INTRODUCTION
The context in which ESP works in Nanggroe Aceh Darussalam has always been dynamic.
From Quarter to Quarter the conditions have changed. At this point ESP efforts are
generally being rewarded by pleasant surprises and warm words of thanks. Among the
former is the enthusiasm with which village women have taken to the re-use of plastic and
other solid waste as media for handicrafts. One souvenir store in Banda Aceh is now
providing an outlet for the handicrafts produced by the women of Nusa.
Never a place that one would call gentle, Aceh witnessed increased random violence in the
highland areas, renewed toll taking on the west coast road and continued cases of
extortion during the quarter. ESP and local groups organized by ESP were fortunate to miss
such happenings. However, the forum FORSAKA in the Ulu Masen integrated sight had a
swath of some 100 hectares of its protected area cleared by outsiders seeking to make quick
profits (see the section on Ulu Masen). ESP Technical Specialists supervising the Naga
Umbang community in Lhoknga in the installation of a water delivery system dealt with an
extortion attempt by two men masquerading as ex-combatants (KPA). The two wanted to
work. When these men learned that the activity was not a project, the community was
doing the work and that no one was being paid, they wished everyone well, but did not
volunteer to help out. Such are the daily realities in this region.
On a more positive note, ESP opened channels with the NAD governor during the month as
well as with the highest levels of leadership among the KPA. Both of these efforts
concerned discussions about biodiversity conservation and illegal logging. The efforts seemed
to produce the likelihood of continued positive dialogue. Also ESP met with groups in and
outside of government to hammer out a format for a secretariat for Aceh implementation of
Green, the governors environmented vision for Aceh.
ESP also continued its efforts to connect upper and lower watersheds through training and
field surveys (see the municipal section). While impossible to estimated the value, ESP
leveraged workshops out of ERA-AUSCARE (2), AmRC, ARC, and Lamjabat a local NGO.
PORIFERA received a grant to support the FAMS forum in Saree Aceh. Grant funded
activities during the quarter began with the socialization of the forum and its purpose to the
Two new community groups were organized, one in Teladan and the other in
Lamtamot
The community based Watsan team leveraged support from ERA-AUSCARE
and a local NGO, Lamjabot to train 30 school teachers and local facilitators in
recycling plastic waste by making handicrafts. Training facilitators were women
from Nusa village.
The start-up of the re-use of plastic waste program in Penayung, Banda Aceh
around the Healthy Market supported by CHF and HSP.
In the village of Katapang, the Field School organized the re-alignment and installation of a
failed water pipeline. In some places the pipe had to be moved as much as two kilometers.
The village head said, I never thought we could do it. But when you start at it, you just
have to finish it.
In the greater Calang area re-use of plastic and the composting of kitchen waste was
overseen by ESP but implemented by village facilitators trained by ESP. This group also
trained field workers of ERA-Auscare to enable them to replicate the same program in
Nagan Raya. Also in the Calang region the coastal rehabilitation team helped PORPPAJA
with signage in its campaign to socialize where sites have been re-habilitated along the coast
and where the taking of sand is forbidden.
With the help of ESP, the group from Kuala Meurisi joined with nine other ESP village groups
spanning nearly 50 kilometers of coastline to organize a forum, Forum Peujroh Pantee Aceh Jaya
(PORPPAJA). The forum intends to protect and stabilize the coast.
While the forum worked to stabilize its coastal environment, contractors for reconstruction
projects were busy destabilizing it by driving across the Kuala Meurisi beach and digging sand. The
damage was severe as access was easy and sand seemingly abundant. In many ways the damage
done to the coastal environment by sand miners was as bad as that from the tsunami.
In the Krueng Lageun watershed the forum FPKL rehabilitated five hectares of land. This was
a cooperative effort with the Department of Forestry in Aceh Jaya. As it went well, there
will probably be other similar efforts. The dry season limited planting everywhere during the
quarter, but this land had easy access to water and was thus rehabilitated.
FORSAKAs Struggle
The forum FORSAKA was established in July of 2007 by six villages lying to the south of Jantho on
the eastern slopes of the Bukit Barisan. Some of the villages are located within the area known as
Ulu Masen. The forum established a 1500 hectare conservation area to protect the forest area at
the heart of the Krueng Kaloek watershed. This river provides clean water to the villages via a
piped distribution system.
Accomplishments include:
Planting of 5 hectares of trees to rehabilitate land in Kr. Lagueng watershed.
The dry season made more planting impossible.
The enacting of a qanun in Weu in the FORSAKA region.
The remarkable lobbying and campaigning of FORSAKA that stopped illegal
logging. The FORSAKA effort represents a major break through. We now
have an alliance among government (provincial and district level), ESP and
FORSAKA.
Nusa and Lamkruet women continue to be enthusiastic about cleaning up solid waste. They
have now gone through all of the three Rs: re-use, re-duce and re-cycle. Composting of
household waste plus recycling waste paper were added to the program this quarter.
Cleaning Up
The women of Nusa have taken the
recycling of solid waste very seriously. We
have taken useless waste and turned it into
things that are not only useful, but
attractive, says Kak Nur.
Their most recent activity has been to recycle paper. Khadir has facilitated this project. The
reprocessed paper is a thick coarse paper ideal for greeting cards.
On Fridays when the women gather to clean up the village you can hear them yell out, Come on,
lets clean up the village and get rid of the trash.
ESP facilitated a revised tariff for customers of Tirta Daroy in Banda Aceh that will lend itself
toward full cost recovery. The mayor has approved this new tariff. A regionalized business
plan for Tirta Daroy and Tirta Mountala (Aceh Besar) was finalized. This was a major step in
implementing a regionalization of the two PDAMs. Whether that regionalization happens
depends upon a final agreement between the administrations of Aceh Besar and Banda Aceh.
A major training was organized by ESP for all of the PDAMs in Aceh. PERPAMSI provided
most of the funding for the training and Tirta Daroy provided the site. The training was the
first of three technical workshops. This first workshop focused on assessing the upper
reaches of a watershed and its capacity to provide clean water. This was the first time in
NAD that any training has ever brought PDAM staff into an upper watershed (the Kr.
Mountala intake for Jantho was the site) and discussed the importance of the upper
watershed for the users and consumers of water in the lower watershed.
The municipal program continued its work of water quality testing in village systems with the
assistance of PDAM Tirta Mountala. Also the water quality working group for the Krueng
Aceh watershed continued to sample the water quality across the watershed. Finally, the
team delivered a major presentation to governments from throughout Aceh on sanitation
and solid waste at the community and household levels. The presentation to over 60 people
was made at a workshop sponsored by BRR and held in June in Banda Aceh. Thus BRR is
helping ESP to continue the work we began in Environmentally Sound Design.

NORTH SUMATRA
INTRODUCTION
Revisiting the Blue Thread
Water is one of the key integrating
forces generating ESPs synergies and
upstream-downstream linkages.
Water is also a proven entry point for
health and hygiene initiatives in both
upstream and downstream areas. ESP
North Sumatra learned early that
health and hygiene issues were not
limited to urban and peri-urban areas.
Health and hygiene activities augment
the relevance of the program
everywhere, especially among women
and children. This is true both in
upstream watershed management sites
ESP NORTH SUMATRA as well as down in river delta water
Mothers and health cadre were eager participants in for the poor areas. Equally, activities
discussions of ESPs mini-baseline results with schools in upstream areas on
conservation and watershed issues
provide obvious opportunities for integration of health and hygiene educational activities
capable of generating immediate impact within a key segment of the population. Wherever
ESP North Sumatra deals with water issues, and that is pretty much in every site, health and
hygiene activities are immediately appropriate and responsive to local needs.
However, as all ESP programs in North Sumatra have gained in speed, volume, and
momentum, the pull of centrifugal forces can be felt as specialists and staff have become
hyper-busy with their own planned initiatives and outputs. Recently, we have taken extra
time to re-examine what we need to do to keep our program fully integrated as we roll
toward the future. Water, the Blue Thread, is always there to tie us together along with
cross-cutting programs in communications, health and hygiene, and gender that help maintain
program coherence and synergy. The upcoming Quarter will provide many opportunities
for reaffirming integration as we tackle expanded watershed management and water for the
poor programs along with a variety of partner led initiatives in schools (formal as well as
Field School) and community-based water and sanitation.
Upstream, Middle, and Downstream with Health and Hygiene: This
Quarter a range of health and hygiene activities have been conducted in upstream
sites (Karo, Lembah Sibayak), mid-stream (Sibolangit) and downstream in Medan.
Activities have been undertaken with village cadre and also integrated into Field
Schools and formal schools via partners such as OIC. Results of the mini-baseline
surveys were also analyzed with community participants in all locations to further
ground the program, reinforcing our view that health and hygiene activities are
integral, not add-on, within the ESP.
The village has also received support from the Sahabat Tahura community-based network
that supports the development of forest and water catchment conservation policies at village
level in villages surrounding the TAHURA Great Park. Elkana Bangun, with support from
Sahabat Tahura and ESP field workers, is working with his community to finalize village level
policy and regulations for both water management and forest management. We are now
finishing the water management policy as a follow-up to our work on forest management;
both should be in effect by mid-2008. Once these two regulations are finalized and running
well, then we can seek broader support for improving these systems.
members of the network collect materials including MOL (local micro-organisms), rice rinse
water, kitchen wastes, cacao waste, manure, and leaves/grass for use in the next compost
making session. The initiative originated from Cacao/Agro-forestry Field School discussions
on Plant Nutrient Management and farmers enjoy the rotating activity. I prepare my fields
well before my friends visit so that they reflect good management, states Nd Wita (43).
Puang Aja is one of 14 villages in the Sibolangit area supported by ESP. Community Field

conserving their local ecology. Increasingly, the inter-village network works with local

abused and we end up paying high prices for water, she continued. Once I understood that
the water system would connect directly to each household, and that the system would be
run by a community management group and not by an individual, then I became a big
supporter.
Now I dont have to pay high prices for
well water as I can get Tirtanadi clean
water at a low price. So now my 8 kids
dont have to worry about getting sick
from the bathing in foul river water.
And whereas before I spent Rp.45.000,

Rp.19.000, for my familys water needs.

JAKARTA
INTRODUCTION
During this Quarter, ESP Jakarta focused its activities on strengthening the community-based
solid waste management and water for the poor program through small grants. Activities
with schools were implemented through several collaborations with government and private
sector. Program exposure is also critical for sharing experience to partner organizations and
community at large. This was achieved through participation in workshops, facilitation for
field visits as well as trainings. Also, in this Quarter, a new collaboration has been initiated
for water for the poor program with PT Aetra (formerly, PT TPJ, a water service provider
for eastern Jakarta). Three locations have been observed for potential master meter
installation as well as micro credit approach.
HP3/IDRC program has treated and reduced 43% of the incoming 700 kg of
organic waste into compost. In total 98 household composters adopting Takakura
method are being used by 59 households and 14 compost tumblers are operated in
Rumah Kompos (Compost House). Gutter cleaning and bricks making from gutter
sludge has also been initiated in this Quarter. Through a city consultation meeting
mechanism, commitments and supports from partners has been made possible,
particularly for land use agreement, compost marketing and replication.
Three pilot projects for master meter are being implemented in two locations,
two systems in Jembatan Besi and one system in Penjaringan with total 90
households connected to the systems. The projects were implemented through
collaboration of different parties, namely ESP, HP3/IDRC program, PT Palyja and
partner NGOs, for example PPKM.
Plastic waste recycling has made significant progress through product selling.
Only in Petojo Utara, the cadres has produced more than 30 products and earned
nearly 1 (one) million rupiah from selling the products. In Jembatan Besi, 11 (eleven)
products were marketed with net profit Rp 490,000. Cadres of Jembatan Besi and
Petojo Utara have also passed on the knowledge through conducting trainings for
cadres from the neighboring RWs.
Participation in training, workshop and exhibition for cadres had been made
possible through collaboration with government institutions and partner
organizations, such as for a side event during a national conference on the Jakarta
Initiative to Fight Climate Change, workshop on Creating Environmental Agent, an
exhibition during a national event Together for a Prosperous Indonesia
commemorating the 100 Years of National Awakening, participation in an audience
with President Susilo Bambang Yudhoyono in the Forum for Experts and Inventors in
the Field of New Energy and Renewable Energy and workshop and exhibition on
community-based solid waste management with the Bogor District Office of Public
Works.
Hands washing with soap campaigns were conducted in collaboration with
Ministry of Public Works and Ministry of Health with three primary schools in
Tangerang (SDN Kayu Bongkok and SDN Kayu Agung) and in Jakarta (SD Al Azhar)
to commemorate the World Water Day involving total 120 students.

QUARTERLY PROGRESS REPORT NO.13 APRIL JUNE 2008
The second master meter pilot project, replicating the success of similar approach by ESP
Medan, is being implemented in one community of RW 12. A community based organization
(CBO) called Jakatirta, was established to actively participate in the whole process, starting
from planning and construction to operation and maintenance including water fee collection.
The CBOs consist of representatives of community. The members were selected through
open election among the users.
strategy for replication and adoption of the pilot project were discussed, including
commitment from local government and government institution to provide continues
supports for the program. Dinas Pertamanan (The Park Service Department) commits for
absorbing all the compost produced by the community at a fair price to compliment the
compost supply for its activities.
As part of the advisory board, ESP contributed to a comprehensive analysis of the first cycle
of combined household-communal composting and developed strategic recommendations
for the next cycle. In parallel with technical evaluation, a financial and market feasibility
analysis was also made by another HP3 NGO partner, Swiss Contact.
Regarding the CGH School, MI Al Ifadah in Kelurahan Penjaringan, ESP strengthened the
core students capacity through edutainment games and regular discussions with the
students. The 12 core students, called ACiL (Children Love the Environment) are all
enthusiastic, active and smart students.

Jembatan Besi, West Jakarta.
For the start up, 12 Takakura composters were used by cadres of Petojo Utara and 7 by
cadres of Jembatan Besi. During the first four weeks, ESP assisted cadres to do technical
monitoring for the composting process. Four main parameters were being observed, namely
temperature, moisture content, garbage shredding and aeration. Three other factors that
indicate a successful compost making were also carefully monitored, such as the absence of
smell, maggot, and leacheate. After participating in a composting monitoring training, the
cadres are now doing the self monitoring for the composting practice. They are also capable
of self-resolving for any problems related to compost making.
Female cadres of Petojo Utara were also very enthusiastic in plastic waste recycling. In only
3 months, the cadres were able to sell 23 out of the 30 products made from plastic waste
with net revenue Rp 995,000. Cadres were also very active in promoting the recycling
practice to its community members, from women, to men, to youth group as well as to
other communities. From April to May 2008, they trained more than 40 persons where
nearly half of them are from the neighboring RWs organized by TP PKK (Empowerment and
Family Welfare Movement Group) at Kelurahan level.
Similarly, in Jembatan Besi, the cadres produced and sold 11 products from plastic waste
recycling. From the selling, they earned Rp 490,000 in total. The cadres have also conducted
training for other cadres from its neighboring RWs and jointly they managed the marketing
through participation in exhibition and through individual selling.
Positive appreciation for community efforts has been given by both local and national
government. Petojo Utara and Jembatan Besi were among the judgment sites for Adipura
Environmental Awards for metropolitan cities in the Municipality of Central and West
Jakarta. Both municipalities were awarded for being among the cleanest and greenest cities
nation wide to receive the award. The Municipality of West Jakarta ranked third, followed by
Central Jakarta in 6th place. The awards were handed out by President Susilo Bambang
Yudhoyono himself at a ceremony commemorating National Environment Day 2008 at the
State Palace on June 5, 2008.
Ones of the most remarkable achievements of the Petojo Utara community was their
participation in an exhibition in Monas (the National Monument) during a national event
Together for a Prosperous Indonesia commemorating the 100 Years of National Awakening on
May 11, 2008. The event was organized by SIKIB (Solidarity of the Wives of Indonesia
United Cabinet). First Lady, Ani Yudhoyono visited the booth and was very impressed with
their creativity. Not only did the women cadres have a chance to meet the First Lady of
Indonesia, the RW head of Petojo Utara, Pak Irwansyah was also invited by the Ministry of
State Secretary for an audience with President Susilo Bambang Yudhoyono in the Forum for
Experts and Inventors in the Field of New Energy and Renewable Energy on June 2, 2008. He was
the only one representative from community while others were from academics,
researchers, university rectors, government officials, etc.
ESP facilitated the cadres eagerness to improve individual capacity through participation in
training program. In April, cadres of Jembatan Besi and Petojo Utara participated in a
workshop on Creating Environmental Agent organized by GPL (Environmental Movement), a
community group of Pekayon Bekasi. Through this workshop, cadres from Jakarta and Bekasi
city-wide were able to channel their concerns and to exchange and share information to be
able to overcome obstacles in implementing environmental projects and for networking with
other communities.

As part of the joint effort of ESP, Ministry of Public
Works and Ministry of Health, ESP supported two hand
washing with soap campaigns conducted in two
locations, in Tangerang and Jakarta as part of activities
commemorating the World Water Day.
The meeting was held in May and attended by RT heads, shallow well and MCK (communal
latrines) committee and users representatives. Only one well is no longer used because the
hand pump is broken but others are still functioning well. Total households that are using
the wells are also increased by 50% in average. Of the four MCKs, three are still used but
the conditions are varied from one to the other. One MCK built jointly by Puskesmas
(Community Health Center) and Cinta Air is no longer used. The main problems are unclear
payment system and outstanding payment of the electricity that are not fulfilled by the users.

ESP is playing a crucial role in facilitating collaborations like this that might not have
otherwise occurred. Other notable examples of this include:
Spring Protection. This Quarter, ESP also led a multi-stakeholder initiative to
develop a spring protection and land use zonation program in Langansari (Kab
Sukabumi) with PDAM Kota Sukabumi, Gede-Pangrango National Park (TNGP), the
local government of Langensari village, two community groups, and private sector
companies that work in Batukarut (e.g., PT Prima Tani). The response has been
extremely positive. In Langansari, private land owners and private sector companies
have offered 115 hectares of land for rehabilitation and tree planting around a spring
that provides water supply for approximately 400 people. This Quarter, ESP
facilitated community groups and private land owners to negotiate an agreement to
allow community members to plant and sustainably harvest 4000 trees on 18

Antasalam Cianjur conducted a talkshow to promote community awareness of this activity.
Every morning, students can be heard yelling out, Wash hands with soap!
Washing hands with soap before eating is not something new to us. But washing hands properly
at other critical times is new for most of us, including me, comments Ibu Euis Rohayati, a 39-
year old school teacher at Selahuni public elementary school. The school is located deep in a
rural area, far from the noise and activity of the main roads of Cianjur. To get to the school, one
has to travel by motorcycle to get over the steep and narrow roads.
Since the Clean Green Hygiene school program was introduced here, Ibu Euis has tirelessly
facilitated the school children. Ibu Euis, a mother of three young children of her own, constantly
reminds students to wash hands with soap and sort their solid waste into organic an inorganic
bins now provided at the school. Ibu Euis loves it when the kids now remind her to wash her
hands with soap. She likes the way the health and hygiene materials are designed to give children
an active role in understanding, observing, analyzing, articulating, and acting upon what they have
learned about improved health and hygiene behaviors and its impact on human health and the
environment. Through this process, students become more conscious of their behaviors and then
more easily change their behaviors. The CGH School activities remind us not only to be clean
and healthy but also to respect and live in harmony with our environment, notes Ibu Euis. Ibu
Euis also hopes the students activities and environmental awareness will impact the larger
community. Although we are only implementing this at the school, hopefully, students will
implement these practices in their own homes and neighborhoods.
The WSM Team made significant progress with the facilitation of Field Schools, planting of
more than 8,000 seedlings on degraded land, and development of WSM management plans
and local policies to support responsible land tenure and management.

Conservation Village supports land rehabilitation and eco-tourism. Field
schools in Cinagara, Tangkil and Purbawati (Kabupaten Bogor) are implementing a
conservation village model. To date, communities have established a tree nursery
and conducted a community tree planting event on June 28. A local NGO and
members of Penghijauan Bumi Berkelanjutan (MPBB) provided 150 kg of albasia and
other types of tree seedlings for the nursery, and the Citarum Watershed Agency
(BPDAS Citarum) provided 2,000 meranti tree seedlings.

Yayasan Amerta is facilitating successful WSM work including the development of
a WSM plan, creation of two MOUs formalizing Model Conservation Villages, and
rehabilitation of 60 hectares of critical land with the enrichment planting of 18,000
seedlings. This work involves National Park management, district government
agencies, local farmers as well as sharecroppers.
SMALL GRANTS
This Quarter, nine small grants were awarded and conducted the following activities:
Yayasan KAPAS conducted health and hygiene campaigns to raise community
awareness of the importance of hand washing with soap, solid waste management
and re-greening. Kapas has organized two RW in Dusun Cireyod to form solid
waste management forums, involving 145 households to sort their solid waste for
recycling.
Yayasan Lestari worked with 14 community groups in five villages in upstream
areas of the Cikapundung sub-watershed to strengthen organizational capacity and
individual members skills to conduct land rehabilitation activities. The community
group members have established community tree nurseries and have acquired skills
and knowledge to maintain them, such as seedling propagation and composting,
which reduces their dependence on chemical fertilizers. To date, the community has
produced one ton of organic fertilizer from compost.
Yayasan Peduli Citarum (YPC) conducted Field Schools in Cikole and Jayagiri
villages (Lembang) to strengthen the land rehabilitation movement in the upstream
area of the Cikapundung sub-watershed. Fifty community members participated in
the Field School. The results of the Sustainable Livelihood Assessments revealed
that the communities have low awareness of the impact of human behaviors on
their environment and how environmental degradation is negatively impacting
human health, the communitys sanitation systems are seriously inadequate, and the
communities are facing a critical problem with lack of access to clean water.
Ironically, Lembang is an important water catchment area for all of Kota Bandung.

Kelompok Kerja Peduli Air (K3A) conducted a Clean Green Hygiene School
program in three elementary schools in Cikidang and two schools in Wangunharja,
Lembang, West Bandung. Activities this Quarter focused on introducing the CGH
concepts, conducting a workshop with the school committee to develop a school
action plan, and improving the infrastructure for clean water supply and hand
washing with soap.
Yayasan Bina Sehat Sejahtera conducted several community-based solid waste
management activities in Talaga, Cianjur. Starting with a survey of community solid
waste practices, YBBS then held discussions with community members and
community leaders at the village and sub-district level. Twenty community cadres
were elected to serve as local community solid waste management organizers, who
will initiate solid waste sorting, recycling, and composting in the village.
Yayasan Humus conducted field schools in Darmaga, Jalancagak and Cikujang
villages in Kabupaten Subang. The Sustainable Livelihood Assessment revealed
critical problems with solid and industrial waste in the Cipunagara watershed. The
SLA also revealed that the spring in Jalangcagak still has a constant volume of water
throughout the wet and dry season. Humus also conducted grafting and seedling
propagation training for 30 participants from 21 community groups to help them
establish tree nurseries in their communities. The 21 community groups are
members of the community watershed management forum named Masyarakat
Peduli Alam Subang (MAPAS).
Yayasan Amerta-Cianjur worked with farming communities in Cihanjawar and
Ginanjar villages in Kabupaten Sukabumi that lie within the borders of Gunung Gede
Pangrango National Park. The focus of the work was to assist farmers to study
medicinal and endemic species in the park.
Jaringan Masyarakat Peduli Lingkungan Sub Das Cikundul (JAMPEDAS)
worked with communities to maintain 90,000 trees that were planted over a three
period in seven villages in the Cikundul sub-watershed in Kabupaten Cianjur.
Jampedas assisted the community members to survey and map out the location of
the trees, and replaced dead trees with new tree seedlings. The community
members were also organized to contribute their compost to the community
nurseries and tree maintenance program.
Forum Rehabilitasi Sungai Dan Hutan (FORESTA) worked with
communities in eight upstream villages the Cilaku-Cianjur sub-watershed to survey

SMALL GRANTS
This Quarter, the activities of ESPs five small grants were implemented as follows:
Yayasan Kuncup Mekar conducted six new field schools in the Kanci sub-
watershed as well as conducted more advanced, thematic technical training for 15
alumni Field School villages in the Tangsi sub-watershed on the topics of
agroforestry, land rehabilitation and conservation.
This Quarter, ESP also held a 3-day small grant capacity building workshop to train the small
grantees on technical and financial reporting, gender mainstreaming, and how to write
success stories and make better visual and oral presentations.
OTHER HIGHLIGHTS
In April, Kabupaten Magelang signed an MOU with the Office of Defense
Cooperation (ODC) whereby the ODC will fund renovations at four ESP CGH
schools, including sanitation, solid waste and clean water infrastructure, as well as 3
DBE Schools in Klaten facilitated by ESP.
DHV consultant is preparing a funding proposal to submit to the Dutch
Government to provide technical assistance for Kota Yogyakartas sanitation
program.
The Ministry of Agriculture is very interested in ESPs Field School approach and
integrated watershed management. The Ministry requested ESPs assistance to
replicate the Field School approach in upstream communities in twenty kabupaten
(West, Central and East Java, and South Sulawesi). ESP participated in a two-day
workshop in May to explain the Field School approach to the Ministry of Agriculture
staff. Due to limited time and financial resources, ESP is discussin possible
collaboration to support the Ministry of Agriculture in 10 kabupaten which overlap
the provinces where ESP is working.
ESP conducted a 3-day gender mainstreaming workshop for ESP staff.

When Ibu Emi first became an ESP village facilitator in the
Soti sub-watershed, she was quiet and reserved. I didnt
have any experience in environmental management, so I
was quietly listening and learning, says Ibu Emi, a lawyer
and mother of a child under five. Her active, outgoing
personality quickly shined through as she gained community
organizing skills. Her commanding speaking style, her ability
to balance competing interests, her management skills, and
high level of mobility, are some of the many qualities that
her fellow village facilitators noticed when they appointed
her to become the first head of the recently formed Soti
Sub-watershed Management Forum.
I am very impressed by ESPs approach of linking human
health with environmental management. Womens roles in
the community, especially with regard to their role in
water resources management, are given a high level of
attention by the ESP program, Emi commented during her
appointment as head of the community watershed forum.

EAST JAVA
INTRODUCTION
Expanding support leads
to sustainability. Leveraging
for sustainability is becoming
an important organizing
principle throughout the
Brantas watershed in East
Java. This is illustrated by a
recurring pattern, whereby
ESP starts in a community
with a critical issue as an
entry point, facilitates the
community to take action to
address that problem, and
then the communitys interest
in other behavior changes and
service improvements

capacity of the existing waste
water treatment facility constructed by ESP as a pilot-project in Temas two years ago. Ten
villages in Batu (Sumber Brantas subwatershed) expressed such a strong interest to
participate in ESP Field Schools that the ESP small grantee (Fokal Mesra) contracted to
conduct Field Schools in four villages felt compelled to find a way to include the ten
additional villages in the Field School within the original budget and time frame. The ten
village heads are also contributing their own funds to support the Field School
implementation in these villages. In the mid-watershed, PDAM Kab Malang is establishing
household connections to 103 households in Curung Rejo where ESP conducted a Field
School and constructed a community-based sanitation system and implementing composting
and recycling last year. Now community members do not have to rely on the Brantas River
for water, washing, and disposal of human and solid waste. Further downstream in Kota
Surabaya, PT. Jasa Tirta is cost-sharing with ESP to construct an MCK++ (community-based
sanitation system) in Wonokromo (Surabaya), which has received ESP technical assistance
for the past two years on community-based solid waste management, regreening, and
handwashing with soap in communities, schools and Puskesmas. This Quarter, a number of
private businesses have also shown a strong interest to direct their Corporate Social
Responsibility programs towards land and forest rehabilitation in the upper watershed,
specifically around Tahura R. Soerjo Grand Park, which is a critical water supply and
catchment area for millions of people living in the Brantas watershed. Other highlights this
Quarter included:
Improved access to water. Many poor urban and rural households do not have
access to clean water due to unaffordable fees to obtain a household connection to
PDAM or community-based water supply or high monthly water bills. To
demonstrate to local government and PDAM officials how address this serious
problem, ESP developed three small-scale, community-based water delivery systems
through a small grant. Two locations are in peri-urban areas of Kota Malang and
Kota Batu, while the other location is in an urban area of Kab Sidoarjo. ESP also
facilitated 4 PDAM and Bank BRI to promote the micro-credit program to low
income households. ESP prepared promotional materials and is assisting with
monitoring the program. This was the most successful Quarter to date in East Java
in terms of the number of new connections added in one month under the ESP-
facilitated microcredit program for new water connections. In total, 833 new
connections were added in Surabaya and Sidoarjo, bringing the total East Java
connections to 3,502.
Biogas solves multiple problems. Most people think of tree planting as the
primary solution to rehabilite forests and conserve forest resources. In Argosari
(Kab Malang), villagers are experimenting with converting cow dung into biogas as
an alternative to firewood, which they used to fuel their cook stoves. The
advantages of biogas are: it saves the villagers 3-6 hours per day that was previously
used to collect fire wood, it reduces pressure on the forest resources, it reduces
cooking time, it prevents the cow dung from polluting a nearby spring. This Quarter,
ESP facilitated training and construction of biogas units using cow dung where many
of the villagers already have at least one cow.
Small Grantee, Fokal Mesra, expands field school to 24 out of 25 villages in the
Sumber Brantas sub-watershed. Fokal Mesra (the community watershed management
forum in the Sumber Brantas sub-watershed) received a small grant to conduct Field School
in 4 villages. They have managed to stretch their budget to include an additional 10 villages in
the Field Schools without any additional funding. They did this to meet the high demand of
communities to participate in ESP Field Schools. Fokal Mesra is also providing specialized
assistance to 15 alumni Field School villages in the Sumber Brantas sub-watershed to expand
their skills and capacities. With the 14 Field Schools currently being conducted by Fokal
Mesra, plus the 15 alumni field school villages from the previous two years, 24 out of 25
villages the Sumber Brantas sub-watershed are actively participating in ESP Field Schools.
This Quarter, Fokal Mesra also facilitated installation of communal composters in Junrejo
village, Batu, that are serving 50 households.
management action plans makes them an excellent partner to conduct and land rehabilitation
activities, but that they will need financial and other technical support to achieve this.
Other highlights include:
Two watershed management plans are being developed. The first one
covers several villages surrounding the protected forest, while the other is being
developed by Paguyuban Kelompok Tani Tahura Arjuno Lestari (PKTT), which will
focus on biodiversity management of Tahura R Soerjo. Serial meetings have been
conducted with local community, village leaders, and even the local parliament also
took part.
Reforestation. To date this year, 1,567 ha of land have been replanted in the
Welang sub-watershed.
Yaban blends intuition (wangsit) and working together (gotong royong) to bring clean
water to people of Dayurejo. Pak Yaban (97), village head of Gamoh (Desa Dayurejo,
Kecamatan Prigen) might be the oldest and healthiest
person in his village. As a young man, his father often
asked him to climb Mt. Arjuna, a local mountain. Water
was a problem then. People in our village had to walk 10
km up Arjunas steep slopes to get water and carry it
down in heavy wooden buckets, recalls Pak Yaban. In
1923, on one of these walks with his father, Pak Yaban
remembers that, we got a hunch that a spring could
bring life to the people. That day, they discovered a
spring, now called Sumber Kuning, on the slope of
Mount Arjuna. But it would take another thirty years to
make his fathers dream of piped water a reality. In 1953,
when Pak Yaban was working at the local forestry
department, due to his good relationship with his
supervisor, he was given permission to use the spring.
Yaban led his fellow villagers to bring water from
Sumber Kuning spring to 450 families in Dayurejo.
Yaban organized hundreds of villagers to work together
(gotong royong) for months to lay a long bamboo
pipeline from the spring to the village. Twenty years
later, in 1973, they replaced the bamboo with metal
ESP EAST JAVA pipes. Thats also when they established a community
water supply management forum in Dayurejo to better
Pak Yaban
manage the system. Reflecting back on these
experiences, Pak Yaban now advises, The key is always
gotong royong (working together). Until now, no one has ever had to pay for the water.
Everything belongs to God. The important thing is that we should be thankful to the creator of
water.
Local wisdom on land and forest conservation and rehabilitation. Six villages in Kab
Mojokerto that border the R. Soerjo Grand Park (Tahura R. Soerjo) have high value cultural-
historical property (such as springs, rocks, trees, and temples). These properties represent a
close relationship that has long existed between these communities and their natural
resources. Several decades ago, community members were much more aware that their
lives were dependent on the forest as their source of food, water, timber, medicines, and
other resources. At present, many people in the six communities have lost much of this local
knowedge and understanding, as evident in the level of land and forest degradation and
water pollution. This Quarter, ESP facilitated a participatory mapping process with
community members in the six villages and documented a case study in two of the villages
(Begogon Limo and Ngembat) to help them recollect and write down their local wisdom and
knowledge of important historical places related to natural resources. This experience and
information will be used to help the community develop community initiatives for sustainable
land and forest conservation and rehabilitation.
Social documentary filming in TNBTS. In collaboration with Komunitas Film Batas Nol,
ESP supported community members in two villages that border TNBTS (Argosari and
Duwet Kedampul villages) to make a social documentary film about their interaction with
and dependence on the forest resources, as well as their commentary on the changes to the
condition of the forest over time. The entire filming process was handled by the community
from pre-production (development of idea, synopsis, story line) to production (filming and
acting) and post-production (editing). The film is aimed at presenting the community
members own views of their problems and as well as their proposed solutions. This
Quarter, the filming was completed and post-production will take place next Quarter to
create a 15-minute length film that will be shown to community members and schools in
neighboring villages that border TNBTS. The media of film is being used as a communication
tool for communities living around the forest to help them question their current practices
and impacts of their behaviors on the forest resources.

king grass covers the bare land under the production forest, protects the soil from
erosion, increases percolation rate as water recharge, and is an excellent cattle
fodder. To date, 60 ha of bare land have been planted with king grass, which is a
viable option to help conserve soil and water. No tree planting occurred this
Quarter as this is the start of the dry season.

collected by the kabupaten solid waste agency, while organic waste is composted at
the school. Occasionally, the 4th and 5th grade students discuss solid waste issues in
their classrooms where they are encouraged to select a type of solid waste and
identify ways to manage it through the 3R concept (reduce, reuse, recycle).
A ToT on communication skills was conducted for 60 Field School alumni. All
of the participants have been through a year or more of Field School and have
experience developing and implementing a wide range of activities in their
watershed management action plans. However, they readily acknowledge that it is
not easy to talk to and motivate community members to take action to change their
behaviors. The TOT addressed this issue by covering many communication skills,
such as non-verbal communication, body language, facilitation techniques, and how
to be a good listener. Many times, the messenger does not ask what the audience
wants to know. Instead, the messenger presents what they know and what they
want from the audience. Thus, the message is not effectively communicated. To
build this skill, TOT participants practiced a message transmission exercise using a
set of traditional kentrungan musical instruments. This media made the participants
more confident and better listeners.
Various thematic campaigns as a response to community needs. Four
thematic campaigns were conducted in four kelurahan of Mergosono, Bareng,
Dinoyo (Kota Malang) and Pandanrejo (Kota Batu). A campaign on land
rehabilitation in Mergosono was aligned with a Kartini Day commemoration, in
which 300 community members joined in. The campaign built on an earlier
composting program in the community. In Bareng, a campaign on solid waste and
land rehabilitation was carried out by LPKP, an ESP small grantee. The campaign
attracted 40 participants who planted TOGA (family medicinal plants) for re-
greening purposes as well as to obtain benefits from the medicinal plants. In
Pandanrejo, a campaign on hand washing with soap was targeted at parents and
children in an early childhood education program (Pendidikan Anak Usia Dini or
PAUD). A puppet show carrying hand washing with soap messages was performed
to 45 PAUD students. A solid waste management and point of use of water puppet
show was also presented to 65 parents and villagers in Pandanrejo.
WSM Update: Two watershed
management plans are being
developed. 300 ha area of forest
within TNBTS has been
replanted with trees by Field
School participants. Field school
communities also established a
bamboo nursery, which will have
seedlings ready for planting by
next years planting season.

facility was constructed with cost sharing between Kabupaten Malang, East Java
Provincial Department of Public Works, and National Ministry of Public Works. ESP
conducted community facilitation, designed the system, prepared budget estimates,
and construction supervision. The facility is aimed at reducing the local communitys
practice of using the irrigation channel for bathing, washing, and defecating. The
improved sanitation, solid waste and clean water at the facility will help reduce the
incidence of diarrhea, typhus and skin disease currently experienced in the
community. The Bupati of Malang, Sujud Pribadi, inaugurated the MCK++ on World
Environment Day, which also coincided with Kab Malang receiving the Adipura
award, a national award recognizing clean cities.

PDAM Surabaya: This Quarter, the World Bank Output Based Aid (OBA) water for the
poor program was recorded in the Blue Book and Green Book, a process that officially
documents the program in the national registering system. In parallel, the Ministry of Finance
is preparing the grant agreement between the Ministry of Finance (MoF) and the World
Bank and the on-grant agreement between MoF and the City of Surabaya. MoF is also
preparing a draft decree on the fund channeling procedures and mechanisms to receive
funds from the World Bank. Other work to support the PDAM included development of an
energy efficiency program of PDAMs water treatment plant at Ngagel I. An assessment of
the plants energy consumption profile was conducted, which will become the key reference
of a Performance-Based Energy Efficiency Project to be contracted out to a third party. With
PDAM Kabupaten Sidoarjo: This Quarter, ESP completed studying the technical aspects
of PDAM Kab. Sidoarjos service area expansion plan, including its investment plan. ESP is
now assisting the PDAM to develop a financial profile for the first stage of the expansion
plan covering the period 2008-2015. This includes review of the investment plan and
development of financing options.
PDAM Kabupaten Gresik: ESP assisted PDAM Kab. Gresik to develop the financial
aspects of their expansion plan and is facilitating the preparation of their corporate plan. In
addition, a customer satisfaction survey is being developed that will survey 1,000
respondents across PDAMs service area. ESP also provided technical assistance to the
PDAM to prepare the Financial Recovery Action Plan document as part of their debt
restructuring program, which was submitted to the MoF at the end of June 2008.
PDAM Kota Pasuruan: At the end of 2006, PDAM Kota Pasuruan had an outstanding
debt and arrears in the amount of Rp. 23.5 billions, while the equity was negative due to
huge cumulative losses. PDAM Kota Pasuruan is expected to request ESPs assistance with
debt restructuring starting next Quarter.
PDAM Kota Malang: During the Quarter, ESP completed the pre-feasibility study of the
revised investment plan and contracted Pefindo, a credit rating agency, to carry out a
financial rating of PDAM Kota Malang. Pefindo has completed the rating process and
determined that PDAM Kota Malang is eligible to enter the capital market. The next step
will be to undertake a Real Demand Survey to obtain accurate data of water demand.
PDAM Kabupaten Malang: ESP facilitated a series of focus group discussions and a
workshop to develop the PDAMs corporate plan. To date, improvements and expansion
plans for all 23 service units have been developed and gathered. A workshop will be
conducted next Quarter to obtain input from stakeholders to shape a realistic corporate
plan acceptable to all stakeholders.
Microcredit: This was the most successful Quarter to date in East Java in terms of the
number of new connections added in one month under the ESP-facilitated microcredit
program for new water connections. In total, 833 new connections were added in Surabaya
and Sidoarjo, bringing the total East Java connections to 3,502.
SMALL GRANTS
During the Quarter, the five small grantees made significant progress on implementing a
wide range of field activities as follows:
Fokal Mesra received a small grant to conduct Field School in 5 villages. They have
managed to stretch their budget to include an additional 9 villages in the Field
Schools without any additional funding. Fokal Mesra is also providing specialized
assistance to 15 alumni Field School villages in the Sumber Brantas Sub-watershed to
expand their skills and capacities. This Quarter, Fokal Mesra also facilitated
installation of 10 communal composters in Desa Junrejo, Batu, that are serving 50
households.

NATIONAL UPDATES
ESP is pleased to report that significant results are emerging from our efforts to leverage.
Indonesia Power is now actively funding more than ten field schools in West Java, having
financed a Field School TOT for 30 Community Facilitators earlier in the Year. The Ministry
of Agricultures DG for Land and Water Management are planning on investing $1.63 million
in ESP WSM Field Schools covering 20 districts in Java and beyond for their Integrating
Agricultural Development through Land Conservation of Upstream Areas program. UNDP
and ADB are both adapting ESP WSM tools and principles in their new Community-based
Forest and WSM and Citarum Watershed Reforestation and Biodiversity Conservation
projects. This level of buy-in by private sector, government and donor entities clearly
demonstrates the value of ESP WSM tools in efficiently leading to effective WSM
conservation and rehabilitation. Over the next Quarter, ESP plans to expand collaborations
with Ministry of Forestrys RLPS, Perhutani, PBNU and possibly the National Program for
Community Empowerment to further spread the impact of ESP WSM tools.
During this Quarter, ESP also made significant progress with developing a Spring Protection
model that has generated significant interest in and support from PDAMs. This work was
piloted with the Batu Karut Spring in Sukabumi District, West Java. Training was provided to
ESP WSM staff and partners, and Spring Protection activities have been rolled-out to all
HPPs. PDAM Sukabumi and the local government is providing significant investments to
rapidly progress the work in and around Batu Karut. A follow-up workshop and training will
take place in the next Quarter to facilitate the use of GIS applications in identifying and
monitoring spring protection zones.
This Quarter, ESP also wrapped-up its work with Rare on Pride Campaigns. A final
report was submitted to USAID and approved, and is under distribution. ESP is
pleased to report that the training program developed through ESP and
implemented by Rare and the Bogor Institute of Agriculture for Pride Campaigns is
providing training for 16 new campaign managers this year and 20 campaign
managers next year, for a total of 36 new Pride Conservation campaigns for
Indonesia, a leverage of about $1.8 million.
This Quarter ESP also facilitated training for Payment for Environmental Services,
inviting ESP staff as well as government, PDAM, Perhutani, NGO, private sector and
community partners to participate. WWF and ICRAF provided technical support for
the training. Action plans were developed for each HPP, and improved
collaborations among stakeholders was achieved as a result of the event. A table
updating ESPs progress in PES models in presented in the Appendix of this report.
Sanitation Programs
ESP awarded a subcontract on Sanitation Action Planning for four cities (Surabaya,
Kab. Malang, Medan and Yogyakarta) to FORKA IATPI. Included in this subcontract
is facilitation of the four city sanitation working groups (POKJA-Sanitation) to
prepare realistic annual sanitation improvement plans, including discussion on
improved septic sludge management. This work will conclude with four regional
workshops and a national workshop in mid- December 2008 to coincide with the
end of the International Year of Sanitation.
The investment plan and detailed design for expansion of Medans sewerage system
with 1,000 household connections was presented to the Ministry of Public Works,
who agreed to provide the Rp 9.2 billion (US$ 1 million) investment budget and
promised to support future plans and designs for an estimated Rp 39 billion (US$
4.2 million), as long as they are prepared in the same way.
ESP also supported submission of a proposal for Dutch funding (US$ 1 million) to
support the renovation of the sanitation management unit in Yogyakarta region
(City and Province), combined with practical programs to improve billing systems,
and assistance to prepare detailed designs for system expansion that combine
centralized and community based sanitation systems. Results of this proposal are
expected to be announced by early August.
ESP also supported Eco-Asia to formally introduce the possibility of twinning
between the POKJA Sanitation of Medan with the city of Ilo-Ilo, Philippines, to be
followed in 2009 by Twinning with IWK (the Malaysian National Sewerage
Company, which is currently an ESP resource partner) on the topic of Social
Marketing for Sanitation. The first exchange visit by local government and PDAM
Medan to Ilo-Ilo is planned for July 22 26. This trip will be combined with water
for poor program between PDAM Medan and Manila Water.
Donor Collaboration
In April, the SD national advisor was invited by the ADB to present ESPs master
meter model at a regional forum on small piped water network (SPWN) in Manila
with participants from Philippines, Vietnam, Sri Lanka and India. All participants were
very positive and the ADB requested permission to include ESPs experience in
Medan in their ADB toolkit on SPWN, which will be published in July.
ESP initiated discussions between the Dutch Embassy and USAID to explore the
possibility of Dutch financing through USAID for the expansion of ESP programs
into eastern Indonesia.
The SD national advisor was invited to join a sanitation consultation workshop in
Washington in July to present ESPs sanitation experiences. During that visit, the SD
national advisor will also meet with the World Bank/Washington office and USAID
to explore possibilities for closer collaboration, based on the success of the current
joint programs in Surabaya (Output-Based Aid) and Medan.
Government Collaboration
In addition to the ongoing technical assistance to local governments in each high
priority province, the SD National Team also increased direct collaboration with
Bappenas and the Ministry of Public works through their participation in the steering
team for the two recently awarded subcontracts for Sanitation Action Planning and
water for the poor. Their direct involvement during the implementation of these
subcontracts means that ESP will benefit from their ideas and experiences and their
involvement from an early stage will increase the likelihood of their future support
to replicate these approaches in other sites.
The AMPL (WASPOLA) inter-ministerial working group published a book at the end
of June with 19 best WATSAN practices, two of which are based on ESP programs:
master meter program in Medan and MCK++ in Jakarta.
ESP is planning a ToT with the Ministry of Health on the introduction of Community
Led Total Sanitation (CLTS) in three villages in Kab. Sukabumi, where ESP is also
planning to install community-based water supply systems and improve sanitation
facilities.
The initiative to improve the billing system of PDAM Sibolga was completed this
Quarter. A launching ceremony was held at PDAM Kota Sibolga on 21 April 2008,
and was attended by the vice mayor of Sibolga, ESP COP, and ESP North Sumatera
Advisor. The PDAM also took the opportunity to inaugurate three Water Ready
to Drink stations around the city (see photo above).
Finally, concerning debt restructuring, ESP continues to await the results of three
proposals already submitted to the Ministry of Finance for PDAMs Kota Bandung,
Kabupaten Sibolga, and Kota Binjai. Additionally, ESP completed the debt
restructuring proposal for PDAM Kabupaten Gresik and submitted it to the MOF in
June, as well as commencing restructuring assistance to PDAM Kota Solo.
Capacity Building for ESP Staff and Partners on Strategic Communication Tools.
The StratComm Team provided support to the Small Grant Program by participating in
NGO Capacity Building Training for past and present small grants recipients. The training
took place in ESP working sites nation-wide at various schedules from May July 2008.
Multi Media Campaign (MMC). More than 80 stories and articles were generated
through print and broadcast media in local and national level covering Water for the Poor
ENVIRONMENTAL SERVICES PROGRAM WWW.ESP.OR.ID 76
QUARTERLY PROGRESS REPORT NO.13 APRIL JUNE 2008
issues. This number will eventually increase as a result of national media campaign (June 18,
2008) in Jakarta, that wrapped Multi Media Campaign #12 on "Access to Water for the
Poor". Innovative campaign activities continued to be rolled out across ESP HPPs, such as
field-trips for journalists, seminars, public communication event, radio / TV talk-shows, and
various inspired events in each regions.
In line with the theme, ESP regional teams pushed forward the cost of water problem when
the poor pay more then the rich to obtain their basic needs of clean water. North Sumatra
utilized ESPs Mini Baseline or 10 Minutes monitoring survey and master meter scheme in
Medan as their entries to discuss Water for The Poor.
A two-day event of Water community camp in East Java made possible for all water
stakeholders, such as PDAM, private sectors, local government and local leaders as well as
journalists, to sit together intensively to discuss their main problems on cost of water. Best
practices from the field in regional Central Java / DIY that exposed by national and local
media, will be more explored by Oasis program of Metro TV on communal water
management. On the other hand, MMC on West Java raised local regulation issues (Perda)
on access water for the poor that exposed accurately by local mainstream newspapers, such
as Pikiran Rakyat.
MMCs impact assessment that was originally planed for this Quarter was delayed until
the next Quarter. This will give ESP the time to develop comprehensive qualitative
assessments that capture the whole breath of MMC throughout the year. It is intended that
this assessment will contribute significantly to Program Year 5 work planning.
Health & Hygiene Behavior Change. ESP supported MOH in developing National
Guidelines for Conducting Hand Washing with Soap Activity. This guideline will be applied
to both government-led activities as well as other public and private sectors activities. In
order to link behavior change with infrastructure needed to support the behavior, the final
draft of this National Guidelines will be discuss in a workshop in August 2008 on Total Led
Sanitation that will involved inter departmental government body including Ministry of Public
Works, Bappenas and Jejaring AMPL.
SECTION 3.2
INTRODUCTION
Section 3.2 provides an update on broader Program Management issues, including program
operations and reporting, the small grants program, and monitoring and evaluation.
A more detailed description of the grants program and achievement made by each grantee is
highlighted in each regional section above.
GENDER
This Quarter, ESP made progress on the development of a program-wide Gender
Mainstreaming Work Plan. The Work Plan was the result of the National Gender Workshop
held in Jakarta on April 10-11. Facilitated by Gender Consultant Ms. Mia Siscawati,
participants included representatives from Gender Working Groups form all ESP HPPs. The
Work Shop included a Gender Analysis, a process that is used to identify roles of men and
women in term of their activities and managing their assets. The analysis helped strengthen
the gender perspective in ESP program activities especially on who does what?, who has
authorization upon their resources? and who makes decision on what?
After the National Gender Workshop, Regional Gender Coordinators started implementing
HPP work plans. An example of progress in mainstreaming gender into ESp field activities
comes from Aceh.ESP facilitated the development of a local policy (Qanun Gampong) in Weu
village, in Aceh Besar. The head of Weu village. Mr. Abdus Salam involved men and women
starting in the initial stage of the development of local policy. Both men and women have
equal opportunity to provide inputs in the village regulation (Qanun Gampong). My reason
to involve both men and women in this process because this regulation will be used by all
members of the village. It is not fair if only involve men in the process, said Mr Abdus
Salam. The policy covers several issues related to communitys daily activities such as
protection of river bank area, rehabilitation of bare land, social and culture (process and act
on marriage, funeral, birth, etc.), local economic (concession for agro-forestry and animal
husbandry), village security, etc. As part of social relationship, the forum of men and women
suggested to standardize the establishment of alert village (Desa SIAGA/Gampong SIAGA)
where community members should take care and help a pregnant women to get proper
services in the nearby health post (Puskesmas or Pustu) of their village (stated in article #13 of
the regulation).
Other specific ESP gender activities conducted during the reporting period include:
Men and women in Weu village (Aceh Besar) are sit together to
develop a village regulation (Qanun Gampong) that standardizes
the relationship of daily life among the community members,
including environmental and health issues.
1. Third round of data collection of Ten Minutes Monitoring (Mini Baseline) conducted by trained
Posyandu cadres in 14 districts across HPPs. Regional Health Communication specialists
worked on data cleaning and coordinated the data entry of all information gathered from
around 884 respondents. The data analysis of this round of data collection is reported in
Section 4 of QPR #13.
2. Completion of data analysis of second round data collection of the Ten Minutes Monitoring.
After having the results of data analysis, the ESP Team prepared a presentation and
conducted a road show to present the results of ESP Ten Minutes Monitoring to ESP
partners and stakeholders. To date, ESP has conducted presentation in 10 districts
across HPPs (Medan municipality, Karo district, Deli Serdang district, DKI Jakarta
province, Bandung municipality and district, Subang district, Cianjur district, Magelang
district, Greater Malang and Surabaya Municipality). The presentations have positive
response from the partners and stakeholders on this presentation. The data will
compliment to the Puskesmas data because most of the information tells about the
behavior change on health and hygiene. There are several important inputs provided by
ESP partners to sustain the implementation of Ten Minutes Monitoring/Mini Baseline
such as a) need to expand this approach to other posyandu; and b) Since ESP will no
longer exist, ESP needs to provide a simple analysis of the data gathered from the survey
so the posyandu cadres will be able to evaluate the data gathered directly by themselves.
Other specific ESP monitoring and evaluation activities conducted during the reporting
period (January March 2008) included the following:
