In January 2016 the City of Steamboat Springs contracted with Raftelis Finandal Consultants, Inc. to complete a water and
wastewater rate study. The purpose of the rate study was to analyze our anticipated costs of service to operate our water and
wastewater utilities, and to establish service charges, tap fees, and wholesale customer rates to ensure the utilties remain
fiscally sustainable. The study determined that we need to raise our rates due to regulatory requirements, anticipated capital
improvements, and increased operating costs, The findings of the study were presented to City Council and proposed rate
increases are as follows:
