During an interview, a second cooperating defendant stated that RODRIGUEZ was involved in coordinating the
smuggling of narcotics from Piedras Negras, Mexico into the United States and transporting the narcotics to San
Antonio, Waco, and Houston, Texas. The CD stated that he/she was employed by RODRIGUEZ and had on
several occasions transported multi-kilograms of narcotics into the United States within hidden compartments
of the vehicles provided by RODRIGUEZ. The CD further stated that he/she had in turn transported large
amounts of U.S. currency derived from the sale of narcotics into Piedras Negras.
On June 14, 2012, DEA seized $30,420.00 in U.S. currency from a vehicle driven by Reynaldo ZAMORA in
Del Rio, Texas. The currency was found in a hidden compartment located in the dashboard of a 2003 Mazda
Tribute Sport. During the interview with DEA Agents, ZAMORA stated that the money belonged to a
"Vaquero" who ZAMORA identified as Luis Felipe RODRIGUEZ residing in Eagle Pass, Texas. ZAMORA
further stated that he had transported narcotics to San Antonio and Houston for RODRIGUEZ and returned with
large sums of U.S. currency at least 15 times. ZAMORA later identified RODRIGUEZ through a photo lineup.
On or about July 26, 2012 a DEA Confidential Source (CS) had a conversation with RODRIGUEZ discussing
why ZAMORA's narcotics proceeds had been seized by law enforcement. RODRIGUEZ told the CS that he
suspected ZAMORA had done something wrong with the hidden compartment. RODRIGUEZ further explained
where the compartment was located, how to open it, and the reasons why the compartments were located near
the engine. RODRIGUEZ explained that the compartments were built in such a way that it should only take a
person 15 minutes to load and unload and that the heat of the engine would deter law enforcement from
conducting extensive searches. RODRIGUEZ then instructed the CS that he/she would be transporting narcotics
to San Antonio and Houston, Texas and then smuggle bulk currency back into Mexico. The CS stated that on
several occasions he/she had transported money from San Antonio and Houston to Mexico for RODRIGUEZ.
