Section 1

SCOPE OF SUPPLY AND WORK


The scope of works covered under this specification shall be but not limited to the followings.
1.1

Design, manufacture, testing at works, transportation & supply at site 500 kW and above
rating, 400 V or at suitable L.T. system voltage, 3 phase, 50 Hz, horizontal axis upwind /
down wind Electric Generator (WEG) complete with accessories as may be required for
successful operation of wind farm of capacity totaling around 5 MW including suitable
power evacuation system from the wind farm up to the grid.
(Necessary current limiting devices such as thyristors shall be installed in the generating
equipment, capacitors of sufficient rating shall also be provided in the equipment to ensure
that the power factor is always maintained minimum of 0.9).

1.2

Design & construction of WEG towers along with their foundations.

1.3

Design & construction of control system to give command to WEGs, receive data,
processing and getting required report on energy generation, wind speed etc.

1.4

Design & construction of control room (for housing the power and control panels of WEGs)
applicable in case of Lattice type towers.

1.5

Micro-siting, erection, Testing and Commissioning of WEGs.

1.6

Design, Manufacture, Testing at works, Transportation, Supply, Erection, Testing &


commissioning of wind farm internal electrical system, L.T. Cabling, Lighting etc. including
but not limited to the following: 33 kV Step up transformer.
33 kV Outdoor type switch gear panels.
33 kV structures with A.B. Switches, D.O. Fuses Insulator, Lightning arrestors, and

other line materials as required.


33 kV O.H. Lines including all its accessories within wind farm and upto point of
commencement of supply (Protection, Control and metering facilities, separate for
export & import of power to grid shall be provided as per system requirement of state utility.
VAR drawl compensation system.
Lighting, Cabling & Earthing system complete.

Construction of office cum store building along with rooms which shall be fully furnished
and air-conditioned for staying of official.

1.8

Bidders shall design suitable power evacuation system to inject power from wind farm at
any nearest 33 kV/132 kV/220kV/400kV GSS through dedicated line, bay extension and

protection equipment work at DISCOM Grid Sub Station if required, then the
expenses shall be borne by the contractor.
1.9

Land development, Design and construction of other civil works including.


Furnished Office cum Stores building and Security Room.
Suitable approach roads & internal wind farm roads to facilitate safe and easy transportation
of equipment and material at the project site.
Contour survey of the wind farm land for the total area identified for wind farm of
5 MW capacity & soil investigation.
Providing wholesome drinking water for entire O&M period for all personnel and providing
water to cater the day-to-day requirement of wind farm during entire O&M period.
Suitable Communication System

security arrangement and Maintenance tools & tackles etc., as furnished in the detailed
scope in "Operation and Maintenance" chapter.

All equipment & item which are not specifically mentioned in this document but are required
for completion of work including commissioning, operation & maintenance of wind farm as
per Technical Specification, for safe and efficient operation and guaranteed performance.

The drawings in the following category shall be submitted only for information to

1.16

All drawings shall be fully corrected to agree with the actual "as built" site conditions and
submitted to IPL after commissioning of the project for record purpose.

The contractor shall forward to IPL


(i)Schedule (L1 & L2) for various activities in the form of PERT Chart with in a week
from the date of detailed work order.
(ii)Fortnightly site work progress report during construction period and
(iii) Monthly O&M reports after commissioning of the project.

1.18

Supply & erection of 1 No. independent wind monitoring station duly calibrated by the
independent agency approved by IPL and the bidder at the site along with necessary
equipment & software for recording wind data & transferring to computers. The actual wind
data gathered by the installed wind monitoring station shall be used for comparing the
estimated generation visa-vis actual generation recorded.

Imparting training to Four Engineer of IPL at the works, where assembly and testing of
complete WEG is carried out, within one year of commissioning of project. . Contractor will
bear all costs of travel, fees, lodging, boarding, training and local conveyance of the engineers
at training places.
Construction of administrative office along with requisite furniture, computer, airconditioning, other equipment as specified, etc.
Providing a detailed training plan for all operation, maintenance procedures, which shall
after approval by IPL form the basis of the training program the contractor, shall also be
responsible for training of IPLs staff.

Establishing computerized system to maintain the inventory of spare parts and tools,
equipment, consumables and supplies.

Employ and coordinate the training of personnel who will be qualified and experienced to
operate and monitor the facility and to coordinate operations of the facility with the grid

Adequate insurance coverage during EPC and O&M period.

Maintain accurate and up-to-date operating logs, records and monthly reports
regarding the Operation & Maintenance of facility.

Perform or contract for and oversee the performance of periodic overhauls or maintenance
required for the facility in accordance with the recommendations of the original equipment
manufacturer.

Procurement for spares parts, overhaul parts, tools, equipments, consumables, etc. required
to operate and maintain the project in accordance with the prudent utility practices and
having regard to warranty recommendations.

Maintain and keep all administrative offices, roads, tool room, stores room, equipment, etc.
in workable conditions.

Hand over the system to maintain an inventory of spare parts, tools, equipment,
consumables and supplies for the facilitys operation along-with required inventory to
maintain the facility for two year on the basis of average requirement at the time of
conclusion of O&M period.

Two years free O&M during warranty period including spares and consumables.

1.32

Land, free from any dispute and legal liability shall be provided by the bidder for
the said power plants. For the selected site the bidder shall provide the certified wind
data in the form of frequency distribution of the selected site from MNES or C-WET.

1.33

Operation and Maintenance

1.33.1 Scope
IPL wishes to entrust the total O&M activities of the 5 MW wind farm to the
contractor on turnkey basis for the first 10 (ten) year including 2 years free O&M during
warranty period.
The Turnkey contractor shall be responsible for all the required activities for the successful
running, optimum energy generation & maintenance of the wind farm including wind farm
electricals covering.

period as per recommendations of the equipment manufacturers.
Conducting periodical checking, testing over hauling and preventive action.
General up keeping of all equipment, building, roads, wind farm land area.
Submission of periodical reports to IPL on the energy generation & operating
conditions of the wind farm.
Taking care of the full security aspects of the wind farm.

Replacement of capacitors if burnt.

1.33.2 Continuous monitoring the performance of the Wind Electric Generators and regular
maintenance of the whole system including WEG, transformers, overhead line, outdoor
kiosks etc. as necessary for extracting and maintaining the maximum energy output from
the wind farm.
1.33.3 Operation and Maintenance of the wind farm including supply of spares, consumables,
part replacements due to wear and tear, overhauling, replacement of damaged capacitors
and insurance covering all risk (Fire & allied perils, earth quake, terrorists, and burglary )
required for a period of first 10 (ten) years from the date of commissioning of the project
shall be carried out at fixed cost. The period of Operation and Maintenance will be deemed
to commence from the date of handing over of complete Wind Farm to the O & M contractor
for operation and maintenance of the same. For the purpose of O&M payment, the first year
shall be reckoned from the date of hand over of wind farm to the contractor for O& M purpose
till 31st March of that financial year.

1.34

Operation and Performance Monitoring


Operation part consists of deputing necessary manpower necessary to operate the wind farm
at the optimum capacity. Operation procedures such as preparation to starting, running,
routine operations with safety precautions, monitoring etc. shall be carried out as per the
manufacturers instructions to have trouble free operation of the complete system.
Daily work of the operators in the wind farm involves logging the voltage, current, power
factor, power and energy output of the 5 MW wind farm, logging down
individual WEG's output data once a day (minimum). The operator shall also note down
failures, interruption in supply and tripping of different relays, reason for such tripping,
duration of such interruption etc. The other task of the operators is to check battery voltage,
specific gravity, temperature etc.
The operator shall record monthly energy output of each WEG and reports shall be prepared
on performance of wind farm indicating turbine wise production. Down time, capacity
factor, machine availability etc. and these figures shall be computed for the total wind farm.
Typical tables for maintaining the record of the performance of WEGs are enclosed at the
end of this chapter.

1.35

Maintenance
The contractor shall draw the preventive maintenance schedules and attend to the
breakdowns keeping in view that machine availability is always more than 98%.
The contractor shall carry out the periodical/plant maintenance as given in the
manufacturers service manual and perform minimum two certified services per year.
Regular periodic checks of the WEG shall be carried out as a part of routine preventive
maintenance during low wind period. In order to meet the maintenance requirements stock
of consumables are to be maintained as well as various spare as recommended by the
manufacturer at least for 2 years to be kept for usage.

Maintenance of other major equipment involved in wind farm electricals like step up
transformers, overhead line equipment and outdoor 33 kV VCB / SF6 kiosk and metering
panel. Particular care shall be taken for outdoor equipment to prevent corrosion. Cleaning of
the insulators and applying Vaseline on insulators shall also be carried out at every 3 to 4
months interval. Resistance of the earthing system as well as individual earthiest is to be
measured and recorded every month. If the earth resistance is high suitable action is to be
taken to bring down the same within acceptable limit.
According to the recommendations stock of special tools and tackles shall be maintained for
WEG and other major electrical equipment.
A maintenance record is to be maintained by the operator/engineer-in-charge to record the
regular maintenance work carried out as well as any breakdown maintenance along with the
date of maintenance reasons for the breakdowns steps have taken to attend the breakdown
duration of the breakdown etc.
The Schedules will be drawn such that some of the jobs other than breakdown, which may
require comparatively long stoppage of the WEGs, shall be carried out preferably during
the non-windy season.
The Contractor shall deploy enough manpower at wind farm site to carryout work
instructions and preventive maintenance schedules as specified. The contractor shall keep
atleast one skilled and experienced supervisor at site on permanent basis to supervise the
jobs that are being carried out at site.
The Contractor will attend to any breakdown jobs immediately for repair/replacement
/adjustments and complete at the earliest working round the clock. During breakdowns (not
attributable to normal wear and tear) at O&M period
The Contractor shall immediately report the accidents, if any, to the Engineer Incharge
showing the circumstances under which it happened and the extent of damage and or injury
caused.
The Contractor shall comply with the provision of all relevant acts of Central or State
Governments including payment of Wages Act 1936, Minimum Wages Act 1948,
Employer's Liability Act 1938, Workmen's Compensation Act 1923, Industrial Dispute Act
1947, Maturity Benefit Act 1961, Mines Act 1952, Employees State Insurance Act 1948,
Contract Labor (Regulations & Abolishment) Act 1970, Electricity Act 2003, Grid Gode,
Metering Code or any modification thereof or any other law relating whereto and rules
made there under from time to time.
The contractor shall at his own expense provide all amenities to his workmen as per
applicable laws and rules.
The Contractor shall ensure that all safety measures are taken at the site so as to avoid accidents
to all personnel at site during EPC & plant during O&M.
If negligence, mal-operation of the contractor's operator results in failure of equipment such
equipment should be repaired / replaced by contractor at free of cost.

1.36

Quality Spares & Consumables


In order to ensure longevity safety of the core equipment and optimum performance of the
system the contractor shall use only genuine spares of high quality standards.

1.37

Floating Stock of Gear Boxes


To reduce down time due to gearbox failure in the WEG the contractor should have a
floating stock of gearboxes at their local service centre/factory Whenever the gearbox
requires any repair the contractor shall send one from their stock for temporary replacement
to keep the machine running even during the period or repair of the gearbox at no extra cost.

1.38

Tools and Tackles


The Contractor shall arrange for all the necessary tools and tackles including crane for
carrying out all the erection and maintenance work covered under this contract.

1.39

Security services
The contractor shall arrange proper security system including deputation of security
personnel at his own cost for wind farms. The security staff may be organized to work on
suitable shift system; proper checking & recording of all incoming & outgoing materials
vehicles shall be maintained. Any occurrence of unlawful activities shall be informed to
IPL immediately. A monthly report shall be sent to IPL on the security aspects.

Section 2

TECHNICAL SPECIFICATION
This Technical Specification covers the technical requirement of design, manufacturer, testing at
works, supply, installation, testing and commissioning of power equipment for complete erection
and commissioning and operation and maintenance for 10 consecutive years for 5 MW
Electric Wind Farm.
2.1

Technical Specification for Wind Electric Generators (WEGs)

2.1.1

Type and Rating of WEGs


The WEGs shall be of
a) Rating more than 500 kW
b) Upwind/downwind
c) Two/Three bladed type
d) Horizontal axis with active yawing
e) Grid connected type and
f) Single speed/Dual speed/Variable speed
The WEGs shall be suitable for continuous operation under the following grid conditions
and to suit the site conditions.

The WEGs shall have adequate protection and control to operate in tandem and be
synchronized with the utility grid. The tolerance limits indicated above may however be
exceeded in actual conditions and the WEGs shall be protected from damages against such
exceeding of limits.
2.1.2

Design Criteria
The WEG shall be designed to have a lifetime of not less than 25 years for continuous
operation. The bidder shall indicate the list of components whose lifetime may be less than

25 years. The blades should be designed based on a standard specification which may be
indicated by number, date of issue, authority who issued and its address adequate to
establish communication with a view to obtain a copy of the standard.
2.1.3

Local Control System


Each WEG shall have a local control system (LCS) and it shall be suitable for the specified
site conditions and designed for automatic, unattended operation, and based on a
microprocessor-controlled system with a power back up. The microprocessor and power
control units shall be located separately and well ventilated. In case of tubular tower, the
LCS shall be capable of operating satisfactorily at the prevailing temperature inside the
tower, without exceeding the permissible temperature rise.

2.1.4 Provision For Centralized Monitoring System.


The local control panels/ control system. A centralized monitoring system (CMS) shall be
provided which shall be able to display all the parameter in local control panel. CMS should

also be capable of controlling the wind farm operation. The local control panels/ control
system having suitable provision for connection with centralized monitoring system.

2.1.6

Start-Up
The WEG must be equipped with a soft-start arrangement for limiting the starting currents
and avoiding peak loads on the grid and excess voltage drop across the generators. The
maximum inrush/starting current shall not exceed the full load current of the generator.

2.1.7

Generator
The generator shall be of three phase Synchronous/asynchronous dual winding type with
squirrel cage rotor, totally enclosed, surface cooled and suitable for continuous operation at
rated voltage, 50Hz (+1.5 Hz 3 Hz) on grid connection. The generator shall be designed for
tropical environment and in accordance with relevant Indian Standard/International
Standards, which should be stated in the offer in adequate detail. The rated output and
voltage shall match the varying availability of wind energy on the one hand and the entire
possible grid conditions on the other. The insulation shall be of class F, and protection IP:
54. Bidder shall clearly indicate the generator voltage in their offer and confirm the
tolerance limit as per clause 2.1.1.
In case variable speed WEG is offered, full details of the AC/DC/AC conversion system
offered must be furnished along with the offer. The power electronics shall be suitable for
site conditions.

2.1.8

Capacitor
The WEG shall be provided with capacitors for attaining a minimum average power factor
of 0.90 at full load with three steps of cut in facility. The capacitors shall cut in after the start
up procedure is completed. The bidder shall furnish the rating of the capacitors. The
capacitors shall be housed in a separate panel, such that proper ventilation is maintained and
the heat dissipated from the capacitors shall not affect the other components in the
switchboard. The capacitors should be designed for tropical environment and in accordance
with relevant international and Indian Standards, which should be stated in the quotation.
The voltage rating shall match the voltage rating of the generator voltage.

2.1.9

Braking System
The WEG shall have two independent braking systems out of the two brakes; one of them
may be aerodynamic type and act at 10% over speed of the propeller. If aerodynamic brake
is not provided then the bidder should furnish full details to say how the WEG will be safe.

2.1.10 Tower
The tower may be either lattice type or tubular type. Where tubular towers are provided for
Stall regulated WEGs using tip spoilers, the tower should preferably have inspection door
for tips spoilers checking and maintenance. The tower shall be galvanised or painted as per
specification. The tower should have convenient climbing devices. Safety rope and belts
should be supplied. One set of template to fix the foundation bolts in the concrete should be
supplied. Necessary foundation bolts should also be supplied. All the foundation bolts
should be galvanised.
2.1.11 Switch Board:
For each WEG a switchboard shall be installed which must include all power distribution for
the WEG protection systems, soft start, capacitors control etc. The general data for the
switchboard are as follows:

Switchboard shall be provided with adequately rated copper bus bar, incoming control, and
outgoing control etc. as a separate compartment inside the panel to meet the requirements of
the CEA/CEIG. All live terminals and bus bars shall be shrouded. The out going terminals
shall be suitable to receive suitable runs and size of cables required for the
WEG/Transformer rating.
The switchboard and control panel shall be designed and manufactured in accordance with
the relevant International and Indian Standards and shall be suitable for the site conditions
specified.
2.1.12 MCCB
1 No. additional moulded case circuit breaker of adequate rating exclusively for controlling
the outgoing feeder/cable to the LT terminals of transformer shall be provided.
2.1.13 Energy Meter
1 No. utility calibrated energy meter with provision of back stop, which will prevent the
meter from rotating backwards when power is drawn from the grid for checking/comparing
the guaranteed energy generator shall be provided. Bidder shall note that the energy
recorded by this meter shall only be taken for recording the generated annual energy.

2.1.14 Interfacing with the Grid


Each WEG will be connected to grid through a step-up transformer of suitable capacity and
voltage rating.
2.1.15 Source of Components
The bidder shall furnish the make and source of the various components of the WEG.
2.1.16 Design Improvement
The purchaser or the supplier may propose changes in the specifications of the equipment or
quality over and above the guaranteed performance and if the parties agree upon any
changes, the specifications shall be modified accordingly.
If any such agreed change is such that it affects the price or completion schedule, the parties
shall agree in completion schedule or both, before the supplier proceeds with the change.
Following each agreement, the provision thereof shall be incorporated in an amendment to
the contract.
2.1.17 Protection Against High Temperature and Dust Storms
The temperature at the locations to be considered at the extremes during summer and winter.
Also the site to be considered prone to sand storm with high dust loading.
Hence, WEGs need to be provided with suitable protection. All materials, components and
equipment shall function and work properly during the lifetime without deterioration due to
aggressive climate conditions and dust loading.
Bidder shall submit a write-up on protection methods / precautions adopted for the
satisfactory performance of WEGs for such conditions.
2.1.18 Earthing and Lighting Protection
The earthing system of WEG shall be under the scope of the Bidder. All the frames of every
electrical equipment shall be effectively connected to earth at two points. The Bidder shall
provide material required for earth electrode as well as earth current carrying conductor. The
combined earth resistance at each wind electric generator shall be less than 1 Ohm. The
earth electrode must be designed to withstand and maximum possible short circuit current
and the length of the electrode shall be such that the combined earth resistance is less than 1
Ohm.
The Bidder shall also provide suitable earthing system to protect the Blades, Nacelle tower
and step up transformer against lightening. Effective earth resistance of electrodes shall be
less than 5 (five) Ohms and the combined earth resistance shall be less than 1 Ohm. The
work shall be executed as per IS: 2309, 3034. The Bidder should append a drawing showing
the earthing arrangement of the WEG and transformer.
2.1.19 Environmental Protection
The towers shall be galvanised to relevant standards applicable to galvanisation of fabricated
steel structures. The minimum thickness to galvanising should be 129 microns, irrespective

of whether it is hot dip galvanised or spray galvanised. The Bidder shall describe the process
of galvanising adopted for the towers. The tower will be inspected at site and if any damage
to galvanisation is noticed or the thickness of any damaged sections with inadequate
thickness of galvanisation will have to be replaced to the satisfaction of the purchaser or his
inspection agency. Site galvanisation or site repairs will not be permitted.
In case painted towers are offered, the full specification for painting shall be furnished. The
purchaser has the option either to accept or reject the painted tower depending on the
specification offered for the painted towers.
All materials, components and equipment shall function and work properly during the
lifetime without deterioration due to the aggressive climate conditions. The Bidder shall
submit descriptions of protection methods adopted by them for all components. All exposed
iron components such as tower, nacelle and hub should be galvanised. Only hot dipped
galvanised bolts and nuts should be used. Galvanisation should conform to latest IS.
Switchboard shall have two coats of epoxy painting to a thickness of 120 microns, over two
coats of primer.
The painting/galvanising of towers & WEG should confirm to relevant specifications (ISS).
2.1.20 Tower Foundation
Foundation arrangement proposed by the Bidder shall be suitable for the soil conditions
prevailing at the proposed site. Bidder shall furnish the design data and drawing for the
foundation for the wind electric generators for approval, before proceeding with the work.
They should also indicate the quantum of steel to be used for each WEG.
2.1.21 Control Room
Control room, if applicable in case type of the tower calls for housing the switchboard and
local control panel, shall be designed to suit the soil conditions. The size of the room shall
be adequate to house the equipment with required clearances and operating space as required
by CEA/CEIG. Room shall be constructed out of good quality stone/brick wall of not less
than 230 mm. Roof slab shall be of RCC as per standard practice. Door, Window,
Ventilators shall be of metal construction and painted with 2 coats of paint over two coats of
suitable primer. Cable trench as required shall be provided. The contractor shall furnish the
plan and construction details of the control room for approval, before proceeding with the
work.

2.1.22 Standards & Statutory Requirements


The WEGs and other equipments should conform to the relevant International, Indian
Standards and shall meet all the CEA/CEIG & local statutory requirements. The Bidder shall
furnish the standards adopted by them.
2.1.23 Inspection and Testing
All items will be carefully inspected and tested during manufacture and approved prior to
despatch in accordance with the applicable standards by the manufacturer. Triplicate copies
of all test certificates including bought out components/equipment shall be furnished for

approval before despatch. Supplier shall furnish the list of tests to be conducted in the
presence of customer/consultant/third party inspector.
Purchaser shall reserve the right to inspect the equipments/components at the manufacturer's
works. Purchaser shall have an open access for conducting quality inspection of the system
as well as components as and when deemed necessary. Purchaser may engage third party
inspection agencies for achieving the assured quality of the components. Supplier shall
extend the necessary cooperation to the third party inspection agencies besides to purchaser's
inspection team for effectively carrying out the inspection/testing. However, stage
inspection by purchaser does not absolve the responsibility of the supplier in providing the
performance guarantee/warranty. Supplier shall strictly comply with the quality
requirements suggested by the inspecting authorities from time to time.
2.1.24 Micro-siting, Erection, Testing & Commissioning
The contractor shall carry out micro-siting, erection, testing, startup and commissioning of
WTGs. The contractor is responsible to bring to site and deployment of all tools, cranes and
other instruments required for this purpose.
2.1.25 Warranty
The Bidder shall provide a warranty covering the rectification of any and all defects in the
design of equipment, materials and workmanship of equipment for a period of 24 months
from the date of commissioning.
2.1.26 Availability Factor
The Bidder shall guarantee that during the warranty period, the availability factor of each
WEG shall not be less than 98 %.
2.1.27 Power Curve
In case of imported WEG, the rated power curve of the WEG shall be certified by an
international approved test station like RISO in Denmark or by any other competent
agencies. In case of WEGs, which contain partly indigenous parts and components and are
assembled at manufacturers works in India either under licensed production or joint venture
usually have the same specifications and production processes as the original imported wind
turbine. In this case also the foreign counterpart should provide a wind turbine type
approval, which covers local deviations or use of indigenous components.
In case of fully indigenous wind turbine, the manufacturers should provide type approval
and certification at his own cost by C-WET.
The power curve along with certification endorsement should be submitted alongwith the
offer. The power curve submitted with bid document shall be considered for calculation of
estimated generation from WEG.
2.1.28 Performance Guarantee
The Bidder shall furnish the annual energy generation based on the monthly wind data of the

site selected by bidder

2.1.29 Operation & Maintenance:


(I)

Soon after successful completion and commissioning of wind farms the contractor
shall start doing the O&M works as directed by IPL. However the contractor
should complete the works/submit documents as mentioned below before taking up
the O&M work.

The EPC work of the project shall be considered as commissioned and completed on
continuous generation of electricity for 360 hours with 98% availability of WEGs and
generation of electricity from the wind farm as per power curve of the WEGs. The
contractor shall demonstrate the following during the short-term test run.

2.1.30 Technical Data

The successful Bidder shall submit three copies of the following information/documents for
approval as below: Bar chart within two weeks covering manufacture, delivery, erection, testing and
commissioning
of WEG, tower, casting of foundation, construction of control

The specification for environment protection.

2.2
2.2.1

WEGs Foundation and Other Civil Works


Scope of Work
The scope of work under civil work shall include
a. Land development for the wind farms
b. Conducting contour survey and soil testing
c. Foundation of WEGs
d. Foundation of WEG steps up transformer & HT switchgear kiosk.
e. Room for housing WEG local control panel (applicable for WEGs with lattice type
tower)
f. Construction of suitable control room for housing the CMS system equipped with air
conditioner
g. Construction of office cum store building along with rooms which shall be fully
furnished and air-conditioned for staying of official and security office at site.
h. Suitable approach road and & internal wind farm roads shall be roads to carry safe
and easy transportation of equipment and material at the project site shall be made.

2.2.2

Design Criteria
All civil, structural and architectural work shall be designed, supplied and constructed as per
latest editions of Indian Codes and Standards with addendum's and supplements issued by
IS. Wherever Indian Standards are not available/formulated, applicable BS or International
Standards shall be used. In case of ambiguity between codes, specifications and drawings,
the most stringent of them shall govern.
The Bidder has to conduct geo-technical investigation and decide on the various design
parameters he proposes to adopt for foundation design. No commercial implications for any
variations in this regard during execution shall be entertained.
All structures and portions thereof shall be analysed and designed to sustain various loads
and combinations thereof, conforming to the latest revision of applicable Indian Standards,
specifications, engineering practice and other technical requirements. All structures shall be
designed to sustain worst combination of dead loads plus assigned live loads, equipment,
wind, seismic, temperature or other loads it is being subjected to.
The minimum factors of safety against overturning, sliding and hydrostatic uplift shall be
1.5: 1.5; and 1.25 respectively.
Stability of structures shall be investigated for loading conditions during construction.
However, the factors of safety given in relevant IS codes shall also be taken care of.

2.2.3

Materials & Job Specifications


All materials which may be used in the work shall be of standard quality manufactured by
renowned concerns confirming to Indian Standards or equivalent shall have IS mark as far
as possible, unless otherwise approved by Engineer Incharge. The contractor shall get all the

materials approved by Engineer Incharge prior to procurement and use. The Engineer
Incharge shall have right to determine whether all or any of the materials are suitable. Any
materials procured or brought to site and not confirming to specifications and satisfaction of
the engineer-in-charge shall be rejected and the contractor shall have to remove the same
immediately from site at his own expense and without any claim for compensation due to
such rejection.
Providing & operating necessary measuring and testing devices and materials including all
consumables are included in the scope of work. No separate measurement or payment for
testing the work shall be made. The rates quoted for various items shall be deemed to
include the cost of such tests, which are required to ensure achievement of specified
qualities.
2.2.4

Detailed Contour Survey & Soil Investigation of the Site


The turnkey contractor shall be responsible for detailed soil investigation and contour
survey at required locations for the purposes of foundation design.

2.2.5

Land Development for site activities


The turnkey contractor is responsible for making the site ready by clearing of bushes, felling
of trees (if required), leveling of ground (wherever required) etc. for commencing the
project.

2.2.6

WEG Tower Foundation


The foundation design shall suit the local soil conditions and the materials used viz, cement,
reinforcement steel etc. shall conform to relevant standards. The contractor shall also furnish
the calculations for the design adopted.

2.2.7

Switch yard civil works


Switchyard civil work includes step up transformer plinth, HT Switchgear kiosk plinth, two
pole 4 pole structure foundation, earth pits, metal spreading curb wall in and around
switchyard and fencing. The transformer/ HT switchgear kiosk plinth shall be made of
brickwork or Random Rubble masonry conforming to relevant standards. The height of
transformer /HT Switchgear kiosk plinth shall be decided based on 33 kV ground clearance.
Earth pit construction shall be of brickwork covered with RCC (1:2:4) slabs, chain link
fencing with pre-cast RCC post double leaf gate will be provided.

2.2.8

Building
For the operation & maintenance of wind farms the following buildings have been proposed.

All brick works shall be using 1st class bricks of approved quality as per IS 3102.

c)

Doors & Windows:


Steel framed doors, windows and ventilators shall conform to IS 1081 with
necessary glass panels including of all fixtures and painting etc complete.

Plastering

Plastering in cement mortar 1:5, 1:6 and 1:3 shall be applied to all internal, external
walls and ceiling of slab respectively as per IS 1542.
e)

Flooring
Flooring for stores shall be of cement flooring in concrete mix 1:2:4 using 10 mm
aggregates as per IS 2571. Flooring for office building, security house and erectors
hostel shall be of vitrified tiles 8 mm . For toilet area, the floor shall be of ceramic
tiles 8 mm thicknesses. The wall tiles shall be glazed tiles of 6 mm thickness and
provided upto lintel level.

f)

Roofing
The roof of the building shall be insulated and waterproofing shall be done as per
relevant IS.

g)

Plinth Protection
Plinth protection 1000mm wide shall be provided around all the buildings.

h)

White washing & colour washing


White washing and colour washing work shall be conforming to IS 6278.

Plumbing and Sanitary:


Sanitary fittings, which include water closet (EWC/IWC), wash basins, sink, urinal
fitting including flushing tank, and necessary plumbing lines shall be provided for
office cum stores building and Security house and erectors hostel.

l)

Electrification of Building
Electrification of buildings shall be carried out as per IS 732 and other relevant
standards.
The lighting design of the buildings shall be carried out as per IS 3646. The building
shall be provided with adequate quantity of light fittings, 5A/ 15A 1 phase sockets,
fans etc., controlled by required ratings of MCBs and MCB DBs.

2.2.10 Water supply


A suitable arrangement of water shall be ensured to cater the day-to-day requirement of
dinking water and needs of wind farms during entire O&M period.

2.2.11 Roads within wind farms


Suitable approach road and internal wind farm roads to carry safe and easy transportation of
equipment and material at the project site shall be made.
The road should provide easy approach to each WEG location. These roads are to be
designed optimally to carry the crane load with all necessary chambers, gradients, super
elevation, radius of curvatures for the easy movement of cranes, trucks and public transport.

2.2.12 Peripheral Boundary Pillars:


The contractor shall provide stone pillars of about 1.5 meter height at the distance of 25meter intervals for the entire land area of wind farms.

supply installation testing & commissioning of all equipment's required for the wind farm

2.3.1.3 General Requirements
The transformer shall be of core type, 2 winding, 3 phase oil immersed having a rating by
natural air cooling and shall be suitable for indoor/ outdoor installation.
2.3.1.4 Voltage And Frequency Variations
Transformer shall operate without injurious heating on any Tap under the following
conditions provided increase in voltage is not accompanied by reduction in frequency.
I)At rated KVA at any voltage within + 10% of the rated voltage
II)At rated current at a voltage equal to 105% of the rated voltage.

2.3.1.5 Overloads
It shall be possible to operate the transformer satisfactorily up to overloads of 150% of the
rated value in confirmation with the loading guide specified in IS: 6600. There shall be no
limitation imposed by bushings, tap changers, auxiliary equipments to meet this
requirement.
2.3.1.6 Rated Power And Temperature Rise
The transformer shall be capable of operating at rated power specified in the technical
schedule on a continuous basis and with the cooling classification given at the most onerous
simultaneous climatic conditions specified.
The temperature rise specified shall not be exceeded the final temperature computed by the
addition of the design ambient temperature to the permissible temperature rise as indicated
in the data sheet.

2.3.1.7 Rated Voltage And Tapping


The principal tapping rated voltage shall be as specified. The tapings shall provide a
variation in the transformation ratio without producing phase displacement. All tapping shall
be full power tapping.
2.3.1.8 Impedance Voltage And Short Circuit Impedance
The impedance voltage at principal tapping shall be specified in the Technical particulars
enclosed.
2.3.1.9 Short Circuit Withstand Capability
The transformer shall be designed, and constructed to withstand without damage the thermal
and dynamic effects of external short circuit under the conditions specified in IS: 2026.
2.3.1.10 Insulation Levels
The insulation shall withstand the rated lighting impulse voltage and power frequency
withstand voltages as specified in relevant IS.
2.3.1.11 Constructional Features
General
a)

Screw, studs, nuts and bolts shall be hot dip galvanized. Exposed parts shall be
designed so that water cannot collect at any point.
Materials in contact with oil shall be such as not to contribute to the formation of
acid in oil.

Core
a)

The core shall be built up with high grade, cold rolled grain oriented, and silicon
steel laminations properly treated for core material.

b)

The final core assembly shall be rigidly clamped to ensure adequate mechanical
strength and to prevent vibrations during operation.

The frame, clamps and core bolts shall be electrically insulated from the core. Such
insulation shall be capable of withstanding maximum temperature existing in the
core.

d)

The core and windings shall be suitably braced to prevent displacement or distortion
during transportation.

The core shall be provided with lugs suitable for lifting the complete core and coil
assembly.

All metal parts of the transformer core assembly except individual core laminations,
core bolts and side-clamping plates shall be earthed. The magnetic circuit shall be

clamping surfaces in contact with gaskets shall be accurately grounded and free from glaze.
2.3.1.12 Marshalling Box
a)

The box shall be mounted either on the transformer tank or on a separate mounting
frame with brackets and shall conform to IP:55 degree of protection for the
enclosure.

b)

This box shall contain all auxiliary devices except those mounted on the transformer.
The control terminals and connectors shall have suitable current carrying conductors.
A removable bottom gland plate shall be furnished for cable entry.

2.3.1.13 Cable Box


The cable box shall be of outdoor type sheet steel construction, self-supporting, with all
standard facilities including the body earth terminal. It shall be air-insulated unit. Suitable
stud bolt with washers shall be provided inside the cable brass box for cable armour with
necessary pad for connecting to the main earth bus.
2.3.1.14 Off Circuit Tap Changing Gear

2.3.1.15 Noise And Vibration


Care shall be taken to ensure the design and manufacture so as to reduce noise and vibration

All accessories and transformer tank shall be sand blasted and grounded to produce a
smooth, clean surface, free from scale, grease and rust.
After cleaning, the surfaces shall be given a phosphate coating followed by a coat of high
quality primer. The transformer shall be finished with two coats of paint as specified in the
technical particulars enclosed.
2.3.1.17 Tests

Complete tests shall be made at the manufacturer's plant to determine the performance and
operating characteristics of the assembled transformers, and their respective accessories to

2.3.2.1 Scope
This specification covers the technical requirements of design, manufacture, test at
manufacturers works and supply of HT Switchgear kiosk panels to the site complete with
all accessories for efficient and trouble free operation.
The switch gear and accessories shall be complete in all respects and any device not
included in the specification but essential for proper operation of the equipment and also to
comply with the requirements of the statutory authority shall be deemed to have been
included and within the scope of the specification whether specifically mentioned in the
technical specification / technical particulars or not.
2.3.2.2 Standards
The equipment covered by this specification shall, unless otherwise stated, be designed,
constructed and tested in accordance with the latest revisions of relevant Indian Standards
and shall conform to the regulations of Local Statutory Authorities.

The panel supplied shall satisfy all the requirements of Local Statutory Authorities and
modifications if any required at site shall be carried out by the supplier at his own cost.

2.3.2.3 General Requirements


a)

The circuit breaker shall be Vacuum Circuit Breaker /SF6 gas circuit breaker (as
called for in Technical particulars).

b)

Switchgear shall be outdoor type, weather proof, floor mounting, and metal-enclosed
draw out type, incorporating enclosures of the circuit breaker unit, bus-bar chamber,
current transformers, potential transformers, with necessary meters, relay and
switches, auxiliary wiring etc.

c)

The switchgear shall be of robust construction designed for maximum reliability of


service in the tropical climate specified suitable for outdoor installation.

d)

Enclosures shall be provided with lifting lugs.

e)

All retaining catches, screws and bolts for doors and covers shall be hot dip
galvanized. All covers, doors and joints shall be gasketted.

f)

All hardware for the complete equipment including foundation bolts, lifting lugs etc
shall be supplied along with the panel.'

g)

For SF6 circuit breaker, the rate of gas leakage per annum shall be guaranteed and
shall not be greater than 1% for any compartment.
Labels
Labels shall be provided to describe the duty of or otherwise identify every
instrument, or other item of equipment mounted internally and externally. Switch
portions shall be fully identified; altering shall be clear, concise and unambiguous.
Painting
Care shall be taken in workmanship and selection of materials to prevent the
occurrence of any form of damage or corrosion due to damp or lightly humid
conditions. All items shall be cleaned and debarred after completing fabrication and
welding. External surfaces shall be filled and rubbed down as necessary to obtain a
perfectly flat smooth surface, free from blemishes and imperfections and the whole
shall be painted with two coasts of primer followed by the two coats of finish paint
of required shade as per Technical Particulars enclosed.

2.3.2.4 Clearance
Minimum insulator lengths and clearances in air shall not be less than those specified in
relevant IS of latest issue.
2.3.2.5 Temperature Rise
The design ambient shall be taken as specified in project information/site data. The limits of
temperature rise determined in accordance with the relevant standard, shall be reduced much
that the final temperature obtained at site does not exceed the final temperature computed by

the addition of the design ambient temperature to the permissible temperature rise as
indicated in the data sheet.
2.3.2.6 Current Ratings
Every current carrying part of the equipment, including circuit breakers, current
transformers, isolation switches, bus-bars, connections and joints shall be capable of
carrying its rated current continuously and in no part shall the permissible temperature rise
be exceeded.
2.3.2.7 Making and Breaking Capacities
Each circuit breaker shall be capable of making and breaking 3 phase symmetrical short
circuit currents. The supplier shall submit for approval certified test certificates of making
and breaking tests carried out by approved independent testing authorities in accordance
with relevant IS for purchase's approval.
2.3.2.8 Circuit Breaker Type
All circuit breaker shall be of same make and type and shall be interchangeable. The type
shall be as specified in Technical particulars. The breaker shall be able to fulfil the following
duty cycle: O-t-CO-t-CO
2.3.2.9 Operating Mechanism
a)

Circuit breaker closing mechanism shall be of 240 volt, single phase 50 Hz A.C.
motor charged spring operated type.

b)

Tripping shall be effected by means of a shut trip coil/series trip and its voltage
rating shall be as specified in Technical particulars.

c)

Each breaker shall be provided with a visual, mechanized, indicating device for
'Open' and 'Closed' position of the breaker. It shall be operative when the circuit
breaker is in the 'Service', 'Test' and 'Isolated/Earthed' position. Operation counter
shall be provided on each mechanism.

d)

Means shall be provided for coupling the secondary circuits on the fixed portion to
those on the movable portion when the circuit breaker is in 'Test' position in order to
permit closing' tripping and interlock circuits to be checked for operation test
purposes.

e)

Means shall be provided for local, manual, mechanical tripping of circuit breakers,
preferably by push buttons, shrouded to prevent inadvertent operation.

f)

It shall not be possible, without the use of tools, to gain access to the tripping toggle
or any part of the mechanism, which would permit defeat of the locking of the
mechanical tripping feature.

g)

It shall not be possible to render the electrical tripping feature in operative by any
mechanical locking device.

h)

Provision shall be made for manual slow closing and slow opening of the circuit
breaker for maintenance purposes, but it shall not be possible to use this facility
when the circuit breaker is in 'SERVCE' OR 'EARTHED' position.

2.3.2.10 Contacts
All contact parts shall be readily and quickly replaceable. Where contact parts are by design,
not intended to dismantle, the complete contact assembly shall be easily replaceable with the

minimum of special tools.


2.3.2.11 Circuit Breaker Isolating Features
a)

The circuit breaker shall have the positions, 'Service', 'Test' and 'Isolated' with the
cubicle door closed. Necessary position indicator shall be provided to indicate the
above positions of the breaker.

b)

Each circuit breaker shall be connected to the bus bars and feeder circuits through
plug and socket type isolating devices.

c)

The main circuit isolating contract and also all secondary circuit isolating plug-in
contacts, shall be of the self aligning type, mounted at accessible positions to
permit maintenance.

2.3.2.12 Interlocks
All mechanical interlocks to prevent mall-operation shall be of the preventive type and shall
be arranged as close as possible to the point at which mechanical force is applied, in order to
prevent defeat of the interlocks by distortion of linkages. Electrical interlocks shall also
function so as to prevent mall-operation of the circuit breaker.
Clearly labelled mechanical interlocks shall be provided which are designed to prevent:

2.3.2.13 Safety Shutter Devices

A set of metallic shutters shall be provided to cover stationery-isolating contacts.


The shutters shall open automatically by a positive drive initiated by the movement
of the circuit breaker, when pushed in.
All shutters shall be effectively earthed.

2.3.2.14 Bus bars and Connections


a)

Bus bars and connections shall comply with applicable clauses of relevant IS of
latest issue.

b)

The bus bars and connections shall be made of high conductivity copper or
aluminum as specified in data sheet. The bus bars shall be amply sized to carry the
rated continuous current under the specified ambient temperature without exceeding
the total temperature of 900C. Bus bar shall be supported on suitable insulators.

c)

Phase colors shall be red-yellow-blue and colour sleeves shall be provide at regular
intervals.

2.3.2.15 Earthing
a)

Hard-drawn, high conductivity, copper earth conductor to the main earth bus on each
unit shall connect all metal parts, other than those forming part of an electrical
circuit.

b)

It shall be bolted to the main frame and shall be located so as to provide convenient
facilities for earthing cable sheaths and for use with earthing devices.

c)

The truck for draw-out circuit breakers shall be connected to the earth bar through a
substantial plug type contact and the plug shall be long enough to have perfect earth
contact and allow the bus-bar and feeder shutters to close before breaking earth
contact.

d)

The cases of instruments, relays and meters shall be connected to the main earth bar
by copper conductors of cross sectional area not less than 2.5 sq. mm.

e)

One main earth bus must run all along the length of the panel and connected to two
studs/terminals meant for external earthing.

2.3.2.16 Insulators
Insulators of mould or resin bonded material shall have a durable, non-hygroscopic surface
finish having a high anti-tracking index. Provisions shall be made to accommodate
expansion and contraction of the connection, to take care of temperature rise likely to be
attained during fault conditions.
2.3.2.17 Control Switches
Control switches shall be of 'Spring return to neutral' type and selector switches shall be of
stay put type. The contacts of all switches shall be shrouded to minimize ingress of dust and
accidental contact.
2.3.2.18 Auxiliary Switches
Each circuit breaker shall be provided with auxiliary switches to interrupt the supply to the
closing mechanism and to complete the trip circuit, when the circuit breaker is in the
'Closed' position, and to cover all the necessary indication, interlocking and control
facilities.

Each circuit breaker shall be provided with 8 NO + 8 NC auxiliary contacts as spare in


addition to the other functional requirements and wired up to the terminal blocks for external
connections.
2.3.2.19 Current Transformers
The current transformer shall comply with the relevant IS of latest issue. The current
transformers shall have synthetic resin insulation and be of the single phase type with
separate core for metering and separate core for protection.
2.3.2.20 Voltage Transformers
The voltage transformers shall have synthetic resin insulation and be of the single-phase
type, with separate core for metering and separate core for protection. Voltage ratio,
accuracy class and burden shall be as specified in Technical particulars.
2.3.2.21 Instruments, Relays And Indication Lamps
The instruments shall be 144 mm square flush type with 900 pointer deflection unless
otherwise specified.
The relays shall be electro mechanical, draw out type.
Indicating lamps shall be of incandescent lamp type with economy resistor. The lamp shall
be adequately ventilated and arranged so that they can be changed form the front of the
panel.
2.3.2.22 Panel Wiring
The wiring shall be carried out with stranded 11 KV grade PVC insulated copper conductors
cable of not less than 2.5 sq.mm. size.
Wiring shall be marked by numbered ferules for easy identification on both ends.
The supplier shall provide single line diagram and control wiring diagrams for the
switchboards inside the compartment/Panel for easy ready reference.
In addition to the requirement specified, 20% terminals shall be provided as spare terminals
in each panel.
2.3.2.23 Tests
Factory Tests
Complete tests shall be made at the manufacturer's plant to determine the performance and
operating characteristics of the assembled circuit breakers, and their respective accessories
and to determine whether or not the guarantees have been met.
Unless otherwise specified, all tests shall be carried out in accordance with relevant IS and

2.3.3.5 VAR Compensation System


In addition to capacitors provided in each WEG for power factor improvement, separate
VAR drawl compensation system shall be provided. Hence dynamically varying reactive
compensation system (DVRC) shall be provided for the wind farm in a centralized location
with necessary auxiliary required. This DVRC panel shall be provided with necessary
capacitors, relays, switchgear & controls suitable for outdoor installation. The VAR drawl
after installation of DVRC system shall be less than 5%.
2.3.3.6 LT Power Cables
i)

This specification covers the design, manufacture, testing at works, inspection


transportation, delivery at site, laying & commissioning of LT power cables and
control cables. The cables shall be designed, manufactured and tested in accordance
with the latest revisions of relevant Indian Standards.

ii)

Manufacturer's Identification/Packing & Marking.


The manufacturer name/trade mark / voltage grade shall be identified throughout the
length of the cable by embossing. The cable shall be wound on a drum of suitable
size, packed including the marking of Name of the manufacturer, Number of cores,
nominal area Type, voltage rating, Length on the drum. The outer ends of the cables
shall be sealed by means of non hygroscopic sealing materials.

iii)

Tests
Routine Tests (To be performed on each drum length)
All the routine tests as per relevant IS shall be carried out by the manufacturer in the
presence of client's Engineer.

General Requirements
The equipments and building shall be provided with complete earthing system
comprising earth electrodes in conjunction with earth grid as specified.

iv)

Earthing For Equipments


Earthing scope includes earthing of all transformer neutral and body, L.As, A.B.
Switches, DO fuses, OH line structure, outdoors VCB kiosk and all cable glands.
Two numbers of earth electrodes shall be provided for each transformer neutral and
two numbers as common for earthing of transformer, structure and other equipments.
One earth electrode shall be provided as common for 3Nos. of L.As.
All metal parts of electrical power items, not forming part of electric supply, shall be
earthed by two separate and distant earth connections from main earth bus.
Earthing pads shall be provided by the supplier of the apparatus/ equipment at
accessible position. The connection between earthing pads and the earthig grid shall
be short and direct. Earthing lead shall be free from kinks and splices. Whether
specifically shown in drawings or not, steel column's metallic stairs etc. shall be
connected to the nearby earthing grid conductors by two earthing leads (main and
duplicate)
Light fittings, junction boxes, cable and boxes, glands lockout switches etc. shall be
connected to the earthing conductor running along with the supply cable which in
turn shall be connected to the earthing grid conductor at minimum two points.

Metallic sheaths and armour of all multi core power cables shall be earthed at both
equipment and switchgear ends.
v)

Details of Earthing System


Unless otherwise specified main earth conductor shall not be less than 50 X 6 mm GI
flat. The minimum size of earthing conductor of various equipment shall be as
follows :

Earth Electrode
38mm dia GI pipe electrode, 2.5m long shall be used, as earth electrode suitable
funnel arrangement shall be made at the mouth of the pipe for watering. The
electrode shall be enclosed in a brickwork earth pit with suitable cast iron/RCC
covers. Each earth electrode shall have dis-connecting link provision for individual
testing of the electrode. If earthing resistance of less than one Ohm is not achieved
with 2.5m deep electrodes, then deeper earth electrodes upto water table, even up to
20m deep will be required. Deeper earth electrodes shall be by boring and by burying
2 Nos. of 38mm dia rod, with coke/charcoal/salt to achieve the necessary earth
resistance. Hence Bidder shall indicate separately the rate for this deep bore
electrodes on per meter basis as called for in the price schedule.

Coke/ Charcoal / Salt shall be used to achieve the necessary earth resistance.
Electrode shall be as per IS; 3043.
Earth electrodes shall be erected 1.5 mts away from the building edge and minimum
spacing between the electrodes shall be maintained as per IS: 3043.
vii)

Erection of Earthing Conductors


Earthing conductors in outdoor areas shall be buried at least 600 mm below finished
ground level unless stated otherwise. If the equipment is not available at the time of
laying the grid, then "earth riser" shall be provided near the equipment foundation /
pedestal for future connections to the equipment earthing terminals. Earthing
conductors along their run on ladder columns, beams, walls, etc. shall be supported
by suitable cleaning at intervals of 750mm. Cable supports shall be connected to the
main earthing conductor. Wherever it passes through walls, floors, etc. GI sleeves
shall be provided for the passage of the conductor.

viii)

Jointing
Earthing connection with equipment earthing pads shall be of bolted type only.
Contact surface shall be free from scale, paint, enamel, grease, rust or dirt. Two bolts

shall be provided for making each connection. Bolted connections, after being
checked and tested, shall be taped with PVC tape.
Resistance of the joint shall not be more than the resistance of the equivalent length
of the conductor.
ix)

General
Excavation and refilling of earth necessary of laying of under ground earth bus and
earth electrodes shall be the responsibility of the contractor.
All earth electrodes shall be tested for earth resistance by means of standard earth
resistance tester. Earthing resistance of the main bus shall be measured after
connecting all the electrodes to the bus and the maximum resistance shall not exceed
one ohm.
The exact location of Earth Bus, conductor, earth electrodes and earthing points on
the equipment shall be determined at the site in consultation with the IPL/
consultant. Any change in methods, routing and size of conductors shall be subjected
to the approval by IPL/ consultant.
After completing the installation, including testing, the complete body earth bus shall
be painted with green paint and neutral shall be painted with black.

x)

Lighting Installation
Indoors lighting shall cover office cum control building, store and security house
Outdoors lighting shall cover gate lighting, transformer yard lighting and lighting
around office building. Necessary lightening shall be provided at the top of tower,
blade as per ICAO specifications.
Power supply for lighting & small power equipments shall be taken from near by
WEG panel.
The lighting installation shall be integrated with the general building design to give a
better and modern appearance and be carried out as per IS 732.
Light fittings shall be wired using PVC insulated multi standard copper wire in
suitable conduits for building and PVC insulated copper cables for street lighting.
The cables shall be terminated in the light fittings / distribution boards using double
compression type cable glands with suitable copper lugs.
The light fittings shall be earthed by using the third core of the cable and no separate
earthing is permitted.
All the ERW conduits, Boxes wherever used shall be applied with 2 coats of
synthetic enamel paint to suit the colour of interior.

All the light fittings shall be controlled from the MCB distribution boards /
individual single pole switches and these boards shall be mounted at an height of
minimum 1350 mm above the finished floor level.
All sockets shall be fixed at an height of minimum 1200 mm from finished floor
level with synthetic enamel painted MS box.
2.3.3.8 Erection, Testing & Commissioning
i)

Erection - Scope
This specification covers erection of all electrical equipments and accessories for
efficient and trouble free operation of complete electrical system covered by this
specification.

ii)

General Requirements
a.

The installation shall be carried out by an electrical contractor holding a valid


license as required by the State Government Authorities.

b.

The contractor shall provide necessary drawings and documents required by


statutory authorities and obtain the approval before taking up erection. It shall
be the sole responsibility of the contractor in obtaining safety certificate /
approval from local statutory authorities.

c.

Any modification in the equipment or installation that may be demanded by


the inspecting authorities shall be carried out by the contractor at no
additional cost to the IPL.

d.

In accordance with the specific installation instruction as per the


manufacturers drawings or as directed by the IPL, the successful Bidder
shall unload, assemble, erect, install test, commission and hand over all
electrical equipments included in this contract.

e.

Erection materials including all consumables, tools, testing instruments or


any other equipment required for successful commissioning shall be arranged
by the successful Bidder in a timely manner.

f.

Clearing the site after completion, of erection as well as regular clearance of


unwanted materials from site, returning excess materials supplied by the
IPL back to IPL's stores shall also be included under this scope of work.

g.

All equipment and instruments, indoor and outdoor, shall be marked with No.
and provided with danger boards before commissioning.

h.

The contractor shall touch up the surface with paint of same shade for
equipments, which are scratched and / or damaged during transportation and
erection before commissioning.

The contractor shall employ skilled and semi-skilled labourers for erection,
testing and commissioning as required. All the electricians, cable jointers,
wiremen, welders and others employed shall posses valid certificates / license
recognised by competent authorities.

j.

The contractor shall set up his own facilities at site at allocated place to
undertake fabrication jobs threading etc.

k.

The Contractor shall carry out major civil engineering works as called for in
scope of work pertaining to electrical equipment's like foundation, plate
inserts etc. as per the latest relevant drawings as sell as carry out minor civil
works such as, but no limited to, the grouting of base plates, channels,
supports and foundation bolts, cutting holes in walls and ceiling, chipping of
floor and ceiling and making good the same after installation of the
equipment and any other minor civil works advised by IPL for completion
of the work has to be carried out without any extra charges.

Equipment Erection
a)

Power transformers, 33kV outdoor VCB kiosk etc. shall be handled and
erected as per the relevant codes of practice and manufacturer's drawings and
instruction manuals.

b)

For power transformer, drying out and oil filling as required, after checking
and testing the contractor shall carry out the dielectric strength. If required,
the contractor shall carry out oil filtration before commissioning at no extra
cost.

c)

During erection, care is to be taken to see that painting does not peel off at
any place and if so, it has to be given a 'Touch-up' after erection by the
contract.

Cable Laying And Termination


Scope
This specification covers the excavation and back filling, laying, jointing, testing at
site and termination of LT power cables, control cables & screened power cables.
a.

All cables shall be installed in accordance with the relevant standards and as
per cable manufacturer's recommendations.

b.

Open ends of cable shall be effectively sealed immediately after cutting to


prevent ingress of moisture and to avoid other contamination.

c.

The bending radius of all cables shall not be more than the manufacturer's
recommended minimum value.

d.

Any damage to cable shall be reported immediately to IPL/Consultant who


will advice the actions to be taken work is continued.

vi)

Cable Routes
a.

Underground cable routes shall be identified buy markers of the type shown
on the drawings. Route market's shall be positioned at 10m intervals on
straight runs, at all points where there is a change in direction and in the
manner shown in the drawings. Similar markers shall be suitably located to
indicate the position of all underground joints. Cost of supplying and
installation of cable route markers shall be included in cable laying cost.

b.

Cables shall be segregated if required.

Installation of Directly Buried Cables


a.

Cables laid directly in open ground shall be buried at a depth not less than the
following:
Power cables upto and including 1100 V

b.

Cable trenches shall be of a size to cater suitably for the number of cables to
be installed in them.

c.

Wherever practicable, cable installation shall not commence until the cable
trench has been excavated along the complete cable route. Where this
procedure is not possible a cable-laying programme shall be agreed with the
Project Manager or Engineer authorised by the Project Manager.

d.

Cable trenches shall be free from abrasive materials and shall have a 100mm
deep sand base before cable installation commences. Cables shall be laid over
a sand cover of atleast 75mm thick. Layer of brick shall be laid over the cable
and sand cushion to prevent mechanical damage of the cable.

e.

Back filling of cable trenches shall be in graded layers, each layer being well
compacted. The soil originally removed from the trench may be used for
backfill.

f.

Extra length of atleast 2 loops shall be kept in each cable run at each end to
enable one or two straight through joints to be made at a later date, if any
fault occurs.

g.

At road crossings the cable shall be taken in hume pipes of adequate size. The
rate shall be quoted separately.

Cable Gland and Jointing


a.

At cable terminations/ joints, the cable conductors shall be fitted with


correctly sized preferably of the double compression type glands for
outdoors.

b.

All compression termination shall be made using the correct size crimps and
connectors.

viii)

c.

Earth continuity of cable armour/ sheath and glands must be assured upon
completion of jointing. All cable armour and glands should be earthed with
No. 14 SWG Cu. Wire and by using correct size sockets.

d.

All cable jointing procedures shall be in strict accordance with the cable and
cable jointing kit manufacturer's recommendations.

e.

Cable jointing on lead covered and armored cable shall be carried out using a
standard cast iron box and wiped lead sleeve. The box should fit with armour
clamps.

f.

Jointing on cables shall be carried out using suitable resin jointing kits as
recommended by the manufacturer.

g.

Correct core identification of cable joints shall be maintained throughout all


the joints without undue twisting and crossing of conductor covers.

h.

The crossing of cable covers in equipments termination boxes shall be


avoided.

Circuit Identification
a.

Unless otherwise specified, all cables shall be identified by cable


identification bands at each end of the run, at 10 meter intervals all along its
route, at all points where it enters or leaves trenches and building and at every
point of change in direction.

b.

Cable shall also be marked at all termination points with appropriate cable
tags. Cable tags shall be of 2mm thick. 20 mm wide aluminum strip of
suitable length to contain the cable number, equipment number, etc. by
permanently engraving markings.

c.

Control cables shall be identified at all termination points by numbered


ferules which shall be of the type that completely encircle the cable cover and
have permanently engraved markings.
Punched identification tags (corresponding to cable schedule) made from
aluminum sheets shall be attached to each and of every cable by means of GI
binding wire.
All cable terminations shall be of Al. for power cables and Cu. for control
cables and shall be of solder less crimping type.

d.

Control circuit wiring shall be separated from all power wiring.

e.

Power wiring and low voltage control wiring should be separated by at least
75 mm

f.

It is necessary that in case of power and control wiring crossings, it should


cross at right angles.

g.

In case of shielded cables it must be jacketed.

ix)

Testing
Site tests for the power & control cable shall be as per the "Quality Assurance
Plan" of the cable manufacturer. One copy of the "QAP" shall be given to
successful Bidder for reference, guidance, testing and return.
For cables up to 1100 V grade 500/1000 V insulation tester.
All cables shall be tested as per the relevant Indian Standards.
Cable schedule and cable layout drawings shall be corrected to "As-built"
conditions during the installation work and shall be approved by the IPL/
Consultant.
Any reworks arising on account of the remarks made by the statutory
authorities shall be carried out by the contractor at free of cost.

x)

Overhead Line Installation


Installation of 33kV overhead line system involving single pole, double pole, three
pole structures with cross-arm supports for AB switch, DO fuse etc., shall be as per
relevant IS/CBIP/REC practices of latest issue and as called for in the specification.
Electrical clearances shall be maintained as per IE rules / DISCOM practice.
Only calculated conductor sag shall be maintained throughout the overhead line.
Overhead line structures, earthing and foundation shall be as shown in the relevant
general arrangement drawings appended with this specification.

xi)

Earthing
General
a)

Earthing system installation shall be in strict accordance with the latest


editions of Indian Electricity Rules, relevant Indian Standards and code of
practices and the local statutory authority regulations.

b)

Neutral points of system metallic enclosures and frame works, not forming
part of electric supply shall be connected to main earthing system.

c)

Earthing Layout
The contractor shall submit to IPL / consultant earthing drawings showing
the location of earthing conductors, for their approval. Earthing conductors in
outdoor areas shall be buried 600 mm below finished graded level and these
buried conductors shall be brought 500 mm above ground level for making
tap connections to the equipments.

d)

Transformer Earthing
Two separate earth electrodes shall be provided for transformer neutral and
one earth electrode for transformer body earthing. Apart from body earthing
control cubicle and radiator shall also be properly earthed. All the electrodes

shall be 38mm dia GI pipe, 2.5 m long and shall strictly be as per IS : 3043 of
latest revision.
e)

Structure Earthing
Each phase of 27kV LA shall be earthed to an individual earth electrode
through 50 x 6 mm GI flat.
Air break switches and DO fuses shall also be earthed through 50x6 mm GI
flat to the main earthing flat.
Two poles and three pole OH line structure (with AB switches and D / O
fuses) shall also be earthed to 2 Nos. of earth electrodes.
For singly pole OH line structure shall be earthed with coil earthing as
specified in the relevant specification shall be adopted.
Metallic conduits and pipes shall not be used as earth continuity conductor. 8
SWG GI conductors shall be provided for earthing lighting fixtures.
Receptacles, junction boxes, lighting conduits and this conductor in turn shall
be connected to the main earthing conductor / electrode.

xii)

Safety Precautions
The contractor shall strictly follow the safety procedures at all stages of fabrication,
transportation and erection of various equipments at project site to prevent any
damage to such of those items and injury to the erection personnel.

xiii)

Specification for Testing & Commissioning


General Requirements
The testing and commissioning for all electrical equipment at site shall be according
to the procedures listed below:
a)

All electrical equipment shall be tested, installed and commissioned in


accordance with the latest relevant standards and code of practices published
by Indian Standards Institution wherever applicable and stipulations made in
relevant general specifications.

b)

The testing of all electrical equipment as well as the system as a whole shall
be carried out to ensure that the equipment and its components are in
satisfactory condition and will successfully perform its functional operations.
The inspection of the equipment shall be carried out to ensure that all
materials, workmanship and installations conform to the accepted design,
engineering and construction standards, as well as accepted code of practices
and stipulations made in the relevant general specifications.

c)

The contractor in the presence of IPL shall carry out all tests/ Consultant
using his own calibrated instruments, testing equipment as well as qualified
testing personnel.

d)

xiv)

The results of all tests shall conform to the specification requirements as well
as any specific performance data, guaranteed during finalisation of the
contract.

Preparation of the Plant for Commissioning


a)

After completion of the installation at site and for the preparation of plant
commissioning, the contractor shall check all the equipment and installation
in accordance with the agreed standards, latest relevant code of practices of
Indian Standards and specific instructions furnished by the particular
equipment suppliers as well as purchaser.

b)

Checking required to be made on all equipment and installations at site shall


comprise, but not limited to, the following:
Physical inspection for removal of any foreign bodies, external
defects, such as damaged insulators, loose connecting bolts, loose
foundation bolts etc.
Check for grease, insulating / lubricating oil leakage and its proper
quantity.
Check for the free movement of mechanism for the circuit breaker,
rotating parts of the rotating machines and devices.
Check for tightness of all cable joints and busbar termination ends as

well as earth connections in the main earthing network.


Check for clearance of live bus bars and connectors from the metal
enclosure.
Check for proper alignment of all draw out device like draw out type

circuit breaker etc.


Continuity checks in case of power and control cables.
Checking of all mechanical and electrical interlocks including
tripping of breakers using manual operation of relay.
Checking of alarm and annunciation circuits by manual actuation of
relevant relays like Buchhloz relay in case of transformer.
Check and calibrate devices requiring field adjustment/calibration like
adjustment of relay setting etc.
Check for proper connection to earth network of all non-current
carrying parts of the equipment and installation.

2.4

Operation and Maintenance

2.4.1

Scope
IPL wishes to entrust the total O&M activities of the 5 MW wind farm to the
Turnkey contractor for the first 10 (ten) year.
The Turnkey contractor shall be responsible for all the required activities for the successful
running, optimum energy generation & maintenance of the wind farm including wind farm
electricals covering.
i)

Deputation of Engineering and supporting personnel

ii)

Deputation of Security personnel.

iii)

Successful running of WEGs for optimum energy generation.

iv)

Monitoring controlling, troubleshooting maintaining of records, registers.

v)

Supply of all spares, consumables and fixing / application of the same as WEGs.

vi)

Supply & use of consumables such as grease oil etc. throughout the maintenance
period as per recommendations of the equipment manufacturers.

vii)

Conducting periodical checking, testing over hauling and preventive action.

viii)

General up keeping of all equipment, building, roads, wind farm land area.

ix)

Submission of periodical reports to IPL on the energy generation & operating


conditions of the wind farm.
Taking care of the full security aspects of the wind farm.
Replacement of capacitor if burnt.

2.4.2

Continuous monitoring the performance of the Wind Electric Generators and regular
maintenance of the whole system including WEG, transformers, overhead line, outdoor
kiosks etc. are necessary for extracting and maintaining the maximum energy output from
the wind farm.

2.4.3

Operation and Maintenance of the wind farm including supply of spares and consumables
required for a period of first 10 (ten) years including 2 years warranty period from the
date of handing over of the project for O &M purpose shall be carried out at fixed cost.

2.4.4

Operation and Performance Monitoring


Operation part consists of deputing necessary manpower necessary to operate the wind farm
at the optimum capacity. Operation procedures such as preparation to starting, running,
routine operations with safety precautions, monitoring etc. shall be carried out as per the
manufacturers instructions to have trouble free operation of the complete system.
Daily work of the operators in the wind farm involves logging the voltage, current, power
factor, power and energy output of the 5 MW wind farm, logging down
individual WEG's output data once a day (minimum). The operator shall also note down
failures, interruption in supply and tripping of different relays, reason for such tripping,
duration of such interruption etc. The other task of the operators is to check battery
voltage, specific gravity and temperature.
The operator shall record monthly energy output of each WEG and reports shall be prepared
on performance of wind farm indicating turbine wise production. Down time, capacity
factor, machine availability etc. and these figures shall be computed for the total wind farm.
Typical tables for maintaining the record of the performance of WEGs are enclosed at the
end of this chapter.

2.4.5

Maintenance
The contractor shall draw the preventive maintenance schedules and attend to the
breakdowns keeping in view that machine availability is always more than 98%.
The contractor shall carry out the periodical/plant maintenance as given in the manufacturers
service manual and perform minimum two certified services per year.
Regular periodic checks of the WEG shall be carried out as a part of routine preventive
maintenance during low wind period. In order to meet the maintenance requirements stock
of consumables are to be maintained as well as various spare as recommended by the
manufacturer at least for 5 years to be kept for usage.
Maintenance of other major equipment involved in wind farm electric are step up
transformers overhead line equipment and outdoor 33 kV VCB / SF6 kiosk and metering
panel. Particular care shall be taken for outdoor equipment to prevent corrosion. Cleaning of
the insulators and applying Vaseline on insulators shall also be carried out at every 3 to 4
months interval. Resistances of the earthing system as well as individual earthiest are to be
measured and recorded every month. If the earth resistance is high suitable action is to be
taken to bring down the same.

According to the recommendations stock of special tools and tackles shall be maintained for
WEG and other major electrical equipment.
A maintenance record is to be maintained by the operator/engineer-in-charge to record the
regular maintenance work carried out as well as any breakdown maintenance along with the
date of maintenance reasons for the breakdowns steps have taken to attend the breakdown
duration of the breakdown etc.
The Schedules will be drawn such that some of the jobs other than breakdown, which may
require comparatively long stoppage of the WEGs, shall be carried out preferably during
the non-windy season.
All the old/damaged spares removed shall be handed over to IPL.
The Contractor shall deploy enough manpower at wind farm site to carryout work
instructions and preventive maintenance schedules as specified. The contractor shall keep
atleast one skilled and experienced supervisor at site on permanent basis to supervise the
jobs that are being carried out at site.
The Contractor will attend to any breakdown jobs immediately for repair/replacement
/adjustments and complete at the earliest working round the clock. During breakdowns (not
attributable to normal wear and tear) at O&M period, the contractor should assist IPL in
claiming insurance, follow-ups, documentation's for insurance authority, replacement of the
failed equipment and successful commissioning.
The Contractor shall immediately report the accidents, if any, to the Engineer Incharge
showing the circumstances under which it happened and the extent of damage and or injury
caused.
The Contractor shall comply with the provision of all relevant acts of Central or State
Governments including payment of Wages Act 1936, Minimum Wages Act 1948,
Employer's Liability Act 1938, Workmen's Compensation Act 1923, Industrial Dispute Act
1947, Maturity Benefit Act 1961, Mines Act 1952, Employees State Insurance Act 1948,
Contract Labor (Regulations & Abolishment) Act 1970 , Elecricity Act 2003, Grid Code,
Metering Code or any modification thereof or any other law relating whereto and rules made
there under from time to time.
The contractor shall at his own expense provide all amenities to his workmen as per
applicable laws and rules.
The Contractor shall ensure that all safety measures are taken at the site to avoid accidents to
his or his Co-contractor or IPL's Workmen.
If negligence mall operation of the contractor's operator results in failure of equipment such
equipment should be repaired replaced by contractor at free of cost.
If any jobs covered in O&M Scope are not carried out by the contractor during the O&M
period pro-rata deduction will be made based on the quantum of work from the O&M
contract bills.

2.4.6 Quality Spares & Consumables


In order to ensure longevity safety of the core equipment and optimum performance of the
system the contractor should use only genuine spares of high quality standards.
2.4.7

Floating Stock of Gear Boxes


To avoid linger down time due to gearbox failure in the WEG the contractor should have a
floating stock of gearboxes at their local service centre/factory Whenever the gearbox
requires any repair the contractor shall send one from their stock for temporary replacement
to keep the machine running even during the period or repair of the gearbox at no extra cost.

2.4.8

Efforts to Increase the Efficiency


The Contractor shall take efforts to make the system more efficient by adopting methods
like adjustment of pitch angle. Improve Power factor to reduce reactive power consumption.

2.4.9

Tools and Tackles


The Contractor shall arrange for all the necessary tools and tackles including crane for
carrying out all the maintenance work covered under this contract.

2.4.10 Training Programme :


The contractors shall arrange for Training of IPL personal to familiarize with the wind
electric generator operation and its maintenance as well as other electrical equipment
associated with the wind farm. They shall be trained in various aspects like installing the
equipment its operation maintenance and various faultfinding techniques.
2.4.11 O & M Manual
The contractor has to provide at least 6 copies of the O&M manual in English along with list
of suppliers of different components of the WEG.
2.4.12 Defects & Rectification
The Engineer-in-charge has the responsibility to check the contractors work and verify the
works are completed as per specifications. And if he found any defects in the works the
contractor has to rectify that defects with in the time schedule specified by the Engineer incharge.
Even if the Engineer-in charge instructs the Contractor to carry out a test not specified in the
specification to check whether any work has a defect and the test shows that it does the
Contractor is to pay for the test and any samples. If there is no defect the test is a
compensation event.
The contractor is to correct defects which he notices himself before the end of the warranty
and Guarantee period as contractual obligation and also shall assist the Employer in
rectification of any defect beyond the Warranty and Guarantee period for best and most
prompt results.

2.4.13 Accident
IPL will not have any liability towards any loss or damage to the property or personnel of
the contractors deployed for discharging the work under this contract.
2.4.14 Confidentiality
The Contractor will not engage any persons other than those who are authorised by IPL
for doing the work for the above contract.
Any data recorded/taken from the wind farm will have proprietary right of IPL and shall
to be parted to any person/agencies without written consent from the Companies authorized
personnel.
2.4.15 Security services
The contractor has to arrange proper security system including deputation of security
personnel at his own cost for the check vigil for the wind farm. The security staff may be
organized to work on suitable shift system; proper checking & recording of all incoming &
outgoing materials vehicles shall be maintained. Any occurrence of unlawful activities shall
be informed to IPL immediately. A monthly report shall be sent to IPL on the security
aspects.
2.4.16 Organization Chart
The Bidder shall furnish an organization chart for the proposed O&M period. The officer
person responsible for reporting to IPL shall be indicated by designation.

Bid Evaluation Criteria (Technical)

3.1
Bidder shall submit certified (as specified elsewhere in this document) average monthly wind velocities at the
site and the corresponding net output (total generation total auxiliary power consumption) of the machine
along with efficiency.
The above criteria shall be utilized for performance evaluation.

Bid evaluation shall be done on the basis of net power output (total power generated auxiliary power
consumption) and cost of per kWh energy generation. All the heads of cost like capital cost (including land,
equipment etc.), operating cost, development cost shall be taken into consideration for cost calculations.
