Based on the NSO survey of 2010, Norala has a total population of 44,635
and is composed of 8,927 households with an average household size of 5
members.
Total Population data of Norala for the year 1995 and 2000 showed that
increase of population was 1,056 or an annual growth rate of 0.52%. The
historical population trend of the municipality shows 3.16% growth from
1975 to 1980 and 15.82% growth rate from 1980 to 2007. From the year
2007 to 2010 shows an increase of 1.27% with an average growth rate of
0.42%.

Based on 2007 census of population, 24,063 are in the labor force with an age
ranging from 15 years old and over. This figure is about 57.90% of the total population.
Majority of those in the labor force are male comprising about 12,364 or 51.38%
compared to the employed female population of 11,699 or 48.62% of the total subject
population.

As per records of Norala Water District, there are 811 total connections.
Domestic use has the highest connections of 749 or 92.36% of the total, while
the government offices have ten (10) connections. The average monthly
consumption of the four types of consumers is 145.33m 3. Government offices
have the highest consumption of 79.43 m 3 per month and the lowest is for
domestic use of 12.33m3 per month.

Municipal Planning Office
Banga and Allah River Irrigation Dams are the two major sources supplying the
water needs of the municipality for irrigation purposes. Aside from the rivers; Matapol,
Papaya and Kibid Creeks that crisscross the municipality are adding to its water
resources for agricultural irrigation services.
2. Power Resources
The South Cotabato Electric Cooperative (SOCOTECO) I distribute power
supply in Norala through the connection from the Mindanao Grid of Maria Cristina
Falls Hydroelectric Plant located in Iligan City. Mostly of the barangays have
already access electricity with the SOCOTECO I. Even the most remote
barangays in the locality are already installed with power connections. But there
is still need to have more power line extension especially in the far-flung
barangays since not all households in the municipality is not fully connected.
Low water discharge from the catchments basin of the lake has resulted in
the reduction of power generation by the Agus Hydroelectric Plant, which is the
direct cause of power interruption experienced throughout Mindanao.
Unscheduled brownouts happen during certain conditions and emergencies.
Included here is the uncontrolled change of weather conditions which greatly
affects the current flows of electricity.
To ensure stability of the power services sector, SOCOTECO I shall
conduct regular inspection especially in the area where the line is surrounded by
trees especially after heavy rains with strong winds.

3. Communication Network
Communication is a basic instrument of human development. Thus,
adequate facilities of such are apparently key elements in nation building.
Communication facilities is one of the problem in Norala before, however there are also
regular communication system existing. Cellular mobile communication is the one
which is very common especially to those well-to-do businessmen and every individual
while the local government unit provides each barangay chairman and head offices
concerned involving disaster a handset radio for them to use especially in time of
emergency as well as for their official function in monitoring the peace and order
problem.
The municipality of Norala is facing tremendous challenges to meet the
demands of impending pace of development. During the primary survey through
interviews, it was found out that there are areas in the far-flung barangays, which could
hardly be reached by the delivery of mails/letters and even the signal of mobile phone.
Due to the advent of Internet system, today, Norala already has internet
providers by both private and government entity, telephone system (landline & wireless)
have been installed and cell sites of three companies have been constructed. These
developments are indicators that the locality can now sustain the demands of the
growing population.

B. Objectives
1. To judiciously and effectively respond to save lives and protect
properties without endangering and sacrificing the lives of the people;
2. Ensure effective and fast delivery of services to the victims requiring
immediate assistance;
3. To observe and follow cluster approach in emergency response through
inter-agency and multi sectoral coordination for proper and effective
utilization of resources;
4. To observe proactive approach attributed to flood hazard by
continuously monitoring and conduct surveillance of the affected area;
5. To empower the community toward effective response to emergencies
and calamities.
EVACUATION PLAN
a. Introduction:
The Municipality of Norala, South Cotabato is composed of Fourteen
(14) Barangays, a total population on Forty Four Thousand Seventy
(44,070) and has a total land area of Nineteen Thousand Four Hundred
Forty (19,440) Square Kilometers that produces rice, corn copra as its
main products. Although the Municipality is prominently Christians, it also
contains a Muslim community that comprises of two (2) percent of the
total population.
The Local Government of Norala identified Eleven (11) Barangays as
flood prone areas. The Barangays of Lapuz, Dumaguil, San Miguel,
Simsiman, Matapol, Puti, San Jose, Liberty, Esperanza, Kibid and B.S.
Aquino with Twenty one (21) and one thousand nine hundred eighty five
(1,985) individuals possibly to be affected in case of flash flood occur.

d. Flood Warnings:
The MDRRMC, PNP, BFP, LGU and other concern agencies must maintain
an Early Warning System, directory of contact number/s for an out of
hours/term event, a universal flood warning signs to the identified flood
prone areas and proper information dissemination on what to do during
flood and implementation of EWS-EBS after monitoring of water level for
possible forced/ pre emptive evacuation.

RESOLUTION ADOPTING THE CONTINGENCY PLAN OF THE
MUNICIPALITYB OF NORALA, SOUTH COTABATO, FOR THE CALENDAR
YEAR 2013
WHEREAS, presented for the consideration of the August Body was
formulated Contingency Plan of the municipality for the calendar year 2013.
WHEREAS, after thorough perusal and analysis of all the component
of the said plan, the same were found relevant to the objective realities of
the municipality.
WHEREFORE, after thorough deliberation, on motion of the Honorable
_________, duly seconded be it.
RESOLVED, as it hereby resolves, to adopt, as it hereby adopts the
Contingency Plan of the municipality for the calendar year 2013.
RESOLVED FINALLY, to transmit this resolution to the National
Disaster Coordinating Council and other concerned offices for their
information, reference and guidance.

RESOLUTION REQUESTING THE SANGGUNIANG BAYAN TO
APPROVE AND ADOPT THE MUNICIPAL CONTINGENCY PLAN ON
FLOODING INCIDENCE OF THE MUNICIPALITY OF NORALA.
WHEREAS, natural calamities unexpectedly occur in the community which
are brought about by the perennial typhoons;
WHEREAS, RA 10121 otherwise known as THE PHILIPPINE DISASTER RISK
REDUCTION & MANAGEMENT ACT OF 2010 under General Provisions of its IRR,
section 3(e) , Develop, promote, a comprehensive National Disaster Risk
Reduction Management Plan (NDRRMP) that strengthen the capacity of the national
government and the Local Government Units (LGUs), together with partners
stakeholders, and to institutionalize arrangements and measures for reducing
disaster risk , including projected climate risks, and enhancing disaster
preparedness and response capabilities at all levels;
WHEREAS, the best policy for the LGU to formulate and adopt the
Contingency Plan on Flooding incidence in case of emergency and natural
catastrophe;
WHEREAS, the MDRRMC of Norala has drafted and formulated the Municipal
Contingency Plan on Flooding incidence last July 22-24, 2013 at Villa Princessita,
Koronadal City;
NOW THEREFORE, on motion of MR. EDUARDO M. CASTIN and duly
seconded by SFO3 ISIDRO D. BENOSA be it resolved as it is hereby resolved;
REQUESTING THE OFFICE OF THE SANGGUNIANG BAYAN FOR THE ADOPTION AND
APPROVAL OF NORALA CONTINGENCY PLAN ON FLOODING INCIDENCE.
RESOLVED FINALLY to forward this resolution to HON. NELSON B. PILLA,
Municipal Vice Mayor of Norala, South Cotabato for his approval.
