4.Q. State the essential requirement for the effective Delegation of authority?

Ans: - Meaning of Delegation of authority, various authors have defined the Delegation of authority. Some important definition
on Delegation of authority is as under.
ACCORDING TO E.L.F. BRECH: - “Delegation means in brief the passing on to other of a share in the four elementary of the
mgt process”.
ACCORDING TO KOONTZ ODONNELL: - “Authority is the power to command to act or not to act in a manner deemed by the
processor of the authority to further enterprise or departmental performance”.
ACCORDING TO F.G. MOORE: - “Delegation means, assigning work to others and giving them authority to do it”.
After going through the above definition we know that delegation of authority means to transfer of rights to their subordinates.
So transfer of right or delegation of authority should not be blindly delegated, otherwise the whole purpose of the management will
be destroyed and the management cannot achieve its object. So there should be the following principles for the effective delegation
of authority.
PRINCIPLES FOR EFFECTIVE DELEGATION OF AUTHORITY
1. WELL DEFINED LIMIT OF AUTHORITY: - For the effective delegation of authority the area of authority or the limit of
authority should be well define in writing. We know that every branch manager is delegated to lend money or to give loan but the
limit of the loan or how many loan in rupee will be given should be fixed and even area of lone should be fixed.
2. PRIORITY FOR DELIGATION OF AUTHORITY: - At the time of Delegation of authority we must think on the priority
for the safe guard. For egg. If branch manager is going on leave after Delegating the authority to next senior officer. So he should
give priority to manage the business first according to daily routine and then after utilise the power of branch manager, according to
roles and proceed of the management.
3. EFFECTIVE CONTROLL ON MACHANISM: - To ensure that the authority is properly used but the subordinates,
proper control techniques should be developed in the organisation. So that there must not be deviation. For egg. The Delegation of
authority of the lower level management is control by the middle management and the Delegation of authority of middle level is
controlled by the top management and the authority of top level management is controlled by the government of the country.
4. PARITY OF AUTHORITY AND RESPONSIBILITY: - As we know that authority means right and responsibility means
duity and both are the wheels of the management through which the works of the management is carried in smoothly. So it is said
that without responsibility the authority may be misutilise. So it is said that for the effective implementation of Delegation of
authority, same/equal responsibility should be imposed.
5. PROPER PLANNING: - As we know that planning is a compass which gives direction to the management to achieve
the goal of the business. So it is said that Delegation of authority should be based according to business plane.
6. AUTHORITY LEVEL PRINCIPLE: - The authority should be decided on the principle of equity. For example- equal
Delegation of authority of should be endorsed on the basis of level of management. We know in the business management there
are three tier management, 1st top level management, 2nd middle level management, and 3rd lower level management. So the right
for each level should be fixed on the basis of equity.
7. EFFECTIVE COMMUNICATION: - Business communication means receiving and sending the messages through
different channels of communication. So for the effective Delegation of authority there must be proper communication. For
example- if an officer has been promoted he must be communicated by the different means of communication about their
Delegation of authority with acknowledgment.
8. UNIT OF COMMAND: - Delegation of authority should require unit of command. Unit of command means to work or
utilise the authority in a discipline manner otherwise accountability or punishment should be imposed.
9. PROPER MOTIVATION: -Motivation means to give incentive either economically or by moral. So at the time of
Delegation of authority some economic incentive certainly should be given otherwise honest officer cannot accept Delegation of
authority.
Thus we can say that the Delegation of authority should be on the above principle otherwise it may be miss utilise and
management work will not be carried on smoothly.
