A. Project Description
Type of Project: Housing and Livelihood Project
Project Proponents: Barangay Officials, with EJOPAZ and Quezon City Local
Government Departments
Project Beneficiaries: Families in chosen Depressed Areas
Location/Area of Beneficiaries: Labrador, Diliman, South/North Triangle (near
Commonwealth Avenue and Quezon City Memorial Circle)

B. Background / Situation Analysis
According to the Spatial Statistics of Informal Settlers in the Philippines, an estimated
550, 771households are informal settlers as of August 1, 2007. NCR, with a total number
of 199, 398 have the highest number of informal settler households. And out of all the
Cities in NCR, 99, 238 informal settler household or the highest number of having
depressed areas is Quezon City. The Quezon City Urban Poor Affairs Office declared that
in 2010 the number of informal settler households in Quezon City have already reached
223, 000 with the highest number of 155, 885 unemployed persons as of 2009 as
conducted by the NSO in a Labor Force Survey.
Depressed Areas as some may call it to lessen the degree of harsh terms such as
squatters, have already been the common concern of all city governments. These areas
have already been proven also as areas that easily get flooded, burnt, destroyed by storms
and are location of crime scenes, illegal trades or buy and sell, and have been home to a
huge numbers of unemployed. The situation of informal settlers household growing are
now becoming alarming since it can be a cause of economic crisis as well as one of the
huge commodities that causes floods, unorganized waste disposal, crimes and such that
the city government are trying to solve. Roads near the areas are also home to illegal
parking as well as illegal vendors that brings blockage in the road and causes traffic in

some highways. Not being able to fix these problems, other policies would not be
implemented and maintained not unless this problem is fixed.
C. Project Objectives
1. Alleviate Poverty in the chosen area by providing livelihood for families from the
chosen areas as a source of income.
2. Provide proper and convenient location for vendors and vehicle parking.
3. Renovate houses and road sidewalks in the depressed areas and produce a clean and
green and clean Quezon City.
4. Decrease crime rates, waste disposal, and more importantly unemployed people.
D. Project Strategies
1. In partnership with the Departments of the Local Government of Quezon City and the
Barangay officials concerned, 1st Step would be a negotiation with the residents
giving them the assurance of success with their cooperation.
2. Renovation of houses would be a part by part process to allow residents to still have
houses to stay in. A temporary Tent Home would be provided for those families
whose house would be demolished.
3. Residents would be part of the task force to help the project proponents in re-building
the area for development.
4. The creation of Tent Markets for the livelihood of the families in the area.
5. Residents of the area would be part of the staff that would be organizing the creation
Tent Markets.
6. Road Sidewalks would be renovated with the creation of Public Utility Vehicle
Parking for Loading and Unloading of Passengers as well as creation of Private
Vehicle Parking.
E. Desired Impact and Outcome
1. Desired long term effects are the maintenance of cleanliness in the area as well as
increase in the income of families for their livelihood development and 100 %
employment rate in the area.
2. This project would be sustained and monitored by the departments responsible for
housing and livelihood as well as public order and safety departments of Quezon City,
barangay officials as well as the residents of the area.
