Needs Statement
Assume that an agency is procuring a design-build O&M
contract for reconstructing a 15-mile segment of a six-lane
urban interstate highway. The facility serves as the primary
route ofthe growing urban traffic, and the agency would like
to reduce traffic disruptions as much as possible. The agency
has identified funding mechanisms for the project and. has
decided to procure contractor services for design, construc
tion, operations, and maintenance phases ofthe project for a
period of 40 years. The agency is in the process of developing
contract provisions addressing pavement-related needs for
inclusion in the RFP.
Agency's Internal Assessment
