A BILL
To ensure healthcare for everyone regardless of socioeconomic class.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,
SECTION 1. SHORT TITLE
This act may be cited as the Health Care Reform Act of 2016.
SECTION 2. FINDINGS
Congress hereby finds and declares that,
1) Including the budgetary effects of macroeconomic feedback, repealing the ACA would increase federal budget
deficits by $137 billion over the 20162025 period
2) The United States is one of the world's only developed nations that does not guarantee universal health coverage
for its citizens
3) Even better, Obamacare has been running well under budget, as healthcare costs in general have been a pleasant
surprise. In 2008, the Congressional Budget Office forecast that annual Medicare costs would rise to $759 billion by
2018. Last year they revised that forecast down to $574 billion, 24 percent less than the original forecast. Other
reimbursement reforms in the legislation, although not strictly part of Obamacare, have been big money savers
4) Further, despite the fact that we spend almost twice as much per person on health care as any other country, our
health care outcomes lag behind many other nations. We get poor value for what we spend. According to the World
Health Organization the United States ranks 37th in terms of health system performance and we are far behind many
other countries in terms of such important indices as infant mortality, life expectancy and preventable deaths
5) Those without access to healthcare live with a level of fear about their futures that cannot even be fathomed by
others. Everything is at risk if someone they love becomes seriously hurt or ill. Those without health insurance are
Americas second class citizens, regardless of education, age, gender, race, or religious convictions.
6) The Affordable Care Act includes a number of provisions that reform the health insurance market. These reforms
work to put American consumers back in charge of their health coverage and care, ensuring they receive value for
their premium dollars. The law creates a more level playing field by cracking down on unreasonable health insurance
premiums and holding insurance companies accountable for unjustified premium increases
7) There is no cost to participating health centers or their providers, and they are not liable for any settlements or
judgments that are made. The Federal Government assumes responsibility for these costs.
SECTION 3. STATUTORY LANGUAGE
A)The Health Care Reform Act of 2016 shall supply everyone with national healthcare. Everyone should have access
to healthcare because of all the developed nations in the world, the United States is amongst the few that does not
guarantee universal health coverage for its citizens. Those who do not have health insurance could fall ill and die
because it would be hard for them to get help. Repealing the Affordable Care Act would increase federal budget
deficits. In order to ensure a better quality of life, everyone needs access to healthcare.
B) The Department of Health and Human Services shall oversee the actions of this bill as the enforcement agency.
The HHS has the power to grant money to individuals who do not otherwise have access to healthcare. If an
individual does not make money then they do not have to pay for their own healthcare, but if an individual does make
money, they must pay for their own healthcare. All citizens shall have a healthcare card and non citizens shall have
an emergency card. According to the Joint Committee on Taxation, in order to raise at least 287 billion dollars in the
next ten years, we must enact the Stop Tax Haven Abuse Act. This bill would force corporations that are dodging
their responsibilities to pay their fair share of taxes, and create an even playing field for American companies that
already play by the rules. By closing a number of offshore tax loopholes, eliminating many tax incentives for U.S.
companies to move jobs and operations offshore, and modifying rules on corporate inversions for businesses dodging
U.S. taxes, 287 billion dollars will be raised and everyone will have access to healthcare.
C) Corporations that do not enforce this bill will undergo a revenue tax increase of 5 percent annually. This act shall
be enacted March 9, 2017.
