Autumn Statement 2013:
A building block for construction?
Governments intention to focus on short term benefits, with apparent
disregard to the future and wider sustainability needs. Though cuts to
ECO will reduce domestic energy bills now, this will come at the cost
of a significant number of energy efficiency projects that could reduce
bills themselves, while also providing thousands of jobs.
One area that escaped mention entirely was the uncertainty that
remains over plans for green levies and energy efficiency. With recent
shifts in policy, firms have been left confused and with a lack of
confidence, stifling investment and progress in this vital field.

With Chancellor George Osborne giving his much anticipated Autumn


Statement for 2013 last month, what are the highlights for sustainable
construction? Does this provide the building blocks for a positive 2014?
The Autumn Statement is an annual event that provides an update
on the Governments plans for the economy, based around official
forecasts from the Office for Budget Responsibility.
Though already highlighted pre-statement, the Chancellor reiterated
that cuts will be made to the Energies Companies Obligation (ECO),
an energy efficiency programme introduced in the beginning of 2013.
Though having a positive aim of trying to ease the burden of rising
energy bills, the cuts have been met with serious concern from across
the industry. The scheme has now been extended by two years to
2017, meaning companies have twice the amount of time to install
the 100,000 solid wall installations required.
So what does this mean looking forward? Considering 80,000
installations took place last year, it is safe to say that these cuts will
dilute future work in this area. Such a move has highlighted the

positive outcome was the increased commitment to infrastructure,
particularly the updated plan setting out 375bn for future projects.
With another investment confirmed of 1bn aimed at unblocking
key development sites across the country, contractors have been
provided with greater certainty on future work, allowing investments
and plans to commence.
As the economy continues on its steady path to recovery,
construction has the opportunity to be at the forefront. This dynamic
industry can provide thousands of jobs across the country, while
supplying much needed homes and assisting in the UKs carbon
targets. To make this happen, help is needed at from all angles,
and everyone needs to be pushing in the same direction.
Though cuts to ECO will prevent a considerable amount of energy
efficiency work being undertaken, the new investments will certainly
create a significant number of jobs and new homes. This, at least,
is definitely good news as we begin a new year.

diligently fighting fraud


Construction is one of the industries most affected by corruption and fraud. Most prevalent is
contract rigging, order manipulation and false representation. Here, Pedro Paulo, CEO at IT service
provider and platform developer, Gatewit, offers advice on fraud monitoring and detection systems...

In his speech to the annual CIPS conference in 2013,


fraud advisor Paul Guile warned that the full extent of
fraudulent activity remained unknown, and was underrecognised as a risk. His comments are a stark reminder
of the dangers presented to honest businesses by
unscrupulous suppliers, employees or third parties.

an up-to-date snapshot of where the business world is at the
moment as regards fraud and corruption.
Of particular interest is what the report has to say about
the construction industry. Marking it out as one of the
industries most affected by corruption and fraud,
the figures show a depressing 69% of construction
companies were impacted by fraud in the past year.
As well as the figures for those companies that suffered by
losses from fraud and corruption, we can also see results of
those companies which feel they are open to fraud of some
form. Over 80% of construction companies felt they were
vulnerable to theft of assets or stock and slightly over 75%
thought they were vulnerable to vendor, supplier or
procurement fraud.

Another report, concentrating on the construction industry


in particular, allows a closer look at the issues affecting the
industry in the UK. The Association of Certified Fraud
Examiners (ACFE) report to the nations shows that for the
UK construction industry, order manipulation and false
representation are identified as being the most prevalent
forms of fraud. Overall, contract rigging comes out globally
as the most common type of fraud for construction. With a
median global loss per company of $300,000 in the industry
for 2012, a guard against fraud or corruption simply cannot
be let slip regardless of the type of category.

The research from the ACFE also focuses on prevention


of fraud and corruption. It shows that larger companies are
more vigilant against fraud than smaller ones with 59.4%
of companies of over 100 employees training their staff to
spot fraud compared to only 18.5% of smaller enterprises.
Whatever the reasons for this, the result is that smaller
companies are now more vulnerable to fraud and corruption.
The Kroll research also addresses this issue, reporting that
more than in any other industry, construction firms are
looking to invest in due diligence (a major contributor to
fraud prevention). However, this applies to only 55% of
construction industry respondents to the research so,
even though it is better than other industries, it is still low.
Globalisation of the construction industry and the trend
towards using more partners and suppliers than before are

seen as the major drivers of risk in construction today.


Diversifying an aspect of a business, either geographically or
by taking on new partners for projects will always carry risks.
With the growth in these drivers of risk comes a
commensurate need to grow your fraud monitoring
and detection systems.
The most effective method of fraud detection is from
internal reporting or tip-offs from staff, so, whether a firm is a
small operator or a global player, a culture of fraud awareness
should be promoted. Employees of all levels should feel
confident in challenging anything they find suspicious.
There is no need for this to be an expensive exercise and
can benefit firms of all sizes when introduced.
Using this as a foundation, training staff, particularly those
who work in the finance and reporting side of the business,
to spot common signs of fraud and corruption is a solid
strategy. Changes in spending patterns, schedules and orders
as well as excessive amounts of invoices with round values,
and any series of repeated invoices with non-sequential
numbers from any one particular vendor are all indicators
of fraudulent activity.
In the procurement function, wariness of a lack of control
and/or competition in the bidding process as well as excessive
revisions of costs from an initial bid price can all be markers
of fraud.
Any one of these elements does not necessarily indicate
a potential fraud, but they are common enough markers that
a company or employee with an awareness of fraud should
take them seriously. Tackling fraud from both inside and
outside a company boils down to vigilance. With the
construction industry in the UK experiencing a welcome
change in fortunes after a period of decline, a similar increase
in corruption attempts is expected to follow. With proper
vigilance and the right company culture, the threat of loss can
be limited and construction companies can benefit from
proper, safe, growth.

ceremony held during the international BATIMAT show in Paris in November 2013. With a record 82
entries, the awards proved to be a celebration of the very best in contemporary architecture and the
judges were impressed by the high standards demonstrated...

response to the challenges of working within a UNESCO


and City of Culture site. Pulling together a diversity of old
buildings, the regeneration gives a new civic heart to the city
looking to the future as well as the past. The design takes a
clever, fresh approach and, of all the entries, this is the one
that all the judges most want to visit and explore.
Three commendations followed. Designed by JKMM
Architects, Seinjoki City Library, Finland, is an assertive but
respectful copper-clad, thoroughly contemporary addition
to the most extensive cluster of Alvar Aalto buildings in the
world. The massive, pristine white frames to openings work
well in counterpoint to the rustic feel of the naturally-

weathering, pre-oxidised copper of the external skin.
The judges recognised how the building sits comfortably
amongst its illustrious neighbours while retaining its
individuality a real achievement.
NOBEL arkitekters Covering of the Runic Stones in Jelling,
Denmark, comprises deceptively simple, bronze and glass
structures, protecting nationally important ancient stones.
In this deceptively simple design, everything has been
cleverly reduced down to a pure beauty. The interventions to
this ancient site can be seen as a pair of perfectly crafted jewel
boxes of real quality, substantially enhancing the visitors
experience of the runic stones that they so carefully
but discreetly protect.
With Plasma Studios Dolomitenblick apartment building
in Sexten, Italy, copper and timber define the sculpted mass
growing out of the natural Alpine topography and reflecting
traditional roof forms, redefining the local vernacular.
The judges were impressed by the projects effortless display
of its strong sense of form and context. The rigorous use of

copper and timber, both inside and out, set this building
apart as one designed and completed with real conviction.
This years judging panel consisted of four architects
all recipients of previous Copper in Architecture Awards:
Einar Jarmund (Jarmund/Vigsns, Norway); Craig Casci (Grid
Architects, UK); Davide Macullo (Davide Macullo Architects,
Switzerland); Anu Puustinen (Avanto Architects, Finland).

a long way since its inception in 2003. Beginning life as a
supplier of LST radiator guards and preformed plywood pipe
boxing, the company has experienced many changes and
year-on-year growth during a largely recession-led, ten year

which is an essential requirement of heating solutions in
healthcare environments.
The company commissioned a hospital study of its low
surface temperature, anti-microbial radiators in July 2013
at an NHS Hospital Trust in the South of England. The study
aimed to increase the understanding of the levels of bacteria
and diversity of bacteria present on a modern low surface
temperature radiator guard featuring full-access for cleaning
and treated with an anti-microbial coating, compared to a
traditional fixed guard with no internal access and no antimicrobial protection.
896 microbial colonies were found on non-treated
traditional radiators, while in contrast only 178 colonies were
harboured on the modern, treated radiator guards. The study
identified a 91% mean reduction in microbe loading when

considering internal surfaces of the radiator guards only and


an 83% mean reduction in microbe loading when external
radiator guard faces only were examined. The findings of the
study and the statistics yielded highlight the importance of
modern designs in health associated equipment and fittings.
Not only do the anti-microbial radiators reduce the spread of
hospital acquired infections but Health Trusts also benefit
from their annual costs being reduced.
Architectural fabrications also form a major part of Contour

Following on from the launch of its successful

James Hardie, the fibre cement building materials


manufacturer, has launched a new structural flooring
system into the UK market, HardieFloor. The patented
fibre cement, tongue and groove boards are suited
to residential building projects, as a substitute
for unreliable chipboard. HardieFloor provides
housebuilders with a durable solution to the issue
of having to install a crash deck floor after first lift
and then having to safeguard it from the weather.
It negates the use of chipboard with a plastic, supposedly weather tight, film which can bring about a

Ross on Wye facility is fit for royalty


Haigh recently played host to HRH The Duke of Kent in celebration of British manufacturing.
The Duke was given a tour of the companys facility and was introduced to the management
and staff along the way. Starting in the drawing office, HRH saw how concepts are turned into 3D
virtual models, then issued to manufacturing for engineers to carry out the required machine
tool programming, manufacture and testing. Demonstrating a keen interest and knowledge of
engineering, The Duke engaged with all members of staff throughout the tour, taking the time to
speak with engineers and staff on the shop floor and throughout the offices. Mark Brian, MD said:

rivers are being used as a source for generating renewable energy...

Living near water can sometimes be a blessing, sometimes


a curse, but when it comes to generating renewable energy
with heat pumps, it is certainly an advantage when you look
at the efficiencies which can be achieved through this
method of domestic or commercial heating.
For properties that are located near rivers or lakes,
water source heat pumps should certainly be considered
if affordable energy sourcing and sustainability are desired.
A water source system is usually a preferred option for heat
pumps, wherever possible, because it offers the most efficient
method of heat extraction for a heat pump, in comparison to
other methods.
Water is efficient at retaining heat and, in many cases,
this ranges between 7 and 12OC, depending on the time
of year. Anyone considering this system of heat pumps needs
a nearby water source with a sufficient yield. Extracting water
from a natural source, when using over 20m3 per day, also
requires an extraction licence from the Environment Agency.

As energy prices increase and the Renewable Heat Incentive


has its planned introduction this spring, water source heat
pumps are becoming an even more attractive option.
The owners of a large historic former mill in Bedale have
recently undertaken a major refurbishment which includes
having a water source heat pump system installed, which
generates its energy from a nearby river. Previously the
owners were heating their substantial six bedroom home
via an oil fired boiler, costing over 5,000 every year.

designed a system which included two ground source heat
pumps fitted in an open loop method to extract water from
Bedale Beck, which at its closest point was less than 4m
from the property.
The system draws water into a well and then pumps it into
a plant room 150ft from the river, where it enters a 1,100L
settling tank with reverse washable filter and two heat
exchangers which deliver heat from river water to the brine
loop. The house also features a 400L hot water cylinder
and a 200L buffer tank. The homeowners acquired
an Abstraction Licence from the Environment Agency, as the
system uses more than 20m3 of water. The system is expected
to save the homeowners around 50% on energy bills and will
pay back in less than five years. The two, 12kW heat pumps
supply the property with space heating through underfloor
heating and oversized radiators in some areas of the property.
The heat pump also supplies the homes hot water needs.
Water source heat pumps are proving an increasingly
popular option, not only for domestic properties, but for
commercial projects too. Manvers Waterfront Boat Club, a
watersports club in South Yorkshire, provides all the heat for
its caf facilities, changing rooms and showers through a
water source heat pump system. The boat club reviewed the
various energy sources available to them and heat pumps
proved to be much more affordable to run. On this project,
the boat club had a closed loop system installed where pipes
were laid in a 12m depth of water, with divers placing the
4 x 200m ground loops deep on the bed of the lake,

which were then secured at regular intervals. Loops from the


lake are then laid in a 130m trench from the lake to the
building entrance.
A heat pump was selected with a large capacity of 26kW.
The project also featured a 400L buffer tank to enable
adequate space heating and a hot water tank.
The design of the heat pump also means it provides high
annual efficiency, which minimises energy consumption and
can meet the requirements of the canoe club, which currently
has 500 members and attracts over 6,000 visitors per year.
Water source heat pump systems are gaining popularity due
to them being the most efficient type available. River water
has a relatively high temperature, which means that it
optimises the running of the heat pump. Using a water source
system also means there is much less need for ground works
than with a ground source system, which can make it more
cost-effective and quicker to install.
As pressure increases on developers and architects to
specify renewable heat systems for new homes and buyers
continue to demand affordable running costs, the use of
water source heat pumps will continue to grow. For anyone
living near a lake or river, the reasons for making use of the
natural resources near your home or building for energy
generation have never been stronger.

Ensbury boilers scale new heights


Hamworthy Heating has provided Braithwaite house in
Islington, London with a comprehensive heating solution to
overcome problems it had been facing with its current boilers
and heating system. Reaching 55m tall with 19 floors
consisting of 108 dwellings, this residential building needed a
boiler that was long lasting and could cope with the high
demands placed on it. Two Ensbury low temperature 510kW
boilers, with matched Riello RS modulating burners using
natural gas, were specified for the project. CBS Maintenance
Services installed the boilers along with a floor-standing
Chesil pressurisation unit and expansion vessel to maintain
the correct pressure in the system for water to reach the
highest radiator in the building.

Stokvis Econoplates for Gleneagles


The five-star Gleneagles Hotel at Auchterarder, located between Perth
and Stirling on Scotlands A9, is one of the best known venues for golf.
Gleneagles Facilities Services Team is constantly working to ensure the
building and its amenities are maintained to the highest level. For this
reason the decision was taken to update the hotels hot water system;
augmenting two original 3,000L storage tanks with a pair of Stokvis
Econoplate Packaged Plate Heat Exchangers, providing 100% duty
and standby, to boost performance. The work to install the pair of heat
exchangers and to convert the existing calorifiers to storage vessels,
by isolating the coils and inserting new internal sparge pipes via the
inspection chamber, was carried out by one of the hotels regular
plumbing and heating contractors. Stokvis engineers attended site
to complete the commissioning process.

Big Foot offers one-stop-shop for Waitrose

Big Foot Systems has supplied bespoke supports for rooftop chillers
at a new Waitrose store in Warminster. The chiller installation was
part of a 4.5m project which involved Henry Boot Developments
redeveloping a key town centre site in Warminster into a new 1,858m2
Waitrose. With the location of the new Waitrose store within close
proximity to a residential area, it was essential for the project team to
ensure chiller noise was kept to a minimum. The team was therefore
set an acoustics challenge on how to achieve this on a flat roof
installation. Chiller installation caused a further difficulty since the chillers were set to be installed
on a warm roof finished with a single ply membrane. Big Foot visited the site to assess the installation,
and designed all the frameworks for the plant in 3D CAD. The resulting drawings were issued by
Big Foot and approved by the project team before the frames were manufactured. Once manufactured,
the systems were delivered flat packed, for quick and easy assembly before the delivery of the chillers.

Lighting up the HE market


Spirit Fires has developed another high
efficiency (HE) fire to add to its successful
range that helps consumers save energy and
reduce heating costs. The Bailey has been
designed and manufactured at Spirit Fires HQ
in Newton Aycliffe, County Durham and is in
response to demand in the marketplace for a
wood-burning-style fire that consumes less
fuel. The new fire features a log-burner and has
the overall appearance of the popular woodburning stoves but without the inconvenience
of burning wood. The HE fire has been rated as
having a class 1 efficiency of 72% which means
that almost all of the heat generated returns to
the room and, in turn, helps to reduce energy
bills and creates less waste.

AET Flexible Space has completed several projects


with the new Direct Expansion (DX) underfloor
cooling range from its Flexible Space Underfloor
Air Conditioning (UFAC) System. It has proved
to be an effective solution to challenges frequently
arising in the refurbishment marketplace.

technology include some of Londons historic
buildings including Film House at 142 Wardour

The CONLIFT family from Grundfos has recently had a new model
added to it and now, besides the CONLIFT1 and CONLIFT2, there is
a new, cost-effective entry level model, the CONLIFT1 LS. This new
model has a few less features than the CONLIFT1, but still

operation and superior reliability. All CONLIFT models are
supplied with an integrated NC/NO contact and cable so that
if the overflow switch detects a high water level, this can be
used to switch off the boiler. CONLIFT2 options include an

automatically when condensate enters the collection tank from an appliance. The units then lift the

rig solution for QPR Football Stadium in London. The companys
prompt action ensured that the Club was able to meet official
regulations within an extremely small timeframe, preventing them
from incurring a considerable fine. Just a few weeks before Sky
Sports and the BBC were scheduled to attend the Clubs first home
game of the season, League Officials presented QPR with strict
regulations that effectively demanded the replacement of the entire hot water system. In addition,
the boiler room had to be split in half to create two interview rooms for Sky and the BBC, presenting an

the recession continues to bite, retailers
must be more cost-efficient and energy
conscious than ever before. Innovative
cold display, refrigeration storage and
freezer solutions can provide an effective
way to reduce monthly electricity bills,
says Nick May, refrigeration product
specialist at Daikin UK...

According to the Chilling Energy Costs report by the Carbon


Trust, independent retailers spend, on average, 9,750 to
22,500 per site annually on refrigeration energy.
However, the report also highlights there is an
opportunity to reduce this spend by 40% on average.
With around 50-70% of a supermarkets energy costs being
attributable to refrigeration, it is estimated that 30-50% of
retail display energy consumption could be cut by making
energy efficiency improvements. This equates to a 19,500
annual energy bill for a 2,000ft2 sales area convenience store,
or even up to 45,000 for a store open 24 hours a day.
The report highlights the efficiency improvements that
could achieve the greatest energy savings, which include
optimising settings on existing equipment,
retrofitting transparent doors on

choice to replace standard condensing units. These invertercontrolled condensing units are particularly suitable for the
fluctuating loads and high energy efficiency requirements of
retail stores. They can deliver a range of temperatures for both
low temperature (-20C to -45C) and medium temperature
(10C to -20C) applications to power cold rooms, freezers,
chilled and frozen food cabinets.
Inverter control ensures that operation is maintained at the
lowest possible speed to meet cooling demand. Refrigeration
systems with inverter controls also have shorter start-up
times, as the required temperature is reached more quickly
and temperature fluctuations are avoided. This technology
also gives high levels of energy efficiency, even in partial load
conditions, resulting in reduced operating costs and
decreased CO2 emissions.
For all these reasons, an inverter controlled condensing unit
was chosen by Cold Service for a McColls convenience store
in Fareham. Mark White, design manager for Cold Service,
said: Energy efficiency was a high priority for our client and

(UK) on behalf of operator Hills of Corby Hill at a Spar store
and petrol filling station at Whitehaven in Cumbria. One CVP
condensing unit serves four large display cases and one
smaller display case, all with glass doors, at -6C evaporating
temperature. The outdoor unit is able to provide 20.72kW
of refrigeration, up to an ambient temperature of 35C and
provide up to 37.5kW of heat in winter or 13.51kW of cooling
in summer, via three ceiling cassettes.
The ZEAS condensing unit serves three more display cases,
also fitted with glass doors and with an evaporating
temperature of -6C, providing a total of 8.15kW refrigeration
capacity up to an ambient temperature of 35C.
For larger stores, a new range of Multi ZEAS units has just
been launched, which deliver the higher capacities required
for supermarkets, food storage and processing plants,
while reducing energy consumption when compared
with traditional refrigeration systems.
So, whatever size of refrigeration system is required, there
are now solutions for every scale of retail operation, which
could assist in achieving the potential cost-savings identified
by the Carbon Trust.

Keeping the hot water flowing

A popular Gloucester holiday destination is benefiting


from the arrival of Rinnai Infinity energy efficient condensing
continuous flow water heaters. Rinnai hot water appliances
first made their appearance at Croft Farm five years ago
when they were installed in the fully equipped fitness centre
and separate shower block. The leisure park has now
upgraded another shower and toilet block replacing an old,
dated and inefficient electric system with two Rinnai Infinity
HDC 1500 externally mounted water heaters. By using the
robust external units designed to stand up to all weather
conditions including frost, there is no need to dedicate internal space for them as they happily sit
on an external wall, which also means there is no fluing to worry about, thereby keeping installation

Mitchells & Butlers has worked with GE Lighting to replace


halogen lights delivering a 91% CO2 emission and energy use
saving of the lighting systems across its estates. The relamping
programme was rolled out through 1,600 Mitchells & Butlers
stores and delivered maintenance cost savings of 69% and
operational cost savings of 88%, resulting in a three-month
project payback time. While energy reduction was key, it was
also crucial not to compromise the quality of light and customer experience. By installing GEs high
quality LED MR16 lamps, the look and feel of each brand was also maintained. GE Lighting
recommended replacing all of the existing 50W halogen lamps with its 7W MR16 LED lamps and 5W
LED EnergySmart GU10 lamps. The 7W MR16 range offers a high level of technical performance in the
form of a halogen shaped LED lamp. Simple to change as it can be used with the existing ballasts, it
offers outstanding performance and 12 times longer life (compared to a standard 50W halogen lamp).

Runaway success
The electronics specialist retailer, Maplin is
adding to its network of 205 stores across the
UK and Republic of Ireland. The new Rockfon
Artic ceiling range and RockLink Grid system
has been installed in five stores so far.
Architect and building surveyor, Squires and
Brown, specified the Artic range for the new
Maplin stores and architectural technician,
Paul Riley explained the reasons behind the
choice: Maplin stores can be located on the
high street or in large retail parks and sell a
large range of electronic products within
a clean, modern designed interior. The ceilings

manufacturing facility which will enhance the long-term aesthetics of its
products and reduce maintenance at no additional cost.
Delta Balustrades nTechnology is a specially-formulated treatment that
will be factory applied as standard to all the companys stainless steel
handrails and glass balustrade components, which will significantly reduce
the time and money spent eradicating tea staining even in the harshest of
coastal environments.
At just two molecules thick, the nTechnology treatment reacts with the silica
in the stainless steel to create a covelant bond at a molecular level. This
chemical fusion permanently bonds the nTechnology to the polished
stainless steel by sharing electrons between the steel and the treatment,
sealing the surface of the stainless steel and protecting it from chlorides and
other contaminants that can cause unsightly discolouration.

Derek Eames, Delta Balustrades technical manager, explains: Tea staining is


a common problem in both coastal and urban environments as contaminants
and moisture in the air gather inside the microscopic abrasions in the polished
stainless steel. While this does not degrade the integrity of the stainless steel, it
does degrade the aesthetics. Conventional coatings are often used to address
this issue but they are prone to delaminate which also impacts on the
appearance of the balustrade and the only other alternative until now has been
to specify expensive high-alloy or finely polished stainless steel.

Changing Places, and similar, bigger and better accessible toilets and hygiene rooms, are increasingly
being incorporated into the designs of any building to which numbers of the public have access
highlighting a variety of potential issues for all concerned in the build process. Kelvin Grimes,

This growth in popularity is in part due to their now being

and often basic, issues are not even contemplated.

inclusivity reason, be downward blowing.
Stud walls will not suffice. Walls need to be load-bearing,
as they have to carry not only the equipment, but the
additional weight of an adult using the equipment
an adult who could be bariatric. Brick and block is the most
appropriate construction. Alternatively, a mobile bench
overcomes the need to potentially strengthen the wall.
Ceilings need to be high enough at least 2.4m to allow
the ceiling track hoist to function properly, and suspend the
user safely above the floor. If height is an issue, specify a floor,
mobile hoist, but beware that non-fixed equipment can go
walkabout.
Preferably, washbasins should be height-adjustable with
concealed plumbing. The height adjustability enables its use
by mobile and wheelchair-bound alike. Concealed plumbing
is a must imagine the scenario where someone gets their
wheelchair tangled in the exposed plumbing at best, the
pipe may break, at worst, a litigation suit. Taps on basins
and showers need to be DDA compliant, ie thermostatically
controlled to prevent scalding, and able to be operated
with a closed fist.

Colour is vital. Most sanitaryware is white, and there is a


tendency to go for neutral background colours. But if you
have a sight impairment, you want big bold colours, to help
you navigate: purple walls are excellent, a strong blue is
widely acknowledged as a key colour for toilet seats and
similar equipment.
Once installed, the equipment should be commissioned,
and then serviced annually, with a LOLER inspection
scheduled twice a year. Service and maintenance contracts
provide an efficient solution, giving peace of mind and the
assurance that the toilet facility is properly operational
regardless of frequency of use.
All of this may sound obvious, but from practical experience,
it isnt. The key is to communicate with all parties involved
throughout the process, and use available expertise to ensure
the initial design is right, and then that it is all implemented
properly with due consideration to any modifications enroute.

Flooring should be non-slip, and matt. But there are fun


considerations in specification and construction too.

Inspiring design

An ambitious scheme by Knowsley Borough Council


to build world-class education facilities in the heart
of its local communities has resulted in seven new
learning centres that replaced eleven existing secondary
schools. Multikwik Sanitary Frames were the answer

900-place Christ the King School in Huyton. Winner of

Association discusses the potential benefits of sprayed and injected polyurethane foam
systems for building insulation and strengthening purposes...

Building insulation should now be top priority. With the


release of figures from the Office of National Statistics in
December 2013 highlighting an average spend of 68
per week on housing, fuel and electricity for the home,
the basic cost of living can be seen to have risen substantially.
The expenditure is now 3% higher on the previous survey
conducted in 2001-2 and has jumped ahead of an average
households transport expenditure.

with cavity wall insulation, loft insulation and draught
proofing. This should have an immediate effect on comfort
within the building and, if the thermostat can be turned down
by a degree or so, financial savings will soon materialise.
When polyurethane foam is used for insulation purposes
this product has superior insulation values to many other
insulants which should result in significant savings.
With the Governments Green Deal scheme underway this
has removed the inability to purchase insulation, providing
a loan to householders with the repayments being made on
electricity bills. There should be a reduction on the electricity
bill due to the savings made from the installation and the
loan is taken from these savings. The Green

2 December, 2013 which will take effect during 2014
to simplify the application process.
The use of sprayed and injected polyurethane foam can
be applied to roofs, walls and many other areas of the
building substrate. The material is a two-component,
chemically modified polyurethane foam which achieves
superior U-value and air-permeability results. Systems can be
applied to various depths and have K-values in the range of
0.025 to 0.028W/mK. The installation prevents cold bridging,
a common problem when installing other insulation
materials. Thermal bridging needs to be taken into
account when meeting Building Regulations.
For wall insulation, injected polyurethane foam can be used
in the cavity, offering a superior performing insulant which

also helps to bond the inner and outer leaves,


providing strength to the building. This is particularly useful
where wall ties are failing in existing houses. Polyurethane
foam is resistant to flooding and often preferable over other
materials which may have decreased insulation values once
they are wet. These systems are approved under BBA
certification for masonry cavity wall constructions in all
exposure zones.
In situations where housing is classed as hard-to-treat,
the installation of injected polyurethane foam may be the
solution. According to the Centre for Sustainable Energy,
as many as 5.8 million properties in the UK have cavity walls
that are classified as hard-to-treat. For example, properties
with narrow cavities, stone cavities, or of metal frame or
timber framed construction, can be insulated with injected
polyurethane.
Higher market prices for insulated homes and commercial
buildings can often be achieved as buying trends increasingly
favour the more energy efficient properties. This situation
was highlighted by the Department of Energy and Climate
Change in its research entitled An investigation of the effect of
EPC ratings on house prices, published in June 2013.

The research demonstrated that the sale price


achieved was higher where properties had
Energy Performance Certificates which were
one or two bands higher than similarly sized
dwellings. The average increase across England
was an increase of 14%.
Builders and developers who incorporate energy efficiency
within their unique selling proposition can add value to their
new build portfolio. Spray applied and injected polyurethane
foam can also be added to existing properties to bring these
properties up to todays standards.
The British Urethane Foam Contractors Association (BUFCA)
is the national trade association representing skilled installers
who are expert in the application of sprayed or injected
polyurethane foam. When choosing members, house builders
and developers can be sure of achieving the highest
standards of quality and service. A 25-year insurance backed
BUFCA warranty is in place for cavity wall insulation installations.
BUFCA installer members have to adhere to the associations
Code of Professional Practice which endeavours to maintain
high standards of quality and service to protect customers

joists as pressure mounts to reduce costs while improving energy
efficiency and performance. According to Karl Foster, sales and
marketing director of Wolf Systems, the originator of the
successful easi-joist system, metal-webs are continuing to take
market share from timber I-joists and traditional sawn timber
despite tough trading conditions. Metal-webs continue to win
market share over the competition by simply being a better
product, said Karl. Once converted to metal-web, many
contractors and builders wont go back to using products that
dont have the advantages of metal-web, he added. Metal-web
joists are lightweight composite structural beams consisting of
timber flanges joined by a lattice of pressed steel connector plates.

A natural restoration
The restoration of the roofscape of Raasay
House a Scottish Category Grade A
listed building on the Isle of Raasay, just off
the Isle of Skye in Scotland has been
completed using natural slate supplied by
SIG Roofing Supplies. The property is
owned by the Raasay House Community
Company and they have worked alongside
the Scottish Governments economic and
community development agency to
implement the works. Approximately
917m2 of SIG Roofings SIGA 110 natural
slate was laid in diminishing courses to
restore the roof of this 17th Century
landmark. In accordance with Historic
Scotland, the restoration of the roofscape
had to mirror the original roof covering as
closely as possible. SIGA 110 slates were
specified as their North Wales origins best
replicate the original Scottish Ballachulish
slate that is no longer available, both in
texture and colour.

Caring Cembrit
Westerland A+ rated fibre cement slates
from Cembrit have provided a newly built care
home facility in Pembury with a sustainable
and attractive finish. Replacing an older
property that was demolished, the slates
needed to remain in keeping with the original
look of the facility. Beginning in Summer 2011,
the project saw a new building constructed

self-supporting faceted barrel vault skylight at Debenhams
flagship store in Londons Oxford Street. The 22m long skylight
was constructed using Schuecos FW60+ system with a 6mm

Excellence has been won by Aedas Architects for its faade engineering
work on Al Bahr Towers in Abu Dhabi. RIBA president, Stephen Hodder
MBE, presented the award to Aedas UK managing director Mike

which organised the competition to celebrate its 10th Anniversary, liked
the overall ingenuity, uniqueness and engineering complexity of the
faade design of the Al Bahr Towers, adding that there wasnt another

SuDs are finally coming...


Alex Stephenson, director of Hydro Internationals UK Stormwater Division and chair of the
British Water Sustainable Water Management (SuWM) Focus Group, outlines the
implications for new legislation in England and Wales...

They have been a long time coming and for those of us


who have campaigned passionately for wider uptake of
Sustainable Drainage Systems (SuDS), April 2014 will mark a
momentous milestone in the battle not only to reduce surface
water flooding, but also to improve water quality in our
environment.
Long-awaited new legislation will enable new local
authority SuDS Approving Bodies (SABS) in England and
Wales to officially start work approving and adopting SuDS
proposed for new developments of more than property.
The regulations will end a developers automatic right to
connect to a public sewer.
The SAB responsibility is an important new role for the Lead
Local Flood Authorities established in the wake of the Pitt
Review, which set out to improve the countrys resilience to
surface water flooding in the wake of 2007s devastating
floods.
SuDS first principles
The principles of SuDS are first and foremost to mimic natural
drainage and deal with rainwater as close as possible to
where it falls. SuDS avoid costly and unsustainable
transportation of surface water run-off in an
overloaded combined sewer system.
SuDS are often designed to achieve

A SuDS design may include natural SuDS features such as
ponds, wetlands or swales and/or proprietary manufactured
systems such as vortex flow controls or hydrodynamic
separators. The construction and highways industries are
gaining a greater understanding of how to apply and
combine the best techniques from the SuDS toolbox
successfully.
While the techniques for volume control to meet discharge
consents are well known, some engineers and contractors
may require guidance to understand the options and best
practice approaches for treatment.
In England and Wales detailed new guidelines are being
developed as part of the legislative framework to provide

designers and developers with good guidance. An update
to the widely-recognised SuDS Manual published by the
Construction Industry Research Information Association
is also expected in the near future.
Surface water treatment
The new legislation in England and Wales will, for the first
time, introduce mandatory requirements for surface water
treatment to remove silts, sediments and pollutants from
surface water run-off. However, Scotland is widely considered
to be ahead with SuDS as a result of legislation first
established more than ten years ago, especially for surface
water quality.
As a recent survey conducted by the SuDS knowledgesharing website Engineering Natures Way shows, experience
in Scotland points the way for England and Wales and holds
some important lessons particularly in relation to the
adoption and ongoing maintenance of SuDS features.

Key considerations for SuDs success
Key considerations that influence the optimum choice of
SuDS features depend on factors such as the site and ground
conditions, available land, construction costs and future
maintenance and adoption.
Accurately judging both initial capital and through-life costs
will continue to present challenges for both designers and
developers of SuDS. It will be important to define the
maintenance requirements for vegetated features such as
ponds or wetlands alongside manufactured elements of a
drainage scheme such as a vortex separator.
For manufactured devices, providing a proven, predictable

maintenance schedule and costs is straightforward. But how


will the full costs and maintenance schedule of a pond be
accurately defined? I believe adopting authorities could take
a few years to truly get to grips with the full operational,
maintenance and cost implications of SuDS under their
jurisdiction.
Tip of the iceberg
The need to retrofit SuDS in our urban environments to
protect already-overloaded sewer networks and improve
water quality is not yet covered by legislation. So, while
celebrating the achievement of SuDS legislation for England
and Wales, it should be remembered that this is just the tip
of the iceberg in seeing SuDS on every urban street corner.

Due to the vast glazed openings and multiple points to secure, it is crucial that the hardware used
will provide residential properties with protection from forced entry. Fergus Pickard, product
development director at P C Henderson explains how to create the desired look with sliding
and folding door hardware while maintaining the highest levels of security...

Security
Exterior folding doors can help create the vision but,
due to the opening size, there is a need to ensure that the
gear system provided has the high performance of a secure
solution.
There are different performance and test standards for
burglar resistance for folding door systems: the European
wide EN 1627, and the UK specific PAS 24.
Both documents look to confirm that systems that have
passed the prescribed tests offer an enhanced security

performance. Both standards demand similar testing for


the system to withstand mechanical loads, dynamic impact
and human attack.
It is extremely important that exterior folding door
components that claim to have enhanced security benefits
have been subjected to rigorous testing such as PAS 24 and
EN 1627 preferably both as they ensure security of the
highest standard.
Secured by Design (SBD) is the official UK Police flagship
initiative supporting the principles of designing out crime.
Owned by the Association of Chief Police Officers (ACPO),
SBD focuses on crime prevention in homes and commercial
premises and promotes the use of security standards for a
wide range of applications and products. Products with
Secured by Design certification show they have been
rigorously tested to withstand forced entry.

The external system was suitable for the project as it
is designed to accommodate large door leaves of up to
3 x 3m. The hardware system also provides superior weather
resistance due to its bottom pad and anti-derail plate which

stiles and the threshold.
Functionality and design
Security, function and the design of the building all need to
be taken into account when specifying sliding door systems.

ISO 14001 is the world's most recognised

and installed its high performance steel security doors for one
of the worlds most exclusive hotel brands at one of the
highest addresses in Europe. Powershield fire doors have been
installed at the top class hotel which resides in one of
Londons most desirable postcodes. The doorsets were
supplied for installation to back-of-house spaces within the
hotel, helping to protect critical service delivery areas, and the
personnel and property therein. Successfully fire tested by
Warrington fire and covered by Certifire approval, the doors
can protect against the spread of flame and smoke for up to
240 minutes, in accordance with BS 476 Part 22 and EN 16341: 2000.

Confirming steel window fire safety


Always seeking to ensure that steel windows are up-to-date
when it comes to meeting relevant safety and other regulatory
requirements, the Steel Window Association (SWA) has had the fire
performance of the systems re-validated under current European law.
As a result, a new, five-year approval has been confirmed for the F
Range, W20 and W40 steel profiles by the independent Exova
Warringtonfire centre, and passed several vigorous and exacting fire
integrity tests to maintain the coveted BS fire ratings. The review of
the assessment report referenced WFRC No. C118420 concluded that
the data used in the original appraisal has been re-examined and
found to be satisfactory. Additionally, the re-appraisal of the original
testing ensures that the testing methodology meets the revised
requirements of Resolution 82: 2001.

an uninterrupted flush finish timber face, SIMONSWERK TECTUS completely hidden hinges were
specified for these internal doors and additionally for the front door from the lift lobby into the
apartments and some interior cupboard doors.
Architectural Ironmonger Interior Hardware commentsThese are extremely high specification
apartments and the designers were very clear that the fittings and finishes should be of the highest
order. The large American Walnut doors required a heavy duty concealed hinge so TECTUS was the
obvious choice. They liked the product and the technical back-up provided by SIMONSWERK and
expanded the specification to include the majority of the en-suite bathrooms and dressing room doors.
The doors were supplied pre-mortised and the hinges fitted on site by joinery contractor Houston

Going to the chapel


Scotts of Thrapston has helped shed some light on
a 19th century chapel in Titchmarsh, Northamptonshire.
The chapel building has been renovated and is now home
to the Atmosphere Air Conditioning & Ventilation
company which was looking for an exact replica of the
original window and is extremely pleased with the result.
Scotts met the client brief by designing and
manufacturing the match in Accoya and Medite Tricoya,
to avoid any timber movement. The new window was
double-glazed with decorative applied lead by the expert
team at Scotts. Some of the double glazed units also had
a colour film applied for a distinctive and striking finish
when viewed from the interior of the chapel.

Victorian arcade transformation


A historic arcade in Leicester which is one of the only examples of its
kind in the UK has reopened following a 3m refit involving multiple

Arcade, which features 20 units, was built in 1891 and is believed to be
one of only two, four-storey arcades in the UK. Despite being an iconic
Leicester building, it has been closed for more than ten years and,
consequently, fell into disrepair before a redevelopment project

Recent weather warnings predicting the worst weather in


sixty years, have contributed to a 74% increase in grit bin
sales for Leafield Environmental during November 2013
compared to 2012. Phillip Maddox, managing director for
Leafield Environmental said: September to January is the
busiest time of the year for grit bin orders, but we had
more sales in November, than the whole of October and
September. Our customers are taking the Met Office
predictions seriously and getting ready for the worst.

After several months delay, it came as no surprise


that the announcement of the next changes to the
Approved Documents to Part L for England was
extremely cautious. In order to stimulate and
maintain the slow recovery of the construction
industry, the Government has recognised areas
that would struggle to achieve greater carbon
savings under current circumstances, but at the same time EPIC believes that it now has
considerable ground to make up in order to achieve the dearly held targets of net zero carbon
construction by 2019 for non-domestic buildings. An aggregate improvement of 9% over 2010
standards will be required by ADL2A 2013, ranging from around 3% for industrial/warehousing
to 13% for commercial/offices. This is expected to be achieved largely through better air tightness,
lighting controls and services, leaving the building fabric virtually unchanged.

Chris Gimson is taking over as commercial director for

Dow Building Solutions, in February 2014. He succeeds
Jayne Law, who has been in the position since 2004.
Chris joined Dow as part of the acquisition of Flexible
Products in February 2000, for which he was European
managing director. During his Dow career, Chris has been
a senior account manager for the cushion packaging business,
managed the STYROFOAM business in Ireland and directed
the core composite STYROFOAM business. Alongside his

Thetford-based fragment retention lamp

Seven local runners, the Thetford parkrunners,
cultivated their facial hair for the month of November
as part of the national Movember challenge run by the

installed. Knauf Comfortboard contains the Micronal phase
change material (PCM). PCMs use the principle of latent
heat to produce their temperature stabilisation effect.
Micronal consists of microscopic particles of wax encased in a tough polymer shell. As the temperature
rises, the wax melts and draws heat energy out of the surrounding atmosphere. When the temperature
falls the wax returns to a solid state releasing its heat back into the atmosphere.

1200 Pro, contractors were able to apply a 4mm coat of the smoothing underlayment directly over

Foremans Relocatable Building Systems, the UKs largest


supplier of refurbished Portakabin buildings, has handed over
its second project on time and on budget at The Piggott
School, a high-performing academy in Reading. The scheme
to expand specialist teaching facilities at the school follows
the success of an earlier Foremans contract in 2012 to
construct a sixth form centre. The project had to be complete
in time for the start of the new academic year as it was
replacing a number of temporary classrooms. The use of a refurbished modular building allowed the
scheme to be constructed during school holidays and reduced the programme by around 70% compared
to traditional site-based building methods. The new facilities were built by Foremans from 44 recycled
steel modules which were fully refurbished and reconfigured to create eight maths classrooms, a science
laboratory, office accommodation, beverage point, disabled access lift, PE changing rooms, and a fitness
suite which the community can use outside of school hours.

A Leonard Cheshire Disability care home, Hill House, in Cheshire,


is transforming the lives of its residents after UK provider of
