Preface
The reformed TVET-System is an outcome-based system. It utilizes the needs of the
labor market and occupational requirements from the world of work as the
benchmark and standard for TVET delivery. The requirements from the world of work
are analyzed and documented taking into account international benchmarking as
Occupational Standards (OS).
In the reformed TVET-System, Curricula and Curriculum Development play an
important role with regard to quality driven TVET-Delivery. Curricula help to facilitate
the learning process in a way, that trainees acquire the set of occupational
competences (skills, knowledge and attitude) required at the working place and
defined in the Occupational Standards (OS). Responsibility for Curriculum
Development will be given to the Regional TVET-Authorities and TVET-Providers.
This curriculum has been developed by a group of experts from different Regional
TVET-Authorities based on the Occupational Standard for Surveying. It has the
character of a model curriculum and is an example on how to transform the
occupational requirements as defined in the respective Occupational Standard into
an adequate curriculum.
The curriculum development process has been actively supported and facilitated by
the Ministry of Education in line with one of its mandates to provide technical
support to the regions and by the TVET-Reform Component of the Engineering
Capacity Building Program.
TVET-Program Design
1.1.
TVET-Program Title: Masonry Level II
1.2.
TVET-Program Description
The Program is designed to develop the necessary knowledge, skills and attitude of
the learners to the standard required by the OS. The contents of this program are in
line with the Occupational Standard (OS). Learners who successfully completed the
Program will be qualified to work as a mason with competencies elaborated in the
respective OS. Graduates of the Program will have the required qualification to work
in the Construction Industry sector in the field of masonry.
The prime objective of this training program is to equip the learners with the
identified competences specified in the OS. Graduates are therefore expected to set
out masonry structures; produce bricks and blocks, erect brick and block structures
,lay multi-thickness walls and piers; repair and rectify masonry structure, use brick
laying and block laying tools and equipment , lay natural stone, and construct masonry
steps and stairs accordance with the performance criteria described in the OS.

1.4. Duration of the TVET-Program


The Program will have duration of 655 hours including the on-the-job practice or
cooperative training time and Civic Education et al.
1.5. Qualification Level and Certification
Based on the descriptors elaborated on the Ethiopian TVET Qualification Framework
(ETQF) the qualification of this specific TVET Program is Level II.
The learner can exit after successfully completing the Modules in one level and will
be awarded the equivalent institutional certificate on the level completed. The learner
can also exit after completing any one learning module. However, only certificate of
attainment or attendance (this is institutional discretion) will be awarded.
1.6. Target Groups
Any citizen who meets the entry requirements under items 1.7 and capable of
participating in the learning activities is entitled to take part in the Program.

Entry Requirements
The prospective participants of this program are required to possess the
requirements or directive of the Ministry of Education.
Other requirements:
ability to speak, read and understand English
computer literate

Mode of Delivery
This TVET-Program is characterized as a formal Program on middle level technical
skills. The mode of delivery is co-operative training. The TVET-institution and
identified companies have forged an agreement to co-operate with regard to
implementation of this program. The time spent by the trainees in the industry will
give them enough exposure to the actual world of work and enable them to get
hands-on experience.
The co-operative approach will be supported with lecture-discussion, simulation and
actual practice. These modalities will be utilized before the trainees are exposed to
the industry environment.

1.10 Institutional Assessment


Two types of evaluation will be used in determining the extent to which learning
outcomes are achieved. The specific learning outcomes are stated in the modules. In
assessing them, verifiable and observable indicators and standards shall be used.
The formative assessment is incorporated in the learning modules and form part of
the learning process. Formative evaluation provides the trainee with feedback
regarding success or failure in attaining learning outcomes. It identifies the specific
learning errors that need to be corrected, and provides reinforcement for successful
performance as well. For the teacher, formative evaluation provides information for
making instruction and remedial work more effective.
Summative Evaluation the other form of evaluation is given when all the modules in
the unit of competence have been accomplished. It determines the extent to which
competence have been achieved. And, the result of this assessment decision shall
be expressed in the term competent or not yet competent.
Techniques or tools for obtaining information about trainees achievement include oral
or written test, demonstration and on-site observation.

satisfactory practical experiences or equivalent qualifications.

LO3: Set out first line for building alignment
Measurements of building line from boundary or existing building are determined from site
drawings.
Approximate position and length of line, plus building clearance measurement at each end, is
determined for profile location in accordance with site plan and survey pegs.
Pegs and profiles are installed approximately level across and between one another with
adequate provision to mark footing width on profile in accordance with job drawings and
specifications.
Location for line is accurately marked with nails on profiles and line set taut into position to
true alignment with boundary in accordance with job drawings and specifications without error.
LO4: Set out righted corner
Corner of building is determined on set building line to true measurement from adjacent
boundary and marked with peg in accordance with job drawings and specifications.
Right angle is set up to line from corner peg using 3 4 5 methods.
Profiles are installed to approximate level of other profiles and line set taut to right angled
alignment.

Diagonal measurements are checked for square and lines adjusted to provide square
relationship within 5 mm tolerance over minimum diagonal length of 15 m.
Measurements are checked for accuracy.

LO2: Mix aggregates and cement
Aggregates are inspected and selected to ensure they meet job requirements and are free
of organic materials.
Quantities of cement, aggregate and water are determined according to job requirements.
Mixing equipment is set up and operated in line with manufacturers instructions.
Cement, aggregate and water are mixed to meet job requirements.
Water content of mixture is monitored to prevent slumping when mould is removed.
Ancillary/extra equipment is used as required.
LO3: cast concrete into moulds
Brick/block making machine is selected, inspected for damage or wear and operated
according to manufacturers instructions.
Concrete is poured and compacted into mould according to manufacturers instructions.
.De-molding or removal of the mould is completed without damaging fresh bricks/blocks.
Density, strength and surface texture of trial batch of bricks/blocks is assessed by visual
inspection, weighing and knocking bricks together.
Protection of freshly cast bricks/blocks is installed to minimize damage from rain and the
drying impact of sun and wind.

LO4: Cure and stack bricks/blocks


Bricks/blocks are removed from production area and are closely stacked and wetted in
preparation for curing.
Bricks/blocks are stacked to avoid chipping of edges and corners.
Bricks/blocks are covered with plastic sheeting and kept continuously damp by spraying
with water to ensure hydration and maximum strength.
LO5: assess quality of blocks
Bricks/blocks are inspected for strength, dimension and shrinkage.
LO6: Clean up
Work area is cleared and materials disposed of, reused or recycled in accordance with
relevant legislation, regulations and job specifications.
Plant, tools and equipment are cleaned, checked, maintained and stored in accordance
with manufacturers' recommendations and standard work practices.

Base brickwork/ block work is constructed for cavity construction to requirements of
regulations and specifications.
LO4: Position door and window
Window frames are located, built in and fixed to cavity walls and single leaf walls to
specification and protected from mortar droppings during construction.
Door jambs/ frames are located, built in and fixed to cavity walls and single leaf walls to
job drawings and specifications.
LO5: Construct brick/block wall
Brick walls are constructed to job specifications and standards.
Damp proof courses and flashings are laid/built in to job specifications.
Ventilation for solid brick construction built to requirements of job specification and
regulations.
Walls are to be straight and true in plumb, line and level within standard tolerances.
Wall ties are positioned to comply with standards
Openings are constructed and flashing is installed to job specifications.
Lintels are installed to job specifications
Control joints are formed in accordance with locations on job drawings and standards.
Weep holes, brick reinforcing, vermin proofing and wall flashings are located and built in to
job specifications.
Gables and parapets are constructed by plans and specifications.
Sill bricks are cut and laid to line in accordance with job specifications.
Tie down and lateral support systems for ceiling/roof structures are installed to walls in
accordance with plans, specifications and standards.
LO6: Rake/rule joints
Joints of laid brickwork/ block work are raked or ruled to correct depth and profile in
