Regarding the second floor and overtime, after all these years Sylvia and Richard

still dont get how the jail operates. And the conflict continues. Dont keep inmates
on the second floor send them to the floors where they belong and use overtime if
necessary? From Sylvias email, But if you use overtime you must explain to
Richard. You can never do the right thing because the rules change every day.
THERE ARE NOT ENOUGH OFFICERS TO DO THE JOB.

Sheriff,
I am sorry to hear about your illness I hope you feel better. I went to bed early and
did not get your message till this morning, I will have the commanders explain the
increase of OT and look into the weekenders situation.
As for the movement of inmates every day the Jail Annex still sends notice to the
the DDF of the housing availability and transfer of inmates does occur .
On Sunday the shifts lost 4 officers to the operations section to address the
recreation issue, this is the only change that may have had an impact on the
staffing.
Sundays we have minimal staff at both jails (this will change in October) and no one
from operations is available to assist the shifts. Operations is off on the weekends
because of the heavy load they handle during the week due to the courts.
I will look into this matter and have a response shortly.

I understand what you mentioned to me about the numbers on the second floor.
But these overtime numbers are disturbing. We usually use under a 100 hours a
payday downtown and in two days we have already eaten up 72 hours.
Additionally the annex used 17 and that seems unusual also.
I'm not sure what's going on. Did something happen this weekend that we haven't
seen in a while? Are the supervisors using their people correctly? Do these two
facilities help each other out by moving staff from one to the other if needed?
All of you have worked so hard to make changes that have really made a positive
impact on our budget and I know there are others pending. I don't want to lose
everything we have gained.
Can you get a report from each facility to justify that overtime "bump" and I'm
particularly interested in on-duty personnel and whether they were used correctly
before they started calling in people on overtime. These supervisors need to know
that we want accountability for taxpayer monies.
I went to the jail at about 8pm last night and walked around. The second floor was
almost completely empty to include most of the cells where we house work release.
I was told they received 100 weekenders and sent them all to the floors. So, how
come they didn't maximize the personnel in releasing by filling those weekender
cells first? That might have made a difference in keeping the floors from going
over 96. I was told 4 floors were over but none of those were significantly over 96.
But anyway, there are certainly some questions that need to be answered
