Concerned by the continued and sustained flow of refugees and migrants


into the European Union,
Recalling the the asylum procedures directive of the European Union,
Taking into consideration the European Union perspective on the
movement of asylum seekers and migrants across the borders,
Emphasizing the application of European returns directive by the
European Union,
Recalling the Geneva Convention of 1951 and additional protocol of 1967
on the status of refugees,

1) Calls upon the member states of the European union to enhance and
improve the application and the mandate of the Dublin (III) regulation;
2) Suggests the formation of the early warning and preparedness
mechanism to deal with emergency situations;
3) Suggests the creation of a network of Dublin units to facilitate the
European asylum support office to enhance practical cooperation and
information sharing;
4) Calls upon the member state to recognize and support the
implementation of the European union-turkey joint action plan entered
into force on march 20, 2016;
5) Emphasizes on the strengthening of the European return fund, as
mentioned under the returns directive of the European union;
6) Calls upon member state to recognize Turkey as a safe third country in
accordance with the procedures directive article 38(1);
7) Encourages the European union to establish legal safeguards for taking
decisions related to return of illegal immigrants and transfer to a third
safe country;

8) Emphasizes on the use of coercive measures used by member states in


case of forced transfer of immigrants in accordance with the principle
of proportionality;
9) Encourages the member states to amend the council regulation
2007/2004 to enhance the mandate of the frontex to enhance its
functioning;
10) Suggests the amendment of the asylum procedure directive to
define a procedure for requesting and examining a request for and
conforming mutual recognition for granting of asylum;

Calls upon member states to facilitate the common European
asylum system by the European asylum support office (EASO) by better
coordination between them and the frontex;
12) Encourages skill upgrading and immigration to enhance the
performance native labor market;
13) Encourages granting asylum seekers access to private and public
labor markets and self-employment;
14) Suggests all countries to investigate and prosecute various
trafficking gangs who exploits refugees and migrants and peoples
safety above all.
15)
Suggests expanding current resettlement programmers increasing
humanitarian use and establishing temporary international protection.
