TheLaugfsLPGStorageandTerminalFacilityislocatedinHambantota,southSriLanka,about200km
awayfromColombo.Thetankfarmstoragecapacityistotally60,000m3.Thisprojectiscomposedof5

sphericalLPGtanksin6,000m3,5sphericalPropanetanksin6,000m3.Furthermoreitconsistsoffilling
bottleplant,truckloadingsystem,shiploading/unloadingsystem,andaircompressionstationetc.
LPGandpropanewillbeunloadedbyunloadingpumpslocatedintheLPGandpropanecargofromjetty
totheLPGandpropanetanksforstorage.AdditionallyLPGandpropanealsocanreexporttoLPGand
propanecargobyshiploadingpumpslocatedattankfarmarea.Jettyisapproximately3.0kmawayfrom
terminal. Ten 6,000 m3 spherical tanks will be built for storage, eight tanks have one individual dike,
betweenonetanktoanothertankhasintermediatedike.
Twoexistingshiploading/unloadingarmarelocatedatjettyshallbeusedforthisproject.Totaltentanks
willbeequippedatthestorageareaattankfarm,fivesphericaltankswillbeusedforpropanestorage,
andfivesphericaltankscanbestoredLPGaswellasmixtureofLPG.BasedonqualitycontrolforLPG,
propanecanbeaddedintobutanebyonlinemixerfirst,andthenbetransferredtoLPGtanksortransport
forshiploadingortruckloading.Maximummixmassratioofpropaneandbutaneshallbecontrolledup
to50%:50%.

Standardsetc.Ifthesedoesnotexisttheyhavetobedevelopedpriortofullexecutionofthe
HSEIA.
c. DemonstrateandensuretheHSECESsareprocured,fabricated,transported,stored,retrieved,
assembled, built, precommissioned and commissioned in a way that their design integrity
remainsunaffected.ThisshallbedemonstratedthroughtheEPCPhasePerformanceStandards
andtheirimplementation.
d. Quality Performance Standards for all the HSE Critical Integrity Activities that govern the EPC
PhaseQA/QCshallbeputinplaceandauditedbyatechnicallycompetentperson.
e. AStatementofFitnessshallbepreparedandsignedbytheProjectManagerorequivalent.The
StatementofFitnessshallbeincludedintheHSEIAReport.
f. TheconstructionrelatedhazardsshouldbemanagedthroughtheConstructionHSEPlanand
arenottobeincludedintheHSEIAReport.
