and is conducted at NUS. Students are
liable to pay fees for Part 2 to NUS. The fees for Part 2 are charged on a semester basis.

# For MOE-subsidised programmes that are deemed feasible (based on industry demand) to implement a service
obligation, international students may be offered the option of signing the Service Obligation Agreement in
exchange for reduced tuition fees. However, international students can only apply for the service obligation with
MOE on condition that they have not previously enjoyed MOE subsidy in another graduate programme (see Note 4
below).
International students who have signed the Service Obligation Agreement are required to work in Singapore-based
companies for 3 years upon graduation. Singapore-based companies refer to local and international companies that
have a base in Singapore that is registered with the Accounting & Corporate Regulatory Authority (ACRA) as well
as companies of such local and international companies registered with ACRA that are based overseas. For further

(based on the year which the student turns 40 years old) may be eligible for higher subsidy under the
SkillsFuture Mid-Career Enhanced Subsidy. The tuition fees payable will be 60% lower than the standard
subsidised tuition fees payable by other Singaporean students. The amount of tuition fees payable will be
reflected in their individual student bill. However, students who are not eligible for MOE subsidy (i.e. required
to pay non-subsidised tuition fees) are not eligible for the SkillsFuture Mid-Career Enhanced Subsidy.
7. With effect from AY2016/2017 intake, the prevailing GST on the tuition fees payable will be borne by
international students. In other words, the tuition fees that international students pay are inclusive of the
prevailing GST.
Staff concession is applicable to full-time staff members who are enrolled in NUS part-time governmentsubsidised graduate programmes and are in service when they submit their application. Staff members who leave
service on or before the end of the 2nd instructional week of a semester will not enjoy the concession from that
semester onwards. Eligible staff members may apply for the concession by emailing their particulars (staff
number, matriculation number and title of programme enrolled in) and a scanned copy of their staff card to Ms
Pamela Leo, Office of Human Resources at ohrleokh@nus.edu.sg before the start of the applicable semester.
Successful applicants need not re-apply for the concession in the subsequent semesters. For clarification of the
guidelines, staff can call Office of Human Resources Compensation & Benefits Section at 6516 4887 or 6516

16.1 Deadline for payment


Full payment of tuition fees and Miscellaneous Student Fees for the semester is to be made before Recess
Week.
If Fees are not paid by the due date indicated in the bill, a late fee of S$25 would be imposed.
In cases of students whose fees remain in arrears, the University reserves the right to take further action
as deemed necessary including barring such students from course registration in a subsequent semester,
and withholding the release of examination results and the confirmation of the award of the degree. To
check for any outstanding fee balances, students may access the Campus Solutions website
(https://myisis.nus.edu.sg) Self-Service Student Centre Student/Preliminary Bill (under
Finances Section).
16.2 Students Bill and Fees Payment
Newly registered students may view the bill/payment form for the first semester at the Campus Solutions
website (https://myisis.nus.edu.sg) Self-Service Student Centre Student/Preliminary Bill (under
Finances Section) upon full registration with NUS. With effect from Semester 1 of AY2008/2009, all
existing students will not be sent any hardcopy Student Bill for their duration of study in NUS. Students
will be informed through email notice sent to their NUS email account to view their Student Bill online
at least 2 weeks prior to scheduled deadline for fee payment. Students may check and view their latest
status of their student accounts, make e-payment or print their student bills by accessing the above URL.

To apply for the GIRO scheme, students are advised to sign-up for GIRO via the Student Center in NUS
Integrated Student Information System. A step-by-step guide for setting up the Debit and Credit GIRO
Bank Accounts is available online via NUS Student Portal [Quick Links myISIS View Account
Summary (under Finance Section)].
If you are sponsored by an organization, you will need to make arrangements with your sponsor /
employer for the fees to be paid within the stipulated date to avoid having to pay a late fee.
If payment is made by cheque, the cheque should be made payable to the National University of
Singapore for the exact amount. Do arrange for this only after you have got your bill.
All cheque payments (together with the bill) should be mailed to Office of Financial Services, National
University of Singapore, University Hall, Tan Chin Tuan Wing, UHT #03-02, 21 Lower Kent Ridge

17 Financial Assistance

18 Selection of Modules and Class Time-table
Information on available modules for each semester and class time-tables are obtainable directly from
the respective departments / divisions via email, website and Notice Boards. It is important to find out
(from your fellow students or your Department / Division Office) the locations of the Notice Boards and
make regular checks on these. Important announcements and information such as changes in time-table,
module registration, seminars, etc., are usually on display on these Notice Boards or disseminated to
students via their NUS email account.
19 Transfer of Credits
19.1 Pre-taken Modules
Please note that any modules taken to meet the requirements of one degree cannot be used to count
towards another degree.
NUS BEng or BTech graduates may apply for a transfer of credits of their approved pre-taken* modules
taken during their undergraduate studies to their current MSc studies in NUS. The pre-taken modules
should be graduate modules and certain Level 4000 modules which the Department allows to be counted
towards the MSc programme requirements.
Modules that are pre-taken (maximum of 5) should be taken less than 5 years prior to admission of their
M.Sc. degree and are not counted towards their Bachelors degree. Upon approval, the pre-taken modules
and grades will be transferred and included in the CAP computation of their current MSc programme.
All applications for transfer of credits must be submitted in writing to OGP within 1st month of their new
MSc candidature. The written request should be accompanied with a copy of their academic transcript
which indicating the module(s) that they would like to transfer.
*Pre-taken modules must be indicated in the transcripts of academic records for their Bachelors degree
(i.e. BEng or BTech) and not included in the Bachelors degree CAP computation.

19.2 Students who withdrew from previous candidatures
Former MSc students who previously withdrew from their course of study and now wish to be considered
for credit transfer of modules taken previously must apply in writing to OGP within 1st month of their
new MSc candidature.
Modules approved for transfer will count towards the requirements for the new MSc degree and will be
included in the CAP computation in the new MSc programme.

Any request for exemption of modules based on modules taken at other institutions will be considered
on a case-by-case basis. Please note that any modules taken to meet the requirements of one degree cannot
be used to count towards another degree.
The validity period for modules to be considered for inclusion in the new MSc programme is 5 years
before the date of admission. In addition, only modules which have not been used towards a degree at
NUS or another institution will be considered.
19.3 Change of course within Faculty of Engineering
Current MSc students who wish to apply for a change of course within the Faculty of Engineering may
do
so
in
writing
by
completing
the
application
form
(available
at
http://www.gse.nus.edu.sg/current_students.html Study Forms for MSc Students) and submit to
your home Department at least 3 weeks before the start of the semester in which the transfer takes effect.
Students are only allowed for 1 change of course during their entire MSc candidature. Once approval has
been granted for change of course, students will not be allowed to change back to their previous course
of study. As such, students should consider carefully before requesting for any change of course.
Approval must be obtained from both the applied and home Department. For modules to be transferred
to the new MSc programme, the student may put in their request in the same application form and is
subject to approval. A maximum of 5 modules (or equivalent to 20 MCs) may be approved for transfer
and would have to comply with the following guidelines:
(a) all modules taken that are normally considered to be relevant to the new MSc programme ;
(b) modules taken deemed relevant would be transferred ;
(c) modules taken must meet a CAP of at least 3.00 (i.e. fulfilling the graduation requirement for
MSc programme) ;
(d) transferred modules will be included in the CAP computation of the new MSc programme.
Transfer fee for transfer between MSc programmes
Students who transfer between MSc programmes (within the Faculty of Engineering) with tuition fees
differential will be liable to pay a transfer fee. This transfer fee will be computed based on the semesters
fees which the student would like to have the transfer made effective. The following are taken into
consideration in the computation of the transfer fee:

Transfer fee for former research scholars


For research (PhD or MEng) students who did not complete their respective research degree under NUS
funding and are subsequently admitted to a MSc programme will also be liable to pay a transfer fee. The
following are taken into consideration in the computation of the transfer fee:
(a) Students nationality (Singaporean / SPR or International) ; &
(b) Prevailing full-time coursework fees per annum as at the semester of admission to the MSc
programme ; &
(c) Number of modules taken and approved for transfer (semester basis) to a new programme.
This transfer fee would be in addition to the Tuition Fees and Miscellaneous Student Fees applicable in
the new MSc candidature.
With effect from Semester 2, 2008/2009, students (all nationalities) who are re-admitted within NUS, or
across NUS, NTU, SMU, SUTD and SIT, will be eligible for government subsidy up to the maximum
course duration for the new course less the number of semesters of government subsidy/scholarship
received for the previous incomplete course(s). For example, if you have completed 2 semesters as a parttime student in the MSc (Mechanical Engineering) programme and would like to transfer to the part-time

MSc (Materials Science & Engineering) programme with effect from the coming semester, you will only
be eligible to enjoy government-subsidised tuition fees for 8 - 2 = 6 semesters. If you are unable to
complete your MSc (Materials Science & Engineering) candidature within 6 semesters, full tuition fees
will be applicable thereafter.
Please note that personal data files under your computer account for the previous candidature will be
purged once the transfer is approved. Thus you may wish to do a backup of the files under your old
account before submitting the request to transfer.
20 Examinations
At NUS, minimum standards are set for continuation in a programme of study and graduation. After each
examination, depending on each students academic performance, he/she will be emplaced in one of the
following academic standing:

Passed; or
Probation; or

Warning; or

Dismissal

In general (except for students who obtained a CAP of < 1.50 during their first semester of study),
students who are not performing within expectations, will be issued with either an academic warning or
an academic probation before he/she is issued with a letter of dismissal and denied re-admission.
20.1 Coursework Requirements
Examinations are usually held at the end of each semester of study. Students who have taken their exams
will be able to view their examination results from the Campus Solutions website
(https://myisis.nus.edu.sg) Self-service Enrollment View My Exam Results. The coursework
requirements for students registered from August 2003 are:

A candidate who is absent in the examination of a module without a valid reason acceptable to the
Board of Examiners will be given Grade F (Fail) for the module which he/she is absent in.
Modules with no assigned MCs or grade points are excluded from the calculation of CAP.
There are a number of situations for which no grade points are assigned:
Incomplete (IC)
The IC grade is assigned when a students work is of passing quality but is incomplete for good
reasons (e.g. illness during the official examination period). However, even such good reasons will
not warrant an IC grade if the work already completed for the module is clearly not of passing

quality; instead, students should note that the F grade will be assigned in such cases. A module
assigned an IC grade normally cannot be used to fulfil the pre-requisite of a higher-level module.
Should a student choose to repeat the module in a subsequent semester, none of the work done
previously may be carried forward for assessment purposes.
In Progress (IP)
For a module that extends beyond more than one semester, evaluation of a students performance is
deferred until the completion of the module. The provisional grade of IP is assigned in the
intervening semesters. This is replaced with the final grade when the student completes the module.
Withdrawn (W)
When a student withdraws from a module between the first day of Week 3 of the Instructional Period
and the last day of the Recess Week, a W grade will be recorded in the transcript. Withdrawals after
this period (i.e. from the first day of Week 7 of the Instructional Period) will result in an F grade,
which
will
be
included
in
the
computation
of
the
CAP.
3. Academic probation/ warning, dismissal and graduation
(a)

For continuation of candidature a student must obtain satisfactory progress during


his/her candidature.
(I) All MSc programmes except MSc (Supply Chain Mgt):
(i) academic probations/warnings:
- subject to subparagraph 3(a)(ii), probations/warnings are issued to students if
CAP < 3.00 ; &
(ii) dismissal and refuse re-admission to students if:
- in the 1st semester of study, the CAP < 1.50 ; or
- for 2 consecutive semesters of study, CAP < 2.50 ; or
- for 3 consecutive semesters of study, CAP < 3.00
- fail to meet the minimum proficiency grade for a repeated core/foundation
module.
(II) MSc (Supply Chain Mgt) students:
(i) academic probations/warnings:
- subject to subparagraph 3(a)(ii), probations/warnings are issued to students if
CAP < 3.00 ; &
(ii) dismissal and refuse re-admission to students if:
- in the 1st semester of study, the CAP < 2.00 ; or
- for 2 consecutive semesters of study, CAP < 3.00
In addition to the above, students in the MSc (IP Mgt) programme must obtain a pass
with a minimum average mark of 55% in the Graduate Certificate in IP Law in order
to proceed to Part 2 of the MSc (IP Mgt) programme.
The above rules on probation/warning and dismissal shall also apply to a candidate on
an exchange programme, and/or a candidate on leave of absence of one semester or
longer. If a candidate is given an academic probation/warning prior to his leave, the
probation/warning prior to his leave shall count towards dismissal.
A module can only be repeated once regardless of whether this is for a previously failed
module or for a core module for which the student failed to secure the expected
minimum proficiency grade. Students who fail an elective module twice, subject to
the conditions under 3 (a) (ii) may be allowed to take another module instead.

However, students who did not secure the minimum proficiency grade for a repeated
core module will be dismissed from the programme.
The number of modules that a student can repeat for the entire MSc candidature is three
(equivalent to 12 MCs).
Satisfactory/Unsatisfactory modules shall be excluded in determining the academic
warning of a student.
Students must complete their requirements for their degrees within their maximum
period of candidatures, failing which they will have their candidatures terminated.
(b)

All MSc programmes [with the exception of MSc (IP Mgt) & NUS-TUD DDP in MSc
(HEWRM)]:For graduation, a student must:
(i) obtain a minimum CAP of 3.00 (B-) for the modules equivalent of 40 MCs
(inclusive of foundation/core modules, where required) ; &
(ii) obtain at least 40 MCs (inclusive of foundation/core modules, where required) of
which at least 30 MCs must be at graduate level within the subject or in related
disciplines. The remaining credits may be from graduate level and/or Level 4000
modules in the same or other disciplines subject to the approval of the Department

Students may be allowed to take more than 10 modules or its equivalent of 40 modular
credits only if at the point of request to read more modules, the student has less than
40 modular credits or his/her CAP is < 3.00.
In general, all students are expected to graduate after obtaining 40 modular credits and
who have already achieved a CAP of 3.00.
MSc (IP Mgt) programme:For graduation, a student must:
(i) complete a minimum of 195 lecture hours for the GCIP ; &
(ii) obtain a GCIP (Pass) with a minimum average mark of 55% ; &
(iii) achieve a minimum CAP of 3.00 (B-) for the MSc (MOT) modules equivalent to
20 MCs. Of the 20 MCs required, at least 16 MCs must be at graduate level
within the subject or in related disciplines, and the remaining credits may be from
other levels in the same or other disciplines subject to the approval of the
Programme Manager within the maximum candidature of 2 years and 4 years for
full-time and part-time students respectively (inclusive of both Part 1 GCIP and
Part 2 MOT).

20.4 Absent from Examinations


A student who is absent in the examination of a module without a valid reason acceptable to the Board
of Examiners will be given Grade F (Fail) for the module which he/she is absent in.
20.5 Request for Special Consideration
If there are any circumstances, academic or otherwise, which have adversely affected a student's
academic performance during the course of the semester as well as during the examination period, the
student may submit such information to the Board of Examiners for consideration. In general, examples
of such circumstances include, but are not limited to, the following:
a. illness during an examination which resulted in the student not being able to complete the
examination; and
b. illness during an examination but for which the student completes the examination nevertheless.
All such submissions will be treated in the strictest confidence and must be made on the standard form,
NUS Examinations: Application for Special Consideration obtainable from the exam hall, Registrars
Office and OGP. Forms can also be downloaded from the Examination Directory. The completed forms
are to be accompanied by supporting documents (if any) and submitted to OGP within the stipulated
deadline. Late submissions will not be accepted.

21 Leave of Absence
Newly registered students who require consecutive leave of absence for more than their first semester of
study are advised to withdraw from the programme and re-apply for admission when the circumstances
are more conducive for them to pursue their graduate studies.
A student may be granted medical leave of absence by the OGP at any time provided an application for
such leave is supported by a certificate signed by a Singapore registered medical practitioner.
Application for leave of absence must be submitted online at least 2 weeks in advance of the proposed
leave period at the Campus Solutions website (https://myisis.nus.edu.sg) Self-service Leave of
Absence Application Leave of Absence Application. All applications must be accompanied by
supporting documentary evidence (i.e. an official letter from company for work reasons or overseas job
assignments). Leave of absence will normally not be granted to students who have already registered for
modules after the fourth week of the semester. All requests for leave are considered on a case-by-case
basis.
Students taking leave of absence of more than 3 weeks (or more than 4 weeks for those serving National
Service) from any given semester are normally required to take leave of absence for the whole semester
as they would have missed a significant number of lessons.
Students who are absent from any examination without good reasons will be deemed to have sat and
failed the examinations.
For approved leave of absence, students are reminded that:
should they not do well in their examination, the approved leave of absence will not be considered
as extenuating circumstances for any special consideration ;
periods of leave of absence of up to 2 semesters are not considered towards the maximum period
of candidature but they should plan their studies so as to complete their degree requirements
within the maximum candidature ;
applications submitted after the deadline for fees payment would render students liable for fees
for that semester.
The maximum period of leave of absence granted is 2 semesters (for part-time candidates) during the
student's period of candidature. Request for leave of absence beyond 2 semesters will be considered on
a case by case basis. Should the request be not approved, candidate might be required to withdraw from
the programme.
22 Withdrawal from programme
Students who intend to withdraw from their respective programmes are to complete the required form
available at http://www.eng2.nus.edu.sg/proj/eeintranet/Student/Grad/MScWithdrawalForm.pdf and
submit it to OGP by the end of Instructional Week 2. Submission can also be done by fax (6777 2264), or
email a scanned copy of the completed form to enggse@nus.edu.sg to express their decision of
withdrawal. If the withdrawal request were submitted between 1st day of Examination Period and the
last day of Vacation, withdrawal will only take effect from the first day of the following semester instead.

25 Conversion of Student Status
Students who intend to convert their student status, i.e. from full-time to part-time or vice-versa, must
submit a written request to OGP well in advance (at least a months notice). For part-time international
candidates who intend to convert to full-time study, approval is subject to the successful application of
their Students Passes. Candidates from countries which require a visa to enter Singapore [details can be

26 Student Status Letter Application
From time to time, students need to show documentary proof that they are a matriculated student of the
University. To apply for such documentary proof, students may view and print a Student Status Letter,

27 International Candidates
The Immigration and Checkpoints Authority (ICA) will usually issue social visit passes valid for two
weeks to international candidates upon their arrival in Singapore. During this period such international
candidates must apply for a Student Pass (after completing all registration formalities with OGP).
The International Student Services (ISS) unit at the Office of Student Affairs was set up to oversee the
welfare of international students at the University. They offer advice and assistance with immigration,
financial, social, health, employment and other matters. International students with personal problems
can also be assured of their attention. Students may refer to http://www.nus.edu.sg/osa/iss/ for more
information relevant to international students on immigration matters, accommodation, transport
services, etc.
Students who require more details are advised to see the officer-in-charge at the Office of Student Affairs
(3rd Level of Yusof Ishak House) or call 6516 4817 or fax 6778 5902.
International students (on Students Pass) who withdraw or leave the University are required to call
immediately at ICA, Immigration and Checkpoints Authority Building at 10 Kallang Road
(Tel: 6391 6100), during office hours with their passport for cancellation of their Students Pass.
Students applying for an extension of the Students Pass are advised to submit the application using the
Application for Extension of Students Pass Form at least one month and not more than 2 months before
the expiry date of the current Students Pass. Students must surrender their current Students Pass at ICA
for cancellation at least 7 days before the date of expiry, at which a short term visit pass will be issued
for them to complete the formalities for the issuance of the new Students Pass. (This is essential even
though the student has obtained the In-Principle Approval letter which allows the student to complete the
formality for the extension within 3 months).

International students who have lost their Students Pass and/or the Social Visit Pass and
disembarkation/embarkation card are required to apply for a replacement within 7 days from the date of

28 Employment of International Students during Term Time
Full-time international Students Pass holders are allowed to work part-time for up to 16 hours per week
during school term and work full-time during vacation as the Ministry of Manpower has exempted them
from applying for work permits.
Students Pass holders found to have violated the above regulations may have their candidatures
terminated immediately by NUS.

29 File for Graduation


All MSc graduates are not required to file for graduation in their final semester of study. Instead, they
will automatically be eligible to graduate by the semester when they fulfil all the graduation requirements
for their respective MSc programmes of study.
Upon the release of exam results, students may print a Student Status Letter. Please refer to the details as
summarised in section 26. This can be done while waiting for the Conferment Letter to be sent
electronically to the students after 28 February (for Semester 1 graduates) or after 30 June (for Semester
2 graduates).
30 Commencement / Convocation Ceremony
A number of ceremonies for the presentation of graduates conferred since the previous ceremony are held
in July each year (subject to changes). The degree scroll will be presented to all conferred MSc graduates
at the ceremony. Information will be sent to the MSc graduates nearer the date of the ceremony.
Graduates are reminded to check their NUS emails regularly and visit the official commencement website
at http://www.nus.edu.sg/commencement for the most updated information and enquiries.
31 Degree Scroll
31.1 Area of Major/Specialisation
Students who have opted for an area of specialization during their candidatures and who have fulfilled
the requirements for the area of specialization will then be awarded the area of specialization in their
respective Master of Science degrees. However, the area of specialization will only be reflected in the
official transcript of academic records.
For example, a student who has applied to specialize in Manufacturing Technology and Automation and fulfils the
requirements for the area of specialization will be awarded the degree of Master of Science (Mechanical
Engineering). The degree title will be printed on his/her degree scroll, without the area of specialization. The area
of specialization will only be reflected on his/her official transcript of academic records.

Students are reminded to check their area of specialization opted for (if applicable) during the online
module registration exercise every semester as requests made for an area of specialization after the release
of final semesters examination results will not be entertained.
31.2 Verification of Official Name Change
Students who have officially changed their name during their course of study and have yet to inform the
University will need to complete a request form before returning it to the Registrars Office within the
stipulated deadlines. Please refer to http://www.nus.edu.sg/registrar/adminpolicy/changename.html for
the request form and deadlines. They will also have to bring their original and one copy of the relevant
supporting documents (e.g. deed poll, identity card, baptismal certificate) to the Student Service Centre
at Yusof Ishak House, Level 1, 31 Lower Kent Ridge Road for verification, during office hours (Mon to
Fri: 9.00am - 5.00pm).
If the University does not hear from the students by the respective deadlines, their name, as reflected in
our official records, will be inscribed on their degree scroll. No further requests will be entertained.
31.3 Collection of Degree Scrolls
Students who are not attending the commencement ceremonies may collect their degree scroll from the
Registrar's Office (Level 4, Lee Kong Chian Wing, University Hall). Please email the Registrars Office
at regenquiry@nus.edu.sg to make an appointment for the collection. Collection by authorised personnel

The University only issues the degree scroll once. Lost/destroyed degree scrolls will not be replaced.
However, the University is able to issue a letter of certification regarding students conferment of a degree
by the University. Candidate is to provide sufficient evidence (full name, NRIC or passport no.,
registration no., degree awarded, conferment date, etc.) for identification purposes and for retrieval of
records.
32 Transcript of Academic Records
With effect from the graduating cohort of 2007 (i.e. graduates with degree conferment date from 1 July
2006), students who successfully complete their degree requirements will receive a complimentary copy

36 Parking Arrangements on Kent Ridge Campus


All car parks in NUS are now installed with automated parking system using Electronic Road Pricing
(ERP) technology. Car park access will be via by In-Vehicle Unit (IU) identification for both season &
