BACKGROUND/RATIONALE:
a. Geographical Location and Total Area:
The Municipality of Norala is strategically located in the northern part of
the Province of South Cotabato. It lays between the latitude of 6 degrees
31 minutes to 6 degrees 41 minutes North and longitude of 124 degrees
36 minutes to 124 degrees 43 minutes East. It is bounded in the North by
the Municipality of Tacurong, Sultan Kudarat; on the East to Southeast by
the Municipality of Banga, on the South by the Municipality of Sto. Nino,
all of these in South Cotabato, and on the West by the Municipality of
Isulan, Sultan Kudarat.
The Municipality of Norala has a total land area of 19,440 hectares which
includes the contested area of 5,316 hectares. The municipality comprises
only 2.64% of the total land area of the Province of South Cotabato.

Based on the NSO survey of 2010, Norala has a total population of 44,635
and is composed of 8,927 households with an average household size of 5
members.
Total Population data of Norala for the year 1995 and 2000 showed that
increase of population was 1,056 or an annual growth rate of 0.52%. The
historical population trend of the municipality shows 3.16% growth from
1975 to 1980 and 15.82% growth rate from 1980 to 2007. From the year
2007 to 2010 shows an increase of 1.27% with an average growth rate of
0.42%.

Based on 2007 census of population, the most populated barangay is


Barangay Poblacion followed by Barangay San Miguel, Simsiman and Lopez
Jaena. On the other hand, the least populated barangay is B.S. Aquino, Jr.
The data above shows that 27% or 12,051 of the population reside in the
urban area which is Barangay Poblacion, while 73% are in the Rural Barangays.

Based on 2007 census of population, 24,063 are in the labor force with an age
ranging from 15 years old and over. This figure is about 57.90% of the total population.
Majority of those in the labor force are male comprising about 12,364 or 51.38%
compared to the employed female population of 11,699 or 48.62% of the total subject
population.

1.4 Population by Age Group and Sex


Based on the 2007 NSO census data, majority of population belongs to ages of 19
years and below which comprise of about 49.10% of the total population. Age ranging
from 60 years and above reflects only 6.30% of the total population. Male population
dominates over the female population in almost all age groupings. The male population
comprises 51.38% of the total population while female of 48.62%. (See Table 6)

As per records of Norala Water District, there are 811 total connections.
Domestic use has the highest connections of 749 or 92.36% of the total, while
the government offices have ten (10) connections. The average monthly
consumption of the four types of consumers is 145.33m 3. Government offices
have the highest consumption of 79.43 m 3 per month and the lowest is for
domestic use of 12.33m3 per month.

Municipal Planning Office

Banga and Allah River Irrigation Dams are the two major sources supplying the
water needs of the municipality for irrigation purposes. Aside from the rivers; Matapol,
Papaya and Kibid Creeks that crisscross the municipality are adding to its water
resources for agricultural irrigation services.

2. Power Resources
The South Cotabato Electric Cooperative (SOCOTECO) I distribute power
supply in Norala through the connection from the Mindanao Grid of Maria Cristina
Falls Hydroelectric Plant located in Iligan City. Mostly of the barangays have
already access electricity with the SOCOTECO I. Even the most remote
barangays in the locality are already installed with power connections. But there
is still need to have more power line extension especially in the far-flung
barangays since not all households in the municipality is not fully connected.
Low water discharge from the catchments basin of the lake has resulted in
the reduction of power generation by the Agus Hydroelectric Plant, which is the
direct cause of power interruption experienced throughout Mindanao.
Unscheduled brownouts happen during certain conditions and emergencies.
Included here is the uncontrolled change of weather conditions which greatly
affects the current flows of electricity.
To ensure stability of the power services sector, SOCOTECO I shall
conduct regular inspection especially in the area where the line is surrounded by
trees especially after heavy rains with strong winds.

3. Communication Network
Communication is a basic instrument of human development. Thus,
adequate facilities of such are apparently key elements in nation building.
Communication facilities is one of the problem in Norala before, however there are also
regular communication system existing. Cellular mobile communication is the one
which is very common especially to those well-to-do businessmen and every individual
while the local government unit provides each barangay chairman and head offices
concerned involving disaster a handset radio for them to use especially in time of
emergency as well as for their official function in monitoring the peace and order
problem.
The municipality of Norala is facing tremendous challenges to meet the
demands of impending pace of development. During the primary survey through
interviews, it was found out that there are areas in the far-flung barangays, which could
hardly be reached by the delivery of mails/letters and even the signal of mobile phone.
Due to the advent of Internet system, today, Norala already has internet
providers by both private and government entity, telephone system (landline & wireless)
have been installed and cell sites of three companies have been constructed. These
developments are indicators that the locality can now sustain the demands of the
growing population.

Land Use Classification


1. Residential area
A total of 261.32 hectares or 1.344 % of the total, which is 19, 440
hectares are considered its residential area. These are cluster of at least
ten (10) or more structures or buildings that are used for residential. These
are located in its 14 barangays.
Most of these are mainly established along major and secondary
roads taking advantage of the opportunity of better and easy access to
transportation especially in the delivery of services and marketing of
goods. This type of development is a linear or ribbon type.
2. Agricultural Area
Total land area devoted for agricultural purposes is approximately
11,467.97 hectares or 58.989 percent of the total, which is 19,440
hectares.
Most of this agricultural land is traversed by bodies of water like
rivers and creeks. (See General Land Use Map)
3. Agro- Industrial Area
Industrial area covers an area of approximately 33.02 hectares or
0.17 percent of the total, which is 19,440 hectares more or less. Activities
are mainly an agro-industry like rice and corn mills and mostly located in
Barangay Poblacion but outside the urban core.
4. Forest Area
Existing forest area is approximately 1,607.00 hectares accounting
to 8.266 percent of the total land area. These are located in the eastern
portion of the municipality that serves as its boundary to the towns of
Tantangan and Banga of same province.
5. Institutional Area
A total of 25.75 hectares or 0.132 percent is the existing institutional
area as of the moment. This will includes government offices, schools and
churches.

6. Parks and Playgrounds


The existing parks and playground area is 45.56 hectares which
includes school playground and public plaza.
7. Commercial Area
The commercial area is around 10.05 hectares which includes
public market at Barangay Poblacion and satellite market at Brgy. San
Miguel and Brgy. Lapuz.
8. Tourism
The tourism area is 2.40 hectares which includes
resorts/swimming pool.
9. Special Uses
Other land uses of the municipality which includes the functional
cemetery is 10.0 has., roads is 309.88 has., Eco-Park/MRF/RCA is 0.20
ha., Slaughterhouse is 0.25 ha., and Cockpit is 0.50 ha.

Water Use Classification


The various water uses and the bodies of water that traversed the
agricultural lands, these composed of 15.90 hectares for Inland fishing, 71.65
hectares for Irrigation canals, 76.59 hectares for Creeks and 204.50 hectares for
Rivers.
Contested Area
The contested area of the municipality with the Province of Sultan
Kudarat is more or less 5,298.00 hectares or around 27.257% of the total area of
the municipality.

Hazard and Risk Analysis:


For record years, Municipality of Norala experienced random visits of
devastating natural calamities. Of the various hazards, flash floods (as
happened at the portions of San Miguel, BS Aquino, Jr. and Kibid) are most
common but with no apparent pattern of frequency, intensity, and
consequence analysis is systematically recorded according to the
PDRRMO Historical Disaster Data. The Banga River in the western portion
of the municipality remains a source of possible hazards due to its
changing course causing erosion and flood. The river straddle seven
barangays (San Miguel, Puti, BS Aquino, Jr., Kibid, Dumaguil, Matapol, and
Simsiman) rendering them most vulnerable to flood. For geological hazard
types, the municipality does not have identified attributes that would put
constituents in challenging states.
Flooding is the most common natural hazard in a locality. Heavy rains
from tropical storms and hurricanes can cause floods or flashfloods. This
flood can develop within minutes or hours depending on the intensity of
the rain, topography, soil condition and ground cover of the area. Flooding
in Norala is often caused by the overflowing of the creeks and river banks
of Banga River that traverses the municipality.
For the past years, flash floods have been the most common disasters
in the Municipality of Norala affecting rice fields, corn fields and
properties. The most critical and frequently affected by the flooding of
Banga River are the low-lying areas within its flood plains particularly
barangays
San Miguel, BS Aquino, Jr., Kibid. Flashfloods are often
triggered by heavy rains with the western portion of the municipality often
affected. Disasters cause damages mostly to agricultural areas
constituting the majority of the municipalitys land usage. Barangays San
Miguel, Dumaguil, BS Aquino, Jr., Kibid, Simsiman and Matapol are mostly
vulnerable due to its proximity to the Banga River.

Chapter II - General Policies and Objectives


A. General Policies
Republic Act No. 10121 also known as the Philippine Disaster Risk
Reduction and Management Act. Of 2010 (PDRRM Act of 2010) declares
to develop , promote and implement a comprehensive National Risk
Reduction and Management Plan (NRRMP) that aims to strengthen the
capacity of the National Government and the Local Governments Units
(LGUs). Together with the partner stakeholders, to build the disaster
resilience of communities including projected climate risk and enhancing
disaster preparedness and response capabilities at all levels on the
ground to uphold the peoples constitutional rights to life and property by
addressing the root cause of vulnerability to disaster.
The Law vividly declared to provide maximum care, assistance and
services to individuals and families affected by disaster. Failure or noncompliance shall be prosecuted as provided in the Penal Clause of RA
10121.
1. To institutionalize policies and strengthen the capabilities of the LGU
and the community in mitigating and preparing for responding to and
recovering from the impact of disaster through the Municipal Disaster
Risk Reduction and Management Council.
2. To mobilize all available and potential resources both in the
government and private sector and to utilize them judiciously to the
needs of the affected constituents.
3. To provide maximum care, assistance and services to individuals and
families affected by disaster.
4. To implement emergency rehabilitation projects in order to lessen the
impact of disaster.
5. To communicate and disseminate contingency plans to the community
for awareness in order for them to have a systematic and organized
evacuation process during times of calamity and disaster.

B. Objectives
1. To judiciously and effectively respond to save lives and protect
properties without endangering and sacrificing the lives of the people;
2. Ensure effective and fast delivery of services to the victims requiring
immediate assistance;
3. To observe and follow cluster approach in emergency response through
inter-agency and multi sectoral coordination for proper and effective
utilization of resources;
4. To observe proactive approach attributed to flood hazard by
continuously monitoring and conduct surveillance of the affected area;
5. To empower the community toward effective response to emergencies
and calamities.

EVACUATION PLAN
a. Introduction:
The Municipality of Norala, South Cotabato is composed of Fourteen
(14) Barangays, a total population on Forty Four Thousand Seventy
(44,070) and has a total land area of Nineteen Thousand Four Hundred
Forty (19,440) Square Kilometers that produces rice, corn copra as its
main products. Although the Municipality is prominently Christians, it also
contains a Muslim community that comprises of two (2) percent of the
total population.
The Local Government of Norala identified Eleven (11) Barangays as
flood prone areas. The Barangays of Lapuz, Dumaguil, San Miguel,
Simsiman, Matapol, Puti, San Jose, Liberty, Esperanza, Kibid and B.S.
Aquino with Twenty one (21) and one thousand nine hundred eighty five
(1,985) individuals possibly to be affected in case of flash flood occur.

The MDRRMC, PNP, BFP, LGU and other concern agencies must maintain
an Early Warning System, directory of contact number/s for an out of
hours/term event, a universal flood warning signs to the identified flood
prone areas and proper information dissemination on what to do during
flood and implementation of EWS-EBS after monitoring of water level for
possible forced/ pre emptive evacuation.

The Municipal Disaster Risk Reduction and Management Officer
(MDRRMO) shall be the Office/Person Responsible (OPR) for updating,

RESOLUTION REQUESTING THE SANGGUNIANG BAYAN TO
APPROVE AND ADOPT THE MUNICIPAL CONTINGENCY PLAN ON
FLOODING INCIDENCE OF THE MUNICIPALITY OF NORALA.
WHEREAS, natural calamities unexpectedly occur in the community which
are brought about by the perennial typhoons;
WHEREAS, RA 10121 otherwise known as THE PHILIPPINE DISASTER RISK
REDUCTION & MANAGEMENT ACT OF 2010 under General Provisions of its IRR,
section 3(e) , Develop, promote, a comprehensive National Disaster Risk
Reduction Management Plan (NDRRMP) that strengthen the capacity of the national
government and the Local Government Units (LGUs), together with partners
stakeholders, and to institutionalize arrangements and measures for reducing
disaster risk , including projected climate risks, and enhancing disaster
preparedness and response capabilities at all levels;

WHEREAS, the best policy for the LGU to formulate and adopt the
Contingency Plan on Flooding incidence in case of emergency and natural
catastrophe;
WHEREAS, the MDRRMC of Norala has drafted and formulated the Municipal
Contingency Plan on Flooding incidence last July 22-24, 2013 at Villa Princessita,
Koronadal City;
NOW THEREFORE, on motion of MR. EDUARDO M. CASTIN and duly
seconded by SFO3 ISIDRO D. BENOSA be it resolved as it is hereby resolved;
REQUESTING THE OFFICE OF THE SANGGUNIANG BAYAN FOR THE ADOPTION AND
APPROVAL OF NORALA CONTINGENCY PLAN ON FLOODING INCIDENCE.
RESOLVED FINALLY to forward this resolution to HON. NELSON B. PILLA,
