SPSE Report: the Dushuhu Neighbourhood Centre


Introduction
The neighbourhood centre is a new concept of community service
developed by Singapore. The Suzhou industrial park is a pilot project
resulting from the cooperation between the Chinese government and
Singapore government which include neighbourhood centre as well.
Moreover, Dushuhu Neighbourhood Centre opened in 2008 and has been
attracting a large number of new business investment in this area.
The neighbourhood centre is a new concept of community service from
Singapore. The Suzhou Industrial Park is a test area where Chinese
government and Singapore government cooperate to build, so there are
some neighbourhood centre in Suzhou Industrial Park. The Dushuhu
Neighbourhood Centre opened in 2008, attracting a large number of new
businesses thrive in the centre. The neighbourhood centre is central area
of Dushuhu ,which have a number various of trades for nearby residents. It
is more convenient for nearby residents that different trades is on cluster,
because residents can complete activity and achieve what they want in
the same centre. This report aims to examine the layout of Dushuhu
Neighbourhood Centre, and discuss the solution and evaluate to the
problem.

Situation
Depicted in figure 1, Dushuhu Neighbourhood Centre, the original site,
locates on the southeast of Dushu Lake which is approximately the 10minute driving distance from XJTLU campus. There are 5 floors in Dushuhu
Neighbourhood Centre, including a underground floor and 4 floors on the
ground. There are a various of and unassorted trades on each floor. In
term of the construction of the centre, the designer used the square

design in appearance(Figure 2).

Problem
The most serious problem is the layout of Dushuhu Neighbourhood Centre
is confused. The stores of different functions do not be sorted and same
functions stores do not be concentrated together, they were arranged on
each floor without regularity. On the one hand, the confused layout affects
the efficiency of customer. For example, if customers want to have lunch,
there are some restaurants on every floor, they may look for from
underground to forth floor to choose he like best. It is a waste of time due
to confused layout. On the other hand, the appearance of these stores
looks very confusing due to the confused layout.

The confused layout of centre has two impacts on both society and the
economy. In terms of economy, the confused layout could restrict the
development of centre, which will affect the economy of centre. The
centre may not provide a satisfactory services as customers expect due to
original layout. For example, if customers think the service is unsatisfied
which are led to the confused layout. They could reduce the frequency to
the centre or even not, which is bound to affect the centre of capital gains.
In the terms of society, on the one hand, the development situation of
Dushuhu Neighbourhood Centre is closely linked with the employment
situation of Dushuhu area. For example, when the center have a better
development, it will need more staff, the region jobs will increase.
However, the confused layout could affect itself development, which will
reduce jobs. On the other hand, the Dushuhu Neighbourhood Centre is as
the central business district of Dushuhu area, which meant Dushuhu
Neighborhood Centre represents the image of Dushuhu area in the social
aspect, even Suzhou. In other words, the centre directly affect the
development of society.
Solution
The above problem need be solved, so there are two practical ways to be
mentioned after consideration. As the report mentioned before, the two
solutions aim to solve the problems of centre, the confused layout.
The first practical method is to sort the stores of Dushuhu Neighbourhood
Centre so that these stores of same functions are concentrated together.
Afterward, these stores of same functions will be arranged on different
floor and set up a sign to tell customers information. The layout of centre
will be clearer, which make the customers' purpose more clear. For
instance, if customers want to buy clothing, the original layout, every floor
have the clothing stores, which lead to customers purpose is not clear in
that they need look for each floor to choose. If the centre adopt the
solution, stores are sorts and concentrated, it is efficient that customers
know clearly which floor all clothing stores are in. Therefore, by sorting
stores, the layout of centre will be improved.

The second possible option is to unify the design of stores, style and color.

In this way, the layout of these different stores will look more orderly. For
example, customers come to centre, the original layout, there are different
stores on the same floor, which may upset customers. If the surface of
stores is unified, the regular design, which may please customers. This
method is mainly from the appearance to solve the problem of the stores
of confused layout.
Evaluation
The above two solutions need to be evaluated, in that they have different
strengths and weaknesses in the two impacts of economy and society. In
this way the more appropriate way will be adopted to solve above
problem.
The first solution may solve on both economic and social impacts. In terms
of society impact, sorting these stores will give customers more
convenient and efficient service. In terms of economic impact, it is
conducive to the centre to raise its economic income. Furthermore, the
Dushuhu Neighbourhood Centre may need pay more taxes for the local
economy, which can promote the development of local economy. In
addition, the first solution, sorting these stores, these stores only need
move to a designated location, which is a low cost method. However, the
first solution is cumbersome and it is possible for sellers that they have to
closed for moving in a short time. Anyhow, the advantages overbalance
the disadvantages.
The second option, unify the design of stores' facade, may be only able to
solve social impact, but not economic impact. The second methods will
make these stores look tidier from the appearance in centre, improving
the social image of the centre in the Dushuhu area. However, the way just
give customers a better visual feel, which con not produce a satisfactory
service in essence. Additionally, unify the design need decorate, have a
high cost.
Overall, while it is cumbersome, the first solution, solving on both
economic and social impacts. In terms of solving substantive matter, the
first method, sorting may be the best option.
Conclusion
The report have given a information about the layout of Dushuhu

Neighbourhood Centre, and provided and evaluated two possible solutions.


The first method basically solved the social and economic impacts caused
by the chaotic layout. The second option also solve the confused layout
from surface, but it unlikely to have such a profound influence on the
economic impact. Overall, the management of the Dushuhu
Neighbourhood centre use the solution to adjust the confused layout as
soon as possible.
