Forjustoneday,theusualpartisanbickeringoverpubliceducationtookabackseataslawmakerscrossedtheaisletopateachother
onthebackandcommendoneanotherforajobwelldone.
EvenGov.TomWolfwasallsmilesashesatsandwichedbetweenthetwoRepublicancommissionco-chairs,Rep.MikeVereb,RMontgomery,andSen.PatBrowne,R-Lehigh,duringapressconferenceinthegovernor'sreceptionroom.
ThisisabigstepforwardforthepeopleofPennsylvaniaandforoureducationsystem,Wolfsaid.Ithinkit'sareallystrongstatement
andit'sasignwecanactuallyreachacrosspartylinesandacrosstheaisletodoreallyimportantthingsforthepeopleof
Pennsylvania.
The15-membercommissioncreatedbyAct51of2014spentthelastyearholdinghearingsacrossthestateandgatheringinput
onwhataneweducationsubsidyformulashouldlooklike,whatitshouldconsider,andhowitcomparestootherstates.
Forthelasttwodecades,theGeneralAssemblyhasreliedonapatchworkoffundingmechanismswhenfunnelingoutitsstatesubsidy
yearafteryear:typically,aholdharmlessallocation,whichguaranteesadistrictwillreceiveatleastthesameamountofstatedollars
asitdidtheyearbefore,plusadditionaldollarsawardedforspecialcircumstanceswithinadistrict,oftencalledsupplements.
Forexample,adistrictwithalargepopulationofEnglish-language-learners(ELL)orchildrenlivinginpoverty,wouldreceivemorestate
fundingthanawealthierdistrictwithoutthosechallenges.
Thenewformuladoesn'tabandonthesupplementidea,entirely.Instead,itconsidersthesupplementsaspartofthebasicformulaitself.
Childrenlivinginacutepoverty,definedasahouseholdmedianincomerangingwithin100percentofthefederalpovertylevel,carrymore
weightthanchildrenlivingbetween100and184percentofthefederalpovertylevel,andthesechildrencarrymoreweightthanachild
who'sfamilyincomedoesn'tfallwithinthepovertyguidelinesatall.
Likewise,ELLstudentsaddmoreweighttotheper-pupilspendingcalculation,asdoesadistrict'scharterschoolenrollmenttotal.
Onceaweightedstudentheadcountiscalculated,thatnumberisthenweightedagainbythemedianhouseholdincomeindex,the
localtaxeffortcapacityindexandsparsitysizeadjustment,ifthedistricthaslowpopulationdensity.
HouseEducationCommitteeMajorityChairmanRep.StanSaylor,R-York,saidthispartoftheequationrepresentsanimportantchange
fromthewaythestateusedtocalculaterelativewealth.Insteadofusinganoutdatedaidratio,thestatewillnowanalyzehousehold
incomedatageneratedbytheU.S.Censustogetaclearerunderstandingofadistrict'soverallwealthandabilitytoraisetaxrevenue.
ThefinalnumberwillbemultipliedbythefundingallocationsetbytheLegislatureeachJuneandthendividedbythestate'stotal
adjustedstudentweightheadcount,togenerateeachdistrict'sshareofstateeducationfunding.
Saylorsaidtheresultwillbethatsomedistrictsparticularlythosewhichhavebeenunder-fundedfordecadeswillreceiveahigher
percentageofnewfunding,thougheverydistrictwillseeapieceofthepie.
Andwhilethismightbethefirststep,manyquestionslingerabouthowthisnewformulawillimproveschoolfundinginequitiesand
when.
SaylorandSenateEducationCommitteeMajorityChairmanLloydSmucker,R-Lancaster,saidThursdaytheywillmoveabillthrough
theirrespectivecommitteesearlynextweek.Thegoal,commissionmemberssaid,istoenactthenewformulaalongsidethestate
budgetbytheendofthemonth.
It'simportanttonote,however,thecommission,atthistime,recommendsthatonlynewstatefundingforbasiceducationbesubjectto
theformulaso,forexample,iftheLegislatureappropriates$400millionextraasrequestedbythegovernor,thenonly$400millionwill
bedistributedtodistrictsusingthenewformula.
Lastyear,theGeneralAssemblyappropriated$5.52billiontobasiceducation.Thegovernor'sproposed$400millionincreaseamounts
toroughly7percentofthetotalbasiceducationsubsidy.
Thecommissionsaysit'suptotheGeneralAssemblytodecidewhattodowiththestate'sdecades-oldholdharmlessprovision,
thoughBrowneadmittedthatprovision,asamatterofpublicpolicy,isn'taccommodatedintheformula.
Whatdowedowiththecurrentpoolofdollars?Andtheremightbeafuturepoolofdollars.Thosearebudgetdecisions,Brownesaid.
Thosearedecisionstheassemblywilldecideandwhethertoapplytheformulatothecurrentpoolofdollarsortoafuturepoolof
dollars.
Thehold-harmlessprovisionprovedtobeanearlypointofcontentionforthecommission.
InheropeningstatementsatitsfirsthearinginAugust2014,Rep.DonnaOberlander,R-Clarion,toldthecommissionshewouldvote
againstanynewformulathatharmsruralschooldistrictswhojustifiablydependonstatedollarsguaranteedthroughthehold-harmless
provision.
It'sanopinionshesaysalargecontingentoftheHouseRepublicanCaucusholds,thoughnoofficialcaucus-widepositionontheissue
existedatthetime.
Thehold-harmlessprovisionisimportanttomanyschooldistricts,includingmyown,shetoldthecommission.Inaruralschool
districtwithalimitedtaxbase,statesupportisneededtohelpschooldistrictsfulfillthisvitalfunction(ascenters)fortheircommunities.
Whilethecommissionwillbeexaminingthehold-harmlessprovision,Iwillguardagainstaformulathathurtsthoseschooldistrictsthat
justifiablyreliedonhold-harmless.
ThecommissionsexecutivesummaryreleasedThursdayagainacknowledgedtheimpactofhold-harmlessonthestate's500school
districts,indicatingtwo-thirdsofthosewouldreceiveapproximately$1billionlessinstatefunding.
Smuckersaidthecommissionenvisionedtheformulaasalong-rangefixtobadeducationpoliciesofyearspast.
Youcan'tfix30yearsofhistoryinoneyear,hesaid.
Hesaidtheideais,thatasstateeducationfundingincreasesyearafteryearso,underWolf'sbudgetproposal,theLegislaturewould
increasespendingby$2billionoverthenextfouryearsalargerandlargerpieceofeducationfundingwillbesubjectedtothenew
formula.
That,inofitself,overtime,willaffectdramaticallythewaywefundpubliceducation,Smuckersaid.
Inthemeantime,thenewformulahasgeneratednothingbutpositivefeedback.
OnbehalfofTheSchoolDistrictofPhiladelphia,IapplaudtheworkoftheBasicEducationFundingCommissionindevelopingagood,
thoughtfulformulathatconsidersthefactorsthataffectstudentlearning,saidWilliamHite,superintendentofthePhiladelphiaSchool
District.Weappreciatetheformulasinclusionofbothconcentrationanddepthofimpoverishedcircumstancesforstudentsandschool

ourstudents,andmakesurethatthewayPennsylvaniaprovidesstatefundingisfairforeverychild.WecallontheGeneralAssembly
tobeginanewefforttoadequatelyandfairlyfundpublicschoolsbeginningwiththe2015-16statebudget.
JoanBenso,presidentandCEOofthePennsylvaniaPartnershipforChildren,saidshecouldn'tbehappierwiththecommission's
recommendation.Infact,shesaid,itwassimilartoaformulasuggestedbyPPCearlierthisyear.
Itwillgoalongwayovertimetoclosethegapbetweenthebigdisparity,thebiggestdisparityinthecountry,shesaid.Theythought
aboutanewwaytodetermineacommunity'sabilitytogeneratetherevenuenecessarytoeducatetheirkidsandrevampedaidratio,

schoolfundingwithnextyear'sbudget.
Philadelphiapublicschoolsareinperpetualcrisisbecauseofourstategovernment'srefusaltoappropriatelyfundasystemitcompletelycontrols.Statefunding
forthestate-runPhiladelphiaschoolsystemhasdroppedbyapproximately$150millionoverthelastfouryears.
Theproblemisn'tinCityHall.It'sinHarrisburg.
Bymisleadingthepublic,theDailyNewsisdirectingadvocacyawayfromthestatecapitol,whereitisneededmost.CityCouncilhasonlyeverheededthemoral
imperativetosupportpubliceducationbyraisingtaxesforourschoolseveryyearsince2011.
Wehaveraisedtaxesonhouseholds,businesses,tobaccoproductsandsales,andarepoisedtoraisemoretaxesonparkinggarages,allwhilethecityhas
improvedtaxcollection.
Andit'sstillnotenough-until,perhaps,now.Gov.TomWolfhasintroducedacommonsensebudgetthatrestoresfundingforpubliceducationbytaxing
corporationsandindustriesmoreequitably.
AllPennsylvaniansshouldcallontheirelectedstaterepresentativestoworkwithGov.Wolftoright-sizestateandlocalfundingproportionstoourschools.Once
Philadelphia'sbudgetispassed,IwillspendmysummertravelingtoHarrisburgtoadvocateforfull,fairfunding,asI'vedoneeverysummerofthiscrisis.
